Is there a positive to buying a new home in our current economic climate? You bet there is.

When you buy from a new-home builder, your investment is backed by Tarion Warranty Corp. It protects your deposit before the home is built and it offers protection against defects in work and materials, unauthorized substitutions and delayed closings or occupancies after the home is constructed.

What are the other positives of buying a new home? Prices are extremely competitive at this time and interest rates are low. If you think posted rates look good, ask your bank or mortgage broker if they can do better.

While no one can guarantee what their home will be worth in the next 10 or 20 years, ask a recent new-home buyer what the value of their home is now. Chances are, they will smile. There has been a steady increase in the price of new homes, especially in communities with new amenities such as schools, shopping and transit. There are no rules about what exactly a builder or sales representative must tell you about your prospective new neighbourhood, so do your homework and examine the area.

The media often stresses the negative side of the story. It’s time to make solid investment decisions, and look beyond the doom and gloom. Investigate how you can make Canada’s economic environment work for you.

Buying a home is a dream for many Canadians, but with rising prices, increasingly tight mortgage regulations and reports of questionable market

conditions in some areas and housing categories, where to begin?

With careful planning and research, that’s where. Indeed, Canadians are showing that despite any

challenges facing the real estate market, they are taking the time to learn what they need to, and to make rational, informed choices.

A new survey from Genworth Financial Mortgage Insurance Company Canada reports a significant rise in

the number of recent first-time buyers who put down more than 20 per cent of their home’s purchase price – 56 per cent, up from 36 per cent last year.

Other new research, the BMO First-Time Home Buyer’s Report, indicates that two-thirds of first-time buyers say the latest changes to mortgage regulations – which reduced the maximum amortization for government-insured mortgages to 25 years from 30 – have not affected their buying timeline. Famous Londoners, too, have put the city on the map in a big way. Big band leader Guy Lombardo and His Royal Canadians hailed from London. So do actors Hume Cronyn, Victor Garber and Rachel McAdams, Country singer Tommy Hunter, Cana-dian Baseball Hall of Fame’s George “Mooney” Gibson and Canadian Golf Hall of Fame’s Sandy Sommerville. More recent local heroes include 2010 Winter Olympic Ice Dancing Gold Medalists Tessa Virtue and Scott Moir. The list goes on. Banting House Museum and its Flame of Hope rec-ognizes Sir Frederick Banting and is a National Historic Site remember-ing the former Londoner’s research en route to his co-discovery of insulin.

Today, London’s demographics showcase a diverse, multicultural mosaic, with English, Scottish, Irish, German, Italian and Latin ethnic origins all heavily represented.

Not to be tightly defined, London’s commercial identity demonstrates

The city of London is much more than the hub of southwestern Ontario. True, the city of 360,000 residents (470,000 including surrounding vil-lages and towns) is known as The Forest City for its abundance of urban

forests. Yet London offers a cornucopia of sights and sounds that truly make it a beloved destination, and concurrently the perfect place to call “home.”

The history of London dates back to 1793, when Lieutenant-Governor John Graves Simcoe selected the Forks of the Thames as his choice for the future site of the province’s capital. Indeed, the Thames River winds its way through much of the sprawling city. The present site of London’s Old Court House was Colonel Thomas Talbot’s choice to house provincial government buildings, but this decision did not come to fruition, as Toronto was chosen over London.

In 1838, soldiers moved into London’s Victoria Park, today a centrally located gorgeous greenspace and host to a number of summer music and art festivals. Covent Garden Market, still a magnet for downtown London, was established in 1845. This era also saw commercial and industrial growth, thanks to John Labatt and Thomas Carling. Labatt Breweries remains an important part of London’s business sector and city identity.

London’s population in 1848 stood at 4,584. The town was incorporated as a city on Jan. 1, 1855. New institutions including St. Joseph’s Hospital, now a part of London Health Sciences Centre, were established in the 1870s. In 1874, the London Life Insurance Co. was founded; it remains a city staple. In 1914, on the eve of First World War, London’s population stood at 55,000.

