Joselito“Kuya Jonjon” Mendoza.

Baka wala pang go signal siAte.

manalo (kahit nakapiit), tuladnina Romeo Jalosjos, ImeldaMarcos, Trillanes at ilan pa.

Where are our mangroves?IF figures can tell a story, thenour mangroves are in such a badsituation. In 1981, there were anestimated 450,000 hectares ofmangrove areas in the Philip-pines. Since then, there has beena decreasing trend from 375,000hectares in 1950 to about 120,000hectares in 1995.

At that time, one environmen-talist wrote: “All over the coun-try, whatever coastal provinceyou visit, you see the same plight– desolate stretches of shorelinecompletely stripped of mangrovecover and now totally exposed tothe pounding of the ocean’swaves.”

The rate of mangrove exploi-tation in the mid-190s was high-est in the Visayas. Satellite im-ages analyses indicted thatMindanao had the most man-grove areas in the country (29percent of the country’s total)while Luzon and Mindoro hadthe least. Old-growth mangroveforests were mainly found inMindanao (4,582 hectares) andPalawan (5,317 hectares).

To prevent mangroves fromfurther destruction, the lawmak-ers have enacted Republic Act8550 otherwise known as Philip-pine Fisheries Code of 1988whose section 94 stated that theconversion of mangroves intofishponds or any other purposeis prohibited.

Although a World Bank reportreleased in 2005 stated that man-grove cover in the country is“now relatively stable” – particu-larly those around Bohol andSiquijor islands – Dr. Rafael D.Guerrero III said that mangrovesare still in peril.

“Notwithstanding, our man-groves are disappearing due tounabated deforestation in someparts of the country, poor man-agement practices and sea levelrise as a result of climatechange,” informs Dr. Guerrero, former director of the PhilippineCouncil for Aquatic and MarineResearch and Development.

Currently, the rate of man-grove deforestation ranges from2,000 to 3,000 hectares per year.

Mangroves are communitiesof trees in the tidal flats in coastalwaters, extending inland alongrivers where the water is tidal, saline, or brackish. “There are 25to 30 species of true mangrovetrees and an equal number of as-sociated species,” says Dr. MiguelD. Fortes, a marine science pro-fessor and technical consultant tovarious national and interna-tional institutions.

“Mangrove coverage is moreextensive on low-relief coastswhere tidal penetration preventscompetition from non-salt-toler-ant species,” Dr. Fortes says.“Mangroves are lusher in areaswhere rivers bring with themnutrients and freshwater, dilut-ing seawater to levels rangingfrom less than five to 10 parts perthousand.”

Shallow-rooted mangroves areoften found in sheltered environ-ments where they are protectedfrom waves and currents, and inareas with high terrestrial sedi-ment inputs that are importantsources of inorganic nutrients.

Mangroves offer a wide arrayof multifarious benefit. For one, they are important sources ofboth major and minor forestproducts, according to the La-guna-based Philippine Councilfor Agriculture, Forestry andNatural Resources Research andDevelopment.

The major forest products in-clude timber, firewood, charcoal, and pulp and paper, whereas theminor products derived are ex-tractives (tannin and dyes), nipasap and nipa shingles, oil, medi-cine, resin, tea, and livestocksupplements.

Because of their high woodstrength properties, mangrovesare used as construction materi-als and for furniture-making;mangrove trunks are utilized ashousehold and industrial fuel es-

FROM God comes our intelli-gence, and from our intelligencecomes the technologies that aremeant to benefit mankind ingeneral, up until the concept ofprivate property came along. Atthat point, the concept of intel-lectual property rights (IPR) wasalso born, and so the technolo-gies that came out of human in-telligence entered the privatedomain, made available only tothose who could afford to buy theproducts derived from them.

I first entered the realm of sci-ence policy when I became a For-eign Service Officer (FSO), at thetime when Development Diplo-macy was considered an impor-tant thrust of the foreign rela-tions process. I started with Sci-ence & Technology (S&T) policy, but I eventually got involvedwith Information & Communica-tions Technology (ICT) policy, because at that time, ICT policywas still considered to be a sub-set of S&T policy.

vailed upon me to head the com-munications and computer ser-vices unit of the DFA, an admin-istrative assignment that was ontop of my substantive work inS&T policy and ICT policy.

