Special election isasagawa sa Unang Distrito ng BulacanSpecial election isasagawa sa Unang Distrito ng BulacanMALOLOS — Isang special elec-tion ang isasagawa para sa UnangDistrito ng Bulacan matapos anghalalan sa Mayo, dahil sa pagpa-pawalang-bisa ng Korte Supremasa pagiging Lone CongressionalDistrict ng lungsod na ito.

Noong nakaraang linggo ipina-hayag ang desisyon ni AbogadoMidas Marquez, tagapagsalita ngKorte Suprema, ngunit hanggangnitong Miyerkoles, Marso 17 aywala pa ring inilalabas na kopyang nasabing desisyon.

Batay sa tatlong pahinang Reso-lution No. 8771 na pinagtibay ngCommission on Elections (Comelec)noong Pebrero 15, may tatlongposibleng maganap matapos unang

ideklara noong Enero 25 ng KorteSuprema na ang R.A. 9591 nalumikha sa Lone District ng Malo-los ay “unconstitutional”.

Una, maaaring matuloy anglone district; pangalawa, tuluyangibabasura ito bago maghalalan; atpangatlo, ibabasura ito mataposang halalan.

Ayon sa Comelec, walang pro-blema kung matutuloy ang LoneDistrict ng Malolos dahil han-da na sila at maging ang sistema.

Para naman sa ikalawa at ikat-long posibilidad, kailangan ibalikang Malolos sa Unang Distrito ngBulacan na kinabibilangan ng mgabayan ng Bulakan, Calumpit, Ha-gonoy, Paombong at Pulilan at

kailangan magdaos ng panibagonghalalan.

“A special election for Member,House of Representatives, FirstLegislative Disrtict (with MalolosCity) will have to conducted,” ayonsa Comelec Resolution No. 8771.

Ayon sa nasabing resolusyon,ang mga pangalan ng mga kan-didato ay naitala na sa balota athindi na iyon maaaring baguhindahil kakapusin sa panahon at diaaabot sa halalan sa Mayo 10.

Dahil sa pagbasura sa LoneDistrict, kailangan ding ibabaliksa 10 ang bilang ng kasapi saSangguniang Panglungsod, naitinaas sa 12 noong Nobyembre.Ngunit walang problema kahit 12

ang mga kandidato ng mga partidonakaimprenta na sa balota, dahilang ipoproklama lamang ng Come-lec ay ang unang 10 konsehal namananalo.

Nahiwalay ang Malolos sa U-nang Distrito ng Bulacan noongnakaraang Mayo sa bisa ng R.A.9591 na ginawa itong Lone Dis-trict. Ngunit nagsampa ng petisyonsa Korte Suprema si dating BokalVictorino Aldaba dahil hindi, aniya,umabot sa 250,000 ang bilang ngpopulasyon ng Malolos.

Nitong nakaraang linggo, nag-pahayag nga si Atty. Marquez naibinasura na ng Korte Supremaang pagiging Lone District ngMalolos, ngunit ayon naman kay

Mayor Danilo Domingo wala pasilang wala pa silang natatanggapna kopya ng desisyon.

Sinabi ni Domingo na umaasasiyang mababago pa ang desisyonng Korte Suprema.

Iginiit din niya na hindi masa-sabing unang biktima ng auto-mated elections ang Malolos; sahalip, aniya, “Biktima ito ng dagdagbawas sa population census noong2007.”

Ayon kay Domingo, lahat ngbayan at Lungsod sa Bulacan aynaabot ang projected populationo tinatayang bilang ng populas-yon noong 2007, maliban sa lung-sod na ito.

PAOMBONG, Bulacan — Kabilang sapitong pangunahing pilgrimage sitesa bansa kung Semana Santa angKapilya ng Sto. Cristo sa BarangayKapitangan sa bayang ito, ngunit alamn’yo ba kung bakit dinarayo ito?

Dahil ba sa taunang pagpapapakosa krus ng mga deboto?

Isa iyan sa mga mga dahilan kungbakit dinarayo ang nasabing kapilyalalo na kung Biyernes Santo.

Ngunit ang totoo, ang mga himalangnakaugnay sa nasabing kapilya, sapaligid nito, at sa iba pang gawain doonkapag Semana Santa ang pangunahingdahilan.

