Walang pagkakaisa ang mga PilipinoMULA pa noong panahon ng mgaKastila, daang taon na ang naka-lilipas ay hindi na nagkakaisa angmga Pilipino. Kanya-kanyangdiskarte ’ika nga. Dahil sa mga trahedyang kina-sangkutan ng mga barko ng Sul-picio Lines ay dapat na huwagpayagan ang kanilang mga barko

na maglayag tuwing may anunsyong bagyo sa ating bansa para hindina maulit ang nangyaring mgatrahedya. Sana’y pag-ukulan ngpansin ng mga pinuno ng SulpicioLines ang kaligtasan ng kanilangnagiging pasahero.

Filipino-AmericanFriendship Day

BALIKTANAW: Ito po ang editoryal sa sipi ng Mabuhaynoong Hulyo 7-13, 1996.

PINAGDIWANG noong Biyernes, Hulyo 4 angtinatawag nating Filipino-American FriendshipDay sa pamamagitan ng paggunita sa pag-kakaloob ng Pamahalaang Amerika ng kalayaansa bansang Pilipinas noong ika-4 ng Hulyo 1946,kung saan ibinaba sa takdan sa Rizal Park angbandilang Amerikano at iwinagayway angbandilang Pilipino.

Simula noong 1946 ay ipinagdiriwang natinang Araw ng Kalayaan tuwing sasapit ang ika-4ng Hulyo taon-taon, bagay na kung tutuusin aysalat sa tunay na diwa ng kalayaan.

Bagamat nasasaad sa ating kasaysayan na saKawit, Kabite unang ihinayag ni Heneral EmilioAguinaldo ang ating kalayaan noong ika-12 ngHunyo 1898, pikit-mata nating sinunod atipinagdiwang ang Araw ng Kalayaan tuwingsasapit ang ika-4 ng Hulyo, na siyang ipinamulatsa atin may 50 taon na ngayon ang nakakaraan.

Sa pagkakaloob sa atin umano ngPamahalaang Amerika ng kalayaan, hindi rinlubos na kalayaan ang ating nakamit. Nanatili parin ang kanilang mga base militar sa ating bansasa pagsasabing ito ay bilang proteksyon saPilipinas at sa bansang Amerika.

Taong 1962 ng muling ibalik ni PangulongDiosdado Macapagal ang Araw ng Kalayaan saorihinal na araw nito, ang ika-12 ng Hunyo, nasiya nating ipinagdiriwang hanggang sakasalukuyan.

Nanatili ang mga base militar ng mgaAmerikano hanggang noong 1991 nang pumutokang bulkang Pinatubo at hindi na binigyan ngpalugit ang kanilang pananatili sa ating bansa ngating kongreso.

Ngayong nalalapit na ang ika-100 taon ngating paglaya sa taong 1998, sana’y makamit natinang tunay na kalayaang pinagbuwisan ng buhayng ating mga ninuno, kalayaang kay tagal dingnaging mailap sa ating mga mamamayan.

At sana ay manatili ang Filipino-Americanfriendship kahit hindi ika-4 ng Hulyo.

Mga political dynasty, kungtutuusin, ang sanhi ng patuloy nakatiwalian sa pamahalaan, pagka-sira ng criminal justice system atpatuloy na pagpapahirap sa naka-raraming mamamayan.

Matatandaang sa panahon ngrehimeng Marcos unang nagingkilabot ang mga kilalang pamilyang mga pulitiko, mga warlord namay mga alagang pansarilinghukbo.

Sa panahong ito ng PangulongMacapagal-Arroyo (na may dala-

Ang masamang pamamahala,sa pagsusuri, ay bunga ng patuloyna pamumulitika ng mga idine-klarang nanalo sa eleksiyon atnaluklok.

Ang labis na pamumulitika sapalingkurang-bayan ay tinang-kang remedyuhan ng mga umak-da at nagpatibay ng kasalukuyangKonstitusyon, una’y sa pagtatak-da ng haba ng panunungkulan ngmga halal na opisyal ng bayan.

“HERE we go again,” Edgar La-bella said on hearing reports that826 were missing after the “Prin-cess of the Stars” ferry turnedbelly up from pummeling by Ty-phoon Frank.

Labella’s personal advocacynow is to distill lessons from pasttragedies. In 21 years, four Sul-picio ships have sunk: MV DoñaPaz (4,000 deaths), MV DoñaMarilyn (250 deaths), MV Prin-cess of the Orient (150 deaths),and now MV Princess of the Stars.The death toll is not final.

