It's said the squeaky wheel gets the grease. This is a universal truth. And it is particularly true in politics. This is the reason there are so many Political Action Committees (PACs), both statewide and nationally. These PACs donate to those people running for political office locally, statewide, and nationally. You may not agree with this situation, but it is reality in the United States. Money talks and gets your voice heard by those who control the destiny of just about everything we do in our daily lives. In dentistry, this also holds true. As dentists, we desire to do what is best for our patients and their oral health. However, there are other forces out there working against us, our patients, and what is best for both. In order to be heard, we need a voice, and that voice comes through political activism. In New York State, that activism is supported by the Empire Dental Political Action Committee (EDPAC). As part of our dues, we make a donation to EDPAC. However, many members make an additional contribution each year. By making an additional $100 contribution to EDPAC, that member becomes a member of the Capital Club. A contribution of $250 gives that member entrance into the Honor Roll. The Liberty Level recognizes those members who donate $500 or more to EDPAC. Here in the Eighth District, last year 9% of our members went above and beyond the dues level contribution and donated $100 or more to EDPAC. When compared with the rest of New York State, that is a very good showing. In fact, it far outpaces contributions from downstate districts. It is middle of the pack when compared with upstate districts. The question on everyone's mind, I believe, is, “If I already contribute to EDPAC through my dues, why should I contribute extra monies?” The answer goes back to my opening paragraph. If we want to be heard, we have to pay the price. EDPAC began in the late '60s right here in the Eighth District. It was the brainchild of Dr. Joseph Accardo, a Niagara Falls dentist. Dr. Accardo saw the importance of political action in the daily lives of dentists. He knew without a political presence, dentistry's voice would be lost in the cacophony of all the other groups looking for a place at the table. Dr. Accardo saw the importance of a voice in the political arena as the profession was becoming subjected to increasing governmental regulation. Dr. Accardo met with four other like-minded individuals who all contributed $20 to the fledgling PAC. Their hope was to help dentists gain entry to their elected officials to express their concerns for dentistry and the oral health of the public. And the rest, as they say, is history. EDPAC is an extremely effective voice in New York State and its political circles. Our lobbyist is very impressive and successful working in the State Legislature on our behalf. He helps protect our professional futures by promoting dentistry's voice in the Legislature and the continuous attempts by government to control those futures.

It is my pleasure to welcome the 2020 Eighth District Dental Society to the Spring edition of the Bulletin. We have enjoyed a relatively mild weather pattern for most of December and January thus far. Consequently, it seems like a shorter season, and brighter times are upon us. The same is true regarding the state of the Dental Society. We enjoy a very financially stable position, and look forward to a very productive year for our members and the public we serve. We have been the fortunate benefactors of financial dividends from our endorsed insurance carrier, Fortress. This, of course, has a direct correlation to our relatively clean track record regarding very few malpractice occurrences in our district as a collective group. This in turn is due to good common sense, defensive practice guidelines promoted by Fortress, good educational training from our respective dental schools, and of course the desire to deliver the best dental and oral health treatment possible to the patients we treat. So, thank you for using the educational tools we possess and continue to learn, and the responsible practice of good dentistry. The Executive Council, including the Executive Director and supportive staff, has worked very hard to create this environment of cooperation, forward thinking and the
advancement of continuing education and good practice. We are grateful to our Executive Director, Ms. Cyndy Bellinger, and her supportive staff, Ms. Dana Skinner and Mr. Ryan Lamb, for all their hard work and diligence throughout the year. Additionally, I would like to thank the 2019 officers; Drs. John Tibbetts, Joe Craddock, Joe Gambacorta, and Mark Barone for all the contributions and assistance to me during the past three years, as well as during this relatively seamless transition. I look forward to their continued guidance and support and welcome the help of our newest officer, Dr. Joshua Hutter, as well as the entire Executive Council. I am thrilled to have the opportunity to work with a very unselfish, fresh and somewhat diverse group of member dentists who bring innovative and healthy ideas to the council. During this year, we have many programs, continuing education events, charitable causes, business meetings, new dentist events, and of course the golf outing available for member dentist’s participation. All of these are made

