This was revealed by Visible Po- licing commander Lieutenant- Colonel Adriaan Saulse at a meet- ing on Friday 19 September fol- lowing the release of the annual crime statistics. Station commanders from the Wynberg Cluster which includes Steenberg, Grassy Park, Diep Riv- er, Wynberg and Kirstenhof po- lice stations aired their views on the figures, concerns and success- es The meeting was chaired by Visible Police Cluster Command- er Lieutenant-Colonel Jan Meyer who said overall the cluster statis- tics indicate a decrease in crime across the five precincts. In the past year more than 500 wanted suspects have been arrest- ed and just under 2 000 people ar- rested for drug-related crimes. Meyer said in the past year 65 illegal firearms had been confis- cated in the cluster and 1 678 drug- related arrests executed. “Steenberg and Grassy Park contribute the most to drug-relat- ed crime in the cluster,” he added. Wynberg Police Station came out tops and was rated as the best performing station in the cluster over the past five months while Grassy Park Police Station was rated the worst. Saulse said in the past year 15 men from the Junky Funky’s, Americans and Corner Boys had received sentences ranging from five to 10 years for the illegal pos- session of firearms. He explained they have focused on illegal firearms since the flare- up of gang violence in Lavender Hill, among other areas. “There are often fights between gangs in Lavender Hill and Seawinds. This remains a con- cern,” he said. According to the annual statis- tics which focus on the period be- tween April 2013 to March 2014, murders in the Steenberg police precinct increased from 22 cases to 42. Attempted murders have de- creased from 60 to 29 cases. During this time 1 273 drug-re- lated arrests were executed which is a decrease from the previous year where there were 1 630 cases. Saulse said police were grateful for the help from neighbourhood watches and the Community Po- lice Forum (CPF). “They have really assisted po- lice and in the coming months we will be focusing on street commit- tees, illegal firearms, drugs and gangs,” he added. Kevin Southgate, chairperson of the Steenberg CPF says the sen- tences handed to gang members is welcomed. He explains murders and aggra- vated robbery are the communi- ty’s biggest concerns. Southgate believes robberies are a result of alcohol and drug abuse as users find ways to fuel their addictions. According to the statistics ag- gravated robberies have in- creased from 142 cases to 183, while common robbery has de- creased from 130 cases to 118. “The recovery of firearms is commendable and we have seen the partnerships with police im- prove, but we still have a long way to go,” Southgate adds. Captain Daniel Dono, head of the Wynberg Family Violence, Child Protection and Sexual Of- fences (FCS) Unit, said through- out the year a disturbing trend de- veloped in the Grassy Park and Steenberg police precincts. He says sexual crimes are re- ported and then withdrawn as the offenders are breadwinners. “There have also been cases where women are upset at their partners and falsely accuse them of raping or molesting children,” he adds. In Vrygrond and Seawinds which form part of the Muizen- berg police precinct contact crimes which include murders, sexual crimes and assaults have shown a decrease. Attempted murders and robber- ies, however, have increased. Common robbery increased from 134 cases to 163 cases while aggra- vated robberies increased from 192 cases to 221. Muizenberg station command- er Colonel Dorothy Xesha says over the past year they have grap- pled with taxi violence, gangster- ism and alcohol and drug abuse. She says an increase in robber- ies are a concern and police fo- cused on increased visibility to tackle the problem. Muizenberg police increased their arrests for drug-related of- fences from 519 cases to 540. This, Xesha says, is due to a proactive approach to substance abuse. Illegal shebeens in Vrygrond and surrounding areas are also a concern. Xesha says in the past year 158 operations have been carried out and 20 255F of alcohol were confis- cated. In the Muizenberg police pre- cinct illegal shebeens have been reduced from 83 to 53 outlets. BUSTED: Steenberg police are keeping a watchful eye on illegal firearms and gang violence. Do criminals who have completedtheir sentences deserve a secondchance?

