Aproposal to extend the Retreat WasteDrop-off facility is giving locals head-aches – even before any plans have yet

been approved by the City of Cape Town.There are fears that the facility, in 10th

Avenue, will create further traffic conges-tion and the introduction of a wood chipperwill contribute to concerns of noise andhealth issues.

Retreat resident Kulsum Abbas says sheheard about the proposed extension and im-mediately raised concerns with council.

“Our area is already flooded with heavyvehicles and now they (City) is talking aboutmaking this facility bigger to allow evenmore people to dump,” she says.

“We, as the residents, will have to put upwith all the problems.”

Abbas confirms she has objected to the ex-tension, but feels it will fall on deaf ears andcouncil will continue with the extension.

The City expects the facility to receive anincrease in the volume of garden and build-ing waste due to the imminent closure of theLadies’ Mile Public Drop-off Facility. TheCity is now proposing to expand the Retreatfacility by 2500m² to allow the chipping ofgarden green waste.

Thedrop-off sitewas recently inspected byan environmental consultant fromResourceManagement Services (RMS) who suggestedthe following in response to the reportedproblems.

With regard to complaints around thenoise, she adds that a noise specialist hasrecommended that the wood chipper be en-closed with acoustic panelling to mitigatepossible noise impacts. This activity will al-so be restricted to the hours of 09:00 to 15:00fromMonday to Friday, 09:00 to 13:00 on Sat-urday and there will no chipping on publicholidays and Sundays, to mitigate the noiseassociated with chipping.

Kathryn Jolly, consultant, explains thatthe drop off currently receives and tempo-rarily stores less than 100 cubic metres ofwaste at a time, which does not require awaste licence.

“To prevent illegal dumpingwithin the ar-ea, theCityproposes to extend theoperation-al hours (to only drop off materials) of thefacility,” Jolly says.

Kevin Southgate, secretary for the RetreatBusiness Forum, claims the whole commu-

nity has not been properly informed aboutthe plans to extend the facility, but feelsthere should a degree of summing up theproblems before writing off the extension.

“One does not just want to shoot down theidea, but we also would like to come up withsolutions to the problems,” he says.

Southgate confirms that the forum plansto discuss the issues around the extensionin their meeting.

Mark Russouw, secretary for the Langev-lei Ratepayers and Residents Association,says themain concerns are around the intro-duction of a wood chipper as well as the in-creased traffic volumes.

“We have not received complaintsthrough the association, but we have beentold that residents have complained to theCity. I do feel that the traffic will be heavilyimpacted, because extended it by 2500m2 is

not a lot,” he says.Russouw adds that the association would

have rather liked to see the facility beingmoved to an area more suitable for a dropoff facility and expects further complaints tostream in once the proposed plan comes intoeffect.

Ward councillor Jan Burger explains thatthe area has always been plagued with ille-gal dumping and extending the drop off facil-ity was always in the pipeline.

“After the drop off facility in Ladies Milewas closed, it has become a priority to intro-duce a wood chipper at the Retreat facilityto avoid the dumping problems from spiral-ling out of control,” he says.

Burger confirms that the City are plan-ning to introduce yet another drop off facili-ty between the Walmer Road, the M5 High-way and proposed R300 Freeway, with plans

having already been drawn.“Wenowonly have to get the different per-

mission from the various departments, butwe have realised that having these drop offfacilities in our area is of vital importance,”he says.

Complaints regarding the extension of thedrop off facility in Retreat are somethingBurger is fully aware of, but he encouragedpeople to come forward and lodge objectionswith the City.