London’s population was boosted by 60,000 people with a 1961 annexa-tion, and by 1976 there were 250,000 residents. Another annexation in 1991 changed the city forever.

a diverse fl avour. Manufacturing, health care and social assistance, retail, education and accommoda-tion/food services top London’s in-dustrial chart. A combined effort from the city, the London Econom-ic Development Corp. (LEDC), London Chamber of Commerce and Tourism London ensures the city remains vibrant in its efforts to attract business and cater to its resi-dents who love the small-town feel within a large city.

London’s economic diversity comes from such large companies as Labatt Breweries and London Life, and it’s home to the Canadian headquarters or major production centre for 3M Canada, EllisDon, Kellogg Canada, Diamond Aircraft and Trojan Technologies. And thanks to a growing advanced communica-tions infrastructure and well-quali-fi ed workforce, London is also the location of choice for many customer call centres.

An increasingly diverse economy has allowed London to endure cycli-cal downturns in certain sectors and it provides a strong base from which to expand. Manufacturing is still the largest sector, employing more than 38,000 people or about 16 per cent of the overall workforce.

The LEDC continues to aggres-sively pursue the sectors that have been the foundation of London’s economy in the past, including the automotive parts and food processing

industries, and is also dedicated to the expanding in information technology and life sciences.

London also boasts a wealth of local attractions, such as the Western Fair Raceway, Fanshawe Pioneer Village, Boler Mountain, the Royal Canadian Regiment Museum, Museum London, Theatre London, London Regional Children’s Museum and Storybook Gardens.

While the city continues to grow, it remains affordable. The average home price in London as of January 2013 was about $231,252, with two-storeys and bungalows among the popular choices. London’s north end is growing substan-tially. New highrise condominiums are being erected in a rejuvenated city core. Numerous builders have long seen the potential from developing communities in the city, as Sifton Properties and Fusion Homes have projects underway. In neighbouring communities New Hamburg, St. Thomas, Tillsonburg and Woodstock, Senator Homes, Geranium Homes, Claysam Homes, Stonecroft Homes, Doug Tarry Homes, Gentrac Homes, Fusion, Van El Condominiums and Tillsonburg Developments all have new-home offerings.

The south end of London lies at a junction of Hwys. 401 and 402, an im-portant landmark symbolic for commerce, industry and trade, situating the town conveniently just two hours east of Detroit and two hours west of Toronto.

Healthcare and education are important to the London area. London Health Sciences Centre, including Victoria and University hospitals, provides a growing population with health services and research. London is also home to Fanshawe College of Applied Arts & Technology, and the University of Western Ontario.

London is a big sports town, too. The University of Western Ontario Mus-tangs have captured numerous national titles in everything from football to squash. The London Knights of the Ontario Hockey League have a new home at the John Labatt Centre. The London Majors of the Intercounty Baseball League play at Labatt Park – the oldest baseball venue in North America. London is also known as the Golf Capital of Canada, with more than 100 public courses within an hour’s drive of the city’s core.

Once considered a luxury reserved for the rich and famous, new construction has opened the door to all price ranges and styles, including highrise condominiums, townhouses, active adult communities and single-family homes.

Those who have purchased a newly built property will agree that there are fewer experiences more gratifying than watching your home emerging from the ground up.

One of the primary reasons homebuyers are so drawn to new builds is that they get to customize just about everything with their new home. Buyers have an abundance of design, colour and material options.

Keep in mind the freedom of choice associated with buying new extends beyond � xtures and � nishes. Don’t overlook the convenience and comfort afforded by modern � oorplans and layouts. Lifestyle needs are different from even 10 years ago, and resale homes often lack the � ow and space to satisfy. Take a tour of many existing homes and you’ll � nd poor layouts and wasted or unusable space. Builders today seek an integrated approach to family living with many of their designs. Friends and family often gather in the kitchen and cooking becomes a group project. Most people don’t want to be far from a TV or the rest of the family when they’re in the kitchen. “Family rooms” are placed next to the kitchen and eating areas to blend into one informal living space. Today’s kitchens are often larger than those found in older homes and feature many time-saving conveniences.