Introducing Amber Rosenberg Shay! Amber is a native of Bemus Point, New York and a proud graduate of the University of Notre Dame (Go Irish!). She graduated from Notre Dame with a Bachelor of
Arts degree in Psychology. Following her undergraduate studies, Amber began her dental studies at the State University of New York at Buffalo, earning her Doctor of Dental Surgery in 2016 with a minor in prosthodontics. During her time at UB dental she was an active and proud member of both the American Student Dental Association and Delta Sigma Delta. She then continued on to residency at SUNY Buffalo in the Advanced Education in General Dentistry program. Dr. Shay enthusiastically joined her uncle, Dr. Michael Rosenberg’s, practice on Harlem Road in Buffalo. “I feel very lucky to be working in Buffalo because it really does feel like a city of good neighbors seeing patients every day. Especially being in a practice that has been around for over 25 years. There is a level of comfort and trust with our amazing patients that makes everything feel very personal and kind. It’s also fun to be living and working in a city on the rise - there’s never a shortage of places to go and things to do outside of work.” In addition to treating patients in private practice, Amber is a clinical instructor at UB dental one day a week. Outside of dentistry, Amber lives with her husband, Brett, and two black labs, Nelson and Archer. The family of four is soon to become five, with their baby girl due in May 2020! She enjoys spending her free time outdoors, going on hikes with the dogs, boating on Chautauqua and Seneca Lakes and on rainy days doing household and craft projects.
Dr. Shay is an active member of the ADA, NYSDA and Eighth District Dental Society. “Organized dentistry and involvement with the dental community is one of the things that makes our profession so great. Not just from the advocacy that helps maintain the integrity of dentistry as a profession, but also from the personal relationships and support among colleagues as we all work together to help our communities. I’m very fortunate to be able to work with my amazing uncle, but as a young dentist, it is invaluable to have a mentor, and organized dentistry can help provide that guidance.” In such a stressful profession, Amber says that relationships with her patients and colleagues are the key to keeping everything in perspective and are what makes her love going to work each day. Congratulations Dr. Rosenberg Shay on being featured in our Eighth District Bulletin “New Dentist Spotlight!” We are fortunate to have so many new dentist members making a difference in our community, dedicating themselves to our profession, and staying involved in organized dentistry. Ethic Corner: Who’s Who? Who’s Best? Who Cares?
I received an email today, informing me that I’ve been nominated as one of America’s Top Dentists. It’s likely that many of our members have received the same notification. Some may have even purchased a plaque to commemorate the achievement and to let their patients know about it. Trip Advisor, Yelp, Buffalo Spree and WIVB regularly feature “best of” categories, and sometimes they include dentistry. As a dentist, is it ethical to participate in these popularity contests? Word of mouth has always been considered the best form of endorsement, but isn’t encouraging patients to leave positive feedback on a website, or to vote for their favorite dentist the same thing only on a larger scale?
The NYSDA Code of Ethics section 5A states: “Although dentists may advertise, they shall not advertise or solicit patients in any form of communication in a manner that is false or misleading in any material respect”.
Advisory opinion 2 further states: “Claims of unverifiable professional superiority or special abilities are false or misleading except that a specialist qualified by the
American Dental Association may indicate a specialty that has been recognized by the New York State Board of Regents”.
One might interpret calling oneself “the best” as unverifiable professional superiority, but this part of the code pertains to advanced certification, and a dentist can’t advertise he or she is a specialist without the proper credentials.
The code, in general, was written with the average, reasonable patient in mind. If this patient was asked, “Do you actually believe there is scientific evidence proving a dentist claiming to be the “best” actually is?” They would most likely say “no”. In fact they may even think a dentist resorting to such a claim as being the best, it’s equally likely he or she isn’t.
Be the best you can be, and do the best you can for your patient. It's the best you can do. However, does this make you the best? Your actions and your patients’ perceptions of them are so much more important than the plaque on your wall. It isn’t a violation of the code to be “Who’s Who”, but maybe it’s not in “best” taste.