Burger was informed about concerns oftraffic volumes increasing in the area.

has unlocked a “massive in-crease” in the willingness to payhousing accounts, a councilspokesperson says.In the 18 months the pro-

gramme has been running, thenumber of debtors paying forcouncil-owned rental housing hasincreased by 17%, while pay-ments in accordance with theCity’s selling scheme based onmortgage payments have in-creased by 40%.This has been achieved despite

the harsh economic environmentthat continues to place pressureon the poorer residents of CapeTown.Rental cash collection rates

have increased significantly withalmostR1mcollected additionally

when comparing August 2012 andJuly 2013.The money collected is used to

maintain and upgrade rentalstock.Account holderswho strug-gle to get to the City’s many paypoints have the additional benefitof making payment from theirhomes.Council tenants with amonthly

household income of less than R3200 also have access to the City’sHousing IndigentGrant – they on-ly pay what they can afford.No effort is spared to prevent

evictions, the spokesperson in-sists.In January last year, TraceOn-

linewas contracted to roll out thiscitywide project.Agents engagewith the account

holders at their homes and do notonly collect monies owed.They also help account holders

with debtmanagement advice, as-sisting with debt arrangements

and providing education on debtand financial management aswell as on City policies.On average, the agency sends 35

000 textmessages to account hold-ers per month to help them withthe payment processes.They also offer incentives for

payments in addition to the exist-ing scheme that the Human Set-tlements Department offers.Between August 2012 and July

this year, almost 3 000 additionalresidents have been registered asindigent grant holders.An additional 2 830 residents

have entered into the City’s Hous-ing Debt Management Pro-gramme, bringing the totalnumber of households with debtrescheduling arrangements tomore than 12 500 households.TheCity, the largest landlord in

the country, manages 43 451 rent-al units and 19 778 sellingschemes.

Efforts to promote tourism in the off-sea-son in SANParks has caused a stiramong Capetonians.

Cosatu provincial secretary Tony Ehren-reich questioned SANParks’ motives withthe special price days for locals in a letteraddressed to the board of directors.“Whatworking family can go to a national

park during the week or on a Saturday?” heasks. “These are days when working fami-lies are working hard to make ends meet, orhas your board been removed from the reali-ties of working people for too long?”He says the measure is supposed to en-

courage South Africans to visit nationalparks and to give their children an educa-tional experience.“The sad reality is that mainly white up-

per-income families can go to the park on thedays that you give them free access,” hesays. “This section of society does not needyour freebies to encourage them to visit na-tional parks, as they have no shortage ofmoney.”Ehrenreich says the use of the cableway

to get to the top of Table Mountain on a dis-count rate favours the wealthy.He says if SANParks was serious about

giving ordinary SouthAfricans access to theoverpriced national parks, they’ll make itavailable on Sundays, too.

“This is the day working families can af-ford to notwork and take their families out,”he says.Ehrenreich criticises the SANParks

board, whom he believes should transformthe society, but have instead been assimilat-ed into the systemandnowsee themarginal-isation of working families and the poor asnormal.Singlemother StaceyDavids says the cost

to go up the cableway depends on howmuchone earns. “For rich people it’s affordable,but for many lower-income families it’s avery expensive venture,” she says.CommunityworkerAashiqNewman says

he’s only gone up the cableway once becauseit is an expensive activity.“TheCity of CapeTownneeds to intervene

and find solutions for locals to access the ca-bleway more frequently,” he says.Randall April is a community safety vol-

unteer and says many children who live onthe Cape Flats have never used the cable-way.“The operating company should not think

about profit, but what they can do for thecommunity. An effective solution would beto create a package for schools and pension-ers to access it more frequently,” he says.Yasmena Ajam, another community

worker, saysher fear of heights prevents herfrom enjoying the cableway, but she under-stands the frustration which many locals

feel, because it’s too expensive.SANParks CEO David Mabunda says the

SA National Parks Week is not a campaignaimed at promoting tourism during off-sea-son. “Our national parks rarely ever havewhat is referred to as off-season becausethey cater to different climates, interestsand clients,” he says.“The programme is aimed at teaching

South Africans more about their naturalheritage by encouraging them to go to na-tional parks, and raisingawareness andedu-cating rather than marketing and promo-tion.”Mabunda says the SANParksBoard is per-

forming a public service duty, which they’renot being paid for.Table Mountain Aerial Cableway spokes-

sible tourismandwe take this responsibilityseriously,” she says.“We offer a variety of promotions each

year with the goal of making the cablewayaccessible to all SouthAfricans.Weassist upto 10 schools annually with free entry, be-cause they cannot afford to cover the mini-mal fee. South Africans who are older than18 ride the cableway for free on their birth-days.