Ayon kay Alexie “Buboy” Dionisio,ang tagapangulo Kapatiran ng mgaKalakbay ng Krus (KKK), bago pa manisagawa ang taunang pagpapapako sakrus sa Kapitangan na nagsimulanoong dekada ’70 ay matagal nangdinarayo ang nasabing kapilya.

Ito ay dahil sa mahigit 100 taonna ang tradisyon ng pagpapaligo saimahen ng Sto. Cristo sa kapilya ngKapitangan na isinasagawa taon-taonkung gabi ng Miyerkoles Santo.

Ang Sto. Cristo ang patron ng Ba-rangay Kapitangan sa bayang ito nanakilala sa produktong suka na mulasa sasa.

Ayon kay Dionisio, libo-libong taoang nagpupunta sa Kapilya ng Sto.Cristosa gabi ng Miyerkoles Santoupang makakuha ng tubig na ipinaligosa imahen. Ito ay sa paniniwalangnakagagaling ang nasabing tubig.

“Pinag-aagawan ang tubig na pi-napaliguan sa imahen,” ani Dionisioat binigyang diin na hindi iyon ipi-nagbibili, sa halip ay ipinamimigaylamang.

Ngunit kadalasan, aniya, kinakaposang nasabing tubig dahil sa dami ngmga taong may dalang bote upang

maisahod at maiuwi iyon.Batay sa pahayag ni Dionisio, mahi-

git tatlong drum na malalaki ang tubigna kanilang inihahanda.

Itinatapat nila sa mga drum angimahen ng Sto. Cristo at binubuhusanng tubig na may halong agua de coloniaat hair tonic.

Ang mga nasahod na tubig ng mgadeboto ay kanilang ipinapahid sa bahaging kanilang katawan na may karam-daman, at marami sa kanila ang nag-sasabing gumaling o nakadama ngginhawa mula sa sakit.

Bukod sa “mahimalang tubig”napinagpaliguan sa imahen ng Sto. Cristo,sabi ni Dionisio, ang kinatatayuan ngkapilya at ang entablado sa tabi nitona taunang pinagpapakuan sa mgadeboto ay mahimala rin.

Magpapapako sa krusMagpapapakosakrussa ika-16 pagkakataonsaika-16pagkakataonPAOMBONG, Bulacan — Sa ika-16 na pagkakataon,muling ipapako sa krus si Alexie “Buboy” Dionisio ngBarangay Sto. Rosario sa bayang ito bilang pagtupadsa utos sa mensahe sa kanya ng Diyos.

“Baka ito na ang huling pagpapapako ko sa krus,”ani ng 32-taong si Dionisio nang makapayam siya ngMabuhay noong Lunes, Marso 22.

Sinabi niya na ang kanyang pagpapapako sa krus ayhindi niya personal na kagustuhan, sa halip ay isangpagtupad sa mensahe sa kanya ng Diyos na ipinahatidsa kanya sa pamamagitan ng mga pangitain at panaginip.

“Nais ng Diyos na ipakita sa tao ang kanyang pag-ibig sa pamamagitan ng sakripisyo ng pagpapapako sakrus,” ani Dionisio na nagsimulang magpapako sa krussa edad na 16.

Sa kasalukuyan, si Dionisio ay isang negosyante atmay ari ng isang computer center sa Lungsod ng Malolos,

Kabaligtaran ng pasyon ni CristoYAMANG ang Pilipinas ang ta-nging bansang Kristiyano (angnakararami’y Katoliko) sa dakongito ng daigdig, minabuti kong gu-mawa ng isang analohiya na bataysa mga pangyayari at mga tauhanggumanap ng mahahalagang papelsa mga huling araw ng pagkabuhayni Jesucristo sa lupa — sa kanyangmisyon na tubusin sa sala ang mgatao.

Angkop na angkop, sa palagayko, ang kalagayan ng Pilipinas sakasalukuyan, sa kalagayan ng Pa-lestina sa mga huling linggo ngpangangaral, pagbubunyi, pagka-raan ay pagdakip, pagpapasan atpagpapako sa krus sa Anak ngDiyos.

Nagsigawan sa tuwa ang mga kawani ng kapitolyonang dumating doon si Mendoza noong Martes ngtanghali, samantalang parang nagluksa ang kampo niPagdanganan noong araw ding iyon matapos ma-kumpirma ang balitang unang lumabas sa radyo attelebisyon.

