TFS 2015/16 Bushfire Safety Campaign – preparation is key Two years on and the images of the devastating 2013 Dunalley bushfires are imprinted in the minds of many Tasmanians. With the aim of preventing such a tragedy from happening again, the Tasmania Fire Service (TFS) has launched its 2015/16 Bushfire Safety Campaign. TFS Acting Chief Officer Gavin Freeman said the campaign was extremely important as unfortunately bushfires were and would continue to be part of the Tasmanian landscape. “The TFS continues to encourage residents in bushfire prone areas to prepare their properties for the summer, as intense bushfires can strike with little warning,” he said. “It is very important that residents are not complacent. “If you live in or near bushland, you, your family and your home are at risk.” Mr Freeman said a home or property was more likely to survive a bushfire if it was prepared properly. “The most important job is to create a defendable space, this means having an area around your home where you have modified the vegetation and removed most flammable material to reduce the fire's radiant heat intensity,” he said. “If you do this flames and radiant heat from an approaching bushfire will be reduced, so sparks and embers will have less fuel to ignite when they land, and any spot fires will be easier to put out. “A well prepared space makes it much easier to defend your home and if you choose not to stay, it will help firefighters protect your home, or may even protect your home if firefighters cannot reach it.” As well as preparing your property, Mr Freeman said it was essential for people living in or near bushland to have a Bushfire Survival Plan, which detailed exactly how to prepare and what action to take if threatened by bushfire. “Writing and practicing a bushfire survival plan will help you think through the actions logically, give you something to refer to and can help control fear and anxiety if a bushfire breaks out nearby,” he said. “The plan must take into consideration the ages and physical capabilities of everyone in your household, including children and the elderly.” Mr Freeman said once a Bushfire Survival Plan was in place, it was important for people to know what action to take when a bushfire approaches. “People should decide well in advance of a bushfire whether they will leave or stay with their homes to defend them,” he said. “There are two safe options when threatened by bushfire - leaving early well before the fire arrives, or staying and defending a well prepared property. “Leaving early is always the safest option as staying to defend property during a bushfire always carries some risk of injury or death. “When the fire danger ratings is ‘catastrophic’, you should not plan to defend your home under any circumstances.” Mr Freeman said defending a home was a reasonable choice if:

It is well prepared.

You are physically fit and emotionally prepared.

Fire conditions are less than ‘extreme’.

“Most people who die in a bushfire are caught by the fire in the open, either in their car or on foot,” Mr Freeman said. “Others are killed or seriously injured because they crashed in poor visibility when they left too late. “It is very important you do not flee a bushfire at the last minute.” The TFS is also encouraging members of the community to identify a number of safe places to relocate to at very

short notice if they are caught unaware by a bushfire, or the plan to defend their home fails.

A nearby safer place could be a well prepared neighbour’s home, a nearby ploughed paddock, a sports ground or a

beach. “You should only rely on these places as a last resort,” Mr Freeman said “It is much better to plan to leave

early.

