1. USS KITTY HAWK began 1985, it 's twenty-fourth year of se rv ice to t h e nat ion , moored p i e r s i d e a t Naval A i r S t a t i o n , North I s l and , San Diego, Ca l i fo rn ia . Having completed a sucoessful SRA and sea t r ia l s during t h e l a t t e r p a r t of 1984, the s h i p began a predeployment workup cyc le which would l a s t f o r the next s i x months.

2. During January, KITTY HAWK operated on t w o occasions i n the SOCAL OPAREA conducting Independent Steaming and F l i g h t Deck C e r t i f i c a t i o n exe rc i ses , and providing se rv ices fo r squadron c a r r i e r q u a l i f i c a t i o n s . On 22 January, while i n San Diego, KITTY HAWK underwent a Training Readiness Evaluation i n prepara t ion f o r Interim Refresher Training which was conducted i n t h e SOCAL OPAREA f o r two w e e k s commencing 14 February. This was t h e f i r s t t i m e extensive a i r opera t ions were conducted with CVW-9. Squadron c a r r i e r q u a l i f i c a t i o n se rv ices were also provided i n March.

3. On 10 Apr i l , KITTY HAWK departed San Diego f o r a Competitive Training Unit Exercise and hosted a Dependents' Day Cruise on 27 Apri l . A t sea events i n May included an Operational Propulsion Plant Re-xamination (OPPRE) f o r which t h e s h i p received an unsat i s fac tory grade, and p a r t i c i p a t i o n i n READIEX 85-2.

4. In June, KITTY HAWK success fu l ly passed an Operational Propulsion P lan t Re-exmination. The s h i p remained i n p o r t San Diego 23 June to 23 J u l y f o r its Pre-overseas Movement Period. On 2 Ju ly , during a COMCARGRU SEVEN change of command ceremony held on t h e f l i g h t deck, RADM S. R. Arthur hauled down h i s f l a g and RADM D. M. Brooks broke h i s f l a g i n USS KITTY HAWK.

5. On 24 J u l y KITTY HAWK with COMCARGRU SEVEN, COMDESRON THIRTEEN, and CARRIER AIRWING NINE embarked, departed San Diego to commence i ts f i f t e e n t h deployment to t h e Western Pac i f i c . KITTY HAWK l ingered i n t h e SOCAL OPAREA 25-26 J u l y to conduct an abbreviated Operational Readiness Exercise which included AAW defense, long-range conventional s t r i k e s , a 39 hour ASW exerc i se , MINEX-A, and a NOREX.

6. The s h i p commenced TRANSITEX 85-14 enroute Subic Bay, R.P. on 27 July. KITTY HAWK conducted BUSY OBSERVER, an exe rc i se with USAF B-52's s imulat ing Soviet TU-95 Bear D a i r c r a f t on 29 July. An ENCOUNTEREX was held with USS NEW JERSEY SAG on 1 August and KITTY HAm p a r t i c i p a t e d i n COPE CANINE 85-02, a Hawaiian A i r Defense exe rc i se 2-3 August. Two days of ASW s e r v i c e s were provided by USS PINTADO on 3-4 August.

7. On 9-10 August an ENCOUNTEREX/INCHOPEX was held with USS CONSTELLATION and Battle Group DELTA as they returned f r a n WESTPAC opera t ions . On each of these days, KITTY HAWK was s u r v e i l l e d by a p a i r of Soviet BEAR a i r c r a f t . KITTY HAWK chopped t o SEVENTHFLT on 12 August and t r a n s i t e d t h e Bashi Channel f i v e days later. The s h i p operated b r i e f l y i n the South China Sea, conducting rou t ine f l i g h t opera t ions including s t r i k e s jn to Scarbourough Shoals, missions through Crow Valley Range and a STRIKEX/SINKEX. Soviet MAYAK AGI ANEEUIID, de tec ted 1 8 August, conducted su rve i l l ance of KITTY HAWK u n t i l the carrier entered Subic Bay, R.P. on 19 August.

8. KITTY HAWK departed Subic Bay 24 August enroute Indian Ocean opera t ions .

On 27 August, while t r a n s i t i n g t h e South China Sea, KITTY HAWK was su rve i l l ed by two SRV-based Sovie t TU-16 BAM;ER a i r c r a f t . On 30 August, K I T T Y HAWK par t i c ipa ted i n MERLION 85-1, a combioed USN and Republic of Singapore Navy/Air Force Air Defense exerc i se , i n t h e v i c i n i t y of Singapore. K I T T Y HAWK t r a n s i t e d t h e Malacca S t r a i t 30-31 August.

9. An INCHOPEX was conducted with US$ MIDWAY/Battle Group ALFA on 3-4 September during which t i m e turnover with USS MIDWAY was completed. Upon a r r i v i n g i n t h e Northern Arabian Sea 10 September, K I T T Y HAWK was s u r v e i l l e d by two Soviet IL-38 MAY a i r c r a f t . During t h e next two months, KITTY HAWK maintained a presence i n t h e Northern Arabian Sea, conducting extens ive f l i g h t opera t ions , ocean su rve i l l ance , and various exerc ises . On severa l occasions, K I T T Y HAWK responded t o naval and a i r u n i t s of t h e Sovie t Union, I r a n , Ind ia , and other countr ies operat ing i n the v i c i n i t y of the CV.

10. Fran 19-27 September, K I T T Y HAWK conducted ASWEX 85-8 with USS LAPON a s t h e t a r g e t submarine. A PASSEX was held with FS DU CHAYLA 21-22 September.

11. On 4 October, K I T T Y HAWK commenced a t r a n s i t t o Mombasa, Kenya. The Soviet KIROV CGN FRUNZE Task Group passed KITTY HAWK 6 October near Socotra Is land, providing an opportunity f o r extens ive in te l l igence co l l ec t ion . 3000 Pollywogs were indoctr inated i n t o the Realm of NEPTUNUS REX on 8 October. K I T T Y HAWK conducted a por t v i s i t t o Mombasa 9-13 O c t .