Para sa kampo ni Mendoza nakamit nila angkatarungan, ngunit para sa kampo ni Pagdanganan isaitong dagok sa halos tatlong taon niyang pagsisikap namaihayag ang katotohanan sa halalan noong 2007 nanabahiran na ng pagdududa.

Para naman sa mga institusyon ng pamahalaankatulad ng Commission on Elections (Comelec) at KorteSuprema, malawak at malalim ang epekto ng kasalaku-yang karanasan ng lalawigan sa tunggaliang pampu-litika.

Maihahalintulad sa isang lamat sa banga ang epektosa dalawang institusyon ng pamahalaan dahil sa habangnagtatagal ay lalong nagkakaroon ng kulay ang hinalaat pagdududa ng taumbayan sa katapatan ng prosesongkanilang sinusunod at sa mga taong nagpapatupad nito.

Nakalulungkot ang kalagayang ito dahil angdalawang nabanggit na haligi ng pamahalaan ang dapatmagsilbing sandigan at bulwagan ng katotohanan atkatarungan lalo’t higit kung hindi ito masumpungan ngtaumbayan sa mga taong umaangkin sa kapangyarihanat umaastang pinuno ng bayan.

Tunay na nakapanlulumo na marami sa mga taongumaangkin sa kapangyarihan at umaastang pinuno ngbayan ay dahop sa pagiging maginoo, at kapag hindipumabor sa kanila ang desisyon ng mga nasabingahensiya ay sinisisi ang lahat maliban sa kanilang sarili.

Ang epekto ng ganitong ugali ay tulad ng hampassa kalabaw na lumalatay sa likod ng kabayo. Malinisang imahe ng mga pulitiko sa tao, ngunit ang sa mgainstitusyon ng pamahalaan ay tigib ng dungis.

Kaganapan ng sakripisyo ni CristoSA dula ng buhay ni Jesucristo,pinakasukdulan ang pagpupulongng Sanhedrin (Kongreso) at pagpa-planong ipagharap sa sakdal siCristo — sa “salang” pagkakalatumano ng mga maling doktrina,na tahasang sumisinsay sa mgabatas ni Moises. Paano nila ipada-

rakip at lilitisin ang tinawag naJesus?

Naisip ng bumubuo ng San-hedrin — matataas na saserdote,eskribas at pariseos — na humanapng isang tetestigo laban kay Jesus.Nagpasa sila ng isang kapasiya-hang maglaan ng 30 pirasong sala-ping pilak na isusuhol sa sinumangtetestigo laban sa Guro.

At nangyaring pinasok ng de-monyo ang sakim na si JudasIscariote, na siyang kusang dumu-log sa Sanhedrin, tinanggap angsuhol na 30 pirasong salaping pilakmula sa mga eskribas upang ipag-kanulo ang nagtitiwalang si Jesus!

Pero sa kasalukuyang panahon,ang kabaligtaran ang naganap atnagaganap. Sa halip na ang bumu-buo ng Sanhedrin o Kongreso angsumuhol upang ipagkanulo ni Ju-das Iscariote si Jesus, ang bumubuong Sanhedrin, ng Kongreso, nakumakatawan sa mamamayan, angsiyang tumanggap ng suhol upangipagkanulo ang sambayanangPilipino (Cristo) — pagpasanin ngkrus ng kahirapan, kagutuman,kawalang pag-asa sa may 10 taonghalos isinusumpang pamamahalani Aling Gloria!

At sa Kalbaryo, patuloy naitinutudyo ng mga eskribas atpariseos si Jesus, nagtatawa patimga sundalo, na nag-agawan pasa nilapak na damit ni Cristo nanaghihingalo sa pagkakabayubaysa krus.

MARAMI ang nagpapalagay nahindi makabobotong lahat angmga botante sa 11 oras na pag-boto, mula ika-7:00 ng umagahanggang ika-6:00 ng hapon naitinakda ng Commission on Elec-tions (Comelec).

Kung susundin ang itinakdangoras ng pagboto, maaari lamangna makaboto ang 660 botante saisang clustered precinct sa loobng 11 oras, kung matatapos angbawat isa sa isang minuto.