“Bodies, bodies floating every-where,” Inquirer titled its reportfour days after the sinking. ACoast Guard and U.S. Navy P-3Orion plane spotted corpses —some in life vests — bobbing inwaters off Quezon, Masbate andCamarines Sur, Sibuyan andBurias.

Force majeure?, asked an In-quirer editorial. “Looks likeforce of habit to us … The realtragedy is: Each one was avoid-able.”

We can imagine thatboats travelling between Mexico,Spain and the Philippines trans-ported a good number of Filipi-nos — our first OFWs (overseasFilipino workers) — in the crewand among the passengers.

Inside such wind-dependenttransportation, the voyagers couldonly sit and hope that fare weatherconditions would bring themsafely to port. They had no other

While thinking what your an-swer would be, here’s the secondtickler: It is time to elect a newworld leader, and only your votecounts. There are three candidatesand here the straight facts abouteach. The first candidate associ-ates with crooked politicians, andconsults with astrologist. He’shad two mistresses. He also chainsmokes and drinks 8 to 10 marti-nis a day.

The second candidate waskicked out of office twice, sleepsuntil noon, used opium in collegeand drinks a quart of whiskey ev-ery evening. So, thebig question is: “Which of thesecandidates would be your choice?”

Don’t cheat; write your answerbefore knowing who those threecandidates are. If you have alreadywritten your answer, here’s whatyou need to know: The first can-didate is American PresidentFranklin Delano Roosevelt. Thesecond is British Prime MinisterWinston Churchill. And the thirdis no other than German dictatorAdolph Hitler.

And, by the way, on your an-swer to the abortion question: Ifyou said “yes,” you just killed

A PRAYER struck my attentionrecently.

“Grant us the gift of knowl-edge,” it said, “to make us under-stand properly what createdthings are, and what they oughtto be according to the divine planof creation and elevation to thesupernatural order.”

It was a prayer addressed tothe Holy Spirit who gives us theseven-fold gift of wisdom, under-standing, knowledge, counsel, pi-ety, fortitude and fear of the Lord.But it reminded me of whatknowledge is all about.

The pursuit of knowledgeshould always be understood asan effort that is linked with God,with his will, plans and designsfor us, with the fact that we andeverything we know and discoverare meant for a supernatural life.

It should not be done indepen-dently of God, and much less con-trary to his laws. We should neverthink the knowledge we accumu-late, no matter how mundane, hasno relation to God.

This is because everythingcomes from God and belongs toGod, and everything is under adivine plan that is of course com-pletely mysterious to us. Yet, inspite of the mystery, we are ca-pable of knowing and understand-ing at least parts of it.

Our problem, of course, is thatwe often pursue knowledge fullyat our own designs, with our ownmotives and purposes. We hardlyrelate it to God and his plans.

We sometimes even go to theextent of thinking that God hasno business in this effort, or worse,

effort to connect our knowledgeof things with God.

There also are temptationsfrom the devil and the world it-self that seek to bind us to ourown world, keeping us quite ego-tistic and increasingly unmindfulof God and of others.

Besides, the objective connec-tion itself between our knowledgeand God is charged with mysteriesthat can easily lend itself to confu-sion and indifference. It can leadus to get discouraged at the darkprospect of ever knowing it clearly.

But if our mindset is to knowand discover this connection andrelation, sooner or later we willsee it more and more clearly. Ob-viously, we have to be patient,pursue the effort without let up,and use all the means to makethis possible.

We, for example, need to re-flect and pray. This practice hasto be deeply ingrained in us. Ourproblem is that very few peoplerealize this need. Many prefersimply to be very active and toenjoy things.

Then, we need to know moreabout God’s doctrine, fully re-vealed by Christ and now taughtby the Church, so we can begin tobe familiar with God’s will andways.

We also have to develop virtuesthat conform us more and morewith God. Hopefully, with thesethings, we can readily see the con-nection between our knowledgeand God’s will, between theevents of our life and God’s provi-dence.

TempestWE’VE been through a lot of natu-ral calamities. We’re no strangersto man-made disasters either —one after another — governance,for instance, that seems to wreakmore havoc than the long list ofnature-induced tolls on this coun-try.

At the height of typhoonFrank, one could only muster rep-etitious prayers that it would beover soon; or that when one wakesup one morning, the devastationwould be less than the previousone. But the aftermath leavestraces of sad reality and all themore we wallow in frustrationover a mishap that could haveminimized staggering damages.

