DinastiyaHindi na ito bago sa atin. Ang totoo ay hindi lamang ito bahagi ngating buhay pulitika, sa halip ito ay isa sa mga natatanging tatakng demokrasya sa ating bayan na nahaharap sa makabago atmakasaysayang halalan sa susunod na taon.

Ito ay ang dinastiyang pampulitika o ang pagpapalit-palit samga halal na posisyon sa pamahalaan ng mga taong nagmula saiisang pamilya. Sila’y magkakamag-anak, magkakapamilya, kungdi man ay ka-puso at kakampi.

May mag-asawa, magkapatid, mag-ama, mag-ina, magbayaw,mag-hipag, magpinsan, pamangkin, apo sa tuhod at kung minsanay inaanak, at maging kalaguyo ng dating naka-upo sa halal naposisyon.

Para sa mga tutol sa dinastiyang pampulitika, ito ay isa samga susi ng pagmamalabis sa puwesto kung saan ay sariling interesat hindi kapakanan ng pamayanan ang napagyayaman.

Para naman sa mga pabor, partikular na sa mga taong direktangnakikinabang sa iba’t-ibang posisyon na pinagpapasa-pasahan ngmga miyembro ng iisang pamilya, ang dinastiyang pampulitika ayisang pagpapatuloy ng kanilang serbisyo sa pamayanan sapamamagitan ng pagpapatuloy ng mga hindi natapos na proyektoat programa ng kanilang kaanak na mas naunang naupo.

May punto sila. Ito ay dahil na rin sa karaniwang hindinaitutuloy ang mga programa ng isang administrasyon kapag angnagwagi sa kasunod na termino ay hindi kaanak.

Ngunit gasgas na ang linyang ito lalo na kung bibigyang pansinang kalagayang pangkaunlaran ng pamayanan kung saan aymakikitang hindi balanse ang kaunlaran. Totoong may nakikinabangsa pagpapatuloy ng administrasyon ng magkamag-anak na pulitiko,ngunit hindi ito sapat upang ikumpara sa malawakang kahirapanna pinagdadaanan ng taumbayan.

Ang karaniwang sinisisi ng marami sa kalagayan ngpamayanan ay ang mga pulitikong nasa posisyon, kabilang man ohindi sa dinastiyang pampulitika. Sila ang laging binabatikos dahilsila ang nangako ng pagbabago’t kaunlaran; at nanumpa namaglilingkod ng buong puso sa mga taong kanilang nasasakupan.

Ang kulang sa larawang ito ng demokrasya sa ating bansa ayang mga mamamayan — sila, tayo, ang bawat isa sa atin — angbumubuo sa mas malaking bahagi ng pamahalaang pinaghaharianng mga tao, at para sa tao.

Muli, nais ipaalala ng Mabuhay na kung tutol tayo sadinastiyang pampulitika, dapat muna nating ituwid ang dinastiyangnasa bawat isa sa atin upang mapatid ang dinastiyang kapos sapaglilingkod sa taumbayan at sa gayon ay maglaho ang dinastiyang kahirapan.

Tandaan natin, may responsibilidad ang bawat mamamayansa pamayanang ginagalawan. Disiplina sa sarili ay pagyamanin,pataasin ang moralidad at bigyang daan ang dinastiya ng kaunlaranat tamang pamamahala.

ward S. Mason Fellow at kara-ngalang Vernon Prize for excel-lence in Communications sakanyang pagtatapos.

staff ni Ka Blas sa Senado at saForeign Affairs, hanggang saitalaga siya ni Pangulong GloriaMacapagal Arroyo bilang under-secretary ng Department of La-bor, at undersecretary ng Execu-tive Secretary ng Pangulo saMalakanyang.

Ngunit hindi nagtagal, nag-resign siya sa Malakanyang, ilangbuwan bago sabay-sabay namagsipag-resign ang tinaguriang“Hyatt 10” noong 2005.

Kaya nakalalamang na ngmalaki si Pangulong Arroyo sakanyang makakatunggali lalung-lalo na kung pagka-kinatawanang kanyang tatakbuhin.

