Indian Ocean deployment. KITTY HAWK and Task Group 77.7 deploy t o the Indian Ocean v i a the S t r a i t s of Malacca. KITTY HAWK undertook hydrographic research, surface surveil lance and integrated task group operations. NARRATIVE OF EVENTS 1974
The USS KITTY HAWK (CV-63) began i ts opera t ions of 1974 i n the South
China Sea (steaming i n the Subic Oparea). Under the Opcon of Commander
Seventh F l e e t , she was serving a s the f l agsh ip of Commander Task Group
77.7, RADM D. C . Davis, who had embarked with h i s s t a f f . Commanded by
CAPT R. E . Kirksey, the c a r r i e r had s a i l e d from Subic Bay Naval S ta t ion ,
Republic of the P h i l l i p i n e s , on the 29th of December 1973 f o r seve ra l
weeks of t r a i n i n g operat ions.
This, the n in th c r u i s e t o the Western P a c i f i c f o r t h e KITTY HAWK, and
the f i r s t peace t i m e c r u i s e i n e i g h t years was a s i g n i f i c a n t one f o r t h e
sh ip and her crew. The c a r r i e r had been designated a CV i n Apr i l 1973 and
now she was r e f i n i n g those opera t ing procedures and t a c t i c s t h a t were a p a r t
of he r new mission. KITTY HAWK i s the f i r s t c a r r i e r i n the P a c i f i c F lee t
t o be designated a CV and had been the foca l point f o r many exerc i ses and
evaluat ions a s her predeployment work ups were conducted. During t h i s
deployment KITTY HAWK and Attack Car r i e r A i r Wing Eleven would demonstrate
t h a t the concept of a c a r r i e r being a b l e t o successful ly opera te i n --
multi-role modes was f e a s i b l e . The team of a i r wing and sh ip would
demonstrate t h e i r a b i l i t y t o opera te i n th ree d i s t i n c t modes: Power
Projec t ion , Sea Control, and Composite. Each mode would requ i re a
d i f f e r e n t mixture of a i r c r a f t and concurrently, d i f f e r e n t opera t ing
procedures f o r the sh ip . The need f o r f l e x i b i l i t y and a d a p t a b i l i t y i n
order t o respond t o changing s i t u a t i o n s became a mark of the C V ' s opera-
t ions . The add i t ion of seve ra l d i f f e r e n t a i r c r a f t models t o t h e a i r wing
l e d t o much l a r g e r complement of a i r wing personnel on board and resu l t ed
i n much g rea te r demands on supply and a i r c r a f t maintenance f a c i l i t i e s . A s Enclosure (1)
these varied squadrons exercised together the ship used its operating
periods to mesh its diverse skills into a smoothly functioning team.
When its operations concluded on the 14th the KITTY HAWK returned to
Subic Bay through the 22nd of January for one of its several upkeep periods.
During these inport periods the air wing would move ashore to Cubi Point
Naval Air Station and continue its training flights. The ships company
would continue its training exercises while alongside its pier at the
Naval Station. With the assistance of the Ship Repair Facility at Subic
the carrier undertook numerous repair and upkeep projects on the ship
which were very productive in terms of overhauls completed and facility
improvements.
From the 23rd to the 27th of January the KITTY HAWK sailed to and
anchored in Manila Harbor allowing many crewmembers to visit Manila and
central Luzon who might not otherwise have visited this area.
Briefly stopping back at Subic on the 28th the ship continued on to
the Subic Oparea for further training of her air wing. Duzing this time
the ship developed the coordination of the ships ASCAC (Antisubmarine
Classification Analysis Center) and her ASW aircraft. With the assistance
of the USS HAWKBILL as a submarine exercise target, the VS aircrews gained
knowledge of the problems of locating and prosecuting their elusive opponent.
As the operating period lengthened the ships tactics became more refined
and successful. During this same period the tactical aircraft embarked
participated in Exercise Blue Sky.
From the 5th of February through the 21st the ship was inport at
Subic conducting her alongside training as well as continuing upkeep and
maintenance with the assistance of the SRF.
On the 22nd of February the KITTY HAWK deployed from Subic to the
Indian Ocean. This, her first cruise to the Indian Ocean, was highlighted
by the great amount of information gained on the new area of operations as
well as a visit from the Shah of Iran and a port visit at Mombasa, Kenya.