12. KITTY HAWK commenced a re tu rn t r a q s i t t o the Northern Arabian Sea on 14 October. BEACON FLASH 86-1, a j o i n t Qul tan of Oman A i r Force and USN exerc ise , was conducted 19-23 October, followed by a t r a n s i t t o the Gulf of Aden 24-31 October. On 28 October, two Sovie t IL-38 MAY a i r c r a f t reconnoitered KITTY HAWK and B a t t l e Glroup BRAVO. During ASW exerc ises 28 October - 4 November, contact on a Sovie t FOXTROT SS was gained i n t h e Gulf of Aden. From 1-3 November, KITTY HAWK pa r t i c ipa ted i n VALIANT USHER 1-86, o r i g i n a l l y scheduled a s a major USMC/USN amphibious exerc ise , but reduced i n scope when a small U.S. Army fo rce was subs t i tu ted f o r the USMC.

13. On 4 November Sovie t IL-38 MAYS conducted reconnaissance of K I T T Y HAWK a s the s h i p commenced a t r a n s i t t o Colombo, S r i Lanka. KITTY HAWK v i s i t e d Colombo 10-13 November. Upon depar ture from p o r t , K I T T Y HAWK comnenced a re tu rn t o Subic Bay, R.P. Enroute, KXTTY HAWK par t i c ipa ted i n GLAD CUSTOMER, a j o i n t USN/USAF exerc i se with two B-52's simulating Sovie t BEAR a i r c r a f t . A long-range turnover was conducted with USS SARATOGA 17 November.

14. KITTY HAWK t r a n s i t e d t h e S t r a i t of Malacca 20 November and a r r ived i n Subic Bay 25 November. The s h i p departed por t 1 December and commenced TRANSITEX 86-7, enroute Pear l Harbor, H I . was held 1 - 7 December and a was conducted while i n Pear l Harbor, 12 - 13 December. K I T T Y HAWK got underway 14 December and conducted a Tiger Cruise enroute San Diego. Arriving i n San Diego 21 December, K I T T Y HAWK commenced its pre-SRA upkeep period.

1. Programs s i g n i f i c a n t l y improved during 1985 included:

a . Third degree r e p a i r c a p a b i l i t y f o r the T58 a - 1 0 engine allowed f o r induction of 1 8 engines dur ing t h e cruise. An RFI r a t e of 56% was achieved.

b. A Myriad 440XK I C tester and associa ted e l e c t r o n i c cross references proved highly successful i n iden t i fy ihg s u b s t i t u t e components f o r f a i l e d c i r cu i t s / i t ems on test benches and a i t c r a f t r epa i rab le assemblies.

c. USS K I T T Y HAWK was t h e f i r s t c a r r i e r to deploy with an opera t iona l NALCOMIS Repairable Management Module (NRMM) , a computer system used t o improve accoun tab i l i ty and con t ro l of a v i a t i o n repa i rab le components i n t h e maintenance cycle and supply s tock. The system g r e a t l y enhanced our a b i l i t y to i d e n t i f y s p e c i f i c items i n AIMD and h igh l igh t oppor tun i t i e s f o r maximum u t i l i z a t i o n of r epa i r a s s e t s .

d . The Individual Material Readioess L i s t (IMRL) bar code scanning program procedures were converted f o r use on a s tandard Navy desk top Zenith 2-120 micro-computer, u t i l i z i n g dBase 11. This spec ia l i zed software removed our dependency on t h e o r i g i n a l DEC PDP-11 machinery and made our h ighly regarded system more r e l i a b l e and s u p h r t a b l e using onboard exper t i se , a s w e l l a s more expor table to o the r Navy a c t i v i t i e s .

2. New i n s t a l l a t i o n s included:

a . T58a-10 T e s t C e l l (P/N 21C22p0001) . A mobile test cel l used i n troubleshooting/verifying r e p a i r on T$8C;E-10 engines.

b. NEWTS (AN/USM-458B). A New Elec t ronics Warfare T e s t S t a t i o n (NEWTS) used f o r r epa i r of t h e AN/ALQ-126 EleGtronic Countermeasures (Em) System. Mult iple f a i l u r e s reduced its e f fec t iveness throughout the deployment.

c. A Columbus Jack Tester (P/N 887D1100). I n s t a l l e d under SHIPALT CV6654D, t h e permanently mounted tester allows f o r onboard load test of a i r c r a f t jacks, Model 4000 engine s taods , Aero 33 bamb c a r t s and au to f l o o r jacks i n an inheren t ly s a f e r manner. Jack repair and func t iona l test c a p a b i l i t i e s a r e g r e a t l y enhanced.

3. The fol lawing achievements were accomplished during t h e deployment:

a . A i r c r a f t readiness r a t e s of 90% mission c a p a b i l i t y and 86% f u l l mission c a p a b i l i t y were achieved, exceeding t h e previous deployment by 5%.

b. Over 17,000 repa i rab le canponents were processed with a 77.8% repa i r r a t e (based on AIMS0 measurement methOdology), an improvement of 6% from l a s t c ru ise .

c. There were only 19 Broad A r r o w s ( r epor t s of inoperat ive test benches) during deployment, 6 less than l a s t c ru i se . A 100% repa i r c a p a b i l i t y and zero Broad A r r o w s s i t u a t i o n was achieved t w o months p r i o r to deployment.

1. Calendar year 1985 was a busy and challenging year f o r t h e Communications Department. During t h e Res t r i c t ed A v a i l a b i l i t y Period, a TRQ-35 chirpsounder was permanently i n s t a l l e d . A f a u l t y SATCOM antenna was i d e n t i f i e d and repaired.

2. During the Western Pacif ic/Indian Ocean deployment, KITTY HAWK served a s B a t t l e Group BRAVO Comnunications Control Ship. Numerous major exerc i ses were conducted during the deployment, including TRANSITEX 85-14, ENCOUNTEREX and INCHOPEX with BG DELTA, MElUION 85-1, USN/French PASSEX, and BEACON FLASH. KITTY HAWK communicators pa r t i c ipa ted i n two HF BCST contingency operat ions. Message t r a f f i c t o t a l s rou t ine ly averaged i n excess of 1500 dai ly . Over four mi l l ion XJ3ROX m p i e s and 170,000 messages were processed during t h e Western Pacif ic/Indian Ocean deployment. Mult inat ional opera t ions were conducted with the French and B r i t i s h i n a highly profess ional manner. KITTY HAWK served a s a t e s t i n g platform f o r t h e SATCAT UHF r e lay POD. The POD was t e s t e d extens ively and Valuable information was provided t o the type commander f o r evaluation.