At kung may natitira pa si-yang konting delikadesa sa kata-wan ay dapat niyang itigil angpagnanais na tumakbo sa kahitano pa mang posisyon.

At kung hindi niya namanmapigil ang kanyang pagka-gahaman sa kapangyarihan aydapat siyang mag-bitiw sa pagka-pangulo ng ating bansa para ma-ging patas ang laban ng kanyangmga makakalaban sa eleksyon.

Patas nga ba? Hindi ba’t naka-pangangampanya na siya?

Isang kasabihang tagalogHUWAG asahang makipaglibingsa iyo ang pinakapaglibingan mo.Ito’y isang kasabihang tagalog nakung ating masusing pag-iisipanay sadyang may katotohananpaano pa makikipaglibing sa iyoang isang pinakapaglibingan mo?

Ang tao ay may kanya-kan-yang pag-uugali. May mga taongkaya ka lamang pinakikisamahanay dahil may inaasahan o may ka-ilangan sa iyo. Ngunit kapag na-kuha na ang kanyang nilalang-gati ay bale wala ka na. Iyon angkaraniwan na nangyayari satakbo ng buhay.

Sana’y magsilbing aral sabawat isa sa atin ang nangyari saating Panginoong Hesukristo, naipinagkanulo ng sarili niyangdisipulo. Talagang ang tao aymakasarili.

Si Estrada ay nagpapanggapna “makamahirap; si GMA ayhalatang panig sa mayayaman.Kapwa naugnay sa jueteng (kum-pare ni GMA si Bong Pineda nakanyang kabalen); si Erap ay na-patunayang tumanggap ng mil-yong payola sa jueteng—na isasa naging batayan ng pagkaka-hatol sa kanya sa salang pan-darambong.

Ang punto ko ay ang kama-lasan nating mga Pilipino—okatangahan— na dalawang taongmagkasunod na namuno sa bansasa mahigit na isang dekada—angPilipinas, sa halip na makaahonsa hirap, ay lalong naging ma-gulo, lalong dumami ang mahi-hirap at nagugutom, kasabay nadumami rin ang mga tiwali atmandarambong sa gobyerno,dumami ang walang trabaho,nagugutom, hindi nakapag-aral,

dumami rin ang mga babae—dalaga o may-asawa, na napili-tang maghanap ng mabutingkapalaran sa ibang bansa—naang marami ay nasadlak sa pag-benta ng aliw, pagtutulak ngdroga, nabilanggo at nabitay.Isang ayaw umalis, isang nagbabalikKINA Erap at GMA natin masa-salamin ang kawalang-delicadesang singaw ng umano’y mga lidernatin. Kung naging Hapones,Taiwanese, o Korean ang dalawa,mabubulok na sa bilangguan siErap, si GMA naman ay baka ma-tagal nang nagbitiw.

Pero, Pilipino ang dalawa, atsa Pilipinas lamang nangyaya-ring ang isang Puno na halos isi-numpa na ng taumbayan ay ka-pit-tuko pa rin sa poder, gumaga-wa ng lahat ng maniobra at ma-nipulasyon para makapanatili sakapangyarihan—ang lantad nataktika ay isulong ang Cha-Cha.

Sa Pilipinas lamang nangya-yari na ang isang Pangulongnilitis at nahatulan ng plunder,ay biglang pinatawad, at ngayonay buong yabang na nagpapa-hayag na siya ay muling kakan-didatong Pangulo. Ang nakata-tawa, kakandidato lamang dawsiya kung di magkakaisa ang opo-sisyon, kung walang iisang kan-

didatong susuportahan ang taga-salungat. Ngayon, kakandidato siErap—para lalong mahati angoposisyon!

Dadalawang tao ito, peropatuloy na ginugulo ang buongbansa—ang Comelec, ang KorteSuprema. Ilan na bang executiveorder ang ginawa ni Gng. Maca-pagal-Arroyo, na ibinasura ngKorte Suprema? Ngayon ay pala-isipan kung kuwalipikado pa siErap na makatakbong Pangulo.

