Bagong lakasBAGONG lakas, bagong umaga, bagong pag-asa, bagong pagkakataon

para sa pagbabago. Ang mga ito ay ilan lamang sa mga pangunahing

mensahe ng pagsapit ng 2010 ang bagong taon na simula ng pani-

bagong dekada sa kasalukuyang milenyo.Ngunit kaakibat ng lahat ng ito ang mga tagumpay at kabiguang

hatid ng mga hamon na ating sinagupa sa nagdaang taon at dekada.

Kaya habang niyayakap natin ang mga oportunidad ng kinabukasan,

pasan din natin ang mga bunga ng ating mga pagkakamali at pagku-

kulang sa mga nagdaang panahon.

Sa kalagayang ito, mangangailangan ng higit na lakas ang bawat

isa sa atin upang mapagtagumpayan ang mga balakid sa ating dara-

anan sa paglalakbay sa taong 2010.

Mangangailangan din tayo ng higit na masusing pagsusuri sa

mga pinagdaanan nating hamon, upang maunawaan ang mga aral

nito na magiging gabay natin sa mga susunod na pagkakataon.

Walang kapalit ang aral na natutunan sa nagdaang karanasan

upang hindi na muling maulit ang katulad na pagkakamali. Ngunit

madalas maikli ang ating alaala at nakakalimot tayo.

Aminin man natin o hindi, nalimutan na ng marami sa atin ang

kontrobersiya ng Hello, Garci noong 2004, na hanggang ngayon ay

hindi pa nagkakaroon ng malinaw na kasagutan.Ang bunga nito ay pagwawalang bahala ng bawat isa sa atin sa

paghahangad ng katarungan; at ang unti-unting pagkaagnas ng ating

pagtitiwala sa pamahalaan at iba pang institusyong dapat gumabay

sa atin.

Maging ang magagandang halimbawa ng pagiging maginoo sa

larangan ng pulitika ay atin na ring nakalimutan. Sa halip, ang nag-

hahari at nananatili sa ating isipan ay ang mga pakunwaring pahayag

ng maraming pulitiko na ipaglalaban ko kayo ngunit ang totooy

Naaalala pa ba ninyo ang ipinakitang pagkamaginoo matapos ang

halalan noong 2004 ni Willie Villarama? Siya ang halal na Kinatawan

ng Ika-2 Distrito ng Bulacan mula 2001 hanggang 2004. Sa kanyang

muling pagkandidato noong 2004 natalo siya, ngunit bago pormal na

iproklama ang kanyang katunggali naghayag na si Villarama ng

pagtangggap ng pagkatalo.

Ang mga katulad na halimbawa ang dapat magsilbing pamantayan

ng bawat isa sa atin upang mapataas natin ang antas ng pulitika atpaglilingkod sa ating lalawigan simula sa taong ito na simula ng

panibagong dekada.

Tandaan natin: Ang pangakong bagong lakas at bagong pag-asa

na hatid ng bagong taon ay nakasalalay sa iyo, sa akin, sa ating lahat,

at hindi sa kanila o ang iilang taong matamis ang mga ngiti at

mabulaklak magsalita kung halalan at kadalasan ay nagig ing sagabal

Save our national treeASK any elementary pupil if heknows what the countrys na-tional tree is and he will reply,Narra. But ask him again hownarra looks like and he will neversay a word. The reason: most chil-dren these days dont see anynarra tree.

In fact, narra is on the brinkof extinction and only the mostdetermined and relentless con-servation campaign will preserveit. Today, the Philippines hasonly small, scattered and endan-gered remainders of the tree,laments Roy C. Alimoane, direc-tor of Mindanao Baptist RuralLife Center (MBRLC) Founda-tion Inc. based in Kinuskusan,Bansalan, Davao del Sur.

In other parts of Asia wherethe tree grows, narra is facing thesame distinction. While it is re-corded as vulnerable in thePhilippines, narra is threat-ened in Indonesia and endan-gered in India. It is probablynow extinct in Peninsular Malay-sia because of exploitation of itsfew known stands. Narra hasbeen extinct for 300 years in thewild of Vietnam.

