Havens Carnival News!During the last 12 months, many local groups have approached the Carnival committee and enquired about funding assistance. The committee are pleased to have been able to use funds raised and support many of these requests and subsequently, felt that it was appropriate to ask the community how they felt about future beneficiaries.

During the 2015 Carnival, a survey was available for completion and a small number of people chose to do so. The survey asked for

suggestions of how the funds raised through Carnival could be spent to help the local community. Choices were offered and many respondents chose more than 1. Of those completed, 30% of respondents supported the Village Hall cause, 20% wanted funds to assist the HCC in the upkeep of Sandyke Road Playground. 13% supported the Boardwalk improvements and 13% felt the Coastguard was a worthy cause. A number of respondents also requested the return of the Sandyke Road Christmas Tree on the green.

A Lottery Grant and funds raised by years of Carnivals past , created the Sandyke Road Playground almost 10 years ago. The carnival crew are always mindful that the play equipment will need repairs and in time, replacement. It is heart-warming to read that the playground is still high up on the list of popular village amenities and the crew undertake that a proportion of Havens Carnival funds raised will continue to support and assist the Havens Community Council with the upkeep.

The volunteers of the village hall group have excelled themselves in recent months, breathing new life into and demonstrating that the village hall can be the ‘heart of the village’. In response to that and survey feedback, it is a pleasure to be able to support the Village Hall and it was agreed to match their fundraising efforts so far with a donation of £1300 to be made in October. It was also agreed to ‘relinquish’ the traditional Havens Carnival Christmas Bingo date, so that the Village Hall committee may present their own event, raising funds that they can benefit from directly.

Keen to encourage synergy between the growing number of volunteer groups in the Havens, the carnival crew recently approached the Allotment group and asked that they assist with the planting of a real Christmas tree at the Sandyke Road green and that they provide the expertise and long term upkeep of that, along with a new flower display planter that will be placed under the Broad Haven sign. The planter has been kindly made and donated by Billy Reohorn and the Allotment Group will receive a donation of £100 to be spent filling it with bulbs and plants that will brighten up the Welcome to Broad Haven in the early spring!

Earlier in 2015, the Carnival crew approached the Broad Haven Football club with a creative idea that will enable the club to be able to generate much needed funds. Carnival funds raised will now be used to provide a wooden fence which will be placed along the east side/length of the pitch. The football club promoters can then approach local businesses and sell advertising space for signs along the fence- we are told almost 20 businesses have already shown an interest!

We are also hoping that working in partnership with the Football club will enable some funds raised from the carnival to be spent for the children of the villages, who will soon be able to

enjoy a game of footy or netball with the provision of new goal & netball posts at a convenient location on Peasy park….watch this space!

And finally, £100 has been awarded to the Fireworks Night Team. This will add to all their hard fundraising work and help them present another superb display for 2015!

Following the AGM’s of the two groups, held at Haven Court, Little Haven on 22nd October, It was decided by those present that, due to lack of interest and support, the two groups would be closed down. It is hoped, however, that maybe someone in the future would be interested in reviving the business group to promote the Havens area as a tourist and business destination.

Our playgroup, which has been open for some 45 years, has seen generations of children from the Havens and from further afield , pass through its doors. We have provided the first experience, for many, of a stimulating learning environment outside of the home.

Over the years Broad Haven Playgroup has continued to move along with education and requirements to try to provide an up to date service, this term is no exception.

We have prided ourselves in giving a quality and welcoming service to our community and this

continues with our new hours and the ability to offer wrap around for those who wish to access the afternoon nursery sessions in the school.

This time has been one of great change for our playgroup, and we are keen to continue to provide that care and first foundation phase experience for all the children who join us.

Our numbers are currently low, and for this vital service to continue we need our playgroup to be attended and the resources used.

PLAYGROUND PREDICAMENT!