This was the question posed by theDepartment of Correctional Services ata public meeting last week.Ntobeko Mkhetshane, area commis-

sioner for Pollsmoor Prison, painted ableak picture of the conditions at thecorrectional facility.He said that unlike other institutions

like schools, prisons cannot turn of-fenders away. “We are bound to acceptanyone sent here and this is where theproblem starts,” he said.According to Mkhetshane, the prison

is overcrowded and had exceeded itslimit by almost 100%.Pollsmoor was designed to accommo-

date just over 4000 inmates but current-ly houses 8104 prisoners.In the adult women’s section there

are currently 359 inmates who havebeen sentenced and 322 inmates whohave not yet been sentenced.“Of these women, 24 of them have ba-

bies. This means there are 24 innocentsouls behind bars,” he said.In the women’s juvenile section,

there are 34 unsentenced and 18 sen-tenced.In this section, the women are aged

between 18 and 20.In the under 17 section, there is one

girl who has been sentenced and ninewho have not yet received their sen-tences. In the men’s section there are2988 inmates who have been sentencedand 4423menwho are waiting to be sen-

tenced.There are 643 male juveniles who are

waiting to be sentenced and 254 whohave already received their sentences.In the male under 17 section of the

prison, there are also 18 boys who havebeen sentenced and 34 who have not.Mkhetshane said it is for this reason

communities needed to be willing to ac-cept parolees. “They came from thiscommunity and will return to this com-munity. If you reject them they will notbe able to leave a life of crime,” he said.Willem Stipp, head of the community

corrections department in Cape Town,explains parolees are continuallymoni-tored. It is important for communitiesto familiarise themselves with paroleconditions, he continues.One of the common misconceptions

is that if a parolee has been placed un-der house arrest, it means they cannotleave their homes at all. “This is not thecase. Each individual has different con-ditions, which is monitored by us,” hesaid.Stipp also informed those in attend-

ance about a new electronicmonitoringsystem where parolees are fitted withelectronic bracelets to monitor theirmovements.In theWestern Cape, 73 parolees have

been fitted with the bracelets.“If someone is on the move or in an

A popular butchery in Retreat has beenordered to close its doors for threeweeks following a health inspection.

Doelies Halaal Meats in 10th Avenue wasclosed by City of Cape Town officials on Fri-day 19 September just before midday.The establishment is operated byMGWil-

liams, known for the Grassy Park franchiseCassiem’s Warme Worsies.After conducting site inspections of his

own, Councillor Jan Burger alerted authori-ties to inspect the premises.“I normally drive around the area to con-

duct inspections. While driving down 10thAvenue, I saw what looked like blood drain-ing into the stormwater pipes,” Burger ex-plains.Althoughhe did not conduct an inspection

inside the butchery, he alerted authoritiesto investigate the irregularity.“Obviously I’m not an inspector and can-

not close down a business at my own will,so I immediately alerted authorities. Theysent out a health inspector and an investiga-tion was launched,” he confirms.Senior environmental health practitioner

Xolani Oliphant was sent to investigate.He noted “quite a number” of health and

safety hazards.“The drainage system is either blocked or

defective thus causing wastewater, such astraces of dye and fats, of the processing plantto run off onto the street,” Oliphant says.“The processing plant, including the wall,

floor, ceilings and equipment, are in a horri-bly filthy state.”Added to these concerns was the fact that

the business is not in possession of a valid

certificate of acceptability to handle andprocess meat products.The butchery employs more than 30 staff.Williams declined the opportunity to com-

ment.The matter is a multi-faceted complaint

and Oliphant has since forwarded an urgent

complaint to various City departments.“I have forwarded the complaint to vari-

ous departments including fire, buildingcontrol and water pollution so that joint ac-tion may be taken against the owner,” Oli-phant says.Upon People’s Post’s arrival at the busi-

Small business owners are demandingaction after they discovered they arebilled at higher electricity tariffs.