“Out of the festive season, adults and chil-dren canpurchasehalf-priced tickets,whichis also valid on weekends, public and schoolholidays, while seniors and internationalstudents pay a reduced fee on Fridays.”SANParks generates 85% of its operating

revenue and it is dependent on the moneyit receives from tourism and paying clients.“The decision to offer free access on five

days of a year is to give communities, schoolgroups, unemployed youth, pensioners andall citizens an opportunity to visit parks andreceive information on the importance andneed for national parks,” says Mabunda.“We believe that people who would like tomake use of this opportunity would not findit difficult tomakea small sacrifice of a day’sleave to take themselves and their childrento the national parks.“The weekends would be very difficult on

a number of our national parks which de-pend on paying customers over weekendsand they may also run the risk of being con-gested if the campaign were to run on thesedays as well.”He says Table Mountain is an open access

Bay Main Road after she fell from her bikeandwashit by a speeding truckonSaturday7 September.She explains she was cycling with her

coaches and teammates as apractice run fora cycle race in Worcester the following daywhen a truck came behind themand startedrevving.“The driver was playing with us and

made as if he was going to drive into us asa joke. He was revving all the time and theboy in front of me panicked and lost controlof his bike. His back wheel clippedmy frontwheel and I fell into the road. I can’t remem-ber hearing or seeing anything else except

waking up in False Bay Hospital,” Richen-burg says.She says while she is grateful she did not

sustain any serious injuries she is in painand has been missing school.Fabian Camelo, who coaches the Help

Our Youth cycling group in Lavender Hill,witnessed the incident and says it’s a mira-cle Richenburg is alive. “The driver cameup really close to us and continued to revhis engine. At one point there was hardlyany space between the truck and the cy-clists.”Camelo adds: “I saw her fall into the road

The topic of net metering has been metwith an overwhelming response.“Just an update. I am receiving

about 100phone calls aday,” saidDavidLip-schitz, owner of a small consulting busi-ness.Hewas referring to thenumber of queries

about net metering since People’s Post re-ported on the alternative to Eskom power(“Shocking power struggle”, 6 August).Net metering means creating your own

electricity through solar panels, and sellingthe excess to Eskom. At night, though,whennetmeter userswould have to dependon power from the Eskom grid, they wouldthen be able to buy back electricity at thesame cost as they had sold it to Eskom.After the article was published, which in-

cluded Lipschitz’s details, he was inundat-ed by phone calls and messages from strug-gling people forwhomelectricity, bought atexorbitant prices from their municipali-ties, has become something of a luxury.“From 11:15 to 11:25 (in one day) I re-

ceived 10 messages. That’s one a minute!People sound desperate,” he said. “Maybewe have reached the critical mass we needto make change happen.”It seems he is right. People are quite fed-

up. A reader, Freddie Hamman, explainshis sentiments: “On 1 July I bought R300worth of electricity, and received 327.30units. On 24 July I bought R300 again, butreceived 142.2 units. That’s an increase ofalmost 120%!Toget ananswer fromtheCityof Cape Town is impossible,” Freddie said.Another reader, Disillusioned Resident,

stated in a letter to People’s Post sister pub-lication TygerBurger that the City of CapeTown was a prime example of the impor-tance of electricity sales as amajor revenuesource.He quoted from the City’s budget (using

a table) to show how the City raises a 10%surcharge on the sale of electricity, “quitelegally.It does not disclose it as a tax, but hides

in its tariffs. Thereby it attractsVAT, soNa-tional Treasury is also happy”.“The surcharge is transferred to the