The news is full of the phrase “austerity measures” and you may or may not have felt the result of any of these yet …but there are changes afoot!Pre- austerity measures, PCC allocated £500 every year that was saved into a 'pots' for repairs and maintenance of each of Pembrokeshires playgrounds.

The Havens Playground ‘pot’ had £1627 available and this has been used to pay part of the £3834 that has been spent on playground repairs in 2014/15. To help HCC fund the remaining balance of £2207, the Havens Carnival committee presented a cheque for £1000 to HCC in June 2015. The biggest expense recently was the replacement of the 'wetpour' - the rubber type surface, the job, recently completed by a contractor.

Costs will RiseAs the playground equipment ages, it is likely that maintenance costs will rise.The PCC have now adopted a new strategy and will no longer allocate £500 per year for the Havens playground - instead all the funds go into a bigger 'pot' and each community in Pembrokeshire must now 'bid' to secure funds.

County Council InspectionsFuture repairs & replacements required will be identified through the PCC as they carry out the required regular safety inspections.The cost of the repairs/replacements will have to funded either by HCC or a successful bid to the PCC 'Pot'.Is there a chance that a poorly maintained playground will be closed by a PCC inspector and then be disallowed from bidding for funding?

Pride in Our Playground?If, as a community we can demonstrate a genuine need & enthusiasm for the Havens Playground, we will have a better chance of a successful bid for maintenance funding from PCC. One way to do this could be to form a ‘Pride in our Playground’ crew of volunteers, who could carry out regular informal equipment inspections, complete minor repairs, raise awareness and fund raise.

So, come on Mums n Dads, Grandmas & Grandpas , will one of you take up the gauntlet? Set a date & a venue for an inaugural Pride in our Playground meeting..spread the word and run with it ?

In September we received a donation of £300 to be spent on a bench for the dipping deck viewing area - a very generous donation from a very kind lady. We will be reviewing a shortlist of benches and choosing soon.

Hayley, the local warden from Pembrokeshire Coast National Parks brought the timber along to enable the group to build our new composting area, so we can put the softer cuttings & grass in there. Meanwhile Les, Jack & Jock cut back some really big trees that were overhanging the top [older] part of the boardwalk. The branches were cut and the logs piled into stacks which now make ideal wildlife homes. Now the section has a lot more light and air able to circulate, allowing the decking boards to dry out quickly after wet

Welsh Government Environment grant

£15'000 to help with phase II:

• To improve the existing approach from the north-east of Broad Haven to the Slashpond habitat

Enabling year round access for all.

• To improve the surface and widen to 1.5mtrs the existing 75 mtr cinder pathway so that it is suitable for wheel/pushchair's and motability scooters.

• To install land drains to alleviate the surface water flooding.

• To replace & widen to 1.5mtrs the existing dilapidated 40 mtr boardwalk path that leads from the pathway to the boardwalk wildlife /pond viewing area with a galvanized steel frame base & *Gripdeck anti-slip decking boards. Creating safe access for all to this popular viewing area.

Seal Pup Spotting from Deer Park

This month the wildlife watch group met at Deer Park to walk around the coast and spot the seal pups in the bays. We saw over 30 seal pups of varying ages, we even got to see one pup feed-ing! Some of the seal pups were really noisy too,

if you listened closely it sounded like they were saying ‘Mum’.

As the tide was running from north to south through

jack sound we weren’t lucky enough to see any dolphins or porpoise but there were a group of chough sitting on top of the cliff.

Next month we are meeting at Dale Fort on

Saturday 14 th November in the evening between 4 - 6pm so that we can find some bats using bat detectors and do a spot of stargazing. There might be an opportunity to see Uranus through a telescope! We are also going to make glow in the dark star constella-tion maps.