Given the nature of Develop-ment Diplomacy, my superiors atthe DFA trained me to alwayslook for technologies fromabroad that would serve the in-terests of our country. Every of-ficer of the DFA will tell you thatthe purpose of the Departmentis to pursue and protect the na-tional interest, and indeed, it wasin the best interest of the nationto acquire the technologies thatwould solve our national inter-ests.

My experience at the DFAprepared me for my later assign-ment as the Director General ofthe National Computer Center(NCC). The work of the NCC isboth substantive and adminis-trative in nature, a balancedblend of ICT policy work and ICTservice provider work. It was atNCC where I saw the need to de-mocratize technology, so thatmore people could take advan-tage of technologies, both therich and poor people alike.

Vanity: Plus or minus ten“FATHER,” the middle-agedlady brushed some strands ofunruly hair from her face beforecontinuing. “I’ve been readingthe Gospels lately and I wasstruck with the passage aboutthe rich young fellow who leftour Lord because he couldn’t selleverything he had.”

“Why did that strike you?”the priest asked.

“Because I’m vain,” she re-plied.

“I don’t quite see the connec-tion,” the priest politely said.“Besides, everyone has to con-tend with a bit of vanity,” hesmiled.

“Well, I am particularly hyper-vain,” she insisted.

“But what exactly do youmean by being vain?”

“Don’t you think I’m vain be-cause I spend anywhere between30 to 40 minutes fixing myselfbefore the mirror every morn-

ing? Oh, during weekends it’susually about an hour.”

“That’s something I’m notgetting into,” the priest cau-tiously answered.

“Why not?” she asked.“Every person ought to be

able to gauge in his consciencehow much time is sufficient ornot to be presentable,” he real-ized too late that he had used thewrong word.

“Presentable?” her face re-vealed some irritation aswrinkles formed in her brow.“Father, I for one would want tobe beautiful, and not only pre-sentable.”

“So what do you propose?”the priest asked.

“I wish I had a talking mir-ror…,” she pondered.

“You mean like the one thewicked witch owned in the storyof Snow White?” he smiled.

“No! No! No! But one that

could simply say, ENOUGH!You’re beautiful beyond descrip-tion!”

“Wow! That would be great,”the priest said. “Imagine, howmuch money we could make onpeople’s vanity?”

“Father, you’re not answeringmy question,” she protested.

“Oh, I’m sorry, but it’s onething to be vain and anotherbeautiful,” the priest remarked.

The woman became pensiveand after hearing this said, “Soyou’re saying that I’m not vain,Father?”

“I didn’t say you are or thatyou aren’t. All I have said so faris that there is a distinction be-tween being vain and beautiful,”he clarified.

“What would that be?”“In very simple words, being

vain would be rooted in an inte-rior disposition. It is one’s desire

Mortality as sterilizer“THE vice-presidency is as use-ful as a cow’s fifth teat,” HarryTruman snorted when friendspressed him to seek the post.

Even comedians get into theact. “The vice-presidency is thebest job in the country,” WillRogers cracked. “All a vice-presi-dent does is to ask, after morn-ing coffee: ‘How’s the President’shealth today?’”

True — until something in-convenient steps in. Like death, for example, as Vice-PresidentTruman learned. While goofingoff in the Speaker’s lounge, theWhite House operator called:Come urgently to the President’sprivate quarters.

“Good God,” Truman blurted.A waiting Eleanor Roosevelt toldhim: “The President has justdied.” Hours later, Truman wassworn in as the 34th U.S. Presi-dent.

Only then was he briefed on thetop secret race to develop theatomic bomb. Three months later,Truman ordered nuclear oblitera-tion of Nagasaki and Hiroshima.

“The angel of death has manyeyes,” the Hebrew proverb says.Street cleaner, mayor or Presi-dent must look into those eyesone day. That should drill, intoall, a sense of reality “The threatof mortality, which hangs over allof us, Albert Camus stressed,”sterilizes everything.”

Governance is a “7/24” job.Numero Dos can be thrust in thenumber one job. So, voters mustselect them with equal care, asthey do the top honcho. Officialsshould train those who’d stepinto their shoes. “The cemeteryis full of indispensable men,”Charles de Gaulle noted.

