Nagpalabas na ng Notice of Violation (NOV) ang Kapitolyo laban sa Ming Hong, ngunit patuloy pa rin ang operasyon nito, bukod pa sa muling nagsampa ng petisyon ang mga residente sa pamahalaang ba- rangay ng Partida at pamahalaang bayan ng Norzagaray upang ipatigil ang pag- susunog ng gulong dahil sa perwisyong idi- 7 NORZAGARAY, Bulacan — Hindi tumigil ang Ming Hong Trading sa pagsusunog ng gulong sa bayang ito kahit tapos na ang taning na araw, ayon sa mga apektadong residente. Ngunit pinabulaanan ito ng isa sa mga nagmamay-ari ng planta sa Sitio Diliman, Barangay Partida. Batay naman sa ulat ng Environmen- tal Management Bureau (EMB) sa Gitnang Luzon, ang ahensyang nagbabantay sa polusyon, bagsak ang Ming Hong Trading sa isinagawang pagsusuri sa laboratoryo ng water sample na kinuha sa nasabing planta noong Hulyo 31, ngunit pumasa sa air test. LUNGSOD NG MALOLOS — Mata- gumpay na naitanghal ng Bulacan ang paggawa sa pinakamahabang pastilyas sa buong mundo na may habang 202.6 metro noong Setyembre 12, ngunit hindi pa ito napapabilang sa Guinness Book of World Records. Nabahiran na naman ng kaguluhan ang nasabing pagtatanghal nang mag- agawan ang mga tao sa pagkain ng pastilyas matapos ibigay ang hudyat na maaari na iyong kainin. “We have successfully staged a 202.6 meter long pastillas,” ani Gob. Joselito “Jon-jon” Mendoza sa mikropono na tinugon naman ng hiyawan at palakpakan ng daan-daang Bulakenyong nagtipon sa harap ng kapitolyo upang tunghayan ang pagtatangka ng Bulacan na mapabilang sa Guinness Book of World Records. Ang sukat na 202.6 na metro ay mas mahaba ng 2.6 na metro sa naunang planong 200 metrong pastilyas na may diametrong limang pulgada. Ang sukat ng pinakamahabang pas- tilyas sa buong mundo ay sinertipikahan nina Dr. Hjordis Maruska Celis, director ng Bulacan Medical Center (BMC); Ronaldo Tiotico, director ng Turismo sa Gitnang Luzon; Engr. Victory Fernandez ng Aklan, pangulo ng Provincial Engi- neers Association of the Philippines (PEAP). Ang pinakamahabang pastilyas o ken- ding yari sa gatas ng kalabaw ay inihanda ng may 200 Bulakenyo na nagmula sa iba’t ibang sektor. Ito ay tumimbang ng 4,000 kilo, ma- tapos lutuin ang 12,800 litro ng gatas ng kalabaw na tinimplahan ng 1,600 kilo ng asukal na puti. NORZAGARAY, Bulacan — Hindi tumigilang Ming Hong Trading sa pagsusunog nggulong sa bayang ito kahit tapos na angtaning na araw, ayon sa mga apektadongresidente. Ngunit pinabulaanan ito ng isasa mga nagmamay-ari ng planta sa SitioDiliman, Barangay Partida.

Batay naman sa ulat ng Environmen-tal Management Bureau (EMB) sa GitnangLuzon, ang ahensyang nagbabantay sapolusyon, bagsak ang Ming Hong Tradingsa isinagawang pagsusuri sa laboratoryong water sample na kinuha sa nasabingplanta noong Hulyo 31, ngunit pumasa saair test.

LUNGSOD NG MALOLOS — Mata-gumpay na naitanghal ng Bulacan angpaggawa sa pinakamahabang pastilyas sabuong mundo na may habang 202.6 metronoong Setyembre 12, ngunit hindi pa itonapapabilang sa Guinness Book of WorldRecords.

�������� �����ONE of the most surprising if dis-turbing phenomena in our timesis that with all the undeniableproblems related to chastity,there’s hardly anything doneabout it. No concerted effort, nocampaign nor drive is being done.