ENERGY EFFICIENCY

Energy ef� ciency is another major advantage new homes enjoy. There was a time in the recent past when eco-friendly upgrades were considered a luxury, reserved for those who could “afford

Another great advantage of buying a new home is the war-ranty. Purchasing a home is a signi� cant investment, and you want to make sure it is well protected. PRICING

Make sure to take the time to compare the prices of existing homes to those of comparably-sized new homes. In many cases, it’s actually cheaper to build new than it is to buy an existing home. Most homeowners looking to sell cannot offer the in-centives or attractive � nancing options builders can. In the resale market, buyers are often in competition with others and can be outbid. This process can be quite distressing for prospective buyers, who may have to agonize over the price to be offered and at the end of the day have nothing to show for their efforts. Contrast this with buying new – where usually a small deposit provisionally secures the property – and gives the buyer a reasonable time to get the mortgage in place, see a solicitor and then conclude the contract.

TARION WARRANTY CORP. HAS ANNOUNCED the � nalists for the 2013 Tarion Awards of Excel-lence, the only awards in Ontario that recognize new-home builders based solely on their customer service delivery.

“Exceptional customer service is the cornerstone of building a positive experience with new homebuy-ers,” says Tarion President and CEO Howard Bogach.

“The 2013 Tarion Awards of Excellence � nalists have demonstrated that they are committed to providing a superior experience for new home buyers by pro-viding � rst-in-class after-sales service.”

Finalists were determined based on the results of a comprehensive survey sent to more than 40,000 Ontario homeowners who took possession of a new home between Oct. 1, 2011 and Sept. 30, 2012. More than 6,800 survey responses were received, representing 17 per cent of consumers who bought a new home in Ontario during that time. The results were tabulated by Crunch Research in partnership with Harris Decima.

Survey questions focused on homeowners’ sat-isfaction with their builder, covering every stage in the homeowner-builder relationship from the signing of the Agreement of Purchase and Sale, through construction and the pre-delivery period, to after-sales service.

To qualify for the Awards, builders must have at least � ve new home possessions during the survey time frame and a speci� ed number of completed questionnaires must have been received.

Award recipients will be announced at a lun-cheon in Toronto on Tuesday, April 23, 2013.

The following new-home builders compete in four award categories: small, medium, large volume and highrise.

BURLINGTON IS A FAVOURED MARKET FOR condo development in the coming months and years. With provincial government regulations tightening development restrictions in cosmopolitan areas of the province’s largest centres, condo development is the only way to go, accord-ing to a panel of experts.

Burlington offers a perfect storm of factors that embrace condo development, explains Jawad Rathore, president/CEO Fortress Real Developments. “No in� ated land prices, fantastic waterfront, great interest rates… it’s the prettier sister to the GTA. We’re thrilled to be here with commercial, residential, lowrise, highrise…

“You can’t help drive past an empty hole with cranes throughout the GTA,” says Rathore, with 18 projects un-derway in the GTA.

Still an unfamiliar concept to many, Rathore shed light on the condo-buying process for a capacity crowd attending a recent daytime seminar in Burlington that heard from experts in real estate, � nancing, law and the development process. “There are $2 billion in projects in Canada right now, and Burlington has become the favou-rite market. Do you know the incredible gold mine you’re sitting on right here?” He quoted Money Sense Magazine saying, “Burlington is the best mid-sized city to be in.”

as condo growth heads higherDriving the condo market is the Ontario government

itself. The provincial Places to Grow Act of 2005 was established with a mandate to reduce urban sprawl by establishing 1.8 million acres of greenbelt and a restriction on building in that area. It also targets 25 downtowns for intensi� cation – Toronto, Ottawa and Burlington – with a target of 40 per cent of new housing in urban cores.

“Government has essentially legislated us to build more condos – we’re being told to do it. We can’t drop in a subdivision, but we can build vertically, which results in the growth in condos. We’re still building homes, but now we’re providing a different housing type,” says Rathore.