Filipinos must be resilientenough that during a storm an-ticipation of what to do comes in-stantaneously but we never reallyfix the roots of the woe. We are sogood at standing up and rebuild-ing from what is leftover but wenever erect lasting safety nets. Itis as if we treat a calamity like afever that recurs and gets curedwith the dose of a pill. And if itcomes back, we just swallow moreof the same medicine. When itgets more serious than flu, it istoo late to cure the malady.

Picture this: It’s the same rick-ety roof that has weathered count-less typhoons and caused the en-tire flooring of the house to besubmerged in rainwater over andover again. It has become fatiguedfrom countless applications of seal-ant for holes. The same applies tocracked walls that allow moistureto create drips and puddles.

We’ve been talking about pre-ventive measures that for themost part do not hit the target.We do not have control over thewrath of nature. Its cruelty can-not be countered. The force of na-ture calls for individuals to pro-tect lives rather than materialthings.

Indeed, the destruction of thehuman spirit is far worse than anydamage to physical things. We seerehabilitation as a one-shot dealin as much as afflicted lives gloatover relief operations. Victimscontinue to prey on dole-outs notonly from the government but alsofrom entities which have nobleintentions and well-meaning ef-forts. Never mind if they thriveonly during critical times.

The government must be atthe forefront of all disasters. It isresponsible for taking good careof its people and saving lives onthe verge of wipe-out. Just likefurious Mother Nature, the Presi-dent has vented her ire again on aconvenient whipping boy. But herdisplays of pique has never reallychanged the course of things. Itcan never save lives, much lessuplift the conditions of many whostill suffer the tempest. It is likea cloudburst that does not see thepromise of a rainbow.

Filipinos are more caring andrespond fully in times of difficul-ties. Where there are willinghands, the strength of heart andmagnanimity of the spirit providesanctuary and hope that livescould be better despite the fail-ure of government to deliver.

that there’s really no God, andthat we are just on our own toknow and discover whatever wewant and whatever we can.

In this kind of set-up, we makeourselves prone to all sorts of dan-gerous possibilities — vanity,pride, greed, sensuality, exaltationof pleasure and earthly power, etc.

And the knowledge we accu-mulate is of the distorted and cor-rupted kind. Legal knowledgebecomes legalism, the sciencesdevelop without ethics, and thearts and entertainment easily suc-cumb to immoral pragmatism.

The higher knowledge of phi-losophy and theology cannot helpbut get entangled with the alluresof relativism. They transform intoideologies with extremist andfundamentalist molds, or with laxand happy-go-lucky tendencies.

Thus we need the constant ef-fort to remind ourselves of relat-ing our work and knowledge withGod. As much as possible, weshould articulate this link person-ally. We have to develop the habitof asking ourselves what relationany piece of information andknowledge we get, has with God.

The ideal is that we automati-cally become conscious that whatwe are doing and knowing are di-rectly related to God and hisplans, and that our knowledge ofearthly things brings us closer toGod.

This, of course, is not easy toachieve. We have to contend withso many difficulties. First, thereare our weaknesses, like our lazi-ness and our attachment to world-ly things. They hinder us in our

But humans as we are, we judgeothers. And, often times, our judg-ment is based on our emotion andnot facts. “We judge ourselves bywhat we feel capable of doing; oth-ers judge us by what we havedone,” said Henry WadsworthLongfellow.

A tale in German song told of acontest between a nightingale anda cuckoo, to prove which sangmore beautifully. As it happened,the only creature around to judgewas a donkey.

The nightingale sang first. Asits beautiful melody trilledthrough the woods, the donkeytwitched its long ears and lookedon with a stupid, puzzled expres-sion.

Then the cuckoo called itssimple, two-note song. Suddenly,the face of the donkey registereda serious, appraising look, andthen he began to nod. This hecould understand. After all,“cuckoo, cuckoo” isn’t really allthat far from “hee-haw, hee-haw.”

It comes as no surprise that thedonkey judged the cuckoo to bethe better singer. Like donkey,that’s how people also judge. “Weall judge according to our own lim-ited perceptions, our biases, ourvarying degrees of ignorance,”someone once said.

This is why weunderstand that there are some boysand girls who can resist and ignorepeer pressure, and others who can-not. It is important for parents to fillin these gaps even before their chil-dren enter adolescence.