Para sa akin, hindi na ang pa-giging kuwalipikado ni Erap salegal na sukatan ang importan-te—kundi ang kuwalipikasyonniyang manungkulan pa bilangpangulo. May nagawa na ba si-yang nakabuti sa bansa—bilangsenador, bilang Pangalawang Pa-ngulo, at lalo na bilang Pangulo?

Makapaghuhugas pa ba sapagiging “mandarambong” ni G.Estrada (batay sa hatol ng San-diganbayan), kung sakaling siyaay mahalal—kung sabihin ngKorte Suprema na puwede siyangtumakbo uling Pangulo?

Is big really better?TODAY, we live in a world wherebig is always better. In a worlddominated by commercials andadvertisements extolling the vir-tues of big things, who wouldn’tthink bigger is always better. Andwho amongst us wouldn’t like abig bank account, big house or abig salary? But the question is:Is big really better?

But then, on second thought,it was a small stone that killedGoliath. It was just one votewhich saved American presidentAndrew Jackson from impeach-ment in 1868. Only three simplewords – “I love you” – can start alifetime commitment. And it onlytakes a spark to start a fire.

“What we call little things aremerely the causes of great things;they are the beginning, the em-bryo, and it is the point of depar-ture which, generally speaking,decides the whole future of anexistence. One single black speckmay be the beginning of a gan-grene, of a storm, of a revolu-tion,” commented Henri FredericAmiel.

When you get down to thenitty-gritty, sometimes it’s thelittle things that add much moreto the big picture. Look, it’s easyto focus your attention on hav-ing the big things, like driving thenice, new car or living in the su-per nice house. All of us can eas-ily envision ourselves living thegood life. But it usually takesmore than just seeing the big pic-ture in order to live it. As JohnWooden puts it, “It’s the littledetails that are vital. Littlethings make big things happen.”

In the Old Testament, a versereads, “A day of little things, nodoubt, but who would dare de-spise it?” Well, never despisethose little things.

Laurie Beth Jones, author ofThe Power of Positive Prophecy,related her own story about aformer boss who didn’t want herto spend so much time with cli-ents. “Go after the big clients,”she was told. “Leave the peanuts

to the others.”But still she did what she

wanted to do. “When the num-bers were totaled,” she wrote,“my combination of small salesouttotaled his few ‘big ones.’”She resigned from her job andstarted her own company. “Di-nosaurs became extinct – yet rab-bits still abound,” she observed.

At age 21, Jacques Lafitte, ason of a very poor carpenter froma small city, set out to seek hisfortune and future life’s work inParis. He had no references frominfluential people no brilliantacademic career behind him, buthe was young and full of hope.

With his usual thoroughness,he started looking for a job. Daysbecame weeks, and still he hadno job or income. But he kept atit. Nobody in Paris noticed thisdetermined young man.

One morning, he applied atthe office of a famous Swissbanker, Monsieur Perregaux.The banker asked him few ques-tions about himself. Then, heslowly shook his head and saidthere would be no job offered atthe moment.

NO less than MMDA ChairmanBayani Fernando has confirmedmy earlier prediction that thedeaths from diseases resultingfrom the floods will exceed thenumber of deaths due to drown-ing during the actual disaster it-self. Chairman Fernando has ap-parently gained some browniepoints by being active in the res-cue and relief operations, but willhe be able to get himself off thehook amidst accusations that hewas the one who allegedly ap-proved the building permits ofstructures in Marikina when hewas the Mayor there, structuresthat are said to have caused theworsening of the impact of thefloods?

In the midst of the excitementand confusion over the effects ofthe floods, Fernando might havesuffered a slip of his tongue whenhe told the story about his daugh-ter being stranded in her steelfabrication factory. Could it pos-sibly be the same factory that isnow supplying the MMDA withmost of its steel structures? If theanswer is yes, then he might havejust implicated himself in a caseof conflict of interest. The conflictmight just be a classic exampleof what the national democratshave been referring to as plain old

bureaucrat capitalism.Aside from the conflict of in-

terest, Fernando should also ex-plain what he meant by his ear-lier claim that he has alreadysolved the flooding problem inMetro Manila, after spending bil-lions of public funds and foreigndonations to supposedly solve theproblem. Is this the way we aregoing to let things happen in thiscountry? That public officialscould just make claims withouthaving to account for it whetherit is true or not?