3. Three major inspections were mndqcted during 1985. A CMS inspection, conducted by Commander Car r i e r Group SlEVEN i n Apri l , a Comnand Inspection i n May, and an Operational Readiness Evaluation (ORE) i n J u l y were successful ly completed with no major discrepancies. waters on two occasions. During t h e f i r s t anchorage (20857"N 059'02-E) minor foul ing of sea ches t s with j e l l y f i s h was experienced. During the second anchorage i n (20'57-N 059'05"E) severe foul ing caused t h e s h i p t o ge t underway and re loca te i n deeper water.

The s tarboard anchor was placed under f o o t with 45 fathoms a t t h e water ' s edge to he lp s t a b i l i z e t h e ship. Current a t t h e anchorage varied between 0.75-1.5 knots s e t t i n g northwesterly. Winds were from t h e southeast a t 10-20 knots. The bottom was crushed c o r a l with t h i n mud. KITTY HAWK found t h e anchor held f i rmly during 1/3 backing b e l l (1-3 knots sternway) .

c. S r i Lanka. Anchored a t pos i t ion 06'57.36"N 079'49.3OUE i n 10 fathoms of water with 75 fathoms of chain a t t h e water ' s edge. Bottom consis ted of mud and sand and provided exce l l en t holding. Sea swells averaging 10-12 f e e t were experienced with winds gus t ing to 45 knots. The s tarboard anchor was dropped underfoot as an e x t r a precaution when weather condi t ions worsened. N o dragging of the anchor was observed.

5. Boating.

a . Mombasa. A l i b e r t y boat pontwn was secured athwarthships ac ross the f a n t a i l . Due to heavy swe l l s t h e f i r s t n igh t , t h e pontoon was moved t o sponson eleven and a Jacob 's Ladder was used to disembark/embark t h e ship . However, due to the danger because of swells and pontoon i n s t a b i l i t y , t h e next morning the accommodation ladder was used. Bringing boats alongside was d i f f i c u l t due to t h e heavy swells. Right 20 degrees rudder was maintained and slow ahead tu rns were made on one engine to c r e a t e an adequate l e e to continue small boat opera t ions . Small K-boats supplemented the 110 and 500-man f e r r i e s , but due to small s i z e and rough s e a s they were not used a t night .

b. S r i Lanka. Small f i s h i n g boats were used a s l i b e r t y boats. They were received on the s t e r n a t the accommodation ladder. Boating had to be secured e a r l y i n t h e evening of t h e f i r s t day and again midday of t h e second day. I t then remained secured f o r the rest of the anchorage period due t o heavy swells and storm condit ions. The l i b e r t y p a r t y was returned to t h e s h i p by helo. The ten boats cont rac ted were open-deck, f i s h i n g boats , most of which had no l i g h t s . Since t h e r e was no l i f e s a v i n g e q u i p e n t on any boat, KITTY HAWR provided l i f e preservers to the boats f o r l i b e r t y p a r t y use. The l i b e r t y launch pontoon, designed and b u i l t f o r USS AMERICA, was not s u i t a b l e f o r use aboard KITTY HAWK. Without t h i s pontoon, use of the S r i Lanka Navy LCT was not poss ib le .

1. The Dental Department was a b l e to increase K I T T Y HAWK'S den ta l ope ra t iona l readiness from a predeployment l e v e l of 46% t o a postdeployment l e v e l of 76%. A t t he begining of deployment, 21% of t h e combined crew of s h i p ' s company and airwing had not m e t t h e i r annual examination requirements. By t h e end of deployment, t h i s l e v e l dropped to 12%. The r e c a l l program success fu l ly i d e n t i f i e d crew members i n need of den ta l treatment i n the Class 3 category (beginning with 15%, and by t h e end of deployment 36%).

2. Dental treatment tempo increased s t e a d i l y during t h e f i r s t phase of the deployment and peaked while on s t a t i o n i n t h e Indian Ocean. Dental procedures performed were i n excess of 47,000 combined c l i n i c a l and labora tory procedures f o r t h e f i v e month deployment. There were t w o major f a c i a l trauma cases occurring during the deployment, one during our v i s i t t o Mmbasa, Kenya, and one during our f i n a l Subic Bay inpor t period.

3. N o major equipnent problems were experienced. A malfunction i n an X-ray processor was experienced, however, a backup was on hand to preclude down time i n d iagnos t i c X-rays while r e p a i r s were made. An unanticipated shortage of s u r g i c a l handpieces was experienced due to normal wear and continuous use of these instruments. By the end of deployment an adequate number of handpieces were ava i l ab le and f u l l o r a l surgery a a p a b i l i t y was res tored .

1. The KITTY HAWK Engineering Department began 1985 a f t e r completing extensive work on t h e s h i p ' s propulsion p lan t . Sea t r i a l s , 8-17 January demonstrated the successful completion of the major modification to the main propulsion p l a n t bo i l e r combustion system (UPMOD) Operational Propulsion P lan t R e examination (OPPRE) was 8-15 May; successful campletion of an OPPRE was achieved 15-22 June.

2. The Engineering Plant c o n s i s t e n t l y operated smoothly throughout the deployment. The expedit ious r epa i r of c a s u a l t i e s , combined with the e f f o r t s of the Ship ' s Repair F a c i l i t y (SRF) Subic Bay, and t h e AIRPAC and Battle Group BRAVO s t a f f s kept KITTY HAWK 100% mission capable. In add i t ion , the E l e c t r i c a l , Auxilary, and A i r Conditioning Shops m e t a l l requirements.

