ReCyCLinG HoTLine: 610-367-8437The Township’s current contract with Republic Services, a division of BFI, expires 12/31/19. They will continue collecting all residential recycling on the every-two-week schedule, as has been in place, for each of the two recycling zones in the Township. They assure us that they will continue to make every effort to see that all residents have their recycling picked up as scheduled. Thank you for placing recycling bins at the curb; Repub-lic Services will not go onto private property. Should the recycling crew inadvertently miss picking up your recycling, please dial the hotline number the following day AFTER your scheduled pick-up day.
On windy days, it would be helpful to weigh down your lighter plastic and aluminum items by placing paper bags, filled with your discarded mail, newspapers and cardboard, on top of the container. Also, please put your paper recyclables out even if it is raining.
What to RecycleThe Township is divided into two collection zones with recyclable pickup provided on alternating weeks. Each homeowner and tenant is provided with two recycling bins. Write your address on the bins in black permanent marker or paint so they can be returned if lost. Place glass, cans, bottles and plastics in one bin and paper in the other. Fold/cut corrugated cardboard to the size of a newspaper, tie with twine, place beside or on top of filled bins or stack into a corrugated box the size of the recycling bin or smaller.
GLASS - clear, green and brown bottles & jars; ALUMI-NUM CANS - food and beverage cans only; BI-METAL CANS - any food containers such as vegetables, fruit, soup and juice; PLASTICS #1 - #7 - BOTTLES AND CONTAINERS only; MIXED PAPER - newspapers, maga-zines, phone books, office paper, envelopes and box board; CORRUGATED CARDBOARD - clean, dry, cor-rugated cardboard, shipping boxes. Snow Shoveling Tips To avoid being plowed in Colebrookdale Township and PennDOT suggests that you clear an area to the right of your driveway (as seen in the diagram below) to give the snow on the blade of the plow a place to empty before it gets to your driveway. This way you won’t have to do the same job twice.
Colebrookdale Township and PennDOT also reminds you that it is illegal to push snow from a parking lot or driveway onto a state highway.
Winter Weather Tips In Colebrookdale Township, the Road Crew will care-fully monitor road conditions at the on start of a snow event. Residents living in a development with curbs, when possible and before a snow event, please move all vehicles from the street to allow the road crews to push the snow back to the curb. This benefits everyone three ways: 1. stormwater drains can be plowed open allowing for melting snow to drain off the roadway; 2. opens the area in front of mailboxes and 3. gives you and your neighbors a clean area to park after the storm. It is greatly appreciated and helps the road crew do a better job for you.Plow or shovel to the right side of the driveway as you are facing the intersecting roadway. By being plowed away from the direction of oncoming snowplows, this action will prevent the bulk of the snow from being pushed back onto the driveway. Eliminate snow piles at the driveway entrance whenever possible, high accu-mulations of snow will obstruct the vision of motorists when exiting from the driveway and hinder the ability of oncoming motorists to see you pulling out of the drive-way, creating another potential for accidents.DO NOT push snow out onto roads at any time. This creates hazardous driving conditions for all vehicles. Re-member to be patient. We all need to cooperate with the road crew and allow them to do their job as quickly and carefully as possible.Concerning regulations for clearing snow and ice from sidewalks, all residents and business owners shall be re-sponsible for clearing the sidewalks within 24 hours af-ter the storm has ended. Please know that a citation will be issued by the Code Enforcement Officer to anyone in violation of the provisions of Colebrookdale Town-ship Ordinance # 2-2011. Penalties of $35.00 for first offense with additional penalties of $50.00 for a second and $100.00 for a third and each subsequent offence will be charged. The PA Department of Agriculture has identified a new foreign insect, the Spotted Lanternfly resulting in the quarantine of Colebrookdale Township along with other Townships in Berks County. This invasive insect new to the United States was first found in the area last fall.
The general quarantine restricts movement of any mate-rial or object that can spread the pest. This included firewood or wood products, brush or yard waste, re-modeling or construction materials and waste, packing material-like boxes, grapevines for decorative purposes or as nursery stock and any outdoor household articles like lawnmowers, grills, tarps and any other equipment, trucks or vehicles not stored indoors.
Businesses in the general quarantine area need to ob-tain a Certificate of Limited Permit from the Department of Ag in order to move articles.
Information including photos, identification of, signs and symptoms of the pest, host trees, checklist for resi-dents living in the quarantine areas and what to do in the event you see the pest is available on our website at www.colebrookdale.org and in the Township office.