Barely 11 months as firstpresident of the Republic, Ma-nuel Roxas succumbed to a heartattack. Vice-president ElipidioQuirino took his oath of office twodays later.

In March 1957, Foreign Secre-tary Raul Manglapus cabled Vice-President Carlos Garcia, then inCanberra: President Ramon Mag-saysay’s plane crashed in Cebu,“Suggest you fly back immedi-ately.”

Thus, the current scramble byvice-presidential hopefuls istherefore critical. Mar Roxasleads the pack in the OctoberPulse Asia survey at 37 percent.Malacañang and rivals areganging up on Noynoy Aquinoand Roxas. That’s the team tobeat — for now.

Wedged into the constitutionalline-of-succession is Vice Presi-dent Noli de Castro. Whateverhappened to him?

He dodged endorsement byPresident Arroyo as a “kiss ofdeath”. Vice-presidential doors, meanwhile, slammed shut. He

polled a measly 4 percent as presi-dential candidate. His fantasy ofbeing Numero Uno crumbled.

Loren Legarda shimmied downfrom presidential aspirant to takea second crack at being NumeroDos for Manny Villar. She has 23percent support. But she couldn’tbring a dowry to the NacionalistaParty.

Her Nationalist People’s Coa-lition will throw it’s weight behindwhoever financier Danding Co-juangco picks. That bulletproofshis fortunes, including the coconutlevy.

Makati Mayor Jejomar Binaypolled 13 percent. His partner Jo-seph Estrada was supposed to givehim traction nationwide. Muster-ing only 11 percent, Erap is in-stead turning out a drag.

The slogan “Erap Para SaMahirap” doesn’t sell anymore.Voters wonder if the candidateBinay touts is Joseph Estrada orJose Velarde.

The vice presidency is like thelast cookie on the plate,” writerBill Vaughan once said. “Every-body insists he won’t take it. Butsomebody always does.”

So, vice-presidential hopefulEdu Manzano agreed to the small-est cookie on the plate: ex-secre-tary: Gilbert Teodoro. As the out-going Arroyo’s regime’s anointedTeodoro has nailed down only twopercent support so far.

Democratizing technology

GERMANY recently warned theU.S. that its current economicpolicies might be creating a mar-ket bubble. Germany reiteratedthe same warning issued earlierby China on the once powerfulAmerican country that seems tobe sinking in quicksand.

Of course, this is financialtalk, and I have long ago aban-doned that field. As priest, I talkabout something else, though Imust confess that with my eco-nomics background, I still followmarket developments around theworld. It’s my form of rest.

But I’m more interested intalking about “bubbles” as theyrelate to our spiritual and morallife. They are something to beavoided at all costs, and we al-ways have to be on guard sincethey can come to us in a mostsubtle and deceitful way givenour present conditions.

Bubbles are, of course, fantasyworlds that we create. They arean artificial, false reality that wespin in our head and that can af-flict many people and even soci-eties, because of our weaknessesplus, not to forget it, the tricks ofthe devil. He exists!

They are a very vicious phe-nomenon since they have thatuncanny quality of convincing usprecisely that with them we aremost tightly in touch with real-ity. That’s their specialty. But theobjective reality cannot be fooledfor long. Bubbles are meant toburst sooner than later.

They emerge as soon as wedisengage our mind, will andheart from their proper sourceand goal, none other than God’swill and providence. That’s theblunt truth about this whole af-fair, though people might want toquestion or discuss it further. We

don’t have space for that now.Suffice it to say that our mind,

will and heart, the most precioustreasures we have, did not justcome to exist spontaneously. They come from a source, and nomatter how we look at it, thatorigin can only be traced ulti-mately to God.

Coming from a source, God,they also are meant to have Godas their object. They need to bevitally connected to him for themto function properly. Our problemis that we get intoxicated with thepowers of these endowments andwe tend to use them as if we areour own Gods, our own sourceand goal.

We need to do all to be in touchwith God always, strengtheningit along the way as we encounterall sorts of challenges and temp-tations that can weaken such

at Fernando noong 2001-2004, at 2004-2007. Kapwa silakumandidatong bise gobernador noong 2007.

Sabi ng Art. 100 ng RevisedPenal Code, every person criminallyliable is also civilly liable.