Many Mayors also gainedbrownie points during the rescueand relief, but are their publicexpressions of helping the victimsenough to get them off the hookfor not complying with the lawsthat require them to implementwaste segregation programs ontop of putting up Materials Re-covery Facilities (MRFs)? Sincethe proof of the pudding is in theeating, Mayors who have notimplemented the Solid WasteManagement laws should besued.

It would not be difficult togather the evidence that isneeded to file cases against theseMayors. No MRF is proof enoughthat they have not complied.

Seeking the perfect stormTHE strong and rough howlingwinds of the tropical typhoon“Santi” roused me from my sleepat 3 a.m. The nearby treesgroaned as the heavy rains andwinds slapped their branches likea naughty child playing and snap-ping brittle twigs. The galvanizedsheets of the roof rattled con-stantly in a cacophony with theslamming and banging of doorsand windows. In a flash, all thestreetlights went out and every-thing became pitch black!

I was paralyzed by thesesounds in bed. My heart’s paceincreased as I recalled the tragicand devastating effects of the pre-vious typhoons “Ondoy” and“Pepeng”. “How high will thewater level rise?”, “Will I getstuck again?”, “How many peoplewill die in this typhoon?” Myimagination could not help add:“The nearby trees might crash onthe roof and pin you down in bed[FOREVER!]” or “The cars out-side might get hit by fallingbranches and debris…,” and so

on.Never in my life, and I imag-

ine in the lives of so many whohave witnessed the effects of re-cent storms, have I been so af-fected, suspicious and frightful ofthe slightest changes in weatherconditions: a cloudy day with iso-lated rain showers, a sudden un-expected downpour and occa-sional lighting and thunder-storms. Now my fears are imme-diately heightened –mostly by myimagination– when the weatherstation announces any impend-ing tropical depression, eventhough how insignificant it maybe.

The aftermath of every disas-ter, however, brings with it some-thing positive. The recent ty-phoons and their effects havehelped us to face reality more pre-pared after seeing how “badthings can be” [perhaps] after notheeding past warnings to preventsimilar calamities. The event mayalso [finally] “force” us to put intoaction –wrestling both political

and social wills– to repair thepresent damage and build in viewof avoiding something similar inthe future.

Properly speaking nature hasand considers no calamities. Itsimply behaves as it should. Di-sasters only happen to man whohappens to be in nature’s way.Very often, however, because ofman’s irresponsibility (i.e. arbi-trary cutting down of trees, min-ing, and bad habits that pollutethe land, rivers, sea and air),when he greedily tries to “train”nature –which abhors straightlines– then nature gets back atman. But the real and deeper ca-lamity happens when man doesnot abide with the nature andpurpose intended for him by God.And this can be more trouble-some and destructive than anytyphoon or earthquake.

THERE seems to emerge inplaces like the U.S. a certainstrain of religious freedom thathighly controversial, to say theleast.

Instead of promoting reli-gion—any kind as long as theminimum requirements forpeaceful common living aremet—they are banning any men-tion and references to God andhis images in public places, be-cause according to them, thesealready go against the rights andfreedom of some people. As ifthere can ever be a totally reli-gion-free society!

I know that we have different,and even conflicting ideas andviews, but I could not figure outhow praying in public schools,putting religious images in officebuildings, making the sign of thecross, etc., especially if a goodnumber of the parties involved sodesire it, could already be held asan infraction of freedom.

In Europe, for example, theyare now prohibiting the display

of crucifixes in public places.If some people do not like

these, they can always ignorethem and do something else, justas those who believe in some re-ligion have to respect the ways ofthose of who do not believe in any.But what we cannot do is to pre-vent people from expressing theirbeliefs in public. That in itself isalready against freedom.