In Singapore, narra is a sym-bol of the countrys garden cityplanting program. This attractivetree graced many Singaporeanavenues. In Chonburi andPhuket in Thailand, narra is theprovincial tree. In Malaysia,narra has been planted as a shadetree for at least 200 years.

As narra is fast disappearingin this part of the world, theMBRLC is urging for its massproduction. In its reforestationprojects, narra is one of the rec-ommended trees for planting.

This nitrogen-fixing tree cangrow to a height of 33 meters anda diameter of 2 meters, Ali-moane says.

Narra is adapted to flat,coastal plains behind mangroveswamps, sites along streams inthe low hills near the coasts orinland valleys, and primary andsecondary forests. It is generallyfound growing in calcareous soilsor soils not deficient in calcium.It prefers mist sandy loam or clayloam soils.

Narra belong to the plant fam-ily calledLeguminosae. There areabout 20 species in the world butonly four can be found in thePhilippines. Except for botanistsand foresters, the species are dif-ficult to distinguish from eachother.

Narra is called a variety ofnames in the country: naga, nalu,antagan, apalit, asana, bitali,dungon, lagcr, hagad, sagat,tagga, tagka, agana, balauning,bital, daitanag, kamarag, udiao,and vitali. The four Philippinespecies of narra are:

Narra (Pterocarpus indicus).This is the tree that produces thewood under which the other spe-cies usually come and are mar-keted. It grows in almost all partsof the country. The seed pods aresmooth and with spines or hairs;

Prickly narra ( P. vidalia-nus). This is found in many partsof Luzon, Mindoro, Leyte, andPalawan. It is fairly abundant inCagayan and Northern Luzon.Its seeds have short, soft spines,hence the name;

Hairy-leaf narra (P. pubes-ceus). Found only in the Moun-

The Millennium DevelopmentGoals (MDGs) and the HumanDevelopment Index (HDI) areboth United Nations initiatives.Comparing the two, it is obviousthat HDI will outlast the MDGs,because the goals have 2015 as adeadline, whereas HDI appearsto be open-ended. Comparing thetwo again, I see three commondenominators, and I am referringto the measures pertaining topoverty reduction vis--vis percapita income, public health vis--vis the mortality rate, and gen-eral education vis--vis the lit-eracy rate.

Analyzing these comparisons,I see yet another common de-nominator, and that is the degreeof access that people have to therelevant public services, and I amreferring to access to employmentservices in order to lower poverty,access to health services in order

to lower mortality, and access toeducation services in order tolower illiteracy.

I mentioned employment ser-vices only as a minimum require-ment, because on top of that, Ithink that local governmentsshould also provide entrepre-neurship services. That meanslocal governments should alsogive their citizens access to capi-tal and technology in relation totheir income generation goals.

Looking at the positive side,local governments should aim toincrease prosperity by reducingpoverty, increase longevity by re-ducing mortality and increase lit-eracy by reducing illiteracy. To dothat, they should know theirbenchmark data as their starting

point, and that means knowingthe exact poverty rate, mortalityrate and illiteracy rates in theirown jurisdictions.

How many officials in the lo-cal governments actually knowtheir benchmark data? Howmany of them would actuallyknow the difference between pov-erty reduction and poverty alle-viation? The latter does notamount to anything, because it islike reducing the pain withoutreally curing the ailment. Muchmore than that, how many ofthem are actually gathering andreporting the MDG data that areneeded by the national govern-ment to submit to the UN? I evensuspect that the national govern-ment is simply fabricating thedata that it is reporting to theUN, given the fact that there ishardly any data that is comingfrom below.

As local administrations comeand go, how would the local citi-zens know if their elected officialswere able to deliver the neededpublic services or not? How wouldwe know the extent of theirachievements if there is no com-mon or standard method of rat-ing them or comparing them witheach other? Of course, there ismore to local public administra-tion than reducing poverty, mor-tality and illiteracy, but these arethe core problems that are con-sidered to be more importanteven by the UN.

Time and again, the local ad-ministrations that are comingand going would always cite thelack of budgets as the main rea-

Cathecism and political engagementA CATECHISM has just been is-sued by the Episcopal Commis-sion on Family and Life. Its en-titled, A Catechism on Familyand Life for the 2010 Elections.Its purpose is to form and guidethe consciences of the Christianfaithful in their duties towardfamily and life especially as thesevalues impact on our public life.

