    MALOLOS Hindi sapat ang pagtitipidsa tubig upang tugunan ang taun-taongkakulangan sa tubig na inumin ngKalakhang Maynila at patubig ng magsa-saka sa Bulacan na kapwa nagmumulasa Angat Dam.

    Ayon sa Sagip Sierra Madre Environ-mental Society (SSMES), kailangan angpolitical will o ang tahasang pagpapa-tupad ng batas para sa proteksyon ngmga watershed ng Angat at Ipo Dam salalawigan ng Bulacan.

    Sa kasalukuyan, mas bumaba pa sa200 metro ang sukat ng taas ng tubig sa

    Angat Dam na pinagkukunan ng 97porsiyento ng tubig inumin ng Kalak-hang Maynila.

    Binigyang diin ng SSMES ang walanghabas na pagkasira ng kabundukansanhi ng pamumutol ng kahoy at pagga-wa ng uling doon, samantalang iginiit niBise Gob. Willy Alvarado na ang kakula-ngan sa tubig ay isa lamang pagpapati-bay ng pagkasira watershed ng dala-wang dam na ilang beses nang nagingbahagi ng kanyang privileged speech saSangguniang Panglalawigan.

    The Arroyo Administrationalso constructed, rehabilitated,and improved 4,406.77 kms. ofroads and 17,904.50 kms. of brid-ges from 2001 to 2009. Construc-

    tion projects connecting CentralLuzon, NCR, and CALABARZONare also underway.

    These projects link the supplychain from free ports to the com-mercial centers and economic zo-nes. The reduced travel time alsoeases up traffic and substantiallylowers the cost of goods.

    To provide safe, reliable, andenvironment-friendly transpor-tation services, the governmentand the private sector invested ineight railway and commuter trainprojects. The government alsocommissioned six power plants inLuzon to ensure the stable sup-ply of power to support thegrowth within the ULB.

    Because of these infrastruc-ture investments, the Philip-pines ranking in the WorldBanks Logistics Performance In-dex report climbed up to 44 in2010 from 65 in 2007 and ULBsregional economies expanded by39% from P570.83 billion in 2002to P793.22 billion in 2008.

    The ULB accounts for almost59% of national revenues. Withits development, government rev-enues from tax collection also in-creased by 33% from P501.58 bil-lion in 2005 to P667.38 billion in2007. ULBs growth also gener-ated more jobs, with employmentincreasing from 88% in 2000 to91% in 2009. PMS

    Pagkatapos ng halalan noong2007 ay naupo si Gob. JoselitoJonjon Mendoza bilang gober-nador ng lalawigan ng Bulacan.

    Dahil sa protesta ni datingGob. Roberto Obet M. Pagda-nganan na isinampa sa Commis-sion on Elections (Comelec) labankay Mendoza, nagpalabas ngresolusyon ang Comelec na nag-sasabing si Pagdanganan angnagwagi sa halalan noong 2007.

    Hindi minaganda ni Mendozaang resolusyon at umapela siyasa Korte Suprema, na hanggangsa kasalukuyan ay wala pangipinalalabas na desisyon angKataas-taasang Hukuman.

    Sana naman ay madaliin ngKorte Suprema ang kanilangdesisyon nang hindi parehongumasa ang magkabilang panig.

    Buo o putol na katotohanan?SA digmaan, ang unang biktima ay katotohanan, ayon sa isangdokumentaryo hinggil sa mga digmaang tinutukan ng mga mamamahayagna ipinalabas sa telebisyon ilang taon na ang nakakaraan.

    Ang pananaw na ito maiuugnay din sa kasalukuyang dramang

    pampulitika sa kapitolyo ng Bulacan kung saan ay dalawang lalaki angumaangkin ng tagumpay sa halalan para sa pagka-gobernador nglalawigan noong 2007.

    Ako ang nagwagi, dahil ako ang ibinoto ng mas nakararaming Bula-kenyo, ayon kay Gob. Joselito Jonjon Mendoza. Ngunit para kay datingGob. Roberto Obet Pagdanganan, dapat nang bumaba sa puwesto siMendoza at igalang ang resolusyon ng Commission on Elections (Comelec)en banc na inilabas noong Lunes, Pebrero 8.

    Ang nasabing resolusyon ay kumatig sa naunang desisyon ngikalawang dibisyon ng Comelec na inilabas noong Disyembre 1 nanagpawalang bisa sa proklamasyon kay Mendoza at nag-atas sa kanyana bakantehin ang tanggapan ng punong lalawigan upang magbigay daankay Pagdanganan.

    Para sa mga Bulakenyong nagmamasid sa mga kaganapan sakapitolyo, kalituhan at pagkakahati-hati ang bunga ng nasabing resolusyonng Comelec en banc dahil sa ang magkabilang panig ay kapwa may mgataga-suporta na naniniwala sa dalawang magiting na lider na kapwa nag-aangkin sa tagumpay.

    Batay sa mga pananalita ng magkabilang panig, inaangkin din nila

    na sila ang biktima ng kasalukuyang sitwasyon. Sa panig ni Mendoza,sinasabi niya na siya ay pinagtutulung-tulungan at inaapi; para namankay Pagdanganan, matagal na siyang naghihintay ng katarungan.

    Ngunit sila nga ba ang biktima ng dramang pampulitika sa kapitolyokung saan tampok ang pagbabarikada sa mga kalasada, pagtitipon atpagdarasal ng mga taga-suporta ng magkabilang panig, at pagkakandadosa gusali ng kapitolyo na pansamantalang pumigil sa paghahatid ngpamahalaang panglalawigan ng serbisyo sa mamamayang Bulakenyo?

