Marutleng Safety Health and En- vironmental Services has set for- ward the proposal for the bridge and plans are still in the early stag- es as “delicate negotiations” are currently underway. Commuters’ lives are in danger as the intersection becomes traffic heavy including buses, trains and cars using the level road crossing on Military Road. “Military Road currently acts as a major mobility route connecting the residential suburbs east of the railway line to the M3 Freeway and commercial and industrial activi- ties to the west. It also acts as an activity spine particularly to the east of the railway line,” a state- ment from Marutleng reads. In the motivation for the propos- al to have the bridge built, Marut- leng points out the level crossing is considered a high risk as a result of the amount of fatal incidents that have occurred at the crossing. “The Passenger Rail Agency of South Africa (Prasa) has embarked on eliminating high risk level crossings around the country, these level crossings are consid- ered high risk because of the amount of fatal incidents that has occurred at the level crossing. Four incidents were recorded at the Military Road crossing since 1994 to 2011,” the statement reads. “This level crossing has been identified as one of the highest pri- ority level crossings by the Prasa Rail Cape Region and has been ear- marked for elimination by means of a grade separation structure.” The duration of the project will be 18 months. Marutleng confirms a thorough public participation process will take place to inform all affected parties. A public meeting will be held to get feedback from the community regarding the proposal and to in- form of the plans for the construc- tion. A date is yet to be confirmed for the public meeting. Ward councillor Marita Pe- tersen says the idea of getting a bridge built at the intersection has been a “need for many years.” “Taking into account the amount of fatalities over the past ten years it might not sound like much. But it’s a case of one life too many at the end of the day,” Petersen says. She adds that commuters have been requesting for a bridge at the intersection as well and this was investigated. “The intersection is extremely traffic heavy and major interven- tion is needed,” she says. Petersen adds the bridge is a “welcome project as it will have a positive impact on traffic flow and commuters who frequently use the crossing.” “The safety of our commuters, pedestrians and motorists is of ut- most importance and with intro- ducing this bridge, we hope to see change with regard to reducing the risks of using the level crossing.” Metrorail spokesperson Riana Scott was unable to provide com- ment at the time of going to print. Rainbows of hopeThemessage ofmental health took to the

skies, thanks to the efforts of CapeMental Health.

As Mental Health Awareness Month getsunderway, rainbow-coloured kites andmes-sages on how to improve mental well-beingwere flown in St George’sMall on Thursday9 October. This was to increase awarenessand highlight the need for psychosocial re-habilitation programmes.Anna-Beth Aylward, programme manag-

er for Cape Mental Health’s Rainbow Foun-dation, says the event is a precursor to theannual Cape Town International Kite Festi-val.“Rainbows are seen as a symbol of hope

for people with psychiatric disabilities, andkites have become a symbol for the mentalhealth movement in South Africa,” shesays.The festival, now in its 20th year, is con-

sidered Africa’s biggest kite festival.Cape Mental Health’s October Mental

Health Month campaign aims to improvepublic awareness, highlight the need forcommunity-based services and advocate forincreased funding for psychosocial rehabil-itation programmes like the RainbowFoun-dation.Currently there are 24 Rainbow Founda-

tion groups that meet weekly, says directorof Cape Mental Health Ingrid Daniels.“It is possible to reducemental illness and

prevent relapses and costly re-hospitalisa-tion with appropriate and accessible com-munity-based mental healthcare.“But if mental healthcare continues to re-

ceive the lowest priority in budget alloca-tions compared to general medical condi-tions, as well as inadequate resources andinfrastructural development at communitylevel, there is not a family or a communityin this country that will not feel the impact

or carry the burden of mental illness.”Early diagnosis and treatment are vital to

rapid recovery and sustained mentalhealth, says Daniels.Cape Mental Health has some of the best

resources for people with psychiatric disa-bility in the Western Cape. “Together withour counselling programme we provide acontinuum of care, rehabilitation and com-munity support services to people with psy-chiatric disabilities. However, there is agreat need for the extension of our services,and funding remains a challenge.”

Cape Mental Health will run a series ofevents in the build-up to the kite festival onSaturday 1 and Sunday 2 November in Mui-zenberg. On Wednesday 29 October a PeacePark kite-fly with international kitingguests and children from Cape MentalHealth’s Special Care andEducation Centrewill take place in Khayelitsha.On Thursday 30 October a community

kite-fly will be held at Heideveld SportsComplex with school children, pupils fromCapeMental Health’s Special Care andEdu-cation Centre and international kiters.