Rates account, in the process inflating thepublished cost of electricity as reflected inthe City’s budget. What chance does JoePublic have of ever enjoying the benefits ofnet metering?” he said.Ernest Sonnenberg, Mayoral Committee

member for Utility Services, responded tothe letter by Disillusioned Resident, sayingthe City “does, in fact, have plans to allowgrid-connected Small Scale Embedded Gen-eration (SSEG) that will allow consumersto offset their own consumption”.“To this end, the City has developed a tar-

iffwhich includes a daily service charge, anenergy consumption tariff and a tariff forthe purchase, by the City, of excess genera-tion.“These tariffs will ensure that other con-

sumers do not have to pay the generator/consumers’ portions of the network cost,but that there is some level of compensation

for those who make the capital investmentto perform SSEG,” he said.“Although these small-scale generation

tariffs have been approved, they have notyet been implemented. The City is workingacross numerous fronts (including the im-plementation of back office billing process-es and the development of technical stand-ards), to be able to do so.”Sonnenberg added: “Once this policy has

been formulated and implemented, it willbecome far easier for residents to developtheir own power and connect their genera-tors to the grid.”He said residents who are interested in

this incentive are asked to “bepatientwhilethe necessary steps are taken to ensure itssuccess”.Lipschitz is not holding his breath. As far

back as 2009, he contacted the City abouthaving net metering installed at a client’sfarm.“Brian Jones (head of the City’s Green

Energy department) said the City wasworking on processes to allow ‘reversefeed’, that is, feeding electricity into thegrid.“It is 2013 and this still has not been done.

How long does it take government to dothings? Note that the policy documents (theRenewable Energy White Paper) requiringthis were drawn up by the national govern-ment in 2003!”In the meantime, Lipschitz suggested the

following alternatives: “Tell your (govern-ment) representatives that you wish to beinvolved in electricity savings and that youwant to be able to work together to get thesame benefits as the big industrial consum-ers,” he advised readers.“Eskom currently pays over R300m a

month to these big users as rebates and toswitchoff productionwhendemand ishigh.“This is hurting the economy, destroying

jobs, moving production overseas, hurtingour exchange rate and pushing up the costof goods and inflation.”In the meantime, Lipschitz said, this

R300m a month could be paid to homeown-ers, perhaps as refunds on our electricitybills. “Ask the government why they arepaying this money to make the economysmaller, instead of helping homeowners toswitch things offwhilekeeping industryop-erating.”He wanted to make it clear there were no

quick fix alternatives to getting municipalpower.“I amunsurewhichmeter theEskomrep-

Fresh hope for addictsas treatment site opensTAURIQ HASSEN

Theopening of thenewAlcohol andDrugTreatment Site in Parkwood Estate haswelcomed with open arms by the com-

munity.On Thursday 12 September, the treatment

site was officially opened at the ParkwoodClinic by the City of Cape Town’s Health De-partment.

Councillor Lungiswa James, MayoralCommittee member for Health, the treat-ment site is the fifth of its kind in the cityandwill offer the community free treatment.

“The aim is to improve the lives of individ-uals and families affected byalcohol andoth-er drug use through specific programmethat includes treatment, education andtraining and research – thus promoting agreater understanding of addiction disor-ders,” says James.

She explains the treatment offered at Citysites are all based on an internationally rec-ognised evidence-based model. The modelentails a 16-week structured, intensive, out-patient programme and sessions include in-dividual, group and family therapy.

The new treatment site is is a blessing fora community beset by social demons.

A delighted Parkwood Estate mother offour, Farzanaah Arendse, stood outside thefacility as the City unveiled the new treat-ment site and could not help to shed a tear,as she believes there is now a solution to her

problem. Arendse has an 18-year-old son ad-dicted to tik and for the last three years, shebattled to get him help and has seen him runaway from six in-patient treatment centres.

“I will never give up on him, because I hadanother son who was also an addict and Imanaged to get him help and on the straightpath,” she says.

“There are lots of problems in our commu-nity and our children are right in themiddleof it. At least now there is a solution and par-ents don’t just have to accept what they aredealt with.”

Phillip Bam, chairperson for the LotusRiver, Ottery and Grassy Park RatepayersAssociation (Logra), since the opening of thetreatment site has “definitely been wel-comed by the community”.

“Thisnew treatment sitewill definitely as-sist a community like Parkwood Estate, be-cause there areplentyof social ills that affectthis community daily. This type of interven-tion is definitely needed,” he says.