    Sila nga ba ang mga biktima o ang sambayanang Bulakenyo at angkatotohanang magpapalaya sa bawat isa, ngunit patuloy na nalilingid sasambayanan? Sino nga ba ang tunay na nagwagi bilang gobernador sahalalan noong 2007? Si Mendoza o si Pagdanganan?

    Kung ang ating pagbabatayan ay ang kasalukuyang pananaw atkultura sa pulitika sa bansa na tigang at dahop sa pagiging maginoo,masasabing kapwa sila nanalo. Ito ay dahil sa wala daw natatalo sa pulitikasa bansa, nadadaya lang.

    Kung ganoon, sino naman ang nandaya? May nandaya ba sa bilanganng boto noong 2007 at sa pagrebisa ng Comelec sa mga balotangiprinotesta? Kung wala, sino ang tunay na nanalo?

    Isa sa mga dapat sumagot sa katanungang iyan ay ang Comelec

    dahil sila ang pangunahing ahensiya ng pamahalaan na nangunguna sapagsasagawa ng halalan. Sila ang dapat tumindig at maghayag ngkatotohanang hindi lamang magpapalaya, sa halip ay magbibigkis sasambayanang Bulakenyo na nagluwal sa magigiting na bayani ng mgahimagsikan at rebolusyon sa mga nagdaang panahon.

    Samantala, nararapat lamang na maging mapagbantay, mapagsuri,mapagtanong para sa kalinawan at katotohanan ang bawat Bulakenyoupang ang minanang kadakilaan mula sa mga bayani ng bayan at mgatanging alagad ng sining na iniluwal ng liping Bulakenyo ay hindi masayang.

    Mga kababayan, mailap pa rin sa ating ang katotohanan kayat patuloynating hanapin ang buong katotohanan. Ito ang magpapalaya sa atin, hindiang mga lider-pulitikong may mga lihim na interes kayat ang hatid lamangay putol na katotohanan.

    THAT was the drift of an articleI read recently. The president ofthe Institute for the Works of Re-ligion, aka Vatican Bank, EttoreGotti Tedeschi, claimed thatbankers are not the cause of thecurrent global economic crisis,but rather the low birth rate ob-taining in many countries thesedays.

    The true cause of the crisis isthe decline in the birth rate, hesaid. The cause is ordinary peoplewho do not believe in the fu-ture, and have few or no chil-dren. The bankers and other eco-nomic players are only agents andtools of an ailing social structurethat needs to be transformed.

    But I also believe that lowbirth rate is a significant factor,if not the defining one. We in theend are the ultimate resource re-sponsible for our economicgrowth. Of course, its not justnumbers that matter, but also thequality. Just the same, all thingsconsidered equal, the more weare the better we are going to be.

    We just have to make the nec-essary investment, the necessarysacrifice, trying to make it effec-tive and productive, so that wecan put everyone in his best con-dition to be assets not liabilitiesto our economic development, aswell as in the other aspects of ourgrowth. Education and continu-ing formation should be a primeconcern.

    My exposure to different fami-lies leads me to conclude that thebigger family more than thesmaller one is better able to fendoff all sorts of difficulties and totackle all sorts of challenges.

    Of course, this is easier saidthan done. In real time, the dy-namics can be so complicated todare to simplify it with sometheoretical guidelines. For sure,there are moments, when asmaller family would have theadvantage over the bigger one.

    But we cant stop there. Thereare short-term and long-termconsiderations to be made, and aproper blending and schedulingof these aspects is important. Inany event, some amount of sacri-fice is unavoidable, and we shouldbe ready for it.

    To me this question of the re-lationship between populationlevel and our economic statusshould not be framed only withinpurely economic and financialterms. That would impoverishthe analysis of the issue.

    We always have to considerthe moral and spiritual dimen-sion, since we are not only eco-nomic entities, but firstly andlastly, moral and spiritual per-sons. Much of the economic cri-sis we are suffering can be tracedto moral and spiritual causesvices, laziness, greed, lack of care

    has been under the care and custody of the latter, though nursed bytheir natural parents when they were in Japan .The petitioners aver that they have all the qualifications and none

    of the disqualifications for adoption. The natural parents of the subjectchild, Leticia Amador and Edgardo Bulaong voluntarily consented tothe indended adoption. Petitioner Hisataka has two adult children byhis previous marriage, namely Shingo Suzuki and Maiko S. Asanuma,who gave their consent to the adoption.

    The petitioners further allege that Japan has an existing diplo-matic relations with the Philippines and allows Filipino citizens to enterand reside in Japan subject to usual immigration laws and visa re-quirements. The petition is for the best interest well-being and goodfuture of the minor child.

Itluxuriates in consumerism and all forms of hedonism andintemperance. It is allergic to having children, to caringand bringing children up to maturity. They even kill ba-bies.

    It is this sick mindset that needs to be broken andreplaced with a healthy one. Now, do we like to get intothat anti-life culture? Lets be very careful with thingslike the RH bill. Lets elect leaders who are truly compe-tent, with integrity and pro-life, pro-God, pro-country.

Once emptied ofthese temporal deadweights will the person trust only inHim and have space within the heart only for His loveand peace.

    Now our pierced and converted hearts are capable ofmuch more love! Now they can shoot piercing songs backto Gods heart when our prayers, sacrifices and goodworks offered with the intention of saying, doing and lov-ing only and in all things the will of our Father God.