FranklinDrilon.

pecially in bakeries due to their highheating quality and the little smokethey give off.

Mangroves are very important tomarine life, Dr. Guerrero points out. They serve as sanctuaries and feed-ing grounds for fish that nibble ondetritus (fallen and decaying leaves)trapped in the vegetation, and on thebark and leaves of living trees.

“(Mangroves) are important feed-ing sites for many commercially im-portant fish species (mullet, tilapia, eel, and especially milkfish), shrimps, prawns, mollusks, crabs, and sea cu-cumbers,” the World Bank reportadds. “Fry that gather in mangroveareas are very important for aquac-ulture.”

Those living in the coastal areasturn to mangrove for cures for vari-ous ailments, including prematurefalling of hair, boils, snake bites, smallpox ulcerations, sore eyes, tumors, tonsillitis, hemorrhoids, skin erup-tions, burns, diarrhea, and intestinalbleeding.

Mangroves also provide protectionfrom storm surges and high windsassociated with tropical typhoons.“This is very important in a countrythat is hit by an average of 20 ty-phoons a year,” says Dr. Fortes.

Mangrove forests also serve asprotection against soil erosion. Otherimportant benefits from mangrovesinclude: land builder through soil ac-cretion; coastal pollutants trapper;and wildlife sanctuary. They also of-

fer aesthetic and educational and sci-entific values.

Despite the economic and ecologi-cal benefits they provide, mangrovesare on the verge of disappearance.“Mangrove forests have been con-verted to aquaculture, salt produc-tion, and human settlement,” theWorld Bank report notes.

Some 289,000 hectares of man-grove areas had been converted tofishponds. “The conversion of man-groves into fishponds normally re-sults in an overall loss of coastal pro-ductivity and fisheries yield,” says theWorld Bank report.

Not only that. “Fishponds pollutemangrove swamps with organic andinorganic fertilizers, chemical toxins, and antibiotics. The use of seawaterfor fishponds also causes the saliniza-tion of the ground water and adjacentlands, including agricultural lands,”the World Bank report states.

On the brighter side, the WorldBank report says that loss of man-groves to fishponds has declined dur-ing the past decade or so, “in part asa result of an improved implementa-tion of national policies for mangroveconservation.”

The construction of tourism infra-structures like hotels and restaurantshas also contributed to the destruc-tion of mangroves. Equally destruc-tive are the saltpond operations andmining activities.

Pollution has also taken its toll. The mangrove areas have been used

as disposal for solid and liquid domes-tic wastes, oil, garbage, and pesti-cides.

The destruction of mangroves isdetrimental to those living near thecoastal areas. “Research in some ar-eas of the world, as well as in thiscountry, show that where mangroveshave been protected, yields of fishhave been high; where they havebeen destroyed, yields have beenlow,” reminds Dr. Angel C. Alcala, former head of the Department ofEnvironment and Natural Re-sources.

“Some mangroves bring in moreincome to communities when keptintact than when converted tobangus fishponds, giving evidencethat adherence to sound ecologymakes for good economics,” says Dr.Alcala, who was once a recipient ofthe Ramon Magsaysay Award.

There are good news, though. InTinambac, Camarines Sur, it hasbeen reported that mangrove refor-estation has improved the local fishcatch. The new mangrove forestbrought back red snapper fish spe-cies that had previously disappeareddue to lack of habitat.

In Pangangan Island off Calape,Bohol, people have found in man-groves a natural ally to protect theirisland’s only road link to the main-land from typhoon damage. The fourkilometer long causeway is protectedby mangroves planted in recent de-cades by local school children.

to project or hide what he or she isn’t. This would beskin-deep beauty. Thus, one tends to either put on toomuch only to catch other people’s attention for atten-tion’ sake. The opposite would be only to distract othersto one physical trait that is considered an attractive as-set, and thus the person sometimes ends up revealinghimself physically to the point of immodesty,” he ex-plained.

“Then what would be beautiful?” she asked.“I recall reading some witty passages of Pope John

Paul I in his work Illustrissimi, dealing with beauty andmodesty. He skillfully illustrates it in the person of MariaTheresa of Austria (1717-1780), who happens to be themother of the ill-fated Marie Antoinette.”

“The one famous for saying, give them cakes?” thelady added.