possible through membership in organized dentistry. The benefits of being a member of the Tripartite are many, beginning with being a part of an organization that works cooperatively, investigates, researches and works for all of us to become even better dentists as well as to provide sound oral health care to the public that we serve. Organized dentistry provides a platform for professional interaction, camaraderie and friendship. Additionally, due to our strength in numbers we are able to work with legislators to ensure that dentists are able to practice the best dentistry possible for our patients, as well as providing services to those who are underserved. Please keep this in mind, and consider contributing to EDPAC and ADPAC in order to maintain our profession to perform at an optimal level. Being a member allows all of us to participate in continuing education, and any mandated courses that may arise, as well as insurance related benefits, and the latest in dental research and publication. On a local level the Eighth District Dental Society is always looking for members to become involved. We are particularly interested in our “New Dentists” (less than 10 years post graduation) to become active in organized dentistry, to guide us through the next decades. Learn about the issues facing dentistry, such as DIY dentistry, solo ownership vs. corporate dental practice, rising dental student loan debt, opioid overuse/misuse, appropriate use of antibiotics, and questions regarding dental ethics. There are some, if not all, of you who are very concerned with the direction that health care is headed. If this sounds like an area of interest or desire, please become involved. There are many fellow dentists who would be eager to answer any questions you might have, or suggestions you might want to share. Additionally, please discover what we are all about, through the Eighth District Dental Society website as well as a host of information available to you on the easy accessible ADA website.
I would like to thank all of those who were able to attend the 2020 President’s Reception on January 25, 2020 at the Jazzboline Ballroom. It was truly a great evening from the cocktail hour, installation and award program, dinner and musical entertainment provided by the Lisa Hasselback Quintet. I would like to congratulate the nine member dentists who were honored with Life Membership Awards. These dentists truly represent what this organization stands for: leadership, commitment, giving and helping those with dental needs, for over thirty or more years of service. I look forward to a very busy and meaningful year as President of the Eighth District Dental Society. And I know with the help of my fellow officers, Executive Director, the Executive Council and staff, a successful year will be achieved. Thank you for your support and confidence you have shown in selecting me as your President. I assure you I will give it my best.

EDPAC contributes to those candidates who are strong advocates to dentistry's message. This support is on a bipartisan basis as it seeks those legislators who understand the needs of the profession and the oral health needs of the public. This support is both local and statewide. It is only through making friends and allies of these politicians that we can get our message out to protect the oral health of the public. In this issue of the Bulletin there is a pledge form for EDPAC. I suggest you seriously consider taking that next
step and donate to EDPAC at one of the levels suggested. It is the only way we can present a united voice for our patients against unwarranted governmental interference in their dental health and care. This is particularly important in this election year. We need those people who are friends of dentistry to be elected to various offices. We can only donate to those individuals if we have the funds to do so. Those funds come from you, our members. Let's keep EDPAC the strong PAC it has become and keep our voices alive in the arena of ideas. Your future may depend on it.

The 2020 Eighth District President’s Reception took place on Saturday, January 25, 2020 at Jazzboline Ballroom. The evening began with a cocktail hour followed by the program and dinner. Dr. Lawrence Volland served as MC for the evening. The program began with Dr. Volland installing the 2020 officers of Drs. Joseph Craddock, Joseph Gambacorta, and Joshua Hutter. Dr. Mark Barone was unable to attend.
Dr. Volland then installed Dr. James Matteliano as 2020 President. Dr. John Buscaglia was given the honor to introduce Dr. Matteliano.
Dr. Volland returned to the podium to congratulate the ten Life Members in attendance, of the total twenty one. Dr. Matteliano presented each Life Member with their plaques.

The Eighth District Dental Society’s Children’s Christmas Party was held on December 7, 2019 at Brookfield Country Club. Approximately 75 kids and 90 adults joined us for a morning of Christmas themed arts & crafts, caricature artist, face painter, music, breakfast and of course their visits with Santa. We would like to once again thank Dr. James Hoddick for his amazing performance of Santa.