Sa dami ng mga kandidatongnakatala sa balota tulad ng pa-ngulo, pangalawang pangulo, mgasenador, gobernador, bise-gober-nador, at kinatawan ng distrito,mahirap makaboto sa loob ng isangminuto lamang.

Idagdag pa rito ang pangalanng mga tumatakbong alkalde, bise-alkalde at konsehales, gayundinang sa party list.

Makaboboto kaya silang lahatsa loob ng 11 oras?

Marahil ay dapat na dagdagan

ang oras ng pagboto, para maka-botong lahat ang mga botante sakani-kanilang presinto.

Batay sa rekord ng Comelec,inaasahang dadagsa ang may50,723,734 rehistradong botantesa may 76,340 clustered precinctssa darating na halalan sa Mayo10.

240,000 guro ang maglilingkodAABOT sa 240,000 guro ang ina-asahang maglilingkod sa daratingna halalan, bilang mga kagawadng Board of Elections (BEI) ng may74,000 clustered precincts.

Batay sa napagkasunduan ngComelec at Department of Edu-cation, makatatanggap ng P4,300ang bawat kagawad ng BEI, sa-mantalang ang bawat janitor atmessenger na itatalaga sa mgapresinto ay makakakuha ngP1,500.

Core messageCLEAN up — or die. That’s thecore message of World Water Day2010. The rest is commentary.

Current headlines, however,swirl around a Supreme Court som-ersault on the constitutional banagainst sneak appointment of aChief Justice. That shoves tobackburners the 17th World Wa-ter Day.

Deaths from dirty water, how-ever, command national concern,perhaps more than just a “bas-tard chief justice”, as a protestorplacard phrased it. At the 1994Earth Summit in Rio de Janeiro,the Philippines and 171 other gov-ernments agreed: World Water Daywould be marked on March 22 ofevery year.

Since Rio, themes of this an-nual rite varied around one un-yielding fact: “There is no sub-stitute for water.” Themes rangedfrom “Women and Water” (1995),“Water for the 21t Century” (2000)to this year’s concern overf qual-ity of water.

Climate change, toxic chemi-cals, untreated sewage, thermaland radioactive pollution, salt in-trusion and algal blooms are justsome factors that have degradedwater quality. “You can not wash

THE world is now awash withdemagogues. It looks like we havean infestation. Whether we lookat the fields of politics, business,the sciences, sports and entertain-ment, culture, etc., we can readilyfind dishonest and corrupt lead-ers, false prophets and lying teach-ers.

It actually should be no sur-prise. Since time immemorial, andeven during the time of Christ,demagogues proliferated. Ourhuman condition, if not groundedon God, is vulnerable to it. We can´thelp it. Our world can easily pro-duce the necessary elements andfactors. And we can never run outof potential materials.

These demagogues have greatcapacity to read people´s mind,and know how to adapt their be-havior and speech to what peoplewant to see and hear. This, ofcourse, regardless of whether theirwords and ideas conform to God´slaws or not. They do things quiteindependently of God, and ofteneven hostile to God.

Of all these demagogues, I am

And I agree with him.From enchanting scenery to natu-ral resources, Davao City has themall: exceptional beaches, exoticfruits, scrumptious foods, multi-hued festivals, historical symbols,and tranquil environment.

“Davao is probably the leastexposed of the urban areas in thePhilippines,” observed an Ameri-can tourist who had been vari-ous cities in the country. “It’s agreat holiday hideaway, what withits lush greenery and exotic wildflora and fauna that contributeto its picturesque.”

Davao City has earned themoniker “royal city” because ofthe presence of symbolic kings andqueens. Topping the list is MountApo, the king of all Philippinemountains. At 10,311 feet abovesea level, it is the tallest peak inthe country. Climbing Mount Apotakes four days, according toMount Apo Climbers Association,which organizes scaling the ma-jestic mountain to interested in-dividuals and groups.

Hovering over Mount Apo andsurrounding forested areas is thecountry’s national bird – the sov-ereign Philippine eagle, describedby aviator Charles Lindbergh asthe “world’s noblest flyer.” Un-fortunately, this world’s secondlargest eagle (it stands to aboutthree and a half feet and can berecognized by its powerful bill,strong legs and claws) is on theverge of extinction.