Country Women's Association This month we are pleased to report the addition of a new member to our branch. Mrs. Sally Timperon, a long time resident of Lebrina, has attended several meetings recently and is now officially our newest branch member, welcome to the Country Women's Association Sally. Roll call this month was suggestions as to where we would this year have our Christmas lunch. After much discussion it was agreed that we would dine at Chi Chi Cafe in Launceston. With this resolved we dealt with matters arising from our October meeting. Norma and Dorothy reported a good time was had at the Melbourne Cup luncheon hosted by Winnaleah/ Derby. The annual School encouragement award was agreed on. This award is an incentive for one grade 9 girl and one grade 9 boy who have shown improvement over the past year and is presented at the end of year assembly. All member present are looking forward to attending the State 80th birthday celebrations at the Australian Italian Club in February. Preliminary notice is given that we will be holding a fundraiser in May next year; look for more details including the date in the March issue of the Progressive. Lilydale Branch members wish all a very Merry Christmas and a happy and prosperous New Year. We are always ready to welcome visitors and would love to have you join us for a meeting. Bringing Back the Memories – December 2015 ‘Interesting Review of District Activities’ in a article from the North-Eastern Advertiser Tuesday 20th December 1949: “Substantial improvements and renovations are being effected to the Lilydale Post Office, and the Postal Department is also arranging to construct a land line from the Post Office to the Wireless Telephone Station on the slopes of Mount Arthur. This mountain provides a gravitation Water supply for Lilydale, and as the intake is well above any cultivated land the purity of the supply is assured. To safe guard the water supply in the future the Lilydale Council made representations to the Government to prevent timber being taken near the source of the Rocky Creek, and a considerable area of Crown Land has now been reserved for this purpose. Sawmilling Industry: It is considered that the foothills of the Underwood and Lilydale sides of Mount Arthur contain some of the finest beds of milling timber in the State. Sawmills have been operating in this area almost continuously since 1859 when Messrs Grub and Tyson opened the first power driven in Northern Tasmania. The mill was driven by water power and was situate on the banks of River Piper at Underwood. Portion of the stone foundation is still in good order. Many years ago Mr Fred Kelp of Lilydale and Mr C. Johnston had a sawmill on the side of the road leading to Mount Arthur, and they received 5 shillings per 100 super feet of timber, delivered in Launceston. Messrs J.H. White Pty Ltd are still sawmilling on the slopes of Mount Arthur, and in 1950 Messrs Franklin Bros. Intend to bring a large quantity down the Mount Arthur road to their sawmill. The prosperity of Nabowla is mainly due to the sawmilling industry which has been carried on there for many years. The largest mill is owned by John T. Carins who has been a large exporter of timber. A Well Known Nursery: The Lalla Nurseries were established by the late Mr Frank Walker. The business at Lalla now is carried on by one of his sons Mr W. A. G. Walker. In the Springtime the Pear Avenue at Lalla is very attractive and it is considered to be unequalled in the Commonwealth. Lavender Industry: Mr C. K. Denny and his two sons are extending the Lavender Industry, and a considerable amount of work is being carried out at a property at Nabowla where extensive areas have been planted with lavender. Lilydale Online Access Centre Great news for Lilydale Online! After a shaky start to November and Lilydale Online not knowing if there would be an Access Centre in Lilydale next year, we have been informed that funding for our centre is guaranteed for the 2016 calendar year. What this means in the long term is uncertain yet, but it is great news in a time where services are being cut left, right and centre, that our contribution to the Lilydale community is recognised. At this stage we are not sure exactly what funding we will receive, but we will definitely be back again in 2016! On that note we will have reduced opening times during December, as Jayne will be on leave for the whole month. Pre- Diabetes and Diabetes Type 2 Type 2 diabetes is a condition where the body can no longer properly deal with the glucose (a sugar) from food consumed. When the blood glucose levels rise, body organs can be damaged.

When food is consumed, carbohydrates and sugar are converted to glucose, which all body cells can use as their energy supply. A properly functioning body uses insulin to push the glucose from the blood into the body cells. Excess glucose must be removed from the blood as high levels are toxic to the tiny blood

vessels in the kidney, eyes and skin. Any excess glucose is stored in the liver or converted to fat. If a person regularly over indulges in carbohydrates and sugar (for many years), the cells that make insulin become tired and eventually cease to function properly. When there isn’t enough insulin to control the glucose, the blood glucose levels slowly elevate until the condition we know as type 2 diabetes develops. If you have diabetes, then you have a much higher risk of heart attack and stroke. This is because the blood vessels and kidneys become damaged by the high glucose levels.

There are many diabetes medications that can help by stimulating the production of insulin, helping the insulin to work better, or helping the body to excrete excess glucose. The purpose of all the medications is to reduce the blood glucose level (BGL) to normal. Dietary modifications are extremely important.