The carrier conducted refresher training and carrier qualifications for
her air wing as she steamed towards Singapore and the Straits of Malacca.
While transiting the South China Sea the CV employed its surface surveillance
capabilities to locate and track a Foxtrot class submaring.
On the 1st of March KITTY HAWK made a daylight transit of the Straits
of Malacca and entered the Indian Ocean. The next week was spent in ASW
tactics practice, getting experience with each evolution and gaining
knowledge of the new operating area. KITTY HAWK was to discover that the
Indian Ocean had some peculiar natural phenomena ranging from unusual
thermoclines to abnormal propogation anomolies.
Under the direction of the Task Group Commander KITTY HAWK continued
ASW and hydrographic operations in the Arabian Sea for two weeks then
steamed south and anchored off of Mombasa, Kenya for a weeks port call.
The visit was marked by a flawless, incident free week of shore leave.
Following the Mombasa visit the task group returned to the Arabian Sea
for further integrated task group operations and preparation for the visit
of the Shah of Iran. On the 8th of April His Imperial Majesty accompanied
by Admiral Moorer, Chairman, the Joint Chiefs of Staff and the Honorable
Richard M. Helms, Ambassador to Iran arrived aboard KITTY HAWK for a
visit and air power demonstration. The air show was highlighted by a
capabilities demonstration of the KITTY HAWK'S ASW and tactical aircraft
concluding in a coordinated fly-over.
The Shah's visit marked the ending of KITTY HAWK'S deployment to the Enclosure (1)
Indian Ocean. The fol lowing week r e g u l a r a i r ope ra t ions were he ld ;
a d d i t i o n a l l y , t h e s h i p s company and a i r wing personnel who were no t on
watch gathered on t h e f l i g h t deck f o r an " a l l hands" p i c t u r e t h a t even tua l ly
was used f o r t h e cover of A l l Hands Magazine t o i l l u s t r a t e one a spec t of
l i f e on a c a r r i e r .
Following a sou the r ly t r a n s i t of t h e S t r a i t s of Malacca t h e KITTY HAWK
anchored i n Singapore harbor on t h e 23rd of Apr i l f o r a p o r t v i s i t t o t h e
"Lion City". On t h e 25th of April, aboard h i s f lagship ,Rear Admiral G. E.
R. Kinnear, jr. r e l i e v e d Rear Admiral D. C. Davis as Commander C a r r i e r
Group One. The ceremonies were a t tended by Rear Admiral W. R. McClendon,
Commander Attack Carrier S t r i k i n g Force Seventh F l e e t .
From t h e 27th of Apr i l t o t he f i r s t of May KITTY HAWK t r a n s i t e d t o
Subic Bay where i t underwent upkeep from t h e 1st t o t h e 13 th of May.
A s i n previous i n p o r t per iods KITTY HAWKS crewmembers p a r t i c i p a t e d i n
numerous P r o j e c t Band Clasp (people-to-peop1e)programs i n t h e neighboring
b a r r i o s . A c t i v i t i e s included t h e donat ion of books, money, o l d c l o t h e s ,
and most important t h e time and l a b o r of t h e men as they a s s i s t e d t h e
community.
The c a r r i e r s a i l e d f o r t h e Subic oparea where it conducted l o c a l
ope ra t ions from the 1 4 t h t o t h e 1 8 t h of May. It re-entered Subic on t h e
1 9 t h and then aga in r e tu rned t o ope ra t ions i n t h e South China Sea from t h e
20th t o t h e 26th when she en te red Hong Kong f o r a weeks v i s i t .
Departing Hong Kong on t h e 3rd of June KITTY HAWK hosted COMMODORE HONG
KONG who observed f l i g h t ope ra t ions f o r s e v e r a l cyc l e s be fo re he f lew
t h e s h i p s C-1A back t o Hong Kong. The sh ip continued on i n t o t h e South
China Sea f o r h e r l a s t ope ra t ing per iod of t h i s deployment. From t h e 3rd
t o t h e 1 1 t h of June KITTY HAWK pe r fec t ed he r ASW t a c t i c s and h e r combined

The ship was inpor t a t Subic Bay f o r a week before s a i l i n g e a s t on t h e
20th of June. She a r r ived a t Pear l Harbor on t h e 2nd of Ju ly , onloaded
her members of Operation Tiger and s a i l e d f o r San Diego on the 3rd.