Outraged members of the Retreat Busi-ness Forum (RBF) allege this a new way forthe City of Cape Town to “fleece small busi-nesses to increase its coffers”.The affected business owners noticed a

service charged was added to their monthlyaccounts.One business owner who usually uses less

thanR100worth of electricity permonthwasbilled an extra R712 on his latest statement.RBF secretary Kevin Southgate says the

owner was on a lower usage tariff, but wasplaced on a higher usage tariff without hisknowledge.“Business owners feel aggrieved at having

to pay these exorbitant amounts withouthaving been consulted. We feel we are beingunfairly targeted,” he fumes.“The business owner only uses electricity

to power a cash register and two lights. Thiswas queried at the City and hewas informedthat all property ownerswhose property val-ues exceeds R300 000 were advised to installprepaid meters by 31 July.”In response, Mayoral Committee member

for Utility Services Ernest Sonnenberg,says: “A public participation process wasprominently advertised and has sinceclosed. If business owners would like to re-access the Small PowerUserTwo (SPU2) tar-

iff, they will have to have a prepaid meterinstalled.“We will then reverse any adjustments up

to the date of application.”However, Southgate says, business own-

ers feel targeted and used – to subsidise are-as where electricity is stolen or illegallytapped into.But Sonnenberg maintains business own-

ers were duly informed of the proposedchanges.“Notices were printed in the daily and

community newspapers in February andMay. Furthermore, a notice was placed onthe May and June accounts of affected rate-payers,” Sonnenberg says.“The service charge that has been added

to the accounts of somebusinesses is a resultof their account being migrated to the SmallPower User One tariff.”Consumers qualify for the SPU2 tariff on-

ly if they applied for a prepaid meter byTuesday 1 July at their own cost, Sonnen-berg adds.“The SPU2 tariff assists small businesses

whose consumption is below 1 000kW permonth. As a result of recent policy changes,this tariff is only accessible to those makinguse of a prepaid system,” he explains.“The City goes to great lengths to ensure

that the viability of its local economy is notjeopardised by those who use electricitywithout paying for it. It was with this inmind that this change in policy was imple-mented.”The Cape Chamber of Commerce and In-

dustry releaseda statement, stating it has re-ceived “widespread complaints” from smallbusiness owners relating to the increase incharges.The statement reveals that the City is ex-

tending the use of daily service charges tomore customers.

This is resulting in increases of up to223%.Chamber president Janine Myburgh says

in a press statement: “The most shockingthing about the increases is that there hasbeen no warning and no consultation withcustomers.”

Celebrating local musical talentSince July this year the Sun-

days of Legends music serieshas grown in stature.

The series is geared at embrac-ing musicians and groups who arecelebrated internationally and lo-cally with their original composi-tions and arrangements.

Conceptualised, developed andmanaged by Trevor Davids – withmusic direction by multi-instru-mentalist, composer and arrangerHilton Schilder – Sundays of Leg-ends is a livemusic platformwhichcelebrates the legacy of local art-ists.

It is also a platform for emergingSouth African musicians, song-writers and composers.

Each event uniquely showcasesthemusic of a local music icon rep-resented by the musicians whoshared the stage and studio withthem.

The Sundays of Legends eventstake place on the last Sunday ofeach month until November.

It will again be held from Janu-ary to July next year.

A gala event, A Night with theLegends, is planned for the latterhalf of next year.

This concert will collectivelyshowcase themusic of all the iconsand includes a 27-piece orchestrato accompany the selected ensem-bles.

A second series will also belaunched at the gala event.

The series is hosted at The PizzaShack in Enslin Road, Ottery.

As a result of the limited vantage

points of the stage, high qualitysurround sound with viewingscreens is strategically placedaround the venue to provide everypatron with a full-blown audio-vis-ual experience.

The series was launched on Sun-day 27 July showcasing the musicof Tony Schilder.

Robbie Jansenwas the star of theshow on Sunday 31 August.

Both events were attended by

about 900 people and a further esti-mated 2 500 views linked to the livevideo stream via the internet.

All the eventswill be streamed inthe same way and will also bebroadcast live on radio.

Open Mosque defies traditionASTRID FEBRUARIE

The first Jumu’ah of the newlyestablished Open Mosque inWynberg passed without inci-

dent.This despite threats to over-

throw the operation and physicallyharm the founder of a new masjid,Dr Taj Hargey.

However, a group of protestersgathered outside the Lester Roadbuilding as Hargey led the firstprayer.