Stenson says, “A well-formed con-science, a firm religious belief, aprayerful relationship with God, atrust in his parents’ powers of judg-ment, a lifetime habit of self-control(saying ‘no’ to one’s feelings), a re-spect for the rights of the others —all these traits firm up a youngperson’s will to resist. They lead ulti-mately to real happiness and successin life.”

choice but to spend the days and evenweeks together out in the open sea enel barco. They formed, what becameknown as barkada. Or literally, peoplewho found themselves in the sameboat. In such a situation they experi-enced the same things: the food andlodgings, the bad sea conditions, andperhaps even attacks from pirates.This made them bond with one an-other more and even after the tripmany continued to reminisce fondmemories of their seafaring adven-tures together.

This concept of barkada can alsobe applied to our youth today. The onlydifference would be the boat thatholds them together would be theircommon experience of the exciting andoftentimes confusion stage of adoles-cence. At this point, the budding ado-lescent starts to dare and explore be-yond the normal confines of childhood.Despite being a common psycho-emo-tional phase, each boy or girl will seekto establish his or her own peculiaridentity or the trait for which theywill be known for.

The barkada becomes the vehicleof the adolescent’s “social-projection”or “social identity”. It is there that

the boy or girl is “someone special”for his or her talents. It is there, un-like at home or in the classroom, thatthey are “accepted as they are” and“understood the way they see them-selves.” This social projection hubbecomes the source of strong bondingamongst the members of the peergroup. Thus, the barkada exercises astrong pressure — both positively andnegatively — since it becomes a strongsocial identity stamp that sustainsand projects one’s identity. Withoutit, at least some are led to think, “Iam no one.”

Parents naturally become appre-hensive with barkadas, and alwaysaccuse it to be the source of theirchildren’s misbehavior. But JamesStenson says otherwise: “Childrenentering adolescence acquire virtuallyboundless new opportunities for plea-sure, power, and escape into illusion.… Peer pressures are only perma-nently successful when they move intoa vacuum (italics ours) in thechildren’s inner character. … Thepeer-pressure problem, therefore, isnot one of merely avoiding ‘bad com-panions.’ That’s virtually impossiblethese days.” (J. But “there does not seem to be a common perceptionas to what lessons were learned” from degradation of thepast decades, notes the just published book: Forest Faces– Hopes and Regrets in Philippine Forestry. “Memoriesthat do not feed vision are but a lost future.”

Indeed, some recall that forests once covered 94 per-cent of this country. We’ve ravaged that down to less than18 percent. And that continues to shrink since illegal log-ging persists, as in Surigao and the Cordilleras .

Greed is one reason. With connivance of corrupt offi-cials, loggers turned much of the country into sterile cogonland. But are we also a people of truncated memories?

Who recalls now the over 10,000 victims of floods fromOrmoc’s denuded hills? Or the killer floods of Aurora andQuezon in December 2004? And rampaging rivers in Iloilothis month?

“There was no time to run,” a Quezon evacuee ex-plained. “Drop a coin. And as you pick it up, water swirlsaround you. Dead people, bloated animals, huge logs ev-erywhere.” And there were mass graves – which we seetoday.

“A songwriter, Danny kissed the body of his four yearold daughter Casai, before burying her in a mass grave,”Inquirer’s “Viewpoint” noted. “He might try to capturethis tragedy in song. He said he’d try.”

There are no regrets in life, only lessons, we’re told. So,were wrong lessons taught? Filipinos invented, in the1960s, the squirting of cyanide into reefs to stun fish, UNEnvironment Programme notes. Marine poisoning spreadto Asean countries, then leapfrogged to the Indian Oceanand the Red Sea.

Today, only four percent of our reefs — “rainforests ofthe sea” — remain in pristine condition, “Inventory ofCoral Resources” reveals. Degraded reefs in Panay Gulfand Bohol Sea yield only four to five metric tons of marineproducts per square kilometer yearly — compared to itsoriginal potential: 15 metric tons.

Our biologically dying rivers and thinning wild lifereflect the axiom that “great evils brutally enforce ig-nored lessons.” Today, 56 of the country’s 530 bird speciesare threatened with extinction. In a shrinking NorthNegros forest reserve, a fifth of trees would not regener-ate if seed-scattering birds continue to be hunted down, aUniversity of British Columbia study estimates.

This is equally true of the most basic commodity forsurvival: water. Cebu City, for example, “borrows againsttomorrow”. It pumps out twice what its narrow smallaquifers can recharge. This “ecological overdraft” is ag-gravated by “policy black holes”: denial that a problemeven exists.

So, are we are a country that “acts as if life is a dressrehearsal? We sashay to noon time TV soap operas andindulge in partisan exercises. These sedate us from a his-tory of repeated tragedies while we skid into the poor-house.