“Yes, but perhaps we will understand a little morewhy she only had cakes in her head,” the priest laughed.“Well, when her mother saw a portrait of her daughterwearing an enormous headdress made of fruit, flowersand feathers and some ten meters of fabric, she wrote toher saying, ‘I do not feel that a great sovereign shoulddress like that. Fashion should be followed, but not ex-aggerated. A lovely Queen needs no such nonsense onher head.’”

“But Father, I’m not like Marie Antionette,” she re-torted.

“True, but we all have something of her vain non-sense in us: desiring to be the center of everything andforgetting that God ought to be our center. John Paul Iwisely continues saying: ‘A woman needs very little inorder to please others. All you need to know is whichpeople you want to please, and what your object is indoing so. Do you want to please everyone? This is notbad in itself, but it may be bad to want to please in thatparticular way. I think a woman should try to please herparents, her brothers and sisters, and above all, herhusband, the man who will choose her as a wife and willbe the father of her children. Now, all these people wanta woman to be smart and attractive, but in a context ofmodesty that makes her even more attractive, as well asmorally delightful.’ (Illustrissimi, p. 37)”

“Then what do you suggest I do, Father?” she asked.“You said that you spent forty minutes in front of the

mirror?” the priest asked.“Yes, Father,” her voice trembled a little waiting for

what he was about to say.“Well, why don’t you try spending ten minutes less

in front of the mirror on some days?” he smiled.“And…?” she was a bit confused.“At least on that day, you can pray, ‘Thank you Lord,

today, I’m ten minutes less vain! I’m sure God will makeup for the ten minutes you offered up by adding some-thing beautiful in your soul.”

Who must succeed PGMA?We must, as sovereign citizens whowill elect (in May next year), the suc-cessor to the outgoing President, nowask ourselves this question. Indeed,WHO? Now we must ask for theircompetence instead!

Traditionally, our political exer-cises lean heavily on personality poli-tics. The average Filipino votes for acandidate because of personal rela-tions with the candidate. Or becausea friend knows—or he relates to—thecandidate. Precisely because of thisculture, we have steadily but unin-tentionally pushed our government—over the past 63 years— to a state ofcorruption and incompetence we nowall want REFORM or CHANGE.

However, we will not be able toachieve the changes unless we changeour mindset first!

Ask for the QUALIFICATIONS ofthe candidates, instead of consider-ing his family background (name re-call or winnability), popularity, money or campaign funds whichtranslates to party machinery, andpenchant to be “helpful to the poor.”In Tagalog, we want the candidate tobe: madaling lapitan (approachableor inclined to “help”), maka-diyos(spiritual or believer in God),makatulungin (helpful), and maka-tao (who does not snob the poor). These are secondary qualifications.

We must now think: the candi-dates for any elective office from thePresidency down to the lowlykagawad barangay (barangay coun-cil member) are APPLYING FORJOBS in every election. We, the citi-

zen voters, are the stakeholders whomust qualify them for the position. And we must scrutinize them for theircompetence. We are the supreme au-thority in the election because we pickwho we want to work for US.

These candiates OWE us votersthe favor of being chosen for the jobs.We do not owe them a favor. The can-didates convince us we owe them afavor by giving us some cash on elec-tion day for our food or transportfares to and from the polling places.

Bear in mind: without our votesthese politicians will not be elected.Do not sell your right to vote for theofficials you deserve.

We must now ask: what is thetrack record or experience—perfor-mance— and competence of the can-didate to deserve our votes? What hashis statements been on specific issuesrelevant to development and nationalsocio-economic-environmental andpolitical progress? Is he qualified tooccupy the position he seeks?

The next president and vice presi-dent must work with the Congress(Senate and House of Representa-tives) and the Courts of law to gov-ern us. By the way, our population willbreak the 100 milllion mark in 2013,or earlier.

That means the next set of lead-ers—specially the President and VicePresident—must be able to solve theproblem of our national indebtednessof more than P4 trillion and managethe cash flow that suffers from a rev-enue shortfall that we NEED to bor-row more from the local and foreign

capital markets. We will have both problems in

food security and energy or powersufficiency as the demands of the bur-geoning population gallops on!