In an effort to prevent the eaglepopulation from dwindling fur-ther, the Philippine Eagle Cen-ter came into existence. Locatedin Malagos, Calinan, some 30 ki-lometers northwest and about anhour’s ride from the heart of thecity, the center is the transienthome of more than a dozen eagles,some of which were rescued af-ter they were trapped or shot. Theplace is also the safe place of other

Only seven percent of house-holds here are connected to sewersystems. But local officials splurgeInternal Revenue Allotments inself-serving honoraria, ‘study tours’(a.k.a. junkets), cultural shows,etc.This leaves people exposed to water

contaminated with human wasteand chemicals.

“When it comes to water andsanitation, (we) tend to have shortmemories”, U.N. Human Devel-opment Report notes. But Lon-don, New York or Paris today aredynamic centers because they har-nessed, in the previous century,“one of the most powerful changesfor change: the separation of wa-ter from human excrement.”

At the start of the 21st cen-tury, “annual economic losses,caused by water pollution, wereestimated at P67 billion”, reportsPhilippine Environment Monitor.Biggest losses were in health - P3billion, and P17 billion from de-pleted fisheries.

“The Philippines has manywater related laws,” adds the WorldBank’s Monitor. “But their enforce-ment is weak and beset with prob-lems that include: under-funding,poor database, weak cooperationamong agencies and local govern-ments…”

The ecological decay spawns aJekyll-and-Hyde paradox: fromlife giver, water turns into killer.

We are all quite familiar withMurphy’s celebrated first law: “Ifsomething can go wrong, it will!”This rather pessimistic perceptionof human experience, however, doesnot hold true in the spiritual life.God’s law of mercy states other-wise: “If something can go wrongin man, it will be forgiven!”

This may sound presumptuousand may lead us to casually sinbecause ‘God will forgive themanyway’. We, however, know thatonly God can forgive sins. And manhas no other alternative than tohumbly return to God asking forforgiveness. God’s mercy is morepowerful than all of men’s sins puttogether.

This truth about God’s untir-ing mercy –only constrained byman’s proud heart closed to grace–is marvelously taught by our Lord’sparables: the Prodigal Son, the

Good Shepherd, the wicked ser-vant totally forgiven his unpaiddebt, etc. There are other episodesin our Lord’s life that reveal Hisuntiring mercy: the woman accusedof adultery, the paralytic loweredfrom the roof, and our all timefavorite good thief in Calvary. Allthese reveal the power of God’smercy.

But God’s compassion for andsalvation of man’s sinful condi-tion will only be possible if manhimself corresponds, as St. Augus-tine says: “God, who created youwithout you, will not save youwithout you.” (Sermon 169, 13 (PL38, 923) Following this idea JohnPaul II says: “It is not enough toconsider the objective reality ofRedemption. Each one of us hasto touch Redemption or, perhapsbetter, Redemption has to toucheach one of us. (Address, December23, 1982, no. 4.)

Worshipped asdiwata (fairy) by the native Bago-bos, it used to grow on tree trunksin the rainforests of Davao, Sul-tan Kudarat and other parts ofthe island. Just the same, these can alreadycreate a lot of mess. Consider avery rich billionaire. His invest-ments and fund movements canspell prosperity or doom to a coun-try and even to a region. His opensupport for abortion, euthanasiaand same-sex union certainlycauses severe headache to thosewho believe in following the morallaw as taught by Christ and theChurch.

Or a president of a leading coun-try in the world with patent ag-nostic tendencies in spite of offi-cial affirmations of being a Chris-tian, who is now reshaping thecountry along the lines of a so-cialistic ideology. Any coincidencewith God´s law is just that, coin-cidence. He for sure is creating a

monstrosity.Many people are now waking

up from a spell that mesmerizedthem during the campaign sea-son. They were sweet-talked intobelieving he was going to be a trans-formational president, the mes-sianic agent of change, and notjust an effective executive.

Still, the problem with this kindof demagogues is not that big. It´swhen we have to deal with thosewho say they are God-believersor Christ-followers but who actuallygo against God that things becomevery tricky. And these men andwomen can so master their dema-gogic rhetoric and craft that theycan effectively take a lot peoplefor a ride.