This new unfortunate devel-opment is putting God in thesame category as smoking in con-fined public places and someforms of public display of affec-tion if not of indecency in publicplaces. God has become a strictlyprivate and personal affair shouldnot be given public expression.

I also learned the other daythat in Australia recently, theyheld a festival of dangerous ideas,and together with the differentideologies, the Catholic faith wasalso included, represented by aCardinal who tried to defend theChurch.

Things are now getting excit-

ing in the world! We have to knowhow to handle these problemsand challenges well. We have tocontinue to clarify and engagedifferent parties in a dialoguethat hopefully will always be con-ducted in charity and under-standing and with eagerness toknow the truth.

I don´t think it would do uswell if we choose to disregard thisquestion.

At the moment, what seemsrelevant is to define religiousfreedom. What does it reallymean? What does it entail?

To me, religious freedom is themost basic of our freedoms. Iwould even dare to say itœ themother freedom. All other as-pects of freedom flow from it.

Itœ where the fundamentalexercise of our conscience ismade, the one that tries to giveus an over-all picture of who weare, where we come from andwhere we are supposed to head.In short, it gives us our origin and

Having trucks that transport gar-bage to dumpsites is also proof thatthey have not implemented wastesegregation programs. While we areon this subject, I would like to againstress my point that a dumpsite is notthe same as a landfill, not that I fa-vor the building of landfills. If onlythe Mayors could build MRFs in-stead, there will be no need for land-fills.

Climate Change Adaptation (CCA)and Disaster Risk Reduction (DRR)are now the twin challenges that arefacing the Mayors and Governors allover the country. While we are allcaptivated by the issue of electionautomation, we should pause for aminute to think about the automa-tion of CCA and DRR programs aswell, starting with the gathering ofdemographic and topographic data atthe smallest village levels.

Not much thinking is needed inthe automation of climate and disas-ter programs. It is already obviousthat local authorities should put upGeographic Information Systems(GIS) and Global Positioning Systems(GPS). While they are at it, theyshould enhance these systems withShort Messaging Systems (SMS) andMultimedia Messaging Systems(MMS), to make these systems acces-sible to the millions of cell phone us-ers.

It is a known fact that the topo-graphic data that is now available inthis country cover only broad areasthat do not reflect the realities at thesmallest village levels. It is about timethat the local and national authori-ties start drilling down the data to thesquare meter level, to have the real-istic basis to plan CCA and DRR pro-grams. It is also about time that the

task of data gathering should movedown to the local authorities, at thesame time requiring the national au-thorities to consolidate and integratethe local data.

What are we going to do with thehuman settlements that are nowknown to be in Low Elevation CoastalZones (LECZs)? Are we going to driveout the people from these settle-ments? Since it is apparently too lateto do that, we should look into theidea of using engineering sciences toremediate the topographies in theseplaces; similar to what was done inthe Netherlands , a country that isactually below sea level. With theelections coming, we should only votefor the candidates who will be capableof implementing CCA and DRR pro-grams, no matter what political partythey come from.

Already in history and in the different cultures, sev-eral religions have arisen with their own systems of be-liefs and doctrine. Let there be a way to coexist amongthemselves and to engage in a healthy exchange thatwould help all to be enlightened without compromisingoneœ freedom.

Thus, we need to be respectful of one another and beendlessly patient. But the dialogue has to continue, andought not to be stopped by some arbitrary rules. Makingthose laws forbidding the harmless public expression ofreligion should be avoided.

Obviously, proselytism and apostolate cannot beavoided, since it is in the very nature of oneœ religion,whatever it may be, to share what one has. But all thisshould follow certain basic rules to keep peace and har-mony in our dynamic and fast-changing world.