However, Bam still believes the site isscratching the surface of the problems andmore needs to be done if the problems Park-wood Estate is to be completely eradicated.

“This treatment site is only the tip of theiceberg, because there are plenty of issuesthis community is faced with, but don’t getme wrong, a centre like can and will help to-wards making a difference,” he adds.V The treatment site is open daily at the ParkwoodClinic, corner of Parkwood Avenue and Walmer Road.

City to tackle water wastage at taxi ranksTAURIQ HASSEN

Taxi driverswhowash their vehicles dai-ly is becoming a thorn in the side of theCity of Cape Town.

The Retreat Interchange is one of themany Public Transport Interchanges tar-geted by the City, which is looking atways as tohowbest to savewater andpre-vent several problems from escalating inthe near future.

It is believed that when taxis arewashed, pollution is caused and damagesare made to the road infrastructure,which a concern across the City. Thesoapy water also enters the stormwatersystem causing pollution and ending upin the nearby rivers,which affects the en-vironment downstream. There is alsonon-compliance with water bylaws.

Councillor Ernest Sonnenberg, Mayor-al Committee member for Utility Servic-es, says a number of options are current-ly being investigated before any pilotprojects can be considered.

“A consultative process will be fol-lowed with all the relevant stakeholdersand approvals of any such interventionsshall form part of the process,” he stress-es.

The City’s Water and Sanitation De-partment will be working closely withthe Department of Transport to come upwith interventions to be used across thecity.

“It forms part of the City’s Water De-mandManagement andWater Conserva-tion Strategy,” Sonnenberg says.

He says the interventions being consid-ered and approved will not only be rolledout at the Retreat Interchange, but city-wide.

“Wehave to take into consideration the

different dynamics of each interchangeas well as aligning the initiative to theIDP Strategic Intent for the City,” Son-nenberg says.

Faghry Daniels, a Retreat taxi ownerfrom Steenberg, is one of the few peopleat the interchange who agrees that wateris being wasted on a large scale.

He explains that some taxi driverswash their vehicles up to three times aday, let water to flow freely from the hoseand sometimes throw unused water intothe drainage system.

“I can understand why the City is tar-geting the rank, becausemany (taxi driv-ers) think because the water does not be-long to them or they are not paying forit, they can waste,” Daniels says.

“Some drivers even wash their taxiswhen it is storming outside.”

Ashley Wilson, a taxi owner, says histaxis are washed every day, but adds hedoes not know much about the waterwastage problems at the rank.

“There are so many other things theCity can waste their time with. Theseguys are just trying to make a better liv-ing and they want to give their passen-gers a clean taxi to sit in,” he says.

“We are competing against very fancytransport initiatives (MyCiTi buses)which were started by the City.”

When People’s Post arrived at the Re-treat Interchange last week four taxiswere busy beingwashed using buckets ofwater, but taxi drivers refused to havephotos taken of themselves or their taxis.

The City confirms the project and ac-tion plans are still in the initial phasewith regards to the intervention andcould be implemented once the consulta-tive and approval process has been com-pleted.

Blaze rips through 10 shacksTAURIQ HASSEN

Twenty people were left homeless whena fire destroyed their shacks at the Mili-tary Heights informal settlement yester-day (Monday 16 September).

In the early hours of the morning, it isbelieved that the fire started in the back-yard of one of the dwellings.

Theo Layne, station commander at theFire and Rescue Command and ControlCentre, confirms that 10 structures weredestroyed in the fire.

“We believe the fire was started whenbedding material caught a light fromsomebody thathadbeen smoking inbed,”he says.

One man sustained burns to his faceand was treated at the scene by medicalpersonnel before being rushed tohospitalfor further treatment.

“Therewere no traces of arson suspect-ed on the scene and therefore the casewill be handed to police and they willhave to decide on what action needs to betaken,” he says.

Another 61-year-old woman and 24-year-oldmanwere also escorted to hospi-tal for further treatment.

