A CRIME fighter. A human rights activ-ist. A community leader. A child killer.
Owen Shanmugan (47) will no longer be re-membered for the good work he did for resi-dents of the Hillview informal settlement.
Instead, the man fondly known as Charrawill be remembered for the gruesome murderof his son Lionel (2) and his girlfriend Yolan-die Petersen’s daughter Shaylin (4) last week.
Ina failed suicideattempt, Shanmuganalsoslit his own throat and later died in hospitalwhile in police custody.
Hillview community worker CharmainePretorius tells how she was one of the firstpeople at the scene after Shanmugan’s girl-
friend ran to her for help screaming: “Char-maine ... Owen! Kom help my!”
Pretorius immediately ran to the woodenstructure and tried to open the door, whichwasbolted shutwithapole. “I opened thewin-dow and saw the lifeless, bloodied bodies ofthe children on the bed.”
She phoned the police and asked some menwho had gathered at the scene to force openthe door.
Once inside, they found Shanmugan lyingon the floor in a pool of blood, still conscious.
“We asked him who had done this to them,because we thought someone had broken intothe home. He answered: ‘Ek, ek!’”
The police then arrived, declaring both tod-dlers deadandarrestingShanmugan formur-der. He had allegedly collected both children
from their daycare centres earlier that day.Petersen reportedly said she was in disbe-
lief and trying to come to termswith thedeathof her children.
The community is also still reeling of shockafter last Wednesday’s brutal killings.
This is not the first time Shanmugan wasbrought before the law for an act of violenceupon a minor. Assault charges we broughtagainst him after he kicked a 13-year-old boyon his back for allegedly “not respecting” him(“Leader on assault charges”, People’s Post,3 August 2010).
At the time residents voiced concernsabout Shanmugan’s “leadership style”, stat-ing he often threatened them.
But Pretorius, who fought alongside Shan-mugan for services such as water, sanitation
and electricity, is adamant her friend mustbe remembered for the “good” he did in thecommunity.
“I did not know him as a violent person. No-body knows why he did what he did; that se-cret he took to his grave.”
A memorial service was held for the tod-dlers in Hillview last week. They will be bur-ied on Saturday.
. It is believed Shanmugan was buried inhis hometown in Durban yesterday (Mon-day).

Dear reader,
Last week I had the privi-lege and honour of meetingtwo inspirational communi-ty workers; Ebrahim Hull ofLansdowne and Ottery’sKeith Blake.
Both men are passionateabout serving their commu-nities, altruistically, andask-ing for nothing in return.
Charismatic Ebrahim vis-ited our offices and regaledus with his knowledge of thedynamics and pulse of bothyoung and old in his community.
Ebrahim has been a resident ofLansdowne for 38 years and is known as the“Mayor of Groenvlei”.
Day and night, he is always on call whenhis communityneedshim,but thishumble,modest man does not want praise, high-lighting instead the good work of other un-sung community heroes.
At one stage, Ebrahim was secretary offive different organisations simultaneous-ly, in addition to holding a demanding full-time senior job in the furniture business.
His concern for the challenges faced bysociety, especially young people, is toppedonly by the action he takes to address socialissues such as vagrancy, drug abuse andcrime.
Among others, he was thefounder of some communitystructures, has been in-volved in sport and culturalbodies, served his localmosque and was a radio pre-senter.
Luckily for wife Gadija,this is all in the past and Eb-rahim can now focus prima-rily on being a doting hus-band and father to his threesons and daughter andgrandfather to 12 grand-daughters and four grand-sons.
My meeting with Ebrahim was followedby a visit to Keith’s home and I was warmlywelcomed by Keith, his wife Tina, adorablegranddaughter and the family’s dog – whowas perhaps not so pleased to meet me.
A retired police captain, Keith is called“Kaptein” by the many underprivilegedpeople whose lives he touches.
With Tina at his side, he tirelessly servespoor communities and the couple alwayshave a meal for the poor who come knock-ing at their door.
Keith is a regular letter writer to People’sPost. Tina, he says, is his soulmate, hisvoice of reason and the editor of the numer-ous letters he sends us.
A gate they had recently put up, has hadto come down, they say, as it obstructs their
view of “their people” – referring to thehomeless and other needy people who cometo them for food.
Assisted by others like them and theirfamily, including three sons, the couple’sfocus is providing relief, love and prayerto residents in informal settlements andother underprivileged areas.
Over the years they have taken goodssuch as food, clothes and blankets to theneedy, ensuring that Christmas cheer pre-vails in the poorest of communities andproviding Easter eggs and pickled fish tohundreds of poor people over Easter.
Their prayers and public appeals have al-ways been answered abundantly, withtruckloads of goods coming their way andfinding its way through them to those inneed.
Both Keith and Ebrahim are spiritualpeople, expecting nothing in return fortheir good deeds which impact on hun-dreds, if not thousands, of lives.
Their philosophy, positivity and eternalhope in the face of despair provehowsignif-icant a difference one person can make;that it really does begin with one.