Problems, of course, includepremarital and extramarital sex,pornography and self-abuse thatseem to be an epidemic left to fes-ter especially among the young,infidelity, homosexual activities,forms of immodesty, etc.

We even have celebrities nowpublicly confessing they are help-lessly addicted to sex, treatingtheir perversions just like a caseof alcoholism or drug dependence.Some of them, quite wrecked byit all, now avail of rehab which, ofcourse, is not a bad idea.

And let’s not forget that a fewof those who for religious reasonsare consecrated to celibacy havecommitted highly scandalouscrimes from which the Churchcontinues to reel. To me, theseanomalies comprise the most hei-nous of all sins against chastity.

But many if not all of theseproblems have mutated, in anenvironment of tolerance, ratio-nalizations and dignification, intosomething considered socially ac-ceptable, normal, and even moral.But their bad effects appearsooner or later, no matter howcleverly they are avoided or cov-ered.

It could be that we are stillgripped by the childish, long out-dated attitude that any talkabout this delicate virtue shouldbe strictly limited to a very per-sonal, very private affair. It would

But what do we see around?Instead of chastity, we are bom-barded with nasty images andmessages against chastity, oftenpresented as art or forms of funand leisure, or fashion and enter-tainment.

In this, Hollywood is the evilempire that generates its world-wide network to spread its sweetpoison. We tend to gobble whatHollywood produces and trend-sets, with hardly any concern fordecency, let alone, the finer re-quirements of chastity. We end upbeing treated as objects or beasts,not as persons.

Now that our world is satu-rated with sex, there’s talk aboutsex education. It’s a clever com-promise that’s dangerous for atleast two reasons: it’s taught inschools to young children, and it’smore on safe sex techniques

rather than the virtue of chastity.If the government is serious

about sex education, it has to ca-ter more to the parents who needto be encouraged and trained ineffectively teaching chastity, thevirtue and not just techniques, totheir children.

Even some Church officials getentangled in the mess by promot-ing a brand of responsible parent-hood based on a natural familyplanning that’s more of a contra-ceptive tool than an expression ofconjugal love and chastity.

We need to spread the goodnews of chastity — that it’s pos-sible and practicable with God’sgrace and our efforts, that it’sbeautiful and helpful to make usgrow in maturity, etc.

Since chastity involves inte-grating sexuality within the per-son, it permeates our passions andsenses with right reason. It fos-ters unity of the person, and isopposed to any form of double lifeor duplicity.

Chastity leads us to attain self-mastery and self-possession, a pre-requisite for us to be able to giveour whole selves to God and toothers, which is what love is allabout. In short, chastity facili-tates love.

In my personal efforts of teach-ing students about chastity, I haveobserved that once they under-stand the true nature of the vir-tue and start living it, they im-prove as persons, and tend to bemore simple, transparent andgenerous. They become happierand more able to grapple withlife’s challenges.

NPA muling nagpakitang gilas sa Bulacan�� ���� ������

NORZAGARAY, Bulacan — Mu-ling sumalakay ang rebeldengNew People’s Army (NPA) sabayang ito noong Agosto 30 o ha-los dalawang taon matapos angintensibong kampanya ni datingHeneral Jovito Palparan na nag-sabing nalumpo na ang mgarebelde sa Gitnang Luzon.

Kinumpirma naman ng NPAang nasabing pananalakay saisang pahayag na inilabas sakanilang website noong Agosto 30kung saan ay iginiit nila na silaang sumalakay sa “security out-post ng mga tauhan ni Sen. Ma-nuel Villar sa lupang kinamkamsa ngalan ng Palmera Homes.”

Nagpahayag naman ng pa-ngamba ang mga residente ngSitio Tiakad, Barangay San Mateosa bayan ito na sinalakay ng may60 rebelde dahil ang mga ari-ariannila ay tinangay ng mga rebelde,maging ang kanilang mga alaganghayop, bukod pa sa mga armas nanakuha sa outpost ng pulisya.

