32 Scope of Work OPaL Tender has listing of Major Capabilities required for PDMS on page 75 which also include one of the key requirement that PDMS should be COTS (Commercially-of-the-shelf) product. We assume that OPaL shall require bidder to quote a COTS product where following critical functionalities must be covered with out-of-the-box tools which do not require any customized coding to comply with OPaL requirement: • Standard out-of-the-box Interfaces without any coding for ALL the protocols as mentioned as on Page no. 78 Point no8 of tender • Standard out-of-the-box Asset Modelling capability without any coding as mentioned on Page 75, 76 of the tender. • Standard out-of-the-box Event Generation and
Monitoring capability without any coding as mentioned on Page 75 of the tender. • Standard out-of-the-box Visualization tool and basic analytics on centralized data supporting event monitoring within a single Environment without any coding as mentioned on Page 75 of the tender.
This is inline with the tender document page no. 75
33 Price Bid Format OPaL Schedule of Price has mention of a rule which says “*Value of X shall not be more than 70% of W” we request OPaL to kindly remove this condition.
OPaL has asked bidder to quote entire Hardware, Software License, Hand-Held Device Hardware along with comprehensive software and hardware AMC for 6 Years in X while
only limited supply and services components like IOT Devices, Fibre Optic cable are to be quoted in Y. Due to inherent and independant pricing of these components, it shall not be possible to keep any cap on their prices with respect to their addition.
34 Scope of Work Software License Type: We assume that all the Software Licenses as required in current tender scope (PDMS License, HHT License, IOT License, Asset Modelling License, Rate Contract Items License – PDMS/HHT, etc.) are required to be Perpetual Type Licenses thus license should not stop working post the defined contract period. OPaL to confirm kindly.

35 Scope of Work Reports and Dashboards: OPaL Tender has a requirement of the creation of 10 Reports and 15 Dashboards for PDMS. Considering the size of operations, the number of process units, Utility Setup, and several potential clients (70 Clients as required in OPaL tender) and considering the global benchmark for the typical number of Dashboards for a Petrochemical Complex like OPaL, we believe 15 Dashboard shall not be adequate. We thus recommend OPaL kindly update the scope of the services and ask for at least 100 Dashboards (similar to 100 formats asked for Handheld Devices) for the PDMS.
No change
36 Price Bid Format Rate Contract For Additional Items: We assume
that ALL the software licenses required under the Rate Contract Section like PDMS Additional License need to be PERPETUAL and also need to comply with ALL the technical requirements including necessary licensing components like Unlimited Interfaces, Data Contextualization and Asset Modelling Capability, Advanced Calculation and Analytics Capability, SAP Connectivity and other application connectivity (ODBC, JDBC, RestAPI, etc.) and not just capacity to historize the data. Communication interface para of Hand Held Device specification on page no. 110 of the tender document is revised as below: "Wi-Fi 802.11 a/b/g/n Bluetooth (v4.0)i Dedicated GPS (with internal antenna) Optional 4G/5G LTE mobile broadband"
82 Scope of Work Hardware Specifications
In India, 5G is not yet available, hence the device has only been certified for 4G. Still 5G Network Clearance is not there & it has to come from DOIT.Industrial devices (for Zone 1 and 2) are always 1 or 2+ years behind in terms of technology because they are utilized in hazardous areas and The component/ network has to be
tested before integrating it with our devices & all of the components used inside are designed after extensive research and consideration of compatibility with available technology.May be latter if everything goes fine then we might come-up with 5G.