Gang activityGANG violence is once again plaguingthe greater Lavender Hill area.
The conflict is centralised to the areasof Lavender Hill, St Montague Villageand Seawinds, which fall within the po-lice precincts of Muizenburg and Steen-berg.
Steenberg police and the provincialtactical response team have conductedmany disruptive operations to curb theviolence.
Operations the past weekend includeda number of arrests; 14 for believed gangactivity, 25 for drug-related charges,and various drug and fire arm confisca-tions.
Rally to save Princess VleiTASMIN CUPIDO
PLANS to refurbish the open space ofPrincess Vlei into a natural fortress wastaken to a higher level on Saturday.
A People’s Rally, hosted by the PrincessVlei Forum (PVF), attracted more than 2 300people. The event also saw the signing of apetition to save thevlei frombeingdevelopedinto a mega-mall.
The proposed development by InsightProperty Developers is expected to comprisea 9090m² shopping mall and a 100m² taxirank, leavingonlya 30mbuffer strip fromthevlei’s shore for recreational purposes.
It has been a tug-of-war between the own-ers of the land, the City of Cape Town, theprovincial Department of Environmental Af-fairs and Development Planning and thoseopposing the development since the planswere initially submitted more than 15 yearsago.
In November the City’s Spatial Planning,Environment and Land Use ManagementCommittee (Spelum) turned down the devel-oper’s application for the extension of the re-zoning.
The developers, in turn, appealed to theMEC for Environmental Affairs and Devel-opment Planning Anton Bredell, who ap-proved the application for the land to be re-zoned from public open space to business.
But there is still no clarity on whether thedevelopment has received a final approvalfrom the City. And those in opposition to thedevelopment have decided to launch the Peo-ple’s Plan – a plan to refurbish the land andrecreational space, a walk-way around thevlei, a community garden, a market placeand an Environmental and Socio-natureCentre where the history of the Cape Flatswill be curated (“Plans for thePrincess”,Peo-ple’s Post, 5 June).
At the rally Philip Bam, chairperson of theLotus River and Grassy Park Civic Associa-
tion (Logra) and a founder of PVF said: “Oneof the wonderful things this campaign hasdone for us is it has brought us to realise whowe are – in this way they took away our herit-age and inheritance. Just as we are restoringthe fynbos here at the vlei, we will restoreour dignity.”
Also showing his support for the plan wasCosatu provincial chairperson Tony Ehren-reich.
“Don’t for a minute believe those who willtell you workers will stand with these bigbusiness interests because it will provide usjobs. We know we need jobs in this country,but much more importantly we know weneed to defend and sustain our heritage andthat is why Cosatu is standing behind thePrincess Vlei committee,” he said.
“This is not about politics and it is notabout race; it is about assuring ourselvesthat we must stand on the side of justice. Weneed places where we can come together asblack and white in a real space, like the Prin-cess Vlei. But those spaces are shrinking –they are being taken away, but they shouldbe expanding. We want to assure you thatwhile we will sign petitions and pray for thePrincess Vlei, we will also not hesitate tofight for the legacy of all our people.”