Reducing the amount of sugar and carbohydrate that you eat is very good at lowering your BGL. Exercise helps to use up some glucose and reduce your BGL. So; what is pre-diabetes? This is when your BGLs start to creep up above normal values, but not high enough to be diagnosed as diabetes. Most diabetics have a blood glucose monitor to help keep track of BGLs. These are usually available free of charge to diabetics from diabetes educators. They cost about $60 to purchase if you are not a diabetic. However, the Lilydale Pharmacy does have a supply of free blood glucose monitors available to people

who have pre-diabetes. Pre-diabetes is often detected at a regular medical check-up. If you have elevated BGLs, this is an opportunity to take action to prevent diabetes. You can choose to increase your exercise and decrease the amount of sugar and carbohydrate in your diet. Some of the foods that are likely to increase your BGL are;

Sugar – in drinks, fruit juice, fizzy drinks, cordial, sweets, chocolate.

Wheat and flour, (breakfast cereals, cakes, bread and pasta)

Potatoes and root vegetables.

Rice. Fruit (Berries and citrus are better than

other fruit) Foods which are unlikely to increase your BGL are;

Now that we are at the end of 2015, we would like to take the chance to thank local businesses and community members for supporting us throughout the year and making our fundraising efforts so much easier. Your support is so much appreciated. Have a safe Christmas and New Year with families, friends and loved ones. Seniors enjoyed the annual bus trip to Ross in November where they were able to visit the Wool Museum and the Female Factory. The raffle winner from the November market was Maree Peck of Newnham. Look out for members selling tickets in our gigantic Christmas raffle with first prize being a $300 IGA Voucher which would certainly be handy and easy on the budget to stock up on all your goodies for the Christmas period. As well we will have an additional ten prizes so please buy a ticket – we would love locals to win any of the raffle prizes as our previous Market raffle winners have come from far afield – Hadspen, Swansea and Penguin. Don’t forget to stock up on your traditional Lions Xmas Cake and Puddings as well – Lions have been selling these cakes for many years - they still have the traditional taste and are excellent value.

Due to circumstances beyond our control, we have had to cancel the Carols on the Green event which we planned to hold on 19 December at the Village Green in Lilydale but we hope to organise this event for December 2016.

At the December market we will continue our Christmas book sale – adult books/novels will be $2 each and children’s books will be 5 for $5. This applies to both new and seondhand books and is an excellent way to get children interested in reading – also great value for money. Look for our book stall just inside the door of the Memorial Hall but don’t go past our sausage sizzle without stopping for a chat and buying one of our mouth watering sausages. For all your spring gardening preparation you can’t beat our pulverized cow manure which can also be bought at the Markets or by calling Stephen 63951323. Keep roaring.

LILYDALE SENIOR CITIZENS’ CLUB. NOVEMBER 20th 2015. A few days ago our members were shocked and horrified to hear that one of our Seniors had been savagely attacked and robbed by miserable, cowardly much younger men in the privacy of his own home at 3 a.m. These morons knew exactly what they were after and obviously had local knowledge of the isolated house. The single occupant was beaten and had his arm broken because he resisted their demands to hand over a key. What kind of mentality brings young men to these levels ? This elderly man did nothing to provoke this vicious attack and will now see out his remaining years with frightening memories instead of happy ones.

Could you save someone if they were having a heart attack? How long does it take to get an ambulance to Lilydale? What could you do to help?

The Lions Club of Lilydale is leading efforts to have an Automatic External Defibrillator (AED) installed in a readily accessible position in Lilydale to be used by any member of the community. We would like to have this installed by Christmas this year so as to cover the holiday period when people are most active and the Ambulance Service is likely to be at its busiest.

We understand that the Fire Brigade has a unit in their vehicle, but that may be out of the area when needed and is not readily accessible to the general community, in the timeframes that may be required to save a life.