In addition, there is the peace andorder problem in Mindanao, inter-laced with separatism and Commu-nist rebellion that is slowly deterio-rating to plain banditry. Then thereis the socio-economic inequities bredby the old Spanish colonial period. Itwas nurtured by the lack of vision byour earlier political leaders early inthe last century, and the Americancolonial period.

Unless we can attain an economicgrowth of seven (7) percent consis-tently for a least a decade, we will al-ways be a poor or a developing coun-try by the world standard. We canprogress, even with our own God-given indigenous human talents andnatural resources.

This is the time we must examinethe candidates’ real program of gov-ernment. WHAT DO THEY HAVE?What is their geopolitical program inthis globalization age? Is it workable?Vote with your brains! That is howwe can move forward as a nation.

the NCC, I am still challenged by thecause of democratizing technology. This is the challenge that inspiredme to write about soliciting and re-formatting old computers for distri-bution to the barangay level, an ideathat gave birth to the organizationof Our Barangay, Inc. OBI is now avery active advocacy group led by myfriend Ms. Elsa Bayani, aiming toconnect all the 42,008 barangayunits to the internet.

Thanks to another friend Dr.Benji Teodosio, I had the opportunityto meet several leaders from the in-digenous tribes and from the ruralsettlements of former armed rebels. To my pleasant surprise, all of themhad a longing to gain access to tech-nologies that could possibly improvethe quality of life of their communi-ties, by way of improving their live-lihood on one hand, and their pro-ductivity on the other hand.

While most of us are fascinated bythe new high tech gadgets that comeour way through a steady stream ofadvertising and promotions, theseleaders only needed a means of be-ing able to communicate with eachother using any affordable means, and to be able to reach out to the restof the world to sell their products, using these same means.

As agreed with these leaders, I amnow going to introduce them to OBI,so that they could get their share ofthe reformatted computers for theirtrading offices and cooperativestores. On top of that, I am going tobuild a system for them that wouldenable them to submit productiondata to a central server, using ordi-nary cell phones as data input de-vices.

As they told me about their needfor farm-to-market roads, I sug-gested to them the idea of using as-

phalt that is produced as a by-prod-uct of the process of recycling usedengine oils. Using their own localcommunity labor, they would now beable to build their own roads with-out relying on anyone else. As anadded advantage, they could alsomake asphalt shingles for roofing.

We discussed many other tech-nologies that they could use, but Ihave no more space to write aboutit. The point is, we were able to proveto each other that there is always atechnological solution to each eco-nomic problem, and the use of thesesolutions would make life better forthem.

Cebu Calling from page 3

grounding proper to us. And these challenges and temp-tations are many.

We need to pray always, rectify our intentions, deepenour knowledge of things by going beyond what our sensesand reason show us and plunging deeper into the worldof faith, the spiritual and the supernatural, and all thetime doing all this with a lot of naturalness, never losingour basic humanity.

At the same, while trying to avoid creating bubblesand given some bad elements in our environments, weneed to find some refuge, a kind of cocoon where we canbe protected and can pursue the process of growth andtransformation, much like the worm into the butterfly.

This cocoon can be in the form of a strongly estab-lished and clearly defined plan of life, consisting of prac-tices of piety and other elements that remind us and en-courage us to develop virtues in an abiding way.

Different schools of spirituality offer such plans of life. All we need to do is to choose the one that suits us bestand start to live it.

Linking with God, the source and goal of our reality,is not easy. But all the effort we need to make is all worthit. Let’s just remember the wonderful stories of somehandicapped people who managed to overcome their dif-ficulty to blend with the world beautifully and contrib-ute a lot to it.

We have Hellen Keller, deaf and blind, who with thehelp of her teacher Anne Sullivan, found a way to knowthe outside world and to offer her wonderful contribu-tions to it.

We also have the blind Louis Braille, responsible forgiving the blind a way to read and to get connected withthe rest of us. Then there’s that Irish Christy Brown, sick with cerebral palsy who hardly moved. He discov-ered that his left foot can still move, and with it he learnedto write and paint and other things.

It’s all worth it. God is around. He never abandonsus, though he may want to play with us, sometimes easy, sometimes tough.

“That’s outrageous. Everybody should

“They are not animals, they are devils,’yung mastermind, Satanas siya,” giit pani Baltao bilang pagpapakita ng nagpu-puyos na galit sa mga nasa likod ngpamamaslang.