MATTERS ARISINGTrafalgar Terrace Honesty Box FundA joint application was received for the above fund from Broad Haven Village Hall and the Playgroup and the Council agreed that they should be awarded the funds for a year commencing 1 November 2015. Little Haven Litter Problems The Clerk contacted PCC (Pembrokeshire County Council) regarding the problems being experienced in the village by tourists putting their rubbish out on the evening before collection or on days there were no collections at all. PCC advised the Clerk that tourist accommodation waste is classed as commercial waste and owners /landlords are responsible for its containment and disposal and they should not be putting this out for household waste collection. PCCadvised that, as a Waste Collection Authority, they can ask to see Waste Transfer Notes to ensure businesses are complying by the regulated law.Casual VacancyThe Council have been advised by the Electoral Services Department, PCC, that they are not required to hold an election and can co-opt a new member to join the Community Council. An advertisement has been published in the Diary, the website, Facebook and local Notice Boards requesting interest-ed applicants to contact the Clerk.

The closing date for the vacancy has been set as 20 October 2015 and voting will take place at the 3 November meeting.AGENDA ITEMS . Little Haven/Broad Haven Car Park Fees A complaint was received from residents regarding the change of hours in Little Haven Car Park. Broad Haven Parking Fees end on 31 October whilst Little Haven Parking Fee period has been extended to the 7 November. They were also concerned that you could not pay for a two hour period only. Councillors advised that a fee for two hours parking will be introduced next year. The Clerk was asked to pass complaints to the PCNPA (Pembrokeshire Coast National Park Authority). Welsh Water/Dwr Cymru Pumping Station Works Welsh Water requested the use of the car park for contractor's vehicles for the week commencing 28 September in order to carry out maintenance work at the Broad Haven Pumping Station. The Clerk reported that the work was completed within schedule and a fee of £500 was paid by Welsh Water/Dwr Cymru for the parking. Traffic Calming Complaints are continuing to be made regarding traffic speeding through Broad Haven and Little Haven. Councillors asked the Clerk to contact Darren Thomas and invite him to a future meeting in order to discuss what action could be taken to slow drivers down. The Clerk was asked to provide Darren Thomas with a list of the worst areas. This includes from Broadway through to Millmoor Way, Walton Hill to Grove Place , Marine Road, Strawberry Hill to St Brides Road and Enfield Road.End of Year Accounts Auditors' Report The Clerk reported that the Accounts had been passed by the auditor and a notice published on the website advising electors of their rights to view the information. Cllr Mary Whitewright requested that a vote of thanks to the Clerk be minuted.Boardwalk Update Work at the Boardwalk this month included a workgroup of volunteers removing and cutting back overgrowth, a team from Volero Refinery building a compost area and a Ranger, along with a group of school children planting daffodils. The grant application for the second phase was submitted by Linda Reohorn, Support the Boardwalk (STB), on the 9 September 2015. STB learnt that there have been 240 applications, which is far more than expected. Quotes for the work was also higher than expected. With removing the existing structure making up a major part of the quote it was agreed that this work would be done by volunteers. The grant, together with the fund raising activities, should then be sufficient for to cover the remainder of the work. Members' Profiles Community Councils have been advised by the

Welsh Assembly that all councillors profiles should be published on the Council's website along with the meeting agendas and minutes. On Tuesday 13th October members of the WI were joined by friends to enjoy a captivating talk given

by Russ and aided by his wife Ginney from Silent World. They brought with them live specimens of sea life much of which was collected from Broad Haven Beach highlighting what is available for us to find, we are lucky to have it.

The raffles were won by Sian and Anne and the tea hostesses were Gill and Jane. Our next meeting will be our AGM when officers for the next year will be elected. Following this we will be planning our Christmas meeting and finally finishing the evening with a quiz. Please do join us, you will be surprised at the range of activities the WI have on offer. Our next meeting will be in Broad Haven Hall on Tuesday 10th November at 7.30pm.

On reflection, I think I that I ought to take up skiing; as taking a holiday from the allotment during the growing season doesn’t actually work. You spend days and days preparing the site ready to go away, and the month following your return getting it back to where it was before you went away. No matter how carefully we had arranged our sowing and cropping regime to cover the three weeks of our September holiday, we were still amazed that the actual plants had not adhered to our plans, and of course the variable September weather did not help.