The Open Mosque, which aims toattract “forward thinking” mus-lims, opened its doors to worshipon Friday 19 September. It is be-lieved about 20 worshippers at-tended the service.

During the run-up to the open-ing, those in objection to themosque voiced their concerns thatthe institution, once open, will notconform to Muslim beliefs. Threatsto damage the property were alsouttered and Hargey says he re-ceived physical threats.

The Muslim Judicial Council(MJC) reportedly also raised itsconcerns, investigated the matterand requested Muslims boycott theOpen Mosque.People’s Post attempted to gain

MJC comment, but these attemptswere futile at the time of going toprint.

The institution is the first of itskind in South Africa, Hargeyclaims.

“The new mosque is an entirelyindependent, non-sectarian insti-tution that prides itself in having

no formal links with other Muslimgroups,” he says.

“It is a gender equity institutionwhere men and women are on parand equal in conformity with theHoly Qur’an’s clear directives.”

This, he adds, does not refer tosexual orientation, but merely re-inforces that there is no discrimi-nation at the Open Mosque.

Following the threats directed athim, Hargey tells People’s Post hefears only God.

“If people are opposed to thismosque in the in the name of Islam,they will be held accountable by[Allah],” he says.

“I have been called a homosexu-al, an heretic and a charlatan – thisis all lies. The argument is stillpushed upon me, but the truth isthat we need a major revolution inIslam in South Africa – a revolu-tion that will democratise the reli-gion to get away from the clergy;where individual Muslims havethe right to self-empowerment andthe right to make decisions inde-pendently.”

A belief or theory that allmosques are open was integral inHargey’s decision to open the insti-tution.

He struggles to understand, heexplains, why then there is such abig issue and so much tension di-rected at the new mosque.

“I have come across cases whereI have asked people who practiceIslam where in the Qur’an it saysthis is wrong, but they cannotquote the chapter or verse. This iswhat we [at the mosque] are pro-testing about,” he says.

The Open Mosque aims to wel-come “open-minded” people in thefuture.

“We want to see critical thinkingand forward looking Muslims inthis masjid,” he says.

Whether women will have theopportunity to lead prayer in themasjid remains in question, butHargey has not set the idea aside.

“We do not exclude this possibili-ty, but if – and when – the congre-gation matures and demands this,we will definitely do it. We won’texclude the possibility,” he ex-plains.

According to the Qur’an, Hargeysays, the Prophet Mohammed al-lowed women to lead mixed-genderprayers on several occasions.

“This has been hidden from thepublic, because it is the clergy’sway or no way,” he claims.

Hargey believes everyone has aconstitutional right to religiousliberty and those who “don’t like itand don’t like the Open Mosqueshould just leave them alone”.

“This is a peaceful place of wor-ship,” he says.

Watching them strut theirstuff on the wooden rinkis like something from a

movie.Think Roll Bounce, the flick in

which young Americans spendtheir summer holidays at a rollerskating rink in the 1970s. Butthese teens do not just glidearound the rink – cool tunes,rhythmic moves and groovy for-mations accompany their groupperformances.

Six Mitchell’s Plain youth aredoing just that while the openingchords of Michael Jackson’sThriller blares from the speakersas they prepare to commencetheir routine. Theatrically thegroup set off in formations, sway-ing in sync and enthralling theiraudience.

This routine won them gold atthe South African Roller SkatingChampionships in Motherwell inthe Eastern Cape at the begin-ning of the month. The Mitchell’sPlain Skating Club youths com-peted in the junior section,where they did battle against 11teams from clubs across thecountry.

And the achievement is quite afeat for the young skaters and theclub. “The club was establishedmore than 10 years ago, but wemainly focused on speed skat-ing,” says chairperson Nabu-weya Abrahams.

“We only introduced artisticskating at the club in Decemberlast year.”

The gold-winning youths –Caleb van der Westhuizen, Ra-keen Ontong, Tashreeq Abra-hams, Shakoor Essop, NgenisoGoiyela and Nashiema Abra-hams – are aged between eight

and 13. They all live in Mitchell’sPlain.