MORE than 700 residents of the greaterRetreat area joined forces against inade-quate policing last Friday, when theytook to the streets in a peaceful march.
Armed with posters and a loud speaker,the large group brought affected communi-ties such as Lavender Hill, Hillview, St Mon-tague’s Village and Capricorn to a standstillas they protested against poor service deliv-ery from both Steenberg and Muizenberg po-lice stations.
While this is not the first time the commu-nityhas taken this route tomake their voicesheard, organiser Lucinda Evans of PhalisaAbafazi-Bethu believes their demands willbe taken seriously this time. “The fact thatwe were able to stop traffic in Military Roadfor more than 40 minutes and that the com-munities stopped what they were doing andjoined us, is testimony to the fact they havehad enough,” she says.
The list of demands from the communityincludes better policing inareas fallingwith-in the Steenberg and Muizenberg police pre-cincts; adequate visible policing in informalsettlements; better handling of domestic vio-lence and sexual assault cases; a joint imbizowith Steenberg and Muizenberg police, Met-ro police and organisations in the affectedcommunities; better victim empowermentprogrammes from the provincial Depart-ment of Social Development and to have thearmy deployed in areas heavily affected bythe continuous gang violence.
“We need the joint imbizo to be held forus to plan a strategy to fight these ills thecommunity is faced with daily,” Evans says.
“And the army needs to be deployed assoon as possible. We have been plagued withcontinuous shooting sprees between rivalgangs for too long. The army needs to be de-
ployed here for at least six months. Theyneed to be here day and night. This fightingmust stop!”
Evans claims police visibility was ex-tremely high at the weekend – after themarch. “On Friday and Saturday every-where you looked, you saw police vans andofficers from both Steenberg and Muizen-berg police stations, and even the Metro po-lice,” she says.
“But on Sunday the visibility decreasedand there was another shooting in DoverCourt inLavenderHill. This is just a testimo-ny as to what the police presence means.”
Steenberg police spokesperson WarrantOfficer Hermanus van Dyk confirmed thatthe protesters handed over a memorandumdemanding better service delivery to Cap-tain Michael Rhoodie. “The station commis-sioner and head of crime prevention is look-ing into the matter,” he said.
Captain Stephen Knapp, spokesperson forMuizenberg police confirms they have re-ceived the memorandum and it is currentlywith the station commander.

HOVERING winter clouds were kept at baywhen an organisation stepped up to providesome Lavender Hill school pupils with a bitof sunshine.
The South African National Zakah Fund (San-zaf) launched their seasonal ‘Operation WinterWarmth’ at Levana Primary on Tuesday.
They provided more than a 1 000 learners witha warm meal, some winter gear, lamps and othergoodies.
Sanzaf representative Sakeena Bock says theychose the school because of the need in the com-munity.
“We identified it as a needy school because itis right in the heart of a poverty-stricken commu-nity faced with adverse social issues such as gang-sterism and unemployment.”
The excitement on the children’s faces clearlyshowed when they saw the Sanzaf vehicles pull-ing into the school grounds.
Principal Ivor Noble says many of his pupilscome to school hungry every day and depend ona meal from the Peninsula School Feeding Associ-ation.
“These children have the odds stacked against
them. They come from impoverished homes.They come to school hungry and with tatteredclothes.”
However, Noble says the school has been bless-ed with people who care, like Sanzaf.
“This helps us as teachers to fight for the chil-dren and it shows them there is good in comingto school. Many of these children are sucked intothinking that school has no benefit, but with or-ganisations like Sanzaf, it shows them we asteachers care, and other people care about themas well,” says Noble.
The theme for this year’s ‘Operation WinterWarmth’ is “growing young people” with the aimto support young people to move from dependen-cy to independency, says Muallimah Yasmine Ab-dulrazak from the organisation.
“We do not want them to live their life depend-ing on handouts,”
After singing some hymns and doing some funSanzaf drills, the rain came down, but it couldn’tkeep the smiles from the children’s faces.
Ruweidah Jansen, a Grade 5 pupil, says sheloves her winter pack.
“I asked my mommy to buy me gloves becausemy hands freeze in the morning, but she said Iwill have to wait till there is money,” says the girl.
“Now I have gloves, a beanie and a scarf!”.WARM AND TOASTY: Pupils couldn’t wait to try on their winter wear. They weregiven beanies, scarfs, gloves, a blanket and food.

The Lavender Hill Youth Community Out-reach and Development Project gets no finan-cial support – despite doing great work and sup-port. Getting this support is vital in sustainingsuch a project.
I believe it is the power invested in you, byGod, andyourpassion – supportedwith compas-sion and transparency – that makes you do suchwork.
I am never one to not complain or ask forhandouts to host a project. I tackle all problemshead-on, with the hope of bettering the lives ofour struggling communities.
I always put the community and childrenahead of myself. I motivate myself with prayersand often have conversations with God. This iswhat makes me seem so independent and welloff.I get the strangest requests for assistance andsupport, but I really don’t always have to give.Even though I would like to help, I do not alwayshave the means to do so.
Requests include assistance to pay schoolfees; support and financial assistance to burya resident; requests for food parcels and assist-ance with Letters of Demand for rental arrears.I have been asked whether the organisationcould borrow or donate funds to assist withthese matters.
As an individual I don’t have the capacity toassist each day. However, I can pick up a phoneand help where I can.
Sometimes I also go to bed with nothing to eat,but I always try to make a difference in the livesof those who approach me for help. I don’t havea car – I walk or take the taxi to where I wantto be. I also have friends who make sure I don’tgo to bed without a meal. This organisation willcontinue doing its supportive work, with orwithout monies, because money is a silent ob-ject which creates unpleasantness.