Ayon kay Sr./Supt. Allen Ban-tolo, ang nanunuparang police di-rector ng Bulacan, mga NPA nanagmula sa lalawigan ng Rizalang lumusob sa Sitio Tiakad,Agosto 30 sa pagitan ng ika-1:00at ika-2:00 ng hapon.

Sinabi ni Koronel Bantolo nakumilos na ang magkasanib napuwersa ng pulisya at militar, nanakahimpil sa Barangay Matictic,Norzagaray, upang imbestigahanang insidente.

Ayon kay Mayor Feliciano Le-gazpi, at mga taga-Tiakad, hindiagad umalis ang mga armadongkalalakihan na tumangay ng kani-lang mga manok at kambing, atnanatili pa sa kanilang lugar ngilang araw.

Sinabi ni Mayor Legazpi naang mga ito ay pansamantalangnagkampo sa bundok na maydalawang kilometro ang layo sasilangan ng ipinagawang higan-teng sanitary landfill sa Tiakad.

Ayon pa kay Legazpi, napagka-malan ng mga residente na angmga rebelde ay mga sundalo dahil

nakasuot ng camouflage uniformna may tatak “Army”. Ngunit angilan sa mga dumating ay naka-tsinelas.

At naghinala ang mga residen-te, ani ng alkalde, nang magsimu-lang tangayin ng mga ito angkanilang mga alagang hayop,habang hinahanap ang isangnagngangalang “Genaro”.

Kinumpirma ang sinabi ni Le-gazpi ng ilang residenteng naka-panayam ng Mabuhay sa tele-pono noong Setyembre 2, ngunitsila’y nagsitangging ipabanggitang kanilang pangalan.

“Hindi namin malaman kunganong grupo ang mga ito, kayatakot-na-takot na ang mga kapit-bahay namin dito,” ani ng isangresidente.

BEHIND Japan’s famous façade of socialharmony and homogeneity lie complicatedrealities. Often hidden from view are trou-bling elements of the country’s social lifeinvolving stigmatized communities suchas the burakumin and minority ethnicgroups like the Ainu or the many Koreans,Filipinos, and other foreigners living inJapan today. Also hidden, and often denied,are troubling accounts of Japan’s past roleas an imperial power. Discrimination, ex-ploitation, predatory colonialism, warcrimes: these subjects are taboo, especiallyin print. Akio Ishii thinks it should be oth-erwise. As head of Akashi Shoten, a pub-lishing house, he is exposing the undersideof Japan’s smooth social surface and bring-ing difficult subjects to light.

In pre-modern times, the buraku weresocial outcasts and reviled as dirty. Despiteofficial emancipation over a century ago,this stigma lingered. Ishii himself experi-enced it as a boy. He was five years old whenthe end of World War II ushered in Japan’spost-imperial era. As a politicized youthin the 1960s, he agitated against injusticesin Japanese society and also opposed therenewal of Japan’s security ties with theUnited States. In the 1970s, he joined astudy group dedicated to eliminating dis-

crimination against the buraku and be-came editor of its magazine. This led toAkashi Shoten in 1978, a publishing com-pany of his own. Ishii determined to buildhis company as “a bastion for the move-ment to eliminate discrimination inthought and culture.”

At first, Ishii concentrated on the burakuissue itself and on other beleaguered Japa-nese minorities. But he soon expanded toother human rights issues. Koreans hadbeen colonized by Japan and compelled intoforced labor during World War II. Ishii pub-lished accounts of this brutal episode andalso of the plight of Koreans living in Ja-pan, where they were discriminated againstin housing, employment, and marriage.

Similar forms of discrimination faced anew wave of foreign workers who flockedto Japan in the 1990s.

Ishii exposed their dilemma to readersin a stream of new books. He published aHuman Rights Handbook for Foreignersin Japan in Urdu, Vietnamese, Persian, and15 other languages, to guide migrantsthrough Japan’s vexing laws and proce-dures and to steer them to services andsupport groups. In a similar spirit, Ishiipublished a book in Japanese on the 1990United Nations convention on “The Pro-

tection of the Rights of All Migrant Work-ers and their Families,” which Japan de-clined to ratify.

