CITIZEN’S CHARTER WE ARE COMMITTED TO : ‘The Conservation, Protection and Management of the Natural Resources in the State viz: Soil, Water and Vegetation for livelihood security’. Competing demands in Agriculture, Industry, and other domestic sectors have resulted in intensive and unscientific exploitation of soil, water and vegetation thereby causing widespread eco-system and land degradation. In this context, the Soil & Water Conservation Department, Government of Mizoram has been entrusted with the task of formulation and implementation of schemes and projects not only to promote their efficient use and environmental awareness so as to ensure sustainable development. WE STRIVE FOR : Enhancing and sustaining productivity of land available for primary production

systems. Maintaining beneficial relationship between land and water to mitigate drought and

flood. Generating additional employment opportunity and income for secured livelihood in

rural areas. Supporting the community’s demand for food, water and energy by improving the

productivity of natural resources. WHAT WE DO : Soil & Water Conservation for enhancing Productivity of Degraded Lands in the

catchment of River Valley/Flood Prone River (RVP/FPR-CSS) in the State. Integrated Watershed Management (IWMP – CSS) Rashtriya Krishi Vikas Yojana (RKVY). New Land Use Programme (NLUP) on Rubber, Coffee & Broom plantation. Land Development – terracing, bunding, trenching of cultivable lands. Stream Bank Erosion Control of cultivated lands and series of check dams across the

drainage lines. Water harvesting to harness rain water and surface runoff for multipurpose uses. Cash Crop Development by growing Rubber, Coffee, Broom and other Horti crops. Improvement on productivity of jhum lands. Afforestation of barren/degraded lands by planting suitable trees. Establishment of nurseries for quality planting materials such as Rubber and Coffee. Training of farmers and other stake holders. Creating Environmental Awareness to general public.

WHY WE DO : Inherent nature of topography – steep, dissected, rugged terrain, erratic and frequent

downpour encourages heavy soil and water loss – depleting soil of its fertility and productivity.

Situation aggravated by destructive biotic interferences like jhuming, wonton destruction of forests, forest fire.

Torrential rain of short duration causing flood, land slip/slide damaging standing crops, properties, lives, cut off road communication.

Frequent long dry spell of 5 – 6 months – resulting in heavy soil moisture depletion, drying up of streams, rivers, sources of irrigation water.

Low production in Rabi crops. HOW WE DO : Identify areas which require soil and water conservation interventions. Determine remedial measures in consultation with affected community/individuals. Facilitate implementation of the programme by community/individuals by providing

technical and financial support. Capacity building for organizational and participatory skills at the grassroot level to

enable stake holders to take up proper planning, implementation, management, credit operation and evaluation of the projects.

WHAT WE EXPECT FROM PEOPLE : Cooperation and participation from village communities and individuals. Willingness of the community/individuals to maintain and protect the assets created. To instill to community/individuals a sense of ownership for the assets created as

their own properties and care afterwards. HOW CAN PEOPLE APPROACH US : Direct contact of various offices of the Department i.e Directorate, Districts and

S.C.Rangers Headquarters. Submission of applications to Directorate, District and S.C. Range Officers.

B. CASH CROP PLANTATIONS OF RUBBER, COFFEE AND BROOM. Economically viable alternative to jhuming; Generates employment opportunities & sustainable livelihood system. Additional income through honey, inter cropping etc. Promotes afforestation and reduce soil erosion. Improves physico-chemical properties of soil.
