THE COMMON PRINCIPLES, TOOLS AND METHODS THAT CONTINUOUSLY CONNECT THE ORGANISATIONS AND PEOPLE CHARGED WITH DESIGNING AND DELIVERING A PUBLIC SERVICE WITH THE PEOPLE WHO WILL USE IT, SO THAT THEY CAN DESIGN AND DELIVER IT TOGETHER.