More deaf people must walkI AM deaf. At age of 54, I was thrilled to do thebig walk. I came second in the 10km in one hourand eight minutes. SIXTH SUPPLEMENTARY VALUATION TO THE 2009 GENERAL VALUATIONROLL (SV06) FOR THE FINANCIAL YEAR 2012/2013Notice is hereby given in terms of section 49 (1)(a)(i) of the Local Government: Municipal Property Rates Act, 2004 (Act no. 6 of 2004),hereinafter referred to as the “Act,” that the Sixth Supplementary Valuation Roll to the 2009 General Valuation Roll (SV06) for the financial year2012/2013 is open for public inspection at the venues as stated below as from 21 June 2012 until 31 July 2012. The forms for the lodging ofobjections are obtainable at these venues. In addition the valuation roll is available on the Council website as from 21 June 2012 (the address isprovided below).
Properties were selected to appear on the Sixth Supplementary Valuation Roll to the 2009 General Valuation Roll (SV06) Roll in terms ofsection 78(1) of Act if the property a) was incorrectly omitted from the Valuation Roll; b) has been included in the municipality after the lastgeneral valuation; c) has been subdivided or consolidated after the last general valuation; d) has undergone a substantial increase or decrease inmarket value since the last general valuation; e) was substantially incorrectly valued in the last general valuation; f) must be revalued for any otherexceptional reason; g) of which the category has changed.
In terms of Section 49(1)(a)(ii) of the Act, any property owner or person who so desires may lodge an objection with the municipal manager inrespect of any matter reflected in, or omitted from the valuation roll, within the abovementioned period.
Objections may only be lodged in respect of properties valued on the SV06 Roll. The owners of these properties will be notified of theirSV06 valuations in writing at the postal address currently held on the City’s database.
Attention is specifically drawn to the fact that in terms of section 50(2) of the Act an objection must be in relation to a specific individual propertyand not against the supplementary valuation roll as a whole. The forms for lodging an objection can be obtained from one of the venues listedbelow, and can be downloaded from the website. A separate objection form must be completed per property.

Rising star toshine at GalaxySINGER and rising star, Mario Ogle, will doa two week Cape Town tour to promote hisnew radio single, Crazy, from his album Su-perman.
He will perform at Club Galaxy on Thurs-day 21 June at 22:00.
The last two years have seen Ogle’s musiccareer explode.
His debut album, Can’t stop loving you,has just been certified gold by the RecordingIndustry of SA for sales in excess of 20 000copies – a great achievement for a local art-ist.
The album was nominated for a South Af-rican Music Award.
A few months ago, Ogle released his newalbum, Superman, and the title track be-came a big hit on Kfm, Heart 104.9 FM, Good-hope FM and other radio stations across thecountry. The music video has aired on TVand features special effects such as Ogle ‘fly-ing’ through space.
Most of the songs on Superman were writ-ten or co-written by Ogle.
The album features several upbeat, feel-good dance tracks, some soulful ballads anda semi-acoustic version of the Bee Gees songHow deep is your love, which is proving tobe very popular.
The song Techno fancy deals with how, de-spite the social media networks, two peoplecan still be alienated from each other.
Ogle’s music is starting to feature interna-tionally as well.
He was recently in Singapore, where histracks are doing well on two Singapore radiostations.