“We spend more on a ‘fiesta culture’ (that makes itdifficult) to grow beyond memories,” Peter Walpole ofEnvironmental Science for Social Change at Ateneo writes.“Yet, we must generate new realities that can provokeresponsibility.”

Ang halaga ng mga pananim atpalaisdaan na nasalanta sa lalawiganay umabot sa P176.9 milyon.

Pinakamalaki ang nasalanta saPaombong na umabot sa P56 milyon,kasunod ang San Ildefonso (P37milyon), Donya Remedios Trinidad(P18 milyon), at mga bayan ng SanMiguel at San Rafael na tinatayangang halaga ng nasalanta ay mahigit satig-P14 milyon.

Dahil sa pinsalang hatid ng bagyo,agad nagdeklara ng state of calamityang mga bayan ng Angat, Marilao,Paombong at Sta. Maria upang maka-paglabas ng pondo na magagamit sapaghahatid ng tulong sa mga mama-mayan nilang nasalanta.

Kaagad din kumilos ang Kapitolyoat Red Cross at nagpahatid ng reliefgoods sa mga pamilyang inilikas atnasalanta ng bagyo. — Dino Balabo

Ayon sa ulat ng PDCO na ipina-labas ng Panglalawigang Tagapanga-siwa Perlita Mendoza, ang namatayay ang mag-asawang Jocelyn at NestorDominguez ng Barangay Ibayo, Mari-lao. Sila ay kapwa nakuryente sa ka-sagsagan ng pananalasa ng bagyongFrank.

Dahil sa lakas ng ulan na hatid nito,lumubog ang iba’t ibang bahagi ngmga bayan ng Angat, Balagtas, Ba-liuag, Bocaue, Bulakan, Bustos, Ca-lumpit, Hagonoy, Obando, Marilao,Norzagaray, Paombong, Plaridel, SanMiguel, Sta. Maria at mga lungsod ngMalolos, Meycauayan at San Jose DelMonte.

Sa kabuoan, sinabi ni Mendoza naumabot sa 717 pamilya o 209,036 ka-tao ang naapektuhan ng pananalasang bagyo sa Bulacan.

Umabot naman sa 117 bahay angnasira kung saan ang pinakamaramiay naitala sa bilang na 54 sa mga

Umabot naman sa 717 pamilyaang pansamantalang inilikas sa 15bayan at tatlong lungsod, 117 bahayang nasira at P176.9 milyon anghalaga ng mga pananim at palaisdaanna nasalanta.

Sinabi ng PDCO sa ulat na ipina-labas noong Hunyo 26 na nagdeklarang “state of calamity” ang mga bayanng Paombong, Marilao, Angat at Sta.Maria dahil sa pinsalang hatid ngbagyo.

Umabot sa 4,080 ang mga bag ngrelief goods na ipinamahagi ng pama-halaang panglalawigan at ng Philip-pine National Red Cross sa mga pa-milyang inilikas at apektado sa lala-wigan, sabi sa ulat ng PDCO.

Pansamantala rin pinutol ang ser-bisyo ng kuryente sa iba’t ibang ba-hagi ng lalawigan sa kasagsagan ng

Ayon sa pahayag ng mga source ng Mabuhay, angpagtaas ng 70 hanggang 80 porsyento ng presyo ngbakal na gagamitin sa paggawa ng 32.2 kilomentrongdouble track o magka-agapay na riles NorthRail mulaCaloocan hanggang Malolos ang isa sa maramingdahilan kung bakit iniwan ng mga Tsinong kontraktorang proyekto.

“Malulugi raw ang mga kontraktor dahil sa taasng presyo ng bakal ngayon kumpara noong magka-pirmahan ng 2002,” ani ng impormante ng Mabuhay.

Ayon naman sa isa pang impormante ng Mabuhaymula sa tanggapan ng NorthRail, may posibilidad naire-package nila ang proyekto. Sabi ng source,“Titingnan namin kung makakaya pa ng budget angkasalukuyan presyo ng bakal dahil magkaiba angpresyo ng bakal noong 2003 at ngayon.”

Tinangkang kumpirmahin ito ng Mabuhay kayPamintuan ngunit muli niyang sinabi na hindi munasiya magsasalita dahil di pa siya opisyal na naitatalagabilang pangulo ng North Rail.

Ang kasunduan sa proyektong Northrail aynilagdaan noong 2003, na sinundan ng paglilipat samga iskwater sa gilid ng lumang riles ng PhilippineNational Railways (PNR) sa mga resettlement site.Natapos iyon noong 2005.

Ang isa sa mga resettlement site sa Bulacan aybinisita pa ng embahador ng Tsina noong Disyembre2005, maging ang mga dating istasyon ng PNR saBalagtas at Malolos.