Operation Tiger was the p ro jec t name f o r the embarkation of severa l
hundred f a t h e r s and brothers of KITTY HAWK crewmembers f o r a week of
"sea duty" a s they toured t h e ship, observing t h e work of t h e i r sponsor
and watching the sh ips rout ine .
Throughout the t r a n s i t from Subic t o San Diego the P.E.B. (Propulsion
Examining Board) came aboard and held an OPPE (Operational Propulsion
Plant Examination) i n t h e engineering department. This was t h e f i r s t time
i n w e l l over a year t h a t an OPPE had been held on KITTY HAWK and the exam-
ina t ion proved t o be very benef ic ia l . The conclusions of t h e board
helped t h e Engineering Department g ive added emphasis t o severa l a reas
of t r a i n i n g and manning f o r the propulsion plant . It gave the command
increased knowledge of the s t a t e of the KITTY HAWK'S engineering spaces
and t h e s h i p s a b i l i t y t o ca r ry out i ts mission.
On the n in th of Ju ly KITTY HAWK returned home t o North Is land Naval -
A i r S ta t ion , San Diego, completing her f i r s t peace time c r u i s e i n eight
years. During t h i s deployment the c a r r i e r has steamed 45,287 n a u t i c a l
m i l e s and been away from her home por t 228 days. The c ru i se , i n i t i a t i n g
CV opera t ions among t h e c a r r i e r s of the P a c i f i c F l e e t , was considered a
success by a l l who had pa r t i c ipa ted i n i t . The deployment t o the Indian
Ocean allowed the U.S. Navy t o gain the experience and knowledge t o operate
i n a new ocean and i n a new r o l e , t h a t of a multi-purpose c a r r i e r . The
c r u i s e w a s h igh l igh ted by t h e outs tanding s a f e t y record of A i r Wing Eleven.
No ope ra t iona l l o s s e s were recorded aboard KITTY HAWK; t h e wing l o s t on ly
one a i r c r a f t , and t h a t was whi le ope ra t ing o u t of Cubi Po in t Naval A i r
S t a t i o n ; t h e p i l o t w a s recovered uninjured.
The c r u i s e marked t h e beginning of s e v e r a l innovat ive programs t o keep
a l l hands informed of t h e s h i p s a c t i v i t i e s . On a r e g u l a r and con t inu t ing
b a s i s t h e commanding o f f i c e r m e t wi th t h e crew members a t Captains C a l l
on t h e Foc ' s le ; he would a l s o f r equen t ly appear on t h e s h i p s t e l e v i s i o n
en ter ta inment system t o t a l k w i th t h e crew about t h e s h i p s ope ra t ions .
On a d a i l y b a s i s an o f f i c e r from t h e s h i p s company and one from t h e a i r
wing would b r i e f t h e crew over t h e t e l e v i s i o n system on t h e d a i l y a c t i v i t i e s
of t h e s h i p and t h e a n t i c i p a t e d ope ra t ions f o r KITTY HAWK i n t h e days t o
come. These s t e p s along wi th t h e c r e a t i o n of an aggress ive Aff i rmat ive
Action P lan by t h e command had r e s u l t e d i n a s i g n i f i c a n t l y improved working
and l i v i n g c l ima te aboard t h e sh ip . KITTY HAWK crew members p a r t i c i p a t e d
a c t i v e l y i n a l l a s p e c t s of t h e program. The Human Goals Of f i ce implemented
numerous i d e a s submitted by crewmen t o b e t t e r t h e l i v i n g cond i t i ons aboard
t h e sh ip ; they provided a p o s i t i v e f o r c e t o make every man aboard KITTY
HAWK aware of t h e p o t e n t i a l of h i s shipmates. A s a r e s u l t of t h e s e
measures t h e KITTY HAWK throughout 1974 p a r t i c i p a t e d most a c t i v e l y i n
s e v e r a l a l l hands programs t h a t which a r e o f t e n d i f f i c u l t t o g e t a c t i v e
support f o r . KITTY HAWK crewmen con t r ibu ted over 41,000 d o l l a r s t o t h e
San Diego Combined Federa l Campaign t h i s year ; once aga in tak ing f i r s t
p l ace among Naval A i r Forces P a c i f i c F l e e t Units . The t o t a l d o l l a r amount
represented a s i g n i f i c a n t i nc rease over l a s t yea r s t o t a l f o r t h e KITTY
HAWK and was t h e h ighes t t o t a l f o r any u n i t i n San Diego a t any t i m e .