3. The KITTY HAWK Damage Control Team produced an enviable record. Their most s i g n i f i c a n t achievement was earning the grade RTOTALLY EFFECTIVEn on the Main Space F i r e D r i l l during OPPRE. This score gave KITTY HAWK the d i s t i n c t i o n of being the only c a r r i e r i n the P a c i f i c F l e e t ever to a t t a i n t h i s mark. Aided by the continuing e f f o r t s of t h e Damage Control Ass i s t an t and h i s team of highly q u a l i f i e d , safety-minded personnel, KITTY HAWK has gone through two consecutive deployments without l o s s of l i f e .

4. During t h e c r u i s e , KITTY HAWK steamed more than 53,260 miles, burning over 1 9 mi l l ion gal lons of f u e l . Fresh water was always ava i l ab le ; more than 38 mi l l ion gal lons were processed. With 32 underway re fue l ing evolut ions , receiving a t o t a l of 20,601,309 ga l lons of f u e l , t he re was no major f u e l o i l loss due t o s p i l l a g e or accident . Addit ionally, KITTY HAWK del ivered 87,000 gal lons of F-76 t o B a t t l e Group BRAVO escorts.

1. General. Preparat ion f o r the 1985 deployment began upon re tu rn £ran t h e previous c ru i se . A 68% personnel turnover during the turnaround cyc le challenged the d iv i s ion o f f i c e r s i n personnel t r a i n i n g and deployment preparat ion. Courses t a i l o r e d t o t h e command's needs, focusing on personnel ava i l ab le f o r the 1985 c r u i s e , were arranged. Forms, supp l i e s , and bulk items were procured f o r an eight-month period. Old or outdated equipage was replaced with new c o s t - e f f e c t i v e and modern equipment. Zerox 860 spare p a r t s were procured a s w e l l a s p r i n t i n g p a r t s and mater ia ls . New s a f e s were purchased f o r t h e Pos t Off ice and every a rea was improved f o r e f f i c i e n c y during t h e turnaround cycle .

2. Personnel Office. During the f i r s t ha l f of 1985, 495 personnel were t r ans fe r red , 120 personnel were discharged, and 131 Administrat ive Separat ions were processed. J u l y was a p a r t i c u l a r l y busy period a s t h e s h i p prepared f o r deployment t o t h e Western Paci f ic . The Personnel Off ice separated 155 and t r ans fe r red 40 people. While opera t ing i n the Indian Ocean, almost 300 people were t r ans fe r red and 256 were received v i a Diego Garcia. Returning to San Diego i n December, the Personnel Off ice t r ans fe r red o r separated over 100 people i n the f i r s t 30 days hane. a . SITE System. The Public A f f a i r s cooperated extens ively with the E lec t ron ic Mater ia l Off icer (EMO) i n providing the crew t h e b e s t Shipboard Information Training and Entertainment (SITE) System ava i l ab le . A j o i n t i n s t r u c t i o n by PA0 and EM0 del ineated r e s p o n s i b i l i t i e s and helped c r e a t e an e f f e c t i v e operat ion of t h e SITE system. Channel Three a i r e d AFFtTS programming f o r 1 8 hours a day; Channel Five showed movies, s p o r t s , and s p e c i a l s nea r ly 20 hours a day; and t r a i n i n g f i lms were shown s i x t i m e s d a i l y on Channel Eleven. Notable throughout t h e deployment were the many l i v e and taped broadcasts produced and d i r e c t e d by PA0 s t a f f . These broadcasts included d a i l y newscasts and Hawk Notes, Cap ta in ' s C a l l , bingo, and s p e c i a l f e a t u r e s such a s medical and l e g a l p o r t b r i e f s . Other o r i g i n a l productions included a four-part Navy Rights and Respons ib i l i t i e s program and a music video of KITTY HAWK'S depar ture from San Diego f o r deployment, which received a CHINFO Merit Award.

b. Sh ip ' s Newspaper "FLYERn. The addi t ion of a new computerized p r i n t e r allowed t h e Flyer s t a f f to produce a high q u a l i t y d a i l y paper (1,600 copies) which included na t iona l , i n t e r n a t i o n a l , and s h i p ' s news, s p o r t s program adv i so r i e s , f e a t u r e s and a c l a s s i f i e d sec t ion .

c. Welcane Aboard Brochures. PA0 revamped it 's popular "Welcome Aboard" brochure to incorpora te more KITTY HhWK and Naval Aviation h i s to ry . The theme "Celebrating Seventy-Five Years of Naval Aviation" was highlighted i n t h e booklet.

e. M i l i t a r y Working Dog (MWD) Team. The MWD Team was responsib le f o r t h e recovery of 2,000 pieces of drug-related contraband and 400 a l e r t s on personnel r e s u l t i n g i n 99 p o s i t i v e u r i n a l y s i s tests and se izure of 32 items of contraband.

While i n por t a "Sports Carnival" was held with l o c a l a t h l e t i c groups. During t h e f i n a l stopover i n Subic, departments used t h e a l loca ted rec rea t ion funds f o r d i v i s i o n , department, and squadron parties and picnics . Numerous s p o r t s a c t i v i t i e s were scheduled and t h e hal f .pr ice discount program was used by many crew members.

8. 3-M. The PMS spo t check program was aggressively i n place a t the s t a r t of t h e c r u i s e and continued s t rong ly throughout. The WESTPAC work package was t ransmit ted t o Subic ahead of schedule and the r e s u l t a n t work was accomplished smoothly. A SNAP computer was put on-line midway i n t o t h e c r u i s e which enabled the 3-M o f f i c e t o make i t ' s own da ta e n t r y t o the Current Sh ip ' s Maintenance Program (CSMP) . 9. CACC/DAPA. During 1985, t h e Counseling and Assistance Center provided counseling, screening and evaluat ion , comnand advice, d iv i s ion l e c t u r e s and GMT t o various departments, d i v i s i o n s and work centers . 1. On 24 J u l y 1985, USS KITTY HAWK departed on a 150-day deployment t o t h e Western P a c i f i c and Indian Oceans re turning t o San Diego, C a l i f o r n i a on 21 December 1985. 2. KITTY HAWK completed 52 underway replenishments and 25 v e r t i c a l replenishments which l a s t e d a t o t a l of 140 hours. KITTY HAWK'S average approach time was 8.23 minutes a s compared t o CNAP standard t i m e of 11 minutes. Nineteen airwing and s h i p ' s campany o f f i c e r s q u a l i f i e d to conn alongside day and n igh t , and e i g h t o f f i c e r s were q u a l i f i e d to make approaches. Addit ionally, twenty e n l i s t e d personnel q u a l i f i e d a s helmsmen and t h r e e o t h e r s a t t a i n e d q u a l i f i c a t i o n a s master helmsmen.