Matapos mailipat ang mga iskwater mula sa rilesnong Disyembre 2005 ay sinimulan na rin angpagbabakod, pagpapatag sa ilang bahagi ng datingriles at ang pagsasagawa ng mga soil testing. Ngunit,biglang bumagal ang trabaho at nitong nakaraangMarso at Abril ang mga Tsinong kontraktor ay hindina nakikitang nagtatrabaho sa riles at pinaniwalaangnagsiuwi na sa Tsina.

Isa pang dahilang itinuturo kung bakit naantalaang konstruksyon ng NorthRail ay ang pagkakaibang pamantayan ng kalidad ng Pilipinas at ng Tsina.Ang isyung ito ay unang ibinulgar sa Mabuhay ngyumaong Presidente ng NorthRail na si Jose Cortez.

Sinabi ni Cortez sa Mabuhay noong nakaraangtaon na hindi pumasa sa pamantayan ng Pilipinasang kalidad ng bakal na noo’y nais gamitin ngkontraktor sa konstruksyon ng NorthRail. Ang dapatgamiting pamatayan sa kalidad ng bakal, aniya, ayang pamantayang ginagamit ng Pilipinas.

Sabi naman ng isa pang impormante sa tanggapanng NorthRail, kasalukuyan pa ring nagkikipagkasun-do ang NorthRail sa mga Tsinong kontraktor hinggilsa kalidad ng mga bakal na gagamitin.

Bagamat tumanggi magsalita si Pamintuan, angkasalukuyang chairman ng Subic Clark Alliance forDevelopment (SCAD) Council, nabasa ng Mabuhayang kanyang pahayag sa lingguhang The Voice saPampanga noong nakaraang linggo.

“We need to repackage it,” sabi doon ni Pamintuan.Iginiit din niya na matutuloy ang proyekto at

umaasa na mapapabilis ang implemetasyon nitohanggang sa umabot sa Pampanga ang NorthRail sakabila ng halos tatlong taong pagkaantala.

Noong Hunyo 27, tumanggi muli si pamintuan nadating alkalde ng Angeles City na kumpirmahin angkanyang pahayag sa The Voice. Muli niyang sinabina hindi pa siya makapagbibigaya ng opisyal napahayag.

Ayon sa ulat ng The Voice, ang kabuoang pondong proyektong NorthRail mula Caloocan hanggngMalolos hanggang sa Clark Field sa Angeles ay aabotsa $1.2 bilyon. Mahigit tig-kalahating bilyong dolyarang halaga ng bahagi ng proyekto mula sa Caloocanhanggang sa Malolos at ang bahagi mula Maloloshanggang Clark Field.

Ang unang bahagi ng proyekto ay nakahanda nanglatagan ng riles dahil nailipat na ang mga iskwater sagilid ng riles mula Caloocan hanggang Malolos noonpang 2005. Sa bahagi na isusulong mula Maloloshanggang Clark Field ay sinisimulan na ang paglilipatng mga iskwater sa riles.

Batay naman sa mga naunang tala na naipon ngMabuhay, inaasahang magiging “instant growth ar-eas” o dagliang uunlad ang mga lugar na pagtatayuanng mga istasyon ng NorthRail. Ilan sa pagtatayuanng mga istasyon mula sa Caloocan hanggang Malolosay ang Lungsod ng Valenzuela sa Kalakhang Maynila,at ang mga bayan ng Marilao, Bocaue at Guiguinto saBulacan.

Batay pa sa pahayag ni Pamintuan sa The Voice,magkakaroon ng viaduct o nakaangat na riles sa may1.7 kilometrong bahagi ng NorthRail sa Malolos tuladng sa Light Rail Transit (LRT) sa Kalakhang Maynila.

Ayon sa impormante ng Mabuhay sa tanggapanng NorthRail, tuloy pa rin ang proyekto sa kabila ngpagkakaantala. Sinabi rin niya na nabawasan na angkabuoang $403 milyon na inutang ng Pilipinas saTsina dahil sa mga nagastos sa paghahanda atpaglilinis ng lupang dating pag-aari ng ng PNR.

Gayunpaman, nasa China pa rin ang karamihanng pera, aniya, kasi ’yung drawdown o pagbigay noonay depende sa bahagi ng proyekto na nakumpleto naat takdang gagawin. — Dino Balabo

NORZAGARAY, Bulacan — Isasa-ra na ang higanteng sanitary land-fill sa bayang ito na pinasinayaannitong Marso, dahil sa problemasa pagmamay-ari ng lupa nakinasasangkutan ng Bangko Sen-tral ng Pilipinas (BSP) at ni Sen-ate President Manny Villar.