It has 15 points, with ques-tions that go directly to the is-sues, and answers that while a bitkilometric are succinct enough tocover these issues sufficiently. Itrequires some effort, but it surelywill also reward that effort.

I would say its a tremendousmaterial that will go a long wayin helping families and individualpersons to be more consistent intheir Christian faith and morals.Consistency in this case meansthe faithfuls duty as citizens alsoto promote and defend their fam-ily and life values in the politicalarena.

This is a very exciting chal-lenge. For some time now, thisaspect of the Christian life hasbeen neglected, presumed to takecare of itself by some nave belief

in an invisible hand, not realiz-ing that powerful forces prowlour social and political life, tak-ing advantage of the democraticatmosphere to retail their evildesigns.

Thus, while churches may befull especially on Sundays, andpublic devotions and shows ofpopular piety are never lacking,we now have the anomalous situ-ation where in our Congress wehave lawmakers poised to legal-ize practices that are openlyagainst morals, not to mention,our culture, scientific data, andeven common sense.

I pray that this catechism begiven widespread airing in theparishes, families, schools, com-panies, social groups, etc. I praythat it be studied by our politi-cians and the other leaders andprominent figures in the fields ofmedia, business, sports and en-tertainment, etc.

A social network of sortsshould be put up, with everyonetaking the initiative to do what-ever he can to spread this docu-ment. It can be uploaded in theInternet, emailed to friends, in-

cluding discussion groups. It canbe given especially to our publicofficials like our senators, con-gressmen, governors, mayors,etc.

We have to wake up. We can-not deny the fact that especiallywith this unavoidable trend to-ward globalization that certainlyhas its good aspects, we are alsonow getting entangled with aworldwide campaign to pushwildly liberal ideas and values,unhinged from the sure core ofbeliefs of who we really are.

We cannot be brainless andidiotic before this disturbing de-velopment not only in our coun-try but also in the whole world.Sad to say, many of our politicaland social leaders are playingdeaf and dumb to the true char-acter of these issues. They areplaying footsie with powerful andmoneyed ideologues.

This is not to mention thatmany of them profess to be goodand pious Christians. They liketo flaunt their Christianityaround, making sure they are inthe limelight in public occasions.

Lamitan in Basilan, Batac inIlocos Norte and Naga in Cebu,plus other would-be-citiesflubbed Republic Act 9009 stan-dards, like generating P100-mil-lion in income, the Court foundlast year.

The 16 didnt tighten tax col-lection. Nor did they beef up lo-cal revenue efforts. Instead,Tandag in Surigao, Bogo in Cebuand Baybay in Leyte, plus the 13others, opted forpalusot: a cushyshortcut, via exemptions,through piecemeal legislation.

The Court refused to playalong. The Constitution isclear, Justice Antonio Carpiowrote. Creation of local govern-ment units must follow criteriaset. Applicants may not wigglethrough exemptions not an-chored in law.

The tribunal spiked reconsid-eration pleas by the League of16. No further pleadings shallbe entertained, the court said.The decision had become finaland executory.

Final means finished, un-changeable, not to be altered orundone in relation to a court ac-tion, your dictionary says. Thatis the opposite of changeable,incomplete or inconclusive.

Courts shy from rewriting dic-tionaries. Its rules bar Pandora-like unsealing of final decisionsthat guarantee chaos. We arenot final because we are infal-lible, U.S. Supreme Court justiceRoberto Jackson wrote. We areinfallible only because we are fi-nal.

Since the old days, tea prepared from the narra leaveshad been a remedy against boils and diarrhea in tradi-tional medicine. In recent years, the extracts of the narraas remedy for some diseases are discovered again by mod-ern medicine.

Unknowingly, the narra flower is used as a honeysource while leaf infusions are used as shampoos. Bothflowers and leaves were said to be eaten. The leaves aresupposedly good for waxing and polishing brass and cop-per.

Ang pamamanata at pagsisim-ba sa kapilya ng Itim na Naza-

Naaksidente ako noongthree years old ako at hindi raw akomakalakad kaya dito namanatayungparents ko, aniya at sina-bing makalipas ang isang taon,dininig ang panalangin ng kanyang mga magulang at siya aynagsimulang makalakad.