3. Extensive t r a i n i n g of quartermasters was conducted throughout t h e year . Three personnel were q u a l i f i e d a s Quartermaster of the Plo t . A l l quartermasters who were e l i g i b l e f o r advancement i n r a t e subsequently were advanced.

4. KITTY HAWK maintained an aggressive Surface Warfare Training program throughout t h e deployment. There was an average of twenty seven junior o f f i c e r s working towards Surface Warfare Of f i ce r q u a l i f i c a t i o n . S i x O f f i c e r s have earned t h e i r SWO q u a l i f i c a t i o n while on deployment. Another seven o f f i c e r s were q u a l i f i e d a s Of f i ce r of the D e c k (Underway).

The CIC AAW Team received a grade of "Outstanding f o r t h e f i n a l advanced team t r a i n e r p r i o r to deployment. Key CIC personnel, i n conjunction wi th a i r wing and AM-capable surface s h i p r ep resen ta t ives , p a r t i c i p a t e d i n the formulation of b a t t l e group AAW pol icy and t a c t i c s a s members of B a t t l e Group BRAVO's AAW Review Board. Shor t ly a f t e r t h e commencement of WESTPAC 85, AAW personnel had the oppor tuni ty to exerc i se newly acquired s k i l l s during an ENCOUNTEREX with B a t t l e Group DELTA. KITTY HAWK assumed the d u t i e s of AAWC on 14 September and re ta ined those d u t i e s throughout the remainder of t h e deployment. A software modificat ion (Technical Direc t ive N o . 0025) was i n s t a l l e d i n t h e Fas t Time Acoustic Analyzer i n December to enhance t h e c a p a b i l i t i e s of t h e ASW Module.

c. ASUW. During underway per iods , t h e Surface Module maintained an u p to-date p i c t u r e of the d i spos i t ion of a l l f r i e n d l y , unknown, and t h r e a t su r face contac ts . The major funct ions of navigat ion, formation t a c t i c s , and contac t management became rout ine a s KITTY HAWK caapleted 150 days underway. Throughout t h e deployment, more than one thousand con tac t s were tracked and reported .

d. NTDS. LINK 11 and LINK 14 a v a i l a b i l i t y was c o n s i s t e n t l y maintained above 95% p r i o r to and during t h e deployment. The i n s t i t u t i o n of d a i l y LINK r e p o r t s s i g n i f i c a n t l y enhanced management of t h e LINK. The AN/ARG49 SATCAT Airborne Radio Relay POD was used to e s t a b l i s h and maintain a UHF l i n k , thus reducing B a t t l e Group BRAVO's v u l n e r a b i l i t y to HFDF. The o lder ESM systems, AN/WLR-11 and WLR-lG, were maintained i n an up s t a t u s the e n t i r e deployment. The newly i n s t a l l e d AN/SLQ-17 maintained an average a v a i l a b i l i t y of 80% due mainly to p a r t s support which was not f u l l y i n place.

2. CATCC.

a . Air Operations. During the f i r s t ha l f of 1985, KITTY HAWK conducted t h r e e major c a r r i e r q u a l i f i c a t i o n evolut ions f o r TRACOM, FRS, reserve , Marine, and Car r i e r Airwing N I N E squadrons. Other a t sea periods, encompassing turnaround t r a i n i n g f o r CVW-9 a s w e l l a s b a t t l e group buildup and f l e e t exe rc i ses , included extensive c y c l i c and b a t t l e f l e x deck a i r opera t ions , providing CATCC with t h e oppor tuni ty t o q u a l i f y t w o c m p l e t e watch teams. During deployment, a i r opera t ions were conducted day and night without s i g n i f i c a n t inc iden t under blue water c r i t e r i a throughout t h e P a c i f i c and Indian Oceans. Traps f o r the calendar year t o t a l l e d 14,825.

b. CCA. Extensive cross- t ra in ing enabled CCA t o provide complete s e r v i c e i n weather a t approach minimums f o r extended opera t ing periods. CCA radars and associa ted equipnent r e l i a b i l i t y increased s t e a d i l y throughout deployment due to c l o s e cooperation between CCA and EM0 personnel i n iden t i fy ing and expedit ing repa i r of malfunctioning cmponents .

a . FOX Division

(1) On 3 June 1985, NATO Sea Sparrow missile system (NSSMS) #3 f i r e d one telementry missile and scored a d i r e c t h i t a t 3,000 yards.

(2) Close I n Weapons System (CIWS) f i r e d 6,179 rounds and n ine 3- system PAC f i r i n g s . Mount 22 scored a confirmed k i l l on a TDU t a r g e t and Mount 23 scored two confirmed k i l l s and splashed t h e t a r g e t .

(1) During SRA-85, the AN/SMQ-10 antennas were overhauled by Har r i s Corporation. After i n s t a l l a t i o n , major wiring problems were discovered and t h e antennas were rewired.

(2) The AN/SMQ-11 prototype was i n s t a l l e d on 30 June. A TECHEVAL was s t a r t e d on 15 J u l y and completed 19 August. OPEVAL commenced 21 October.

d. Data Systems Material .

(1) CV-?SwM Material .

( a ) In tegra ted Car r i e r ASW Predic t ion System (ICAPS) opera t iona l program changes 5, 6, and 7 were i n s t a l l e d .

(b) The AN/SKR-6 was updated t o AN/SKR-6A with t h e i n s t a l l a t i o n of a new test s e t by NADC, RCA, and Teledynamics.

(2) NTDS Material . I n October, KITTY HAWK experienced a major f a i l u r e of t h e AN/USQ-36 LINK 11 terminal . The system was inopera t ive f o r th ree days and 18 PCB's were discovered de fec t ive .

(3) Micro/Minature Repair.