Dahil dito, maaaring maharapsa krisis sa basura ang KalakhangMaynila dahil ang mga kasaluku-yang pinagtatapunan nito ngbasura ay mapupuno na, at tu-manggi nang tumanggap pa ngbasura ang bayan ng Rodriguez,Rizal.

Ayon kay Ramon Angelo, pa-ngulo ng Waste Custodian Man-agement (Wacuman) na nagpanu-kala at nagtayo ng higanteng sani-tary landfill sa Sitio Tiakad, Ba-rangay San Mateo, Norzagaray,pagod na siya at hindi na niyaitutuloy ang kanyang proyekto.

“Hindi ko na itutuloy ang ope-rasyon ng aking sanitary landfill,”ani Angelo sa Mabuhay nang siyaay makapanyam sa telepono no-ong Hunyo 25.

Isa sa dahilan ng pagbabago ngplano ni Angelo ay ang pagpa-paikot-ikot sa kanya ng mgaopisyal ng BSP matapos siyangsampahan ng kaso at angkinin napag-aari ng BSP ang lupang pinag-tayuan niya ng sanitary landfill.

Maria, municipal as-sessor ng Norzagaray, ang halagang lupa na natataniman ng cogontulad ng naturang lupa sa SitioTiakad ay P6 bawat metro kuwad-rado lamang.

Samakatuwid, halos P30 mil-yon lamang ang assessed valuenoong kabuoang 483 ektarya,kumpara sa pagkakasanla nito ngmahigit isang bilyong piso.

Kaugnay ng plano ni Angelo naisara ang kanyang proyektongsanitary landfill, lumalaki angposibilidad na maharap sa krisissa basura ang Kalakhang Maynila.

Noong Lunes, Hunyo 23, ipina-rada ng mga driver ng truck nahumahakot ng basura sa Lungsodng Makati ang kanilang mgasasakyang puno ng basura sa harapng tanggapan ng Metro ManilaDevelopment Authority (MMDA)bilang protesta sa pagpapatigil ngpamahalaan ng Rizal na magta-pon sila doon ng basura.

Ayon naman sa mga ulat nalumabas sa mga pahayagan tuladng Philippine Star, natapos naang 45 araw na kasunduan ngRizal at MMDA na magtapon ngbasura mula sa Kalakhan Maynilasa basurahan sa Rodriguez.

Sinabi naman ng MMDA namay mga alternatibo pa silangtapunan ng basura tulad ng basu-rahan na matatagpuan sa Pier 18sa Maynila, sa Clark Field sa Pam-panga at sa San Pedro sa Laguna,at sana nga sa proyektong landfillni Angelo sa Norzagaray.

Ngunit, sinabi ni Angelo saMabuhay na imposible ang sina-sabi ng MMDA dahil sa mapupunona ang mga alternatibong basu-rahan ng MMDA at isasara na niyaang kanyang sanitary land fill. —Dino Balabo

Sinabi rin ni Chu Yan, “China’s steel standards origi-nated in the 1950s and were based on the Russian model.They were mandatory as a result of the planned economy.Over the past 20 years, Chinese economic reform has beentransforming the planned economy to a market economy,which has brought many changes in standardization. Man-datory standards are gradually being replaced by volun-tary ones. Nevertheless, the Chinese standardization pro-cess is still based primarily on the needs of the manufac-turers. It is crucial for the Chinese standards develop-ment system to follow ASTM’s footsteps to make its stan-dards voluntary, trade-oriented, and to serve market needsand consumer demands.”

Henry Sy: Simpleng pangarap nayumabong sa maunlad na negosyoMARILAO, Bulacan — Simplelamang ang pangarap ni Henry Sy,ang may-ari at nagtatag ng SMSupermalls sa bansa: Ang maka-pagbenta ng isang pares na sapa-tos sa bawat Pilipino.

Sa kanyang pananaw, magan-dang hanap buhay iyon at kapagkanyang nagawa, tiyak na siya aymagtatagumpay.

Ang kanyang pangarap ay nila-kipan niya ng sipag at umunladang kanyang negosyo. Ngayon,makalipas ang 50 taon mataposniyang itayo ang kanyang unangtindahan ng sapatos, ang kanyangnegosyo ay yumabong.