This is what St. Paul said ofthem: ̈ For such false apostles aredeceitful workmen, transforminginto the apostles of Christ. Andno wonder, for Satan himself trans-forms himself into an angel oflight.¨ (2 Cor 11,14-15)

Please be informed that under ex-isting decisions of the Supreme Court,it is mandated that an employee whovoluntarily resigns from his employ-ment does not usually get any sepa-ration pay.

I say “usually” because that is ac-tually the general rule — you wantto resign, the company is not to bebothered about it, so that there is nolegal compulsion for it to pay you any-thing. But, just like any other gen-eral rule, there are exceptions to this.

The first exception is that, whenthere is a union, or a legitimate labororganization, in a company and thereis a collective bargaining agreementbetween that union and managementproviding for a separation pay evenwhen the employee resigns, that agree-ment must be followed.

In other words, when there is a CBAthat provides for the payment of a sepa-ration pay if the employee resigns, thatseparation pay must be paid.

The second exception is that, evenif there is no union and no CBA in acompany, if there is a standing or ex-isting policy of the management thatseparation pay would be given to re-signing employees, and that benefitwas actually already given to otheremployees, the policy must be followedand the separation pay paid.

To refuse the payment of a sepa-ration pay when it was already givento other employees would constitutea violation of Art. 116 and Art. 288 ofthe Labor Code of the Philippines,which means that, the employer couldbe jailed for three years.

Ang letters of guardianship ay isanguri ng kautusan ng hukuman na nagbi-bigay karapatan sa nasabing mga ma-gulang o mga nakakatandang kamag-anak ng isang bata na kumilos parasa kanya.

Kailangan ang letters of guardian-ship sapagkat sa ilalim ng batas, hindipupuwedeng ang bata mismo anggagawa ng mga bagay na dapat niyanggawin sa ilalim ng batas, at hindi dinpupuwedeng ang kanyang mga magu-lang o mga kamag-anak ang kikilosnang wala ang nasabing letters ofguardianship.

Dahil dito sa sitwasyong ito, maaarininyong silipin kung ano ang nagingbatayan ng inyong hipag sa paglilipatng titulo ng inyong menor de edad naanak patungo sa kanyang pangalan.

Kung mayroon itong letters ofguardianship, kailangang kuwestiyuninninyo ito sa hukuman na naglabas nito.

Kung wala naman, malamang sahindi ay pinalsipika lamang ang mgadokumento ng bilihan.

Either way, maaari po kayong mag-sampa ng kaso upang mapabalewalaang paglilipat ng titulo ng inyong menorde edad na anak patungo sa pangalanng inyong hipag, at upang mabawingmuli ang nasabing lupa.

Wala din silang certificate of mar-riage dun. Meron po bang posibilityna nakaregister ’yung kasal nila? Legalpo ba yun? Kung hindi, puwede poba kami magpakasal? Una, kailangang malaman mo ka-agad na noong 1994 ang batas naumiiral na may kinalaman sa pinaka-mababang edad ng pagpapakasal, keng lalaki o babae, ay 18 taon. Ang ibigsabihin nito, kailangang at least ay18 taon gulang ang mga ikakasal.

Kung wala pa silang 18 taong gulangnoong sila ay ikasal, balewala ang kasal.Null and void ang tawag dito, at hindiito magkakaroon ng bisa kailanman,kahit na nagbigay ng pahintulot sakasalan ang mga magulang.

Kaya lamang, Em, hindi pupuwe-deng basta na lamang magpapakasalng panibago o ng pangalawang besesang taong ikinasal sa mababa ang edadsa 18 taon.

Bagamat sinasabi ng Family Codena walang bisa mula sa umpisa angganitong klase ng kasalan, kailanganmunang magkaroon ng deklarasyonang mga hukuman na wala ngang bisaang kasal na ito.

Kung wala ang deklarasyong ito,wala ring bisa ang susunod na pagpa-pakasal ng taong nagpakasal sa taongmababa ang edad sa labingwalong taon.

Annual World Water Day rites can help us think throughthe issues. We need not neglect other equally pressingnational concerns like the political gutting of the SupremeCourt.

“Water is life.” That is what World Water Day is allabout.

Thus, man’s response to God’smercy is twofold: first, he musthimself return to the God, hum-bly opening himself to grace andasking for mercy. This entails faithin God’s power to forgive. The sacrament of Confes-sion is therefore re-proposed asa testimony of faith in the dynamicsanctity of the Church. (...) It isre-proposed as a need of the

ecclesial community. (...) It is re-proposed as a purification in viewof the Eucharist.”(Ibid.)

