Purpose Development of Integrated Water Resources Management (IWRM) to

eliminate water crisis in Sana'a Basin.

Position National Consultant

ToR

Develop various comprehensive training needs program, as integral part

of project interventions into demand management, supply management,

institutional development and public awareness, Training program

covers:

• Project staff

• Individuals, groups and entities of water users, farmers, O&M managers,

service providers and stakeholders (WUGs, WUAs, WUFs and SBC);

• Government agencies (NWRA/SB, MAI/SO, MAI/GDI, MAI/CWMU and

possibly others)

Create Awareness in cooperation with IPAC to improve the current state

of knowledge and perceptions of farmers and water users with regard to

modern irrigation technology and techniques;

Formulate clearly the goals of training policy, that refer to improve

irrigation practices, onfarm crops, water management techniques, water

use efficiencies and increased water savings;

Evaluate SBWMP successes and weaknesses activities, by using a

systematic diagnostic procedures covering fields visits and SBWMP

offices;

Formulate training need programs to be provided on an on-going basis

following the social mobilization phase in each area, taking into

consideration, farmers Participation in, WUGs, and WUAs.

Training concentrates on skills development and capabilities to improve

water quantity and quality in Sana'a basin through integration in WRM,

initiated by installing and adoption of modern irrigation network at the

grass root level.

Strengthen institutional development and capacity building, (Bottom up

techniques).

Interpret the Indicators in terms of, level of service, strengths &

weaknesses of the service and provide best practices.

Study the training needs of beneficiaries to develop specific approach in

preparing recommendations and priorities establishment for

modernization, that may result in improve project performance;

Setting up integrated water resource management training policy and

creating investment techniques in this field,

Finally, creating database and awareness society toward development of

water resources and its modes of exploitation in different usages.