Proponents of laws claiming toimprove a person’s health –sadly, re-strictedly tailored only to the repro-ductive idea of health– and to curbthe population of our nation haveonly to learn from other countries.They will realize –in fact, they areaware since these are glaring and

known facts– that nations who have“successfully” imposed similar bills topromote population control and re-productive health, are now sinking ina murky deluge of social and eco-nomic problems (e.g. demographicimbalance, economic woes due to lackof a sufficient work force, even thehigh incidence of AIDs, etc.) Whycan’t they see this? Are they only ad-dressing an immediate, personal andlimited good at the expense of thefuture of the common good? Whenwill they learn that attempting to“tweak” man’s nature through self-ishly tailored ends only endangersman himself?

This is blind attitude of there isactually the perfect storm created forour moral and social devastation. Itwill utterly shatter society’s basicnucleus –the family– and scatter to

an irreparable state our most cher-ished traditional values. Finally, itwill lead to the depersonalization ofman’s spiritual dignity as it is vio-lently emptied by the absolute mate-rialistic concerns of legislators. Allthis naturally spells our destructionwith a perfect storm.

In her petition, petitioner alleged that he was born on July 9,1969 and since then he has always been a male and has never under-gone any sex change in his whole lifetime. Since the time he startedformal schooling and in all his employment records, he has been usingthe name VENERANDO. When petitioner secured a duly authenticatedcopy of his certificated of live birth from the National Statistics Officehe was surprised to find out that the entries as to his first name and hisgender were registered as Veneranda instead of VENERANDO and “Fem”instead of Male. In order to rectify the obvious errors in the entries inhis certificate of live birth, petitioner filed this petition.

WHEREFORE, finding the petition sufficient in form and in sub-stance, the same is hereby set for a hearing on November 24, 2009 at8:30 a.m. and all persons interested are hereby directed to appear andshow cause why said petition should not be granted. MARILAO, Bulacan — Buo ang suportang Nationalist Peoples’ Coalition (NPC)sa kanya upang kumandidato bilang bisepresidente ng bansa, ayon kay Sen.Loren Legarda, at siya’y binigyan nglaya na makipag-alyansa sa ibangpartido.

“NPC gave 100 percent support andthe right na makipag-aliyansa sa ibangpartido,” ani Senadora Legarda matapospangunahan ang isang pampublikongkonsultasyon hinggil sa climate changesa bayang ito noong Nobyembre 6.

Umiwas naman ang mambabatas satanong ng mga mamamahayag hinggil

sa posibilidad na makatambal niya si Sen.Manuel Villar ng Nacionalista Party (N.P.)o si Defense Sec. Gilbert Teodoro ng La-kas-CMD-Kampi, sa halip sinabi ngsenadora na sa Nobyembre 23 siya mag-dedesisyon.

Dahil sa pahayag ni Legarda, tinanongsiya ng mga mamamahayag kung sino kinaSenador Villar at Secretary Teodoro angposible niyang makatambal.

Si Legarda ay nagdeklarang kakan-didatong bise presidente sa pag-asang angmakakatambal niya ay si Sen. Francis“Chiz” Escudero, ngunit ang batang se-nador ay biglang humiwalay sa NPC.

Sina Villar at Teodoro ay kasapi ngmalalaking partidong pampulitiko at

Ang mga residente sa nasabing lugarang sinisisi ng pamahalaang bayan ngMarilao na pinanggagalingan ng mgabasurang karaniwang naiipon sa PrenzaDam ng bayang ito na noong Abril ayinilarawan ni Environment Secretary LitoAtienza bilang isang basurahan at hindiisang tanggapan ng tubig dahil sa tone-toneladang basurang naipon doon.

Patungkol naman na kalinisan ng tubigsa kailugan ng Marilao, sinabi ni Gob.Mendoza na batay sa huling ulat ng Black-smith Institute ay lumilinis na iyon.

“Mas maganda na ang water qualityngayon,” aniya at ang sabi ng Blacksmithay bumaba na “’yung heavy metal traces”sa tubig. “’Yung solid waste na lang angproblema natin,”aning punong lalawigan.

Para naman kay Senador Legarda, angbasurang itinatapon sa kailugan ngMarilao ay hindi lamang naging sanhi ngpolusyon nito, sa halip ay naging sanhi rinng pagbaha.