Over time, Ishii’s books drew attentionto the “comfort women” of World War II,to Filipino women trapped in Japan’s ex-ploitative entertainment industry, to thephysically and mentally disabled, abusedchildren, and victims of domestic violence— to everyone, in fact, who was invisiblebehind Japan’s curtain of respectable nor-mality. Ishii also published books that coun-tered rightwing efforts to exaggerate thebeneficial influence of Japanese colonialism,to cover up Japan’s war crimes, and to de-pict its former military leaders as heroes.

In recent years, many of Akashi Shoten’sbooks have introduced Japanese readersto human rights issues outside Japan, in-cluding the caste system in India and thestruggles of other oppressed groups aroundthe world. In the 21st century, says Ishii,“We must create an era where the humanrights of individuals are truly respected.”

Ishii is not a public figure but his influ-ence is large. Some 2,800 Akashi Shotenbooks are in print. They sell well amongintellectuals, scholars, university students,and civil society activists. Ishii is content.What is important for a publisher, he says,

“These books,” he says, “are my real as-sets.”

IN ISLAM, authority rests in knowledge.In times of crisis and for guidance in day-to-day life, Muslims turn to scholars. It istheir role to apply the truth of the HolyQuran and the lessons of the ProphetMuhammad to human life in matters largeand small. Yet, Islam’s religious scholars—who these days may be teachers or preach-ers or public intellectuals, and are oftenall three—do not always see eye to eye.

Their debates over the centuries haveproduced the heterogeneous world of Is-lam today, with its various sects and schoolsof law. In such debates, the authority ofindividual thinkers weighs heavily. And incountries like Indonesia, with vast Mus-lim majorities, intellectuals such as AhmadSyafii Maarif can influence millions andshape the character of national life.

Syafii Maarif was born in West Sumatrain 1935. Through his family and earlyschooling, he was exposed to the teachingsof reform Islam as espoused by Muham-madiyah, one of two mass organizationsthat dominate Muslim life in Indonesia.After university, he shifted naturally intoteaching and later earned his doctorate inIslamic thought at the University of Chi-cago under the eminent scholar of Islam,Fazlur Rahman. By the 1980s he was an

intellectual of serious reputation and a ris-ing leader in Muhammadiyah.

The Indonesian nationalists who de-clared their country independent in 1945created a secular state.

They chose not to enshrine the shari’a,Islamic law, as the law of the land for Mus-lims. Instead, befitting Indonesia’s ex-traordinary diversity, the new nation’screed became Panca Sila, whose ecumeni-cal five principles began with “belief inone God” and otherwise spoke to the ide-als of a just and civilized humanity, nationalunity, democracy, and social justice.

This decision became a matter of bitterdispute among Indonesian Muslims thatlingered under the 33-long dictatorship ofSuharto. His downfall in 1998 brought anew era of openness, reform, and demo-cratizaton to Indonesia but also tumultu-ous sectarian conflict. It was at exactly thistime that Syafii Maarif assumed leader-ship of Muhammadiyah and its 30 millionmembers and sympathizers.

Syafii Maarif embraced his country’sfresh hopes for democracy and good gover-nance and, in the stormy seas ahead, be-came a force for calm and moderation.When violence erupted between Indone-sian Muslims and Christians, he reminded

Muslims that Islam teaches the equalityof all people; he took the lead in interfaithdialogues and warned against provocateurswho fanned fear and hate.

When activists revived the call for anIslamic state and pressed urgently forimplementation of the shari’a, he opposedthem; the nonsectarian principles of PancaSila, he said, were the right ones for Indo-nesia’s plural society. And when the im-pact of 9/11 and the American invasions ofAfghanistan and Iraq reached Indonesia,and when terrorism struck home in Baliand Jakarta, he stressed that “Terrorismis not the authentic face of Islam.”