An AED is a small, portable, easy-to-operate lifesaving medical device designed to deliver an electrical shock to a person who is having a Sudden Cardiac Arrest (SCA) medical emergency.

What is an SCA? Is it the same as a heart attack? Basically a heart attack is a plumbing problem and a Sudden Cardiac Arrest is an electrical problem. The heart has many vessels and can operate when some are blocked but a Sudden Cardiac Arrest is like a complete electrical blackout.

The AED is designed for use by a first responder, who is usually a non-medical person, to save the life of an unconscious victim. They need little or no previous experience or instruction.

An AED will advise the user how to apply the device and whether or not to administer a shock. Most of the time, the AED will advise the user with voice prompts to administer CPR, depending on the needs of the victim. They have a voice coach to instruct you during these vital minutes.

From the time that the event occurs to the time that medical help arrives is critical. The instructions from the AED are keeping you productive and giving the patient the very best chance of survival until help has arrived. The national average response time for an ambulance in Australia is 10-12 minutes and even longer in rural or remote areas. This is the critical time when defibrillation is needed for the patient to survive.

These units come in a lighted and alarmed box with signage indicating its position. The cost of the unit is approximately $2000 and the Lions Club is putting out the call to Lilydale organisations to assist in the purchase of this worthwhile equipment. It may save a member of your family, a friend or someone in your community group.

The provider of the unit, St John’s Ambulance, also offers training in the use of the AED to 10 personnel as part of the purchase. Whilst this in not necessary to operate the unit, it can provide personnel with the confidence to do so. Any Lilydale group that provides assistance to this cause can be offered a place at this training.

The Lions Club is arranging the positioning of the unit at the time of publication, with the aim for it to be central, visible, covered by a measure of security, and accessible by all.

Lilydale Neighbourhood Watch Report There was a good attendance at this meeting and we had a very good Guest Speaker. Police report: During the period 5th Oct to 11th November there were several matters reported to police. Lilydale – no relevant crime. Several abandoned vehicles Lebrina – no relevant crime Karoola – no relevant crime Turners Marsh- Between 26th and 30th October, a carport on a property on Pipers River Road was entered & a wheelbarrow, toolbox and power tools were stolen. Underwood – On 5th October a car that was stolen from Summerhill in Launceston was abandoned and set on fire in Prossers Road, Underwood. Launceston. CIB are investigation. Between the 19th & 23rd. Oct an unlocked garage in O’Toole’s Road, Underwood was entered and 2 boxes containing glassware and figurines were stolen. Omitted from the Sept. report – On 7th September between 6.30pm and 9.30pm a locked garage at a property on Cherry Farm Road, Underwood, had entry forced and a large amount of property was stolen. Among the property were items including a chainsaw, Honda pump, Motorcycle helmet & clothing, a large amount of fishing gear, batteries and a lawnmower. L’ton Police are investigating. Police ask residents to be vigilant over the coming summer months and report any grass fires immediately and adhere strictly to the various fire bans as they occur. Suspicious Incidents.: A suspicious vehicle has been seen in the Tunnel area. It is an old 1980? red Toyota Ute. The fence around the Sewerage ponds have been cut and 2 electric fence units & solar panels stolen. Guest Speaker: was Sarah Piggot from Legal Aid Commission of Tasmania. Sarah spoke about the many areas covered by Legal Aid. E.g. Telephone advice available Mon – Fri 9am to 5 pm. You can have a direct call to a Lawyer. Launceston Office is 64 Cameron Street, Phone No. 1300 366 611. There is free clinic advice available on Mon, Wed, & Fri between 10.30 am and 2 pm. and any queries can be answered. An interpreter is available free of charge if needed. Some of the services available are Criminal Court Duty Lawyer-can help you with information about what happens in court; if you have been served