A group of illegal land invaders arethreatening to take over various piecesof land in the Retreat area, claiming

they have nowhere to go and “just want aroof over their heads like somany other peo-ple.”The group of illegal invaders are planning

to move onto land which is vacant on PeterCharles Street in Retreat, open land behindCrestway High School and Nectar Road inRetreat, because they are tired ofwaiting forhousing.The land on Peter Charles Street and the

land behind Crestway High School is City-owned.This came after a meeting was held with

The United Homeless People’s DevelopmentAssociation NPO together with people whohave been on the housing waiting list foryears and by people who have been strug-gling to find housing.The illegal invaders are, however, being

told that strict action will be taken if theyinvade the vacant land.Ward councillor Jan Burger says the

group who plan to move onto these spacesshould carefully consider how they go aboutmoving onto the vacant land.“This illegal invasionwill definitely cause

problems for many people. Of course thisgroup of people should think carefully aboutwhat they do regarding illegal invasion,”Burger says.He adds that a major concern is the main-

tenance of an illegally invaded space.“If peoplewant to justmove in on land and

live there, they must be able to maintain it.The biggest problemswe face with illegal in-vasion is the dumping that follows and the

onus is then on them to clean it,” Burgersays.He adds that unauthorised occupation is

a serious offence especiallywhen threats aremade. “Thesepeoplehaveopenly threatenedto illegally occupy vacant land. It cannot bebrushed off lightly as anything is possible.People and residents need to be especiallyvigilant as their neighbourhoods could bevictims of these threats,” he says.At a previous meeting, Burger mentioned

that there weremany vacant pockets of landin Ward 72 and to prevent illegal dumping,the properties had to be enclosed and main-tained until it was ready for development.According to Burger, the land on Peter

Charles Street was also earmarked for ahousing development.“Notices should be put up at the various

vacant lands saying trespasserswill be pros-

ecuted. Thiswill prevent any illegal orunau-thorised occupation,” he says.After a previous meeting held with Sub-

council 20, a motion was submitted to havethe vacant land given or sold to religious or-ganisations or non-governmental organisa-tions given that the land be enclosed andmaintained until development takes place.After the meeting, Burger resolved that

the motion be submitted to Property Man-agement for review.“Property Management will have to re-

view the allocation of vacant land to reli-gious and community organisations. Thestipulation should be that these organisa-tions encloses and maintains the propertyuntil development is undertaken,” Burgersays.Mayoral Committee member for Human

Settlements Siyabulela Mamkeli says the

City of Cape Town considers illegal land in-vasion in a very strong light.“The City acts against illegal land inva-

sions as they undermine our ability todeliver a just, equitable and orderly housingprogramme,” Mamkeli says.He adds that the City will not tolerate

people who jump the queue and underminesthe City’s processes regarding housingallocation.“We must continue to protect a fair and a

systematic housing delivery process,”Mamkeli adds.Despite numerous attempts to get com-

A six-year-old boy tragically lost his lifea day after drowning at the WynbergSwimming Pool.

Aneek Neil, fondly known as Ballie, lefthome excited for a swim with a friend onMonday 6 October but he never returnedhome to tell about his day.

His guardian, Amina du Toit, was shat-tered by the news when boys came runningto her door to share the news.

“They came running to my door andknocked furiously for me to open. When Iopened they told me ‘aunty Mien, Balliedrowned and is dead’. I immediately feltfaint,” Du Toit recalls.

The moments following the news are ahaze to her.

“I just had to find out what was going onso I called to the number provided for Wyn-bergpools. I asked themwhathadhappenedand they confirmedBallie drownedandwasbeing transported to Red Cross Hospital,”she says.

Du Toit was taken to the hospital whereshe was met by Aneek’s mother, Bridgitte,waiting next to his bed. He was on life sup-port. “The doctor told us he had a veryweakpulse and severe spinal injuries. His facewas purple,” she says.

Aneek was taken into Du Toit’s homefrom a young age and has grown to becomepart of her family.

“He would always come around to myhouse and told his mommy that he wouldplay at my house for the day. My childrenreferred to him as their brother,” du Toitsays. Du Toit says Aneek often went outwithneighbours andalways returnedhomesafely.

“He will be remembered as a sweet, lov-ing talkative boy.”

Family and friends have been left with

many questions after the incident and be-lieve the incident was a result of a gamegone wrong.

“A CAT scan was done and it was foundthat his one lung had also collapsed. Howcan a child do up such serious injury if hewasn’t hurt in any way before drowning?And where were the lifeguards to preventthis?” Du Toit questions.

Mayoral Committeemember for Commu-nity Services and Special Projects BelindaWalker says no foul play is suspected andlifeguards were on duty.