In concert with other moderate lead-ers, he denounced it as a “crime againsthumanity.” He said much the same aboutthe new American wars but urged Indone-sian Muslims to reject spurious calls to HolyWar, and to make their protests peacefully.He did so himself.

As Muhammadiyah’s president, SyafiiMaarif spurned the trappings of power andresisted the call to politics. Today, at 73and retired, he relishes his role as an inde-pendent thinker and mentor to the young.

We must learn to look beyond our indi-vidual nations, he says, and see the worldfrom a global perspective—“from a human

perspective and from a justice perspective.”Indeed, justice is the key to “global wis-dom.” Without it, he says, “I think theworld will go astray forever.”

NO ONE is ever truly prepared for a natu-ral disaster. The humanitarian interven-tions that follow are inevitably improvisedand hasty, as relief workers make urgentarrangements to provide water, food, shel-ter, and sanitation and to relocate the dis-placed survivors. Such was the case in SriLanka when the great tsunami of 2004 leftthousands of people dead and tens of thou-sands homeless. But as Ananda Galappattiknows, victims of catastrophes like this oneare also burdened by shock and grief, and byfear, insecurity, depression and rage—psy-chosocial consequences of trauma similar tothose of war. As a young psychologist, he isdevoting himself to these neglected needs.

Ananda Galappatti was born 33 yearsago in Colombo. After attending highschool at the American InternationalSchool in Dhaka, Bangladesh, he studiedpsychology at Cambridge University in theUnited Kingdom. The Sri Lanka to whichhe returned in 1996 was locked in a bloodycivil conflict of many years running. Thefollowing year, he assisted Dr. GameelaSamarasinghe in a psychosocial epidemio-logical survey of Sri Lanka’s conflict zones.This revealed that 50 to 60 percent of thosein the affected areas displayed signs of post-traumatic stress linked to war and vio-

lence. Yet, in all Sri Lanka there were fewerthan 10 psychologists specializing intrauma. To help fill this gap, Galappattiand Samarasinghe formed the War TraumaPsychosocial Support Program (PSP).

As head of PSP’s capacity building arm,24-year-old Galappatti trained 160 psy-chosocial “helpers” to serve the towns, vil-lages, and refugee camps of Vavuniya, a war-demoralized district six hours from Colom-bo, and otherwise enabled the area’s primi-tive psychosocial sector with skill-build-ing seminars, new intervention strategies,and resources such as databases and proce-dure manuals. In Vavuniya, Galappatti ob-served that psychological suffering cannotbe separated from the real-world circum-stances of its origins, including war itselfand “deeply rooted political divisions.” Hisapproach adapted lessons from Westernpsychology to Sri Lankan conditions andreligious practices.

Then, on 26 December 2004, came thetsunami. Hardest hit was Batticaloa on SriLanka’s east coast, a district like Vavuniyaalready traumatized by years of war. InJanuary 2005 Galappatti took the lead infounding The Mangrove, a network of or-ganizations and individuals in Batticaloadedicated to coordinating psychosocial as-

pects of the relief effort.Not wanting to be a “fly-in fly-out” ex-

pert, Galappatti moved directly to Batti-caloa. As the Mangrove’s coordinator, helobbied incessantly for better psychosocialservices. He liaised with local, national, andinternational agencies; convened meetingafter meeting for aid workers and psycho-social practitioners; and briefed newly-ar-rived aid organizations. He set up a rapidassessment system for orphaned children,organized training workshops, and medi-ated quarrels between aid organizations.Constantly networking, Galappatti spreadword of “best practices” and warned ofharmful ones. Meanwhile, he and his col-laborators made countless humane inter-ventions, insisting that women in refugeecamps have private places to bathe andsleep, that anxious students have their ex-aminations postponed, that orphans beplaced with relatives or familiar care-giv-ers, and that families be granted privacywhen identifying their dead.

In time, political violence and instabil-ity in Batticaloa forced The Mangrove toscale back its work and Galappatti em-barked on his doctorate at the Universityof Edinburgh. Today, with his wife andsmall child, he is again living and working