We had expected a few more weeds than usual on our return but not quite anticipated the extent of the varieties that had bolted while our backs were turned. Swiss Chard had become as robust as small shrubs and just as difficult to dig out, spinach had also become untamed and even the normally docile Chives had made their bid for freedom by seeding themselves all over the garlic bed. To top it all slugs had had a field day with the carrots – why is it they cannot just consume one between themselves rather than nibble their way along the whole row? – they had even taken a liking to beetroot which I thought was for the more discerning palate.

Life on our return was not all gloom and doom as courgette's masqueraded as marrows and main crop Cara potatoes were big enough for my favourite of all –to be baked in their jackets. At the time of writing towards the end of October we are still digging them and obviously enjoying them – when the slugs allow us to that is. We can however look forward in the coming weeks to a pest free crop of leeks, squash, sprouts and kale that do not seem to have noticed our having gone away.

There remains one mystery from our absence - and that is how on earth did the cabbage white butterfly manage to infiltrate the scrupulously erected netted con-traption I call a brassicas cage and lay so many eggs for their caterpillars to decimate the red cabbages?

Having said all that it has proved to be another excellent growing season on our Community Allotments for those who have managed to stick at it and reap the rewards of a true harvest. Notably a prolific Strawberry crop (a neighbouring plot still has fruit on her plants), a very healthy shallot yield and red onions that resemble highly polished cricket balls. All of which were harvested BEFORE we went away!

Londis One Use bag Fund This month our neighbours across the bridge finally catch up with the rest of the UK and start charging for bags supplied by shops. We have the luxury now of looking on and wondering what all the fuss is about. We have already noticed some visitors now being less surprised at having to pay for their bags with us.

So how much have we raised this year and where has it gone? Since the beginning of 2015 we have raised £1,216.46. This is not an exact multiple of 5p because HMRC get their cut in the form of VAT. The following has been given out.

BIRD WATCH Welcome to this month’s Bird Watch. I’m one of two volunteer Am-bassadors for the British Trust for Ornithology’s (BTO) Garden Bird-Watch scheme in South Wales. Each month I introduce you to a bird or other animal that you might see in your garden.

Bird of the Month: StarlingNovember brings shorter days and longer nights. During the day birds will be spending as much time as they can eating to ensure they survive the night. Starlings can travel up to 30 miles to their roost sites, preferring urban sites wherever possible since night-time temperatures here are slightly warmer than in the open countryside. Starlings coming in to roost are a sight not to be missed. Small flocks join with other flocks until there are many thousands of birds moving en-masse performing mesmerising aerial displays. Such flocks are known as murmurations. The action does not stop there, however, as roosting Starlings gabble throughout the night – hardly something that is conducive to sleep! One theory for roosting togeth-er in such high densities is to compare the condition of birds which have spent the day feeding in different areas – it’s a good idea to follow the best-fed birds when departing the following morning. Star-lings have iridescent purple/metallic green plumage with small white spots. In flight their wings are triangular in shape, and they fly fast and straight with quick wing-beats followed by short wing closures and the occasional glide. On the ground they have a confident walk, often stopping along the grass to probe the ground for insect larvae.

Did you know?A Starling’s intestine grows longer at this time of year to cope with the increase of plant materials in its diet, which are harder to digest than invertebrates.Starlings are excellent mimics and their repertoire includes car alarms, mobile phones and other bird calls. The Welsh name is Drudwy.

How to attract them to your garden: Fats will go down a treat, as will mealworms. They may also be attracted by trees and bushes laden with berries.

Conservation status: RED (of high conservation concern) due to long term decline.

BTO Garden BirdWatch data show that the reporting rate of Starlings increases dramatically during winter months due to an in-flux of migrants from Europe.