Second, we must be ready toexercise the same merciful andcompassionate attitude towardsour neighbor.

A concrete sign that we are al-lowing the grace of God’s mercyto convert us interiorly is to ex-press it exteriorly when we learnto truly forgive our neighbor fromthe heart. This isn’t limited tosimply forgiven a wrong done tous. It also involves having a con-stant compassion and solicitudefor our neighbor’s spiritual andmaterial wants.

Our Lord’s parable about theservant who was forgiven a greatdebt but who ended being thrownin prison instead for not know-ing how to forgive his co-servantwho owed some infinitely lessercompared to what the master hadforgiven the previous servant of.

I was first “captivated”by NATION BUILDING when I worked under Dr. JollyBenitez when he was Deputy Minister for Human Settle-ments, but it was Dr. Macaranas who taught me the in-ternational dimension of this goal.

As a result of my meeting with Dr. Macaranas, I havedecided to incorporate the goal of NATION BUILDINGin everything that I am doing, both in my businesses andin my advocacies. As Dr. Macaranas aptly put it, this isnot a difficult thing for me to do, and as a matter of fact,I could no longer “escape” it, because it is already part ofme. Jokingly, I told him that he is partly to “blame” forthat.

It is perhaps providential that my boss at the GlobalNews Network (GNN), Mr. Harry Tambuatco, is also zealousabout the goal of NATION BUILDING . I am now pro-ducing ten shows for GNN including my own show, andbecause of Mr. Tambuatco, the goal of NATION BUILD-ING is now the common denominator of all of my shows.

Perhaps it is also providential that Mr. BombitBuencamino, the President of Metro Club has asked meto organize seminars for his venue, along the goal of NATIONBUILDING . EVERYTHING has been set in place for Tarlacprovince’s hosting of the 2010 Palarong Pambansaslated April 11-17 in the tiny town of San Jose.

Tarlac’s youthful chief executive, Gov. Vic Yap, saidin a recent interview that all the 15 venues wherethe 17 sports in the secondary level and 15 in theelementary class will be disputed have all been com-pleted with still 16 days left before competitions be-gin.

“All the requirements have been put in place, es-pecially the games venues and what I can say is thatwe, the people of Tarlac, are ready to hold the games,which the province will be hosting for the first timein the 53-year-history of the Palaro,” Yap said dur-ing the SCOOP Sa Kamayan weekly session at theKamayan Restaurant-Padre Faura.

The main hub of competitions, according to Gov.Yap during the weekly public service forum sponsoredby ACCEL, is the newly-built Tarlac Recreational Parklocated at Barangay San Juan De Valdez in San Jose,a sixth class municipality 11 kilometers east of theprovincial capital Tarlac City.

The Palaro hosting is a dream comes true as faras his late father, former Gov. Jose “Apeng” Yap, isconcerned.

“It’s a pity, hindi na niya inabot ang Palaro namatagal na niyang pinangarap na maisagawa sa amingprobinsya, but still I believe he’s happy where he isnow because his dream has finally been fulfilled,” hesaid rather emotionally.

The elder Yap had joined his Creator early thismonth.

Assistant Secretary Emilio Abelita II of the orga-nizing Department of Education, who was with Yapalong with Task Force on Schools Sports consultantLen Toledo, announced that all the regional elimi-nations in the country’s 17 regions, led by perennialoverall champion National Capital Region, have alsobeen done with.

Toledo, for his part, said that no games will beplayed from 10:30 a.m. to 2:00 p.m. to avoid athletesbeing exposed to late morning and early afternoonheat brought abaout by El Niño.

“One of the main reasons for our bid to host thePalaro, besides doing our share in the government’ssports development program, is to promote the provinceof Tarlac as a sports and tourisms destination,” Yaptold members of the Sports Organization of the Phil-ippines during the forum.

Except for archery and arnis, which will only beplayed in the high school division, sports to be dis-puted in both levels are athletics, badminton, base-ball, basketball, boxing, chess, football, gymnastics(artistic and rhythmic), sepak takraw, softball, swim-ming, table tennis, taekwondo, tennis and volleyball.