Noong Sabado, muling nag-simba si Magallanes sa BlackNazarene Chapel sa Sitio Parong-parong sa ika-20 beses.

Ngunit ang pagsisimba niyaay hindi lamang upang ipagpa-salamat ang kanyang paggaling

mula sa karamdaman, sa halip ayupang ipanalangin ang paggalingng kanyang 10-buwang anak nasi John Lester.

Malambot yung spinal col-umn ng anak ko kaya siya angipinagdadasal namin ngayon,aniya at iginiit na naniniwalasiyang gagaling din ang kanyanganak katulad ng pagpapagalingsa kanya.

Ito ay dahil sa nahihirapanang mga matatanda at mga ka-bataan, partikular na ang mgamay sakit, na makipagsiksikan sasimbahan ng Quiapo sa Maynila,ang tinaguriang sentro ng pag-diriwang ng piyesta ng Itim naNazareno sa bansa.

Ang daan-dang debotong Bu-lakenyo na lumahok sa fluvialparade ng Itim na Nazarenonoong Sabado ay sakay ng mgabangkang de-motor. Sumunodsila sa imahe na nakasakay saisang kasko na hila ng isa pangbangkang de motor matapos angmisa sa Black Nazarene Chapel.

Ang kapilya ay matatagpuansa gilid ng ilog sa Sitio Parong-Parong, Barangay San Agustin,Hagonoy.

Tumagal ng halos dalawangoras ang prusisyon mataposlibutin ang may limang kilo-

metrong kahabaan ng ilog.Nagsabuyan ng tubig ang mga

kabataang dumalo, samantalangang mga may edad ay nagsi-sipagdasal habang nakasakay samga bangka at nakasilong sa mgapayong.

Ang ilang kalahok naman aynagsayaw sa ibabaw ng malapadna kasko, ang iba ay nagpaputokng kuwitis habang nakasakay sabangka, at ang iba pang debotoat nagsipanood sa pampang ngilog at ibabaw ng mga tulay.

Matapos ang prusisyon sa ilog,iniahon ang imahen ng Itim naNazareno. Pansamantala itongisinayaw sa harap ng kapilyabago tuluyang ipinasok.

Pagkalapag ng imahe sa altar,pinaligiran ito ng mga deboto atnagsisiksikang ipinahid sa ima-hen ang kanilang dalang panyoat bimpo sa paniniwalang kapagiyon ay ipinahid naman nila sabahagi ng kanilang katawan namay karamdaman, sila ay ga-galing.

Bulakenyong OFW sa Qatar ikinulong at pinauwiCALUMPIT, Bulacan Naglaho ang mga pangarapng binatang si Jason Vivar Aguilar noong Disyembre31 habang siya ay nagtatrabaho bilang welder sabansang Qatar dahil napagkamalan siya bilang suspeksa pagpaslang sa anak ng isang mataas na opisyal ngMalakanyang.

Isa sa nais niya ay maipagawa ang kanilang bahayna matatagpuan sa Barangay Panducot, Calumpit,makatulong sa pamilya at makapag-asawa.

Ngunit ang lahat ng ito ay naglaho matapos siyangarestuhin ng Qatari police noong Disyembre 31, ipiniitsa loob ng pitong araw at pagkatapos ay pinauwi saPilipinas noong Enero 7.

Ngunit hindi pa doon natapos ang mala-bangungotna karanasan ni Aguilar. Hindi niya malaman ngayonkung paano babayaran ang inutang niyang placementfee para makapagtrabaho noon sa Qatar.

Ang problema ni Aguilar ay nagsimula nang mapag-kamalan ang Bulakenyo na si Jason Aguilar Ivler nangayon ay pinaghahanap ng pulisya at maging ngInterpol sa salang pagpatay kay Renato Victor EbarleJr., noong Nobyembre 18 sa Lungsod ng Quezon.

Si Ivler ay anak ng manunulat na si Marlene Aguilarna kapatid ng mang-aawit na si Freddie Aguilar.

Ayon sa Bulakenyong si Jason Vivar Aguilar,sinamahan pa siya ng kanyang boss na mag-report saQatari police sa Doha noong Disyembre 31 upang linisinang kanyang pangalan.