The Safety Program ob jec t ives included d a i l y i d e n t i f i c a t i o n of s a f e t y hazards and discrepancies , weekly shipwide s a f e t y inspect ions , and a c t i v e tracking of uncorrected hazards f o r cognizant ac t ion. Hazard awareness t r a i n i n g was provided t o a l l hands through d a i l y and weekly s a f e t y summaries and POD notes. Indoctr inat ion Division t r a i n i n g and monthly Enl is ted Safe ty C o m m i t t e e Meetings provided addi t ional vehicles t o pranote and emphasize s a f e t y .

c. The Safe ty Department provided personal p ro tec t ive e q u i p e n t ( r esp i ra to r s , dus t masks, hearing protec tors , etc.) on a first-come bas is . Safety posters and video tapes were ava i l ab le f o r loan and CCTV presented numerous s a f e t y tapes f o r t h e crew a s an ongoing educational program f o r s a f e t y .

d . A l l repor table mishaps were thoroughly inves t igated and accura te ly reported. Feedback and l e ssons learned were provided t o a l l hands i n an expedit ious manner.

e. Motor vehic le s a f e t y received s t rong emphasis during regular ly scheduled s a f e t y stand-downs and a t bi-weekly a l l hands morning quar ters . Spec i f i c a t t e n t i o n was d i rec ted t o motorcycle operat ion and drinking while opera t ing a vehicle. Motorcycle s a f e t y course t r a i n i n g was coordinated d i r e c t l y through the Safe ty Off ice.

2. Safe ty Highlights f o r 1985.

a . The Safe ty Department's goal f o r 1985, t o reduce the t o t a l man hours l o s t per day t o i n j u r y t o l e s s than 24 hours, and t o prevent se r ious mishaps which a u l d r e s u l t i n death, was achieved.

b. USS K I T T Y HAWK canpleted the e n t i r e year including workups and a Western Pacif ic/Indian Ocean deployment, without a s i n g l e opera t ional o r shipboard f a t a l i t y . This was t h e second consecutive deployment t o t h e Western Pacif ic/Indian Ocean without an opera t ional f a t a l i t y and was an unprecedented milestone i n the h i s t o r y of naval avia t ion.

c. During 1985, 81 repor table mishaps occurred averaging 1.55 weekly, a reduction of 2.4 from 1984. This s i g n i f i c a n t decrease is d i r e c t l y r e l a t e d t o a major decrease i n mishaps of 42% (1,095 t o 635) over 1984.

d. USS KITTY HAWK was se lec ted a s t h e winner of t h e Admiral F l a t l e y Memorial Award f o r s a f e t y f o r 1985.

1. Deployment Highlights .

a . MC/FMC a i r c r a f t . The mission capable / fu l l mission capable performance of t h e CV-63/CVW-9 team was superb. Strong emphasis on mate r i a l o u t f i t t i n g and technica l t r a i n i n g enabled t h e airwing t o s u s t a i n a s t rong readiness posture throughout deployment. Continual improvement i n maintenance c a p a b i l i t y , coupled with outstanding l o g i s t i c and technica l a s s i s t ance ava i l ab le i n Seventh F l e e t , enabled K I T T Y HAWK to leave t h e Indian Ocean with the h ighes t mater ia l readiness of any c a r r i e r i n recent times.

b. NMCS/PMCS of f sh ip / to ta l . Offship not mission capable supply/par t ia l mission capable supply r e q u i s i t i o n s remained a t except ional ly low l e v e l s throughout t h e deployment. The c r u i s e average of 19% was an unprecedented e f f o r t .

c. Percent AVCAL onboard. The percent of AVCAL on board remained high throughout the deployment due t o regular sys temat ic reordering procedures, aggressive follow-ups, and an e f f e c t i v e use of the l o g i s t i c p ipe l ine . A l l items designated a s c r i t i c a l AVCAL and/or never-out were reviewed o f f - l ine and monitored/reordered a s required. Mater ia l movement to the s h i p was accanplished a t every oppor tuni ty and p r i o r i t i z a t i o n of ma te r i a l a t each of t h e beach detachments enabled t h e optimum use of each l o g i s t i c opportunity.

d. Both t h e AVCAL and Rotatable Pool performed magnificently throughout deployment. AWP components/offship r e q u i s i t i o n s both remained w e l l wi th in COMNAVAIRPAC s tandards , with caaponents averaging 5% of monthly AIMD inductions and r e q u i s i t i o n s running roughly 1.1 times the number of component AWP.

2. S-1 Stock Control Division.

a . Pr ior t o beginning t h e onboard inventory of AVCAL mate r i a l , a l l storerooms were closed f o r business and a l l r e q u i s i t i o n s were r e fe r red to NSC San Diego using the e f fec t iveness exclude code. This held the inventory constant and minimized suspended t r ansac t ions due t o t h e inventory f l a g being set. Aids were run and the inventory commenced i n September 1985. A s gains and losses appeared a s a r e s u l t of t h e inventory, a s p e c i a l r e c o n c i l i a t i o n team was formed to research each adjustment. This team was headed by t h e Stock Control Of f i ce r and consis ted of s i x of t h e most knowledgeable SK's and A K ' s i n the department. The team researched every adjustment, checking the suspended and error l i s t i n g s f o r pending t r ansac t ions , t h e RON f o r dues requi r ing completion, and t h e cumulative gain and l o s s r epor t f o r previous adjustments taken erroneously. Over 12,000 adjustments were researched and 10 to 15% were success fu l ly reconciled with the adjustment being reversed and a co r rec t ive t r ansac t ion input . The end r e s u l t of t h i s was t h e lowest recorded g ross adjustments f o r any c a r r i e r during a complete REAVCAL inventory.

b. The autanated reorder , a f t e r loading t h e new AVCAL, was run on 14 January and a f t e r a c a r e f u l review ne t t ed 23,600 requ i s i t ions .