Winterizing your MailboxThe location of your mailbox along the roadway can affect the effi-ciency of both mail service and snow plowing operations. PennDOT allows property owners to place mailboxes within the state’s legal right-of-way, out of respect for the U.S. Postal Service’s need to de-liver, and mail customers’ convenience of delivery; however, mail-box damage is the responsibility of the property owner. Be sure your mailbox has a strong support. You also may wish to
PennDoT Road infoPennDOT has available a Winter Services Guide which is available at http://www.dot.state.pa.us/. Their webpage provides winter driving tips as well as safety laws. Please be aware that the following roadways are owned by PennDOT. They have the responsibility of clearing and treating for winter events. Please call the PennDOT Dis-trict 5 Maintenance office at 610-929-0766 to report any problems related to road conditions on these roadways anytime throughout the year.Route 100, Route 73, North & South Reading Avenue, Montgomery Avenue, Powder Mill Hollow Road, South Ironstone Drive (the section from Powder Mill Hollow Road to Water Street only), Water Street and South Funk Road. ( You should also know that PennDOT, not Cole-brookdale Township, is responsible for ALL year-round road maintenance on Route 100, Route 73 & South Read-ing Avenue, only.)PennDOT explains that to prevent ice from building up on the road surface, PennDOT trucks spread a mixture of salt to melt the ice and small stones called anti-skid to provide traction. In some rural areas, PennDOT will limit salt and increase the amount of anti-skid spread over the road sur-face because salt depends on a certain amount of traffic to be fully effective. During a storm, PennDOT will plow and salt major highways first before moving to the less trav-eled rural roads. During severe winter storms, equipment is often redirected from assigned rural routes to assist with plowing the more heavily traveled roads first.

Under the 1987 Clean Water Act Amendments, the U.S. EPA developed new stormwater regulations to address storm water that might impact water quality. These new regula-tions were set up in two Phases depending upon popula-tion. Phase I, which affected municipalities with 100,000 or more in population that did not have combined sew-ers included Allentown and Philadelphia. Phase II of the regulation affected about 1,000 additional municipalities in Pennsylvania. Those municipalities that are located within and “urbanized area” as defined by the 1990 Census and the 2000 Census were required to apply for a National Pol-lutant Discharge Eliminations System (NPDES) permit to discharge stormwater from their municipal separate storm sewer system (MS4). Berks County is included in this Phase II NPDES Permitting.There are a number of educational items that are found on our website that you may use to increase your knowledge of storm water issues. The Berks County Planning Commission participates with the Berks County MS4 Steering Committee and the Berks County Co-operative Education Program.STATE RegulationsThe Pennsylvania Department of Environmental Protection (PA DEP) has information on how to handle stormwater and protect our properties on their website at http://www.portal.state.pa.us/portal/server.pt/community/municipal_stormwater/21380.The PA DEP has changed their emergency contact number. This number is operational 24/7. Environmental Emergen-cies both include and extend beyond MS4 related items and can include drinking water contamination, leaking drums, any type of ground or surface water pollution from spills or accidents, large fish kills, tampering with public drinking water supplies, waterborne illness and toxic air pollution. The new number is (866) 825-0208.
FeDeRAL Regulations
The United States Environmental Protection Agency (US EPA) has detailed information on stormwater management regulations. Most states are authorized to implement the Stormwater NPDES permitting program. The EPA overview page can be found at http://water.epa.gov/polwaste/npdes/stormwater/index.cfm. Polluted stormwater runoff is commonly transported through Municipal Separate Storm Sewer Systems (MS4s), from which it is often discharged untreated into local waterbodies. To prevent harmful pollutants from being washed or dumped into an MS4, operators must obtain a NPDES permit and develop a stormwater management program.One of the requirements of Colebrookdale Township’s NPDES MS4 permit is to provide a method for the public to report stormwater pollution incidents. In order to meet this requirement there is a Citizen Complaint Illicit Discharge Reporting Form available at the Township offices. If you see any pollution incidents or have any stormwater concerns, please come to the Township and complete the reporting form or contact the Township and we will send a form to you. You can also download a form from the Township website at http://colebrookdale.org/Stormwater_Education. Please know that any comments reported to the Township will be addressed.Many fact sheets detailing the Minimum Control Measures (MCMs) that COLEBROOKDALE Township is required to comply with every year can be found at http://water.epa.gov/polwaste/npdes/storm-water/Stormwater-Phase-II-Final-Rule-Fact-Sheet-Series.cfm. From time to time Township employees may be on your property to in-spect swales, pipes and inlets for needed repairs as a requirement of our NPDES MS4 Permit.

Taking steps to ensure the visibility and stability of your mailbox will help PennDOT and letter carriers deliver their best this winter.