with a summons the Duty Lawyer can help you understand what it means; The Duty Lawyer will appear for you if you have been arrested and wish to apply for bail; this service is free; Family Court Duty Lawyer ;- can give free advice and may, in limited circumstances provide assistance with preparing documents. The Duty Lawyer is available on Mondays between 1 and 2 pm. This service is free. Family Violence – safe at home; -The safe at home lawyer can provide free advice, assistance and representation to victims of family violence in Hobart, Launceston, Devonport and Burnie. The Safe at Home Lawyer can also provide appropriate referrals to the Court Support Liaison Service, the Family Violence Counselling & Support Service and the Police Victim Safety Response Teams. Civil Advice & Minor Assistance; - These people can provide you with free advice and some assistance to better represent yourself in a civil claim, where you might be a claimant or a defendant. They can help you write a letter to negotiate a settlement or ask someone to pay for damage they have caused. The lawyer can explain the court process and procedure in simple terms. Community Education,- Community education and information sessions are run by our lawyers. The sessions are state-wide, free of charge and can be tailored to suit the needs or interests of your particular group. Ring 1300 366 611 to book a session. Consumer Credit Assistance for Debt Problems:- The Consumer Credit lawyer can provide advice and minor assistance to people with financial difficulties. Mental Health Lawyer.- This person can represent the rights of individuals with mental health issues, especially in cases where they may be detained and/or medically treated against their will. You can walk in for free legal advice. If you need representation, we can advise you to make an application for Legal Aid. This was a very informative night and we thank Sarah for all of the information on what is available from Legal Aid. Christmas Dinner to be held on Dec. 10th at 8 pm. This will be preceded by our normal meeting at 7.30pm.

Lilydale Arts Jenny Scott’s exhibition of her Chinese Style paintings was very successful. Her paintings were delightful, many with delicate brushwork capturing a moment of movement, some expressing a gentle humour, all done with the skill of an artist who has spent her life perfecting her art. Our next exhibition is of work by another local artist, Shelly MacLeod from Lalla. Shelly is a painter who particularly likes to paint nature, people and animals in exquisitely detailed oils. Her work is widely recognized and she has been a finalist in the Glover Landscape Award. Shelly’s other interests include making porcelain dolls and in creating a miniature village, crafted in the finest detail: this is an absolute delight that is the stuff of Christmas dreams. Do come and see Shelly’s superb work, and especially bring any child who loves a tiny make-believe world. The exhibition opens on December 4 and is open daily 10.00 am to 4 pm until December 13. The Christmas Pantomime is happening again and it is very likely that the Big Bad Wolf will put in an appearance. He may be BAD but he is not likely to keep Santa Claus away! The Pantomime starts at 2.00 pm on Saturday, December 5.

Golconda Road, Lebrina from Denison Gorge Road to the railway crossing

Earlier this year we advised that the works in Golconda Road were scheduled to start early next year. The

contractor, Andrew Walters Pty Ltd, is now available and plans to start straight away. Initially they will be setting up

the project, doing the survey, setting up the site office and installing the road signage. Following that, they will

start work on the fences. The City of Launceston has liaised with everyone who will be affected by the fence work

and the contractor will continue this liaison. There are no plans to start the road work until the New Year. While

the work is in progress there will be a lowered speed limit in the works area. We ask that all motorists be mindful

of this and drive according to the speed limit and the conditions.

Draft Bushfire Management Strategy

A big thanks to everyone who had their say on this draft strategy. The results are currently being collated. A

report will then be presented to the Council. We will let you know in a later edition of this Newsletter when the

Lalla Road will be scheduled for school holidays in April 2016.

Scheduled for December is the clearing of the open drains outside the Tas Water Treatment Plants. Lalla Road from where the kerb and channel ends (just up from the main road) to the Karoola bridge Scheduled for early next year is the widening of sections of Lalla Road. Where possible, and where necessary we plan to widen sections to 6 metres and then seal. The work will take some weeks to complete and while it is in progress, Lalla Road will be under changed traffic management conditions. There will be signage, temporary traffic lights, and at times stop/go personnel. There will also be a lowered speed limit in the works area.