“Some of the skaters only start-ed skating recently, but theywere persistent in wanting tolearn. Over the months theirabilities improved tremendous-ly,” Abrahams explains.

“In the end, their hard workand commitment paid off andthey won gold in their first na-tional competition.”

She further explains the tour-nament was the first of its kind,as the sporting code is not “aspopular as it is in other coun-tries”.

“Many of the skaters wereshocked to see the level of skatingwhen they arrived in the EasternCape,” Abrahams recalls.

“When they saw the way theother skaters performed, theydoubted their own abilities andquestioned whether they wouldbe competitive. They neverthought they would win gold.”

Team coach Vusikhaya Stali isproud of the team’s performance:“The championship win will on-ly strengthen and encourage theyoung ones to train harder. Theskaters had lots of fun and it wasan awesome experience for all ofthem. The children realised hardwork does, indeed, pay off.”

As the SA Speed SkatingChampionships, which will beheld next March, approaches theclub will focus on in-line speedskating in the coming months.Theclubuses theTafelsigFamilyYouth Centre or Swartklip In-door Sports Centre as its traininggrounds. They train on Satur-days from 10:00 until 13:00.

Muzammil Sheik is happiest when he’s wear-ing pads and a helmet.It’s the choice of ball andwillowwhich dif-

fers for this 17-year-old in the sporting world – acricket bat or hockey stick.While he stumbled upon hockey by chance, Muz-ammil has been playing cricket “ever since I canremember”. And while he may one day have thetough decision of choosing between the two sport-ing codes, he is continuing to ride the wave of hisrecent success and always giving his best at both.The Rylands Estate resident was recently namedinSouthAfricanunder-18hockey teamtoplay testsagainst Australia. He was also named in the West-ern Province under-17A team for the Cricket SouthAfrica under-17 Week in Johannesburg in Decem-ber.“I love both cricket and hockey; my passion forthe sports is what fuels my desire to play,” he says.“I am at my happiest when I am playing sport– the thrill of hitting sixes, outwitting the bowleror stopping a brilliant drag-flick is what motivatesand inspires me.”Muzzi, as he is fondly known, was selected asgoalkeeper for the SA and WP under-18 hockeyteams. But, he says, he has played as an outfielderand striker for his club, Central Hockey Club.In cricket, he shows his mettle as a middle orderbatsman (four or five) and can bowl and keepwick-et as well.The Rondebosch Boys’ High School pupil says hestarted playing hockey “almost by mistake”.“When I attended Pinelands High School, theschool had a tour to the Eastern Cape. They neededa goalkeeper and asked if I would be interested,”he explains.“I agreed and twoyears later I amreally enjoying

the experience.”Muzammil remembers his selection to theRondebosch Boys’ High School first cricket teamand scoring his first century against Bishops at theage of 12 as his most memorable moment on thecricket field, while his favouritemoment on the as-troturf came from his three-time selection to theSA under-18 and under-16 squads; the latter beingtwice.He has played representative cricket since un-der-13 and has travelled to, among others, Dubaiand Holland, to hone his skills. “I most value thefact that I am blessed to be able to play these sportsand that I am allowed so much opportunity to doso,” Muzammil says.“I am also looking forward to my school’s tourto Europe – Holland, France and Belgium – nextyear.”And as with most school sport stars, the Grade11 pupil tries to juggle his sporting careerwith aca-demics. “Balancing sport and academics is verydifficult and I try my best to do it. My parents arealways onmy back about my academics and I hopeI don’t disappoint them,” he says.“In the future, I would love to study somethingin sport science while playing professional sport.After matric I want to take a year off studying toplay cricket and hockey in Holland, the Mecca ofhockey. I also want to play for the Cape Cobras andthe Proteas one day.”The former Rylands Primary School pupil, whois also amember of the RBHS first soccer team anda keen swimmer and golfer, credits his parents andsiblings for his success. “They have been my rock– without them, I would not have achieved 20% ofwhat I have thus far,” he says.“Mymomhasnevermissed amatchwhich Ihavebeen involved in – be it hockey or cricket. Andwhile my brother and sister are not as much intosport as I am, they have always supported me.