c. Catapul t and a r r e s t i n g gear were c a r e f u l l y managed throughout workups and p r i o r to deployment. Frequent s p o t inventor ies wer conducted and o f f - l i n e s t o c k r equ i s i t ions submitted as required. S i x weeks p r i o r t o deployment, approximately 230 l i n e items i d e n t i f i e d by t h e maintenance o f f i c e r were inventoried and r e q u i s i t i o n s submitted f o r de f i c i enc ies . A s a r e s u l t , t h e KImY H&WK l e f t San Diego near ly topped off on c a t a p u l t and a r r e s t i n g spares .

d. During t h e SRA, t h e Stock Control Off ices were completely renovated. Having moved t o smaller o f f i c e s a f t e r t h e S-1/S-9 s p l i t , condi t ions were cramped and lacked proper stowage. The renovation consis ted of a t o t a l r ipou t , t he i n s t a l l a t i o n of modular w o r k cen te r s and proper shelving f o r l i s t i n g s .

e. I n December and January, the ADP equipnent was upgraded to SNAP I. The necessary remote terminals were i n s t a l l e d f o r SUADPS-RT Release I1 and, i n January, RT was implemented by NAVMASSO DETPAC. The f i r s t implementation was a f a i l u r e . Download processing times f o r KC were f a r too high. A 95% ADP u t i l i z a t i o n r a t e c o n s i s t e n t l y maintained, leaving very l i t t l e t i m e f o r add i t iona l run requirements. Af ter approximately t h r e e weeks of unsuccessful e f f o r t by KITTY HAWR personnel , NAVMASSO went back t o work on the program and an improved version was reimplemented i n June.

f . I n May, Supply switched t o t h e T o p o f f opt ion f o r automatic reorders. This kept ma te r i a l flowing i n a s teady stream a s it was issued. This , i n conjunction with a monthly manual review of the RON, was instrumental i n acheiving a new high i n stock a v a i l a b i l i t y a t deployment da te .

g. I n March. a monthly SUADPS Forum was i n s t i t u t e d , including a l l of the department's personnel with advanced SUADPS t r a i n i n g , bring people from S-1, S-6, S-7, S-8, and S-9 along with the Supply Of f i ce r and Ass i s t an t Supply Off icer . The Stock Control Of f i ce r hosted t h e meeting and reviewed t h e previous monthly repor t s , ou t l ined new procedures i n e f f e c t , h ighl ighted s p e c i a l p r o j e c t s taking p lace , and covered problems observed during t h e p a s t month. The f l o o r was then opened f o r d iscuss ion of o ther problem a reas and ideas f o r improvement. The Goal of these meetings was t o improve SUADPS processing on KITTY HAWK and break down d iv i s iona l "walls".

h. On the t r a n s i t t o Subic Bay, maximum use was made of t h e MLSF s h i p s i n company, p a r t i c u l a r l y f o r bulk consumables. This accomplished t w o object ives:

(1) Keeping e f fec t iveness high, and

(2) minimizing loading time inpor t Subic

i. While on s t a t i o n , w e continued to maximize our use of t h e MLSF s h i p s i n company. Regular reviews of bulk consumables, flammables, and K-Mart items were performed p r i o r to every UNREP.

This increased t h e amount of cargo a r r i v i n g i n Diego Garcia by a i r , s i g n i f i c a n t l y shortening t h e t r a n s i t time. On Reorder number 8, we began t a i l o r i n g the parameters to slow t h e p ipe l ine , re turning to the ' R ' op t ion and f u r t h e r r e s t r i c t i n g items with general selector keying on AMD. This minimized loading i n Subic and a t e down s tocks i n preparat ion f o r the REAVCAL inventory. The f i n a l reorder was submitted on 20 November along with o f f l i n e o rde r s f o r never-outs and flamnables to l a s t u n t i l our a r r i v a l home.

k. Planning f o r the upcoming REAVCAL and SRA commenced t w o months p r i o r t o a r r i v a l hane. Work was defined, schedules set , and preparatory w o r k was completed on the t r a n s i t home.

3. S-2 Food Service Division.

Mess deck t a b l e s were replaced, and t h e subs is tence i s sue room and emergency breakout storeroom were renovated.

c. The s h i p ' s s t o r e fore ign merchandise extravaganza so ld over $400,000.00 worth of merchandise.

5. S-4 Disbursing Division.

7. S-7 Automated Data Processing.

a . S-7 Division spent the f i r s t ha l f of t h e year preparing f o r WESTPAC '85 and the second hal f deployed to t h e Western Pac i f i c and Indian Oceans. I t

was S-7 Divis ion ' s goal to provide t h e bes t d a t a processing support ever recorded. The only way t h i s could be accomplished was to have a l l personnel f u l l y t r a ined i n a l l aspect of day-to-day opera t ions . This was accomplished i n the following manner:

(1) A l l management personnel were s e n t t o advanced SUADPS school.

(2) A vigorous computer opera t ions t r a i n i n g plan, which included an updated PQS guide, and ensuring t h a t t r a i n i n g was conducted continuously p r i o r to deployment.

(3) S-7 d i v i s i o n ensured a capable a i r condit ioning system was i n s t a l l e d during t h e SNAP 'B' implementation. A l s o , add i t iona l insu la t ion was added to ensure t h a t proper ADP environmental condi t ions ex i s t ed .

b. The Honeywell DPS6 'B ' conf igura t ion was i n s t a l l e d i n January 1985. With the increased hardware and software came managerial chal lenges. S-7 Division f o r the f i r s t t i m e had ou t s ide users u t i l i z i n g t h e Honeywell DPS6. ADP Secur i ty and user response would prove the most chal lenging. These problems were solved i n the fol lowing manner:

(1) S-7's involvement with the use r s , e s p e c i a l l y when NRMM and SUADPS- RT were f i r s t brought on-line

(2) User LOGINS and passwords were con t ro l l ed by the ADP Secur i ty Of f i ce r . User access was checked on a monthly b a s i s t o ensure t h a t only v a l i d users were gaining access to t h e i r p a r t i c u l a r d a t a base.

c. SUADPS-RT was i n s t a l l e d twice. The f i r s t i n s t a l l a t i o n burdened ADP computer opera t ions due t o excessive d a t a base maintenance. SUADPS-RT was discontinued u n t i l the d a t a base maintenance programs were manageable. SUADPS-RT was f i n a l l y i n s t a l l e d i n MAY 85, and it proved extremely r e l i a b l e and users found the software extremely he lp fu l i n making management decis ions .