By restricting land supply, land prices increased, thereby sending average lowrise home prices in the GTA upwards of $613,000, making condos the affordable al-ternative at $300,000 or less. Rathore also encouraged condo ownership as an investment. “Buy now and rent it out as an investment or invest in a project for � xed, secure returns.”

He noted that Canada is the fastest growing G8 nation, with a 250,000 people arriving in Canada each year. “It’s the number one destination for people to come to from around the world. One hundred thousand people typi-cally arrive in the GTA and Burlington, and that demand

means prices go up. It also means we need 40,000 new homes each year.”

Explaining the trend, he notes the immigrant wave of the 1960s and ‘70s has drastically changed. “Now they come in yachts – wealthy foreigners – salivating for real estate right here.”

Rathore points to statistics that show that in the � rst 12 months of arriving, 33 per cent of new Canadians buy or own real estate, while 12 per cent own before they get here. Price and value wise, he called the GTA and Burlington “geographically safe and cheap” compared to Bombay or Mumbai, where $1,550 per sq. ft. compares in price to properties in Yorkville. A decade ago, condos repre-sented only 20 per cent of new construction. “That has changed.”

location, Adi says � rst day purchases have made $40,000 on their investment, and construction has not even begun.

From a real estate perspective, Linda Mitch-ell Young, vice-president of Baker Real Estate, says there is no cause for alarm about an over-supply of condos, as new construction is not keeping pace with population growth. Lower prices in Burlington are luring buyers to the 905 area. Interest rates are expected to remain low through 2013, offering more reason for a move to Burlington.

Michael Klassen, broker of record, Eleven Eleven Realty, notes that the process involved when condos are released for sale is such that the lowest price and best selection are available to VIP agents and general agents before a project goes public.

Garry Shapiro, Shapiro & Cho, who has been practicing law for 30 years, the last � ve years extensively in pre-construction matters, stresses prospective buyers “come in as soon as possible to address their agreement.” Real estate lawyers typical review sales agreements for closing costs, title, assignments, � nancial terms and reserve funds.

Michael-Ashley Smith, RBC mortgage spe-cialist, advises purchasers to get pre-approval upfront. Documentation required to make that possible includes proof of income, con� rmation of down payment or investment statements and property appraisal. Approval can take 24 to 48 hours. “Then it’s done; it’s in the bank.”

of you and your spouse.

02Divide by three. This figure is the monthly payment you can afford

to make on your home.

03Take the total price of the home and subtract the amount of

money you expect to make as a down payment. This is the money you will have to borrow.

The mortgage industry is ultra-competitive, lenders often introduce new products and otherwise there are plenty of options for borrowers.

If you could lock in at a low rate over 10 years, for example, that gives you the comfort of knowing what your mortgage payments will be over that period, while over that time you can also take advantage of

any pre-payment and lump-sum payment options to pay down your mortgage.

Another appeal of this scenario is that, as we often point out, experts advise you take a long-term view of your home purchase. For example, there is some talk at the moment about cooling prices and softening sales. But

If you need an answer to this question, just take a look back at prices 10 years ago. Of course, there are no guar-antees, but if you’re in the homebuying mode anyway, today’s low rate environ-ment makes a pretty compelling reason to act sooner than later to take advantage of these opportunities.

Low rates notwithstanding, the banks, � nancial � rms, brokers and other experts still advise homebuyers to practice smart borrow-ing – everything from putting down a larger down payment to taking advantage of pre-payment options and even “stress-testing” your mortgage at a higher rate to ensure your � nances can accommodate rate � uctuations or other unforeseen circumstances.

The mortgage market is a complex beast, and as a prospective homebuyer, these are not lessons you’re going to learn overnight – nor do you likely want to. You’re focused on saving a down payment, getting your � nances in order, searching potential neighbourhoods, choosing a home and, when buying new, selecting interior � nishings.

But just as important is to also spend as much time as necessary to � nd a broker or banker you trust and who knows their business. More so than in any other area of homebuying, you’re going to rely on the advice of this member of your team – now more than ever.