FALSE BAY rugby club are in dan-ger of being sucked into the relega-tion mire after losing their sixthmatch this season over the week-end.
The Constantia-based club current-ly occupy seventh place on the SuperLeague A table after gaining a totalof 14 points from the nine games theyhave played this year.
False Bay hosted SkotschekloofWalmers at Philip Herbstein on Sat-urday and should have been well rest-ed and brimming with confidence af-ter winning two games on the trot be-fore their bye the weekend beforelast.
The home side started off betterthan their opponents and it seemed asif everything was going to plan whenflyhalf Stef Swanich opened the scor-ing after only two minutes of play.
However, the visitors weren’t read-ing from the same script and theytook the lead six minutes later whenwing Ghafoer Luckan collected a chipkick into the goal area to score.
False Bay replied two minutes laterwith a drop goal from Swanich to re-gain the lead, but this would be thelast time they had an advantage onthe score board.
The hosts could not keep up withSkotschekloof’s high intensity gameand their defence was breached againin the 15th minutes when Zahier Ry-land cut through their line and putthrough a well-timed chip. Opensideflanker, Kuselo Moyake, collected theball to score the first of his two triesin the game.
False Bay launched several poortactical kicks in the game and onelead directly to a try when oppositionfullback Wilfred Pieterse gatheredthe ball and passed to outside centreDanwill Erasmus, who outpaced thehome defence to score underneaththe posts.
SKW started the second half with14 players after lock Anton Lambre-chts was sin-binned in the 38thminute of the first half, but continuedscoring with two penalties early on.
Adnaan Osman seemingly put thegame to rest when he scored Skot-schekloof’s fourth try in the 20thminute of the second half.
But the try seemed to lift False Bayand they started their fightback fiveminutes later with a try, and thenclaimed another in the 35th minute.
It seemed as if False Bay were ontheir way to staging a momentouscomeback, but SK Walmers repliedalmost immediately with a try fromMoyake to put the result beyonddoubt. The game finished with thescore at 39-21 to SKW.
In hindsight, False Bay’s bye theweekend before last seemed to breaktheir momentum rather than pro-vide them with much needed rest.
They will have another break thisweekend before entering a difficultrun of games that will see them playtwo sides to whom they lost to inApril.
False Bay host Durb-Bell, who beatthem 23-7 on Friday 29 June, thenplay Hamiltons – who won the re-verse fixture 49-3 in Greenpoint onSaturday 7 July. They will then faceSK Walmers again on Saturday 14 Ju-ly.

THE Kenpark U23 Arising Stars tourna-ment came to a thrilling end on Sundaynight when penalties were needed to sepa-rate Woodlands United and Glendene FCin the final of the competition.
Both teams went into the tournament withsignificant advantages over the other ama-teur sides who took part.
Therefore their presence in the final wasnot that surprising.
Woodlands United were able to call on theexperience and quality of the coach and sevenof the players who helped them win the DuluxIntercommunity Cup recently.
Glendene boasted the steadying hand of thecoach who guided their first team to a third-place finish in the Vodacom League, the thirdtier of South African football.
The final was a contrast of styles as Glend-ene played their free, attacking style through-out the tournament while Woodlands pre-ferred to sit back and launch quick counter-attacks.
However, it was Woodlands who took thelead in the fourth minute when Kyle Simmslotted home a loose ball after a mid-air colli-sion between the Glendene goalkeeper, a de-fender and a Woodlands attacker in the box.
It took only a few minutes for Glendene torestore parity when diminutive strikerFaizel Johnson scored after he chased downa neat through-ball.
The Mitchell’s Plain side regained the leadearly in the second half when Wesley Jassentapped home a low cross, but Glendene equal-
ised soon after through striker Shane Pat-tersen.
Glendene’s forwards threatened through-out the rest of the game and the ten minutesof extra time which followed, but neither sidecould score the winning goal, and penaltykicks were needed to find a winner.
In the end, Glendene won the shoot-out andthe game, and were crowned champions of
the tournament.Glendene coach Heshaam Ibrahiem says
that while he was happy with the victory, thebiggest prize his side won was the experiencethey gained at the tournament.
“We came to this tournament to developour boys, this is our U19 team. We’re givingthem a chance to be mentally strong andlearn how to cope with the pressure.
“They did really well and they played thestyle of football we want, with ball possessionand counter attacking from the wings and in-side.
“I’m very happy with the football weplayed. We did not come to the tournamentto win it. We actually came to develop theseboys,” Ibrahiem says.
The two finalists took vastly differentroutes on their road to the last match of thetournament, with Glendene scoring 11 goalsin their six games and Woodlands scoringjust two, drawing all of their games and win-ning on penalties in all three of their gamesin the knockout rounds.
The Mitchell’s Plain side drew their groupgames against Bayhill United, Battswood FCand Juventus 0-0 and overcame Strandfon-tein FC on penalties after another 0-0 drawin the last of 16 match.
Woodlands won through on penaltiesagain in the quarter and semi-finals afterdrawing Leeds Lentegeur and GreenwoodAthletic 1-1 respectively.
Glendene, meanwhile, scored eight goalsin the group stage, beating Stephanian Ot-tery 3-0 and Junction Rovers 5-0 before losingto Beacon Spurs.
They then won all three their knockoutgames against Heath Athletic, tournamenthosts Kenpark United and Mr PriceParkhurst 1-0 in the last 16, quarter-final andsemi finals respectively.
Juventus won the plate final of the tourna-ment after beating Kensington AFC 1-0.
Glendene players Shane Pattersen and Sha-hiedAbrahamsalso scooped the topgoal scor-er and player of the tournament awards.