d . NRMM was i n s t a l l e d i n MAY 85. The d a t a base and software have not been a s r e l i a b l e a s SUADPS.RT. No major problems were encountered u n t i l t he second week of the deployment. Report times became excessive, user console response increased, and f i n a l l y t h e Winchester D i s k System was unable to s t o r e t h e d a t a base and run repor t s . S-7 Division was ab le to r e a l l o c a t e the d a t a f i l e s , but they continued to grow. F ina l ly , with the da ta base s t i l l growing, 5-7 an t i c ipa ted it was not f e a s i b l e to support N M u n t i l t h e end of t h e deployment. NAVMASSO Norfolk was contacted and detached support personnel t o solve the d a t a base problem. They reconfigured t h e d i s k system to store twice as much information a s before. Response time and repor t execution t i m e were res tored t o acceptable l e v e l s .

e. WESTPAC' 85 was a h ighly successful deployment f o r S-7 Division. A t no t i m e during the deployment was the re ever a da ta e n t r y o r canputer opera t ions backlog. No major hardware o r environmental problems were encountered. S-7 Division t ranscr ibed i n excess of 325,000 source documents and processed over 1,100 computer run reques ts .

8. S-8 Mater ia l Division.

a. During deployment, S-8 had 25 VERTREPS f o r a t o t a l of 1073 p a l l e t s , while UNREPS amounted t o 265 p a l l e t s . VRC-50 provided e x c e l l e n t COD support throughout the deployment enabling constant flow of small p a r t s and mail . The US-3A, with its c a p a b i l i t y of t r a n s f e r r i n g up t o f i v e passengers and two s tandard p a l l e t s made d a i l y runs t o Diego Garcia during the Indian Ocean period.

b. Retrograde mate r i a l was t r ans fe r red v i a COD or MLSF s h i p a t every opportunity. An average of twenty re t rograde p a l l e t s was t r ans fe r red every UNREP. Addit ionally, t o enhance c o n t r o l s over re t rograde mate r i a l , mailable items were s e n t v ia r eg i s t e red mail a t every opportunity.

c. K-Mart (Sea Mart) c a r r i e d the t o p 600 l i n e usage, low cost, items.

d. A beach detachment was maintained f o r the e n t i r e cru ise . I n i t i a l detachments were temporari ly set up a t Pea r l Harbor, Hawaii and NAS Agana, Guam. While i n t h e Indian Ocean, beach detachments were maintained a t Cubi Pt . , Clark A i r Base, Phi l ippines , and Diego Garcia to handle r e q u i s i t i o n , turn-in and transshipnent of ma te r i a l r e q u i s i t i o n , turn-in and t ransshipnent o f ma te r i a l requirements o r re t rograde .

e. Material movement while i n Mmbasa, Afr ica was accmpl ished by e s t a b l i s h i n g an a i rhead, u t i l i z i n g MLSF personnel a t t h e l o c a l a i r p o r t . C- 1 4 1 ' s de l ivered Masirah a i rhead mate r i a l and returned with passangers/cargo. CH-46's were u t i l i z e d t o s h u t t l e ma te r i a l to USS KITTY HAWK and o the r members of the B a t t l e Group.

9. S-9 Surface Support Division.

a . The Surface Support Division received a grade of exce l l en t f o r t h e l a t e s t Supply Management Inspect ion (SMI) conducted i n Apri l 85. A record of nine S-9 crewmembers were recognized a s commendatory performers by t h e supply management inspectors .

b. DTO Management. The implementation of SUADPS-RT was t h e s i n g l e most important p ro jec t i n t h i s t echn ica l area. The implementation, o r i g i n a l l y scheduled f o r January 1985, began functioning on-line i n l a t e June 1985. Cmprehensive hands-on t r a i n i n g has been conducted f o r a l l DTO personnel. This innovation has d r a s t i c a l l y improved DTO ob l iga t ion and r e c e i p t processing e f f o r t s onboard KITTY HAWK.

C. Purchasing: The purchasing branch processed a tremendous volume of open purchase r e q u i s i t i o n s during SRA 85. The outcaae was s u b s t a n t i a l l y improved Q u a l i t y of L i f e (QOL) f a c i l i t i e s and surface ma te r i a l readiness on board KITTY HAWK throughout WeSTPAC 85. During WESTPAC 85, S-9 cont rac ted f o r p o r t se rv ices i n Manbasa, Kenya, and Colanbo, S r i Lanka.

d. Material Control Off icer : Mater ia l cont ro l o f f i c e r procedures were es tab l i shed a t the B a t t l e Group BRAVO conferences held p r i o r to Apr i l 1985. These p o l i c i e s were implemented with g r e a t success during WESTPAC 85. The urgent ma te r i a l screen f i l l percentage c o n s i s t e n t l y topped 48% during the v i t a l Indian Ocean por t ion of the c ru i se . The c o l l e c t i v e and p e r s i s t e n t support of a l l B a t t l e Group BRAVO u n i t s was required to make t h i s program a winner.

e. CASREPS: The number of outstanding CASREPS, a l l C-2 averaged 15-20 throughout WESTPAC 85. This extremely l o w f i g u r e was achieved through extensive app l i ca t ions of t h e ANOFS process and d i sc ip l ined follow-ups on a l l outstanding CASREP requ i s i t ions .

f . LSC: The Log i s t i c s Support Center (LSC) provided c r i t i c a l r epa i r p a r t s support during KITTY HAWK'S work-up cycle and WESTPAC 85 evolut ions. The LSC's computer subsystem was implemented by NAVMASSO a s a prototype of the shipboard non- tac t ica l ADP programing (SNAP), and opera tes on Honeywell DSP6 MOD 400 hardware. A t o p p r i o r i t y f o r t h e LSC is to v a l i d a t e KITTY HAWK'S massive configurat ion da ta base aga ins t a c t u a l shipboard equipnent. Addi t ional l , t he LSC manages a l i b r a r y of over 2600 t echn ica l publ ica t ions which has grown by over 32% s i n c e SRA 85.