“They noticed the child was in distress inthe shallow end of the pool. He was pulledout of the pool and he was not breathing.”

She says they then commencedwith arti-ficial respiration and cardio-pulmonary re-suscitation (CPR) until the paramedics ar-rived and took over. Aneek was resuscitat-ed but had a weak pulse, she adds.

Walker explains precautionarymeasuresare in place to restrict small children fromthe main pool.

“Well-trained and competent lifeguardsare on duty at the City’s swimming pools.There are also notices erected at the en-trance with the applicable rules for usingthe pool. One of the rules is that childrenunder the age of sevenyearsmust be accom-panied by an adult,” she explains.

Walker says the City is “deeply saddenedby this and our hearts go out to the familyduring this distressing time”.

“We are committed to doing all we can toensure the safety of our pool users. We askthat parents and guardiansworkwith us bykeeping an eye on their children in collabo-ration with the City.”

the Cape Peninsula.Statistics reveal that 12% to 14% of

would-be waste was diverted from city land-fill sites as a result of City of Cape Town im-plemented home composting programmesduring the last financial year.According to a City statement, an average

of 21kg of household organic waste filtersthrough its waste stream every month.But composting can change this, as re-

vealed by a City-conducted study.The investigation, run over nine months,

tested how much organic waste divertedthrough individual or community; how sus-tainable home composting would be; wheth-er the project would change residents’ atti-tudes with regard to disposal of waste; andthe impact of the programme on carbonemissions.A total of 677 people from four areas and

different economic backgrounds participat-ed in the study.It also included two schools and a commu-

nity organisation with a food garden.Participants were provided home com-

posting containers and educational materi-al, and were asked to measure the volumesof kitchen and soft garden organicwaste col-

lect from March to November last year.“More than 38 tons of household organic

waste was recorded as being diverted fromlandfill at an average of 16.92kg per house-hold a month. The figure is based on the av-erage of 41% participant feedback data re-ported a month,” the statement reads.“For the community-based organic waste

drop-off sites, a total of 13.1kg, per compost-ing container, of organic waste was divertedeach month.”In addition, a number of questionnaires

revealed that up to 90% of home composterssurveyed previously disposed organicwasteinto their wheelie bins.By the final questionnaire, 78% of the 239

respondents composted at home.“In a programme where buy-in from the

public is so crucial, these statistics are veryencouraging”, says Mayoral Committeemember for Utility Services, Ernest Sonnen-berg.“As a result of these figures, the City’s De-

partment of Solid Waste Management aimsto further explore how best to implementsuch a scheme.”“Sources of fundingwould need to be iden-

tified and different funding and consumereducation methodologies explored.”

It will be a clash of the titans when AjaxCape Town host Kaizer Chiefs in the Pre-mier Soccer League (PSL) at Cape Town

Stadium on Sunday.The encounter pits the first and second-

placed teams in the country’s top footballleague against each other.

The Urban Warriors will look to continuetheir impressive winning home recordagainst the Amakhosi when they take to thefield.

The Cape has not been a happy huntingground for StuartBaxter’s charges – theyha-ven’t beaten Ajax at home since the2009/2010 season. Their last two visits toCape Town saw them go down 3-1 (May lastyear) and 1-0 (November last year).

But continuing the winning run againstChiefs in the Mother City will not be an easyfeat for Roger de Sá’s troops. The GlamourBoys are the only unbeaten team in theleague, having won all seven their matches.

Ajax boast a near-flawless record as well.Theyhavewon fourmatches, drawn twoandlost only one – their last PSL encounter be-fore the commencement of the TelkomKnockout Cup (TKO) and the internationalbreak.

Only Mpumalanga Black Aces have been

able to pip the Capetonians’ this season,when they defeated them 0-1 at MbombelaStadium in Nelspruit on Saturday 27 Sep-tember.

However, the Urban Warriors got overtheir first loss with ease, as they beat 3-0 Ac-es in the TKO at Cape Town Stadium a weeklater. Striker Thabiso Nkoane (two) and de-fender Abubaker Mobara’s goals helpedtheir side to a quarter-final spot in the pres-tigious competition.

The PSL clash between De Sá and Baxter’sboys will undoubtedly dish up some excitingfootball, with Ajax (14) looking to close theseven-point gap Chiefs (21) has on them.

The last time the two sides met in Polok-wane in March (last season), the Amakhosicame out on top with a 2-0 victory.

At the back of skipper Travis Graham andhis crew’s minds will also be their next PSLclash and the TKO quarter-final. Bothmatches will be played the week followingthe Chiefs clash.