Bukod sa pagtitinda ng sapatosat damit sa kanyang mga mall,pumasok na rin siya sa negosyongreal estate o pamumuhunan samga mamamahaling pabahaytulad ng condominium.

karera at ang nanguna ay ang SMSupermalls na unti-unti ay naka-impluwensiya kundi man buma-go sa pananaw at gawi ng mgaPilipino.

Ito ay dahil sa ang mga mall aynagsisilbing mga “one-stop-shop”. Sari-sari ang nabibili doontulad ng pagkain, gamit sa bahay,damit, sapatos, mga libro atschool at office supply. May mgalaruan din para sa mga bata atmga sinehan para maaliw. Bukoddito, ang mga mall ay naghatiddin ng oportunidad ng trabaho samarami at negosyo sa iba.

Ang tagumpay ni Tatang ay ditumigil sa Kalakhang Maynila.Nakita niya ang potensyal ng mgamga nagsisi-unlad na pamayanansa mga lalawigan kaya’t pinangu-nahang din niya ang karera ngpagtatayo ng mga mall sa labasng Metro Manila.

Sa pagtatayo ng mga mall samga lalawigan, naramdaman anghigit na pakinabang dito. Bukodsa pagiging isang pangunahinglugar upang bumili ng mga panga-ngailangan at maaliw ang pamil-ya, nagdulot din ito na mga pag-kakataon para magtrabaho atmagnegosyo.

Naghatid din ang pagtatayo ngmga mall sa mga lalawigan ngdagdag na kita sa mga pamaha-lang lokal. Isang halimbawa angSM City Marilao na matatagpuansa timog na bahagi ng Bulacan.

Batay sa tala na naipon ngMabuhay, umabot sa halos P150milyon ang naging kontribusyonng SM City Marilao sa pambayangkaban mula 2003 hanggang 2007,o ang kabuoang buwis na naku-lekta sa SM City at sa mga nagne-negosyo doon pati na ang taunangbayad ng mga ito para sa businesspermit at real property tax.

Sa taong 2007, umabot samahigit P48 milyon ang naibayadna buwis ng SM City Marilao sapamahalaang bayan ng Marilao.Halos kalahati ito ng taunangnakukulektang buwis ng nasabingbayan.

Isa pang mapalad na bayan saBulacan ang Baliuag kung saankasalukuyang itinatayo ang isangsangay ng SM Supermalls nanakatakdang buksan sa daratingna Nobyembre .

Dahil sa ganitong benepisyong,maraming pamahalaang lokal angnaghahangad na magtayo rin angSM ng Supermall sa kanilanglugar, ngunit ang mga ganitongalok ay masusing pinag-aaralan ngpamunuan ng SM.

Sa kasalukuyan, mayroon 31sangay ang SM Supermalls sabuong bansa.

Mayroon ding mga SM Super-malls sa ibayong dagat: sa Guamat sa mga lungsod ng Tsina tuladng Xiamen, Fujian, Chengdu atJinjang, kung saan isinilang siHenry Sy.

Ayon kay Bien Mateo, vicepresident for operations ng SMSupermalls, bukod sa Baliuag,dalawa pang mall ang bubuksanng SM sa taong ito sa bansa. Angmga ito ay sa Carmen, Rosales saPangasinan at sa Lungsod ngMarikina, Metro Manila.

Ang SM North Edsa, SM Fair-view, at ang SM Megamall aysumasailalim naman sa expan-sion program.

Sinabi ni Mateo na 10 pangmall ang itatayo ng SM sa susunodna limang taon sa iba’t ibangbahagi ng Pilipinas.

Bukod dito, sinabi rin ni Mateona ang mga naitayo nang mga SMmall ay higit pang pauunlarin,katulad ng higanteng Mall of Asia

na lalagyan ng coliseum, mga ho-tel at condominium na tinawagniyang “sea residences” dahilnakaharap iyon sa baybayingdagat.

Ganito rin ang sinabi ni AnnieGarcia, pangulo ng SM Super-malls, nang siya ay makapanayamng Mabuhay noong Hunyo 18 saSM City Marilao.

Sinabi ni Garcia na patuloy nalumalawak ang simpleng panga-rap ni Tatang na kanyang sini-mulang isakatuparan may 50taon na ang nakaraan.

Sa kasalukuyan, sabi ni Garcia,plano ng SM Supermalls magka-roon o magtayo ng mga komu-nidad sa paligid ng kanilang mgamall.

Ito ang dahilan, aniya, kungbakit nagtatayo sila ng mga hotelat mga nagtataasang condo-minium di kalayuan at kungminsan ay katabi mismo ng mgaSM mall.
