Historic Landmarks Commission :

The Historical Landmarks Commission provídes leadership and expertise on maintaining and enhancing Portland's historic and architectural heritage. The Commission identifies anã protects buildings and other properties that have historic or cultural significance or special architectural merit. Ïhe Commission provides advice on historic preservation matters, and coordinates historic preservation programs in the City. The Commission is also actively involved in the developmentof design guidelines for historic design districts.

The Historic Landmarks Commission consists of eight members, none of whom may hold public elective office. The Commissíon must include a member of the Planning Commission; a historian with knowledge of local history; an architectural historian; an architect; two members from the following: landscape architecture, real estate, construction, community development, urban planning, archeology, law, finance, cultural geography, cultural anthropology, or related disciplines; and two members at-large, All members must have demonstrated interest competence, or knowledge of histort preservation. No more than two members of thå Commission may be in the business of buying, selling, leasing, or developing real estate for profít, or be officers of such a business. The Planning Commission member is chosen by the Planning Commission chair. The other members are appointed by the Mayor and confirmed bythe City Councíl' The terms shall be a maximum of four years with a maximum of two full terms.

Powers and duties,fhe Historic Landmarks Commission has all of the powers and duties which are assígned to it by PCC Title 33 or by City Council. The Commission powers and dutiês include: 1. Establishing or removing Historic Landmark and Conservation Landmark desígnations for specific buildings or sites in quasi-judicial reviews; 2' Recommending the establishment or removal of Historic Landmark and Conservation Landmark designations to the City Council in legislative actions; 3' Recommending the establishment, amendment, or removal of Historic Districts and conservation Districts to the Planning commission and the ciÇ council; 4. Recommending and developing design guidelines for Historic Districts and Conservation Districts to the City Council; 5' Reviewing development proposals for Historic Landmarks and Conservation Landmarks and in Historic Districts and Conservation Districts; 6. Reviewing demolition and relocation requests for ceftain Historic landmarks and buildings in Historic Districts; 7. Providing advice on historic preservation matters to the Hearings Officer, Design Commission, Planning Commission, Portland Development Commission, other City commissioni and committees, and City Council; and B. Initiating and coordinating historic preservation and public outreach programs in the City,including reviewing recommendations for national register status and making recommendations to other governmental agencies regarding historic preservation programs anã ¡ssues.

Summary of Qualifications Dr. Raneetta has over fourteen years of private. public, and non profit sector

work experienqe in cultural resource managçment, historic presewatiory and

environmental permitting, I-Ie has extensíve experience in the Pacific

Norlhwest, Midwest, an<l Mid-Atlantic regions managingi technically

reviewing, and completing cultural resource surveys for compliance with

Section 106 of the NFIPA and NEPA(EA/EIS). Public transporiation and

energy/water infrastmcture projects as well as historic skmctule studies has

been integral to Dr, Ranzetta's prackice. He has also sewed as a ted[rical

editor, cirafted text, and conducted field work for culiural resoulce reports and

other NFIPA and NEPA related-documents. Interagenry and tril¡al

consultation under sectio¡r 10ó of the NHPA is also a specialty'

Prior to working at ENTRIX, Dr. Ranzetta served as the lleview and

Compliance Coordinator for the Oregon SHPO where he consulted with

federal agencies on hundreds of projecþ evaluated cultural resoulce reports

for technical sufficiency, assisted agencies in the negotiation and preparation of

MOAs, and worked to sheamline project reviews. This experience included

working closely with cultural Ïesoulces staff from the oregon DOT, Oregon

Energy Siting Counci! USFS, FËRC, BPA, USFWS, BIA and BLM in Oregon'

These reviews were conducted in compliance with section 106 of the NHPA,

nineteenth cenlury dwelling situated near Historic St. Maq/s City. Conducted documentary research, a site

investigation and historic fabric analysis and identificatiory prepared a site plan and annotated measured

drawing for the house. Submitted final report to dient on schedule.

Mid-Atlantic Power Pathway Project, Southern and Eastèrn Shore of Maryland, Potomac Electric Power

Company, 2008-2009

The 72 mile Western Shore portion Mid-Atlantic Power Pathway Project is desþed to ìmprove reliability and

increase energy imports into the Mid-Atlantic Region by expanding transmission through Southern and

Eastem Shore of Maryland. This is subject to Marylarid's Certificate of Public Convenience and Necessity

(CPCN) and ENTRX and its zub-contractors prepared the environmental review documents (ERDs) in

suppoft of that document. Dr. Ranzetta reviewed all cultural resource rePofts/ visual impact reports, and

pràpared cultural resource sections for the ERDs for all segments of the Project'

Project Scientist, Architectural Historian: Enbridge Alberta Clipper Pipelìne Project: North Dakota,

Minnesota, Wisconsin, 2008-2009 (Ctient: U.S. Department of State)

ENTRIX, Inc. is the third-paúy conhactor for the Department of State's Enbridge Alberta Clipper Pipeline

Project EIS for the construcHon of a S2Gmile interstate crude oil transportation pipeline from the U'S.-Canada

border near Neche, North Dakota to the Enbridge terminal near Superio4 Wisconsin. Dr. Ranzetta prepared

draft text for cultuïal sections in EIS documents, coordinated/facilitated consultation with over 48 Native.

American tribes, provided agerrcy correspondence support, prepared briefing memoranda for DOS stafl

coordinatedÆacilitated interagency consultation with federal and state agencies including the ACHB BIA,

ENITRX, Inc. was the third-party contractor for the Department of State's Keystone Pipeline Project EIS for

the construction of a 1,37&mile interstate crud.e oil transportation pipeline from the U'S'-Canada border in

North Dakota to refineries in Illinois and Oklahoma. Dr. Ranz-etta prepared draft text for Programmatic

Agreement to satisy requirements of Section 106 of the National Historic Preservation Act (NHPA), drafted

survey recorded nine cultural resources within the project APE corridor using the new Washington State

Historic Resource Inventory Forms. AII forms were prepared to comply wíth all necessary Section 106 and

state survey guidelines. The project report was submitted to the dient on budget and on time.

Working for San Mateo Courrty, co-authored the Historic Resources Evaluation Report (HRER), Historic

Properfy Survey Report (I{PSR), and Finding of Effect Report (FOE) for this FHWA/Caltrans Local Assistance

Project. Responsibilities included working with Caltrans and San Mateo County to develop appropriate

project documentatiorç drafting reports, and editing DPR523 forms. Project evaluated the NRHP eligible and

nationally significant Lower Crystal Springs Dam and developed strategies for minimizing proiect effects to

this important engineering structure. Effects analysis included coordinating visudl simulations to better

understand impacts from new bridge construction