VADM Baldwin congratulated the crew of KITTY HAWK f o r i ts "outstanding
achievement" i n a message t o a l l c a r r i e r s discussing t h e i r support f o r
the CFC fund dr ive . During t h e command's Human Ava i l ab i l i ty Week the
crewmembers took a major survey i n which 94 percent of the crew par t i c ipa ted ,
a record f o r P a c i f i c F l e e t Car r i e r s .
From 10 Ju ly u n t i l t he 8 t h of August t h e c a r r i e r was i n a t h i r t y day
stand down following the deployment: t h i s t i m e allowed t h e crew t o take
leave and v i s i t t h e i r fami l ies .
Commencing the 9 th of August KITTY HAWK began an SRA (Selected Rest r ic ted
A v a i l i b i l i t y ) period during which many Ship Al te ra t ions and r e p a i r s were
completed. Disp i t e t h e jumble of cables , p a r t s , dus t and debr i s throughout
the sh ip a s con t rac to r s i n s t a l l e d new machinery and repai red the o ld , the
c a r r i e r continued i t s own t r a i n i n g cycles . Through the SFOMS (Ships Force
Own Maintenance System) the crew completed numerous h a b i t a b i l i t y improvements
and space renovation of many working and rec rea t ion a r e a s throughout the
ship. The s p e c i f i c Ship A l t s completed a r e d e t a i l e d on pages 13 and 1 4
of the Command History.
On the 17 th and 18 th of October KITTY HAWK conducted sea t r i a l s t o
t e s t and examine the r e p a i r s completed on her main machinery spaces; she
returned t o North Is land the week of the 21st t o t h e 28th t o complete the
l a s t of t h e jobs i n progress and t o c lean the ship following the con t rac to r s
work.
On the 29th of October KITTY HAWK commenced ISE (Individual Ship Exercises) .
These were the f i r s t i n a long series of a t sea periods leading t o her next
deployment, The ship held her d r i l l s i n t h e SOCAL (Southern Ca l i fo rn ia )
OpArea. The ISE l a s t e d u n t i l t h e 2nd of November. After a weekend i n

San Diego t h e sh ip returned t o the oparea f o r her IRFT (.Individual Refresher
Training) conducted under the watchful eye of Commander F lee t Training
Group. The c a r r i e r was a t sea the 4 th t o the 8 th , the 1 1 t h t o the 15th,
and the 18th t o the 26th of November a s the crew exercised a t General
Quar te r s , F i r e D r i l l s , Crash and Salvage Drills and o the r emergency
t r a i n i n g ,

SAMEX AND ORDNANCE EXPENDITURES 1974
I n January and Febraary the ship and CVW-11 expended the quar t e r ly
CARRIER READIEX AMMO EXPENDITURE (CRAE) package of av ia t ion ordnance.
During the same t i m e period t h e WESTPAC Weapons Handling Safe ty Survey
Team (WHSST) was aboard and observed the assembly of ordnance, loading
opera t ions and inspected t h e sh ips magazines f o r proper stowage. No
major d iscrepancies w e r e observed. Addit ionally a COMNAVAIRPAC Safe ty
Survey Team was aboard and observed ordnance opera t ions and a Readiex
Alpha. No major d iscrepancies w e r e observed by t h i s team. Two Z-30-GM
bas ic missile f i r i n g exe r i c ses w e r e scheduled t o be conducted on 1 February.
Malfunction s h o r t l y a f t e r launch i n both AWM-37A t a r g e t drones precluded
any f i r i n g attempt.
On the 5 t h of June a T e r r i e r Guided Miss i le exe rc i se was attempted,
however a f t e r search rada r s were unsuccessful i n de tec t ing the AQM-37A
t a r g e t drone, the SAMEX was terminated, heavy cloud cover was a f ac to r .
No other missile f i r i n g exe rc i ses were scheduled during 1974.
During the SRA period of 8 August through 20 October the Weapons
Department saw extens ive work done t o r e p a i r cASREPT'~ equipments. P a r t i c u l a r
emphasis was given t o r e p a i r s on t h e weapons e leva to r s .