Captain Stephen Knapp, spokespersonfor Muizenberg police, arrived at thescene at about 07:30 when the fire wasstill raging.

He confirms that “no foul play” hasbeen suspected and there were no crimi-nal cases opened with police.

“People needs to be very wary of openflames that are beingused at the informalsettlements, because many people leavethem unattended and you end up withthese fires,” he says.

Knapp breathed a sigh of relief to knowthe fire had started on the fringes of thesettlement, close to the main road, allow-ing firefighters easy access to the burn-ing homes.

“We are really lucky that the fire wasonly on the outskirts of the settlement,because just imagine how much moredamage there could have been if that firehappened in the middle of the settle-ment,” he adds.

A newly-formed initiative aims to takechildren to new heights by showing offtheir various talents to the rest of Cape

Town.Military Heights Talented Kids (MHT

Kids)was started byAngeliaAnalize Scholtz,a resident at the Military Heights informalsettlement, who is fed-up of seeing schoolchildren dropping out of school.

“I have come to a turning point in my lifewhere I want to help the children in my com-munity,” she says.

The idea to start MHT Kids was sparkedwhen Scholtz attended the course Fit for Life,Fit for Work, and volunteered at the AssitejArts Theatre in Capricorn. She decided tostart her own talent scouts initiative whichgives children from Military Heights a plat-form to display their many talents, whetherit is football skills to dancing.

“It was amazing and their parents support-ed them very well,” an excited Scholtz says.

She now wants to showcase these talentsat a community festival on Saturday 26 Octo-ber at the Italy Fields.

At the festival a panel of judges will selecttalented participants to show off their skillsat the Capricorn Family Festival.

Judges will include members of the AssitejArts Theatre, facilitators from Fit for Life,Fit to Work, a retired German soccer playerfromFalseBayCollege,whowill alsohost thesoccer tournament, as well as a representa-

tive of Living Hope.“My main focus is to prevent children from

the ages of four to 14 from becoming the nextstatistics of school dropouts. Education playsa big role in one’s life and I am making it myduty to help the children to take them to thetop,” Scholtz says.

Military Heights resident Felicia Hen-dricks has a 14-year-old daughter, Mickayla,who starts dancing from the minute sheopens her eyes in the morning.

She is becoming more excited at the pros-pect that her daughter can get some real ex-posure at the Capricorn Family Festival.

“Our people have very little to look for-ward to and nothing ever happens in ourcommunity,” Hendricks says.

“I am glad Mickayla will be able to danceon a stage where hundreds of people can seeher, because she really is talented and wantsto be a professional dancer one day.”

Aspiring soccer player Jabulani Nokwe(17) hopes to one day grace the Cape TownStadium pitch and represent his favouriteteam, Ajax Cape Town.

“I just love soccer and I dream of it almostevery night,” he says.

“I really want to be a soccer star one dayand play among the best in the game. down St George’s Mall in central CapeTown while talking to a friend aboutworking with a poet on her new music.She then literally walked into a “seren-dipitous chance meeting” with Mat-thews.“I had just won the Standard Bank

Young Artist Award (in 2010) and wastalking to a friend on the phone abouthow I would love to collaborate with a po-et for one of my next projects,” saysScholtz.She realised she was walking behind

Matthews, sporting his signature satcheland beret. “We talked all the way downLong Street, while he serenaded me withone of his love poems, I’m flushedwith thelushness of love.”Sheasked if she couldwrite somemusic

using his poetry. “And the rest is histo-ry.”Matthews is etched into South Africa’s

turbulent history via his poetry thatspoke out against apartheid and its evils.Scholtz recorded the poet’s words to mu-sic in songs that recall a time of struggle.The collaboration “serves to highlight

Women’s cricket to grow beyond the boundaryLIAM MOSES

Cape Town women’s cricket is set to re-ceive a major boost after two recent de-velopments at the Western Province

Cricket Association (WPCA).WP Women’s Cricket Association elected

an executive committee earlier this month,after the organisation functioned withoutleadership for three years.Committeememberswere elected from of-

ficials at the 16women’s clubs inCapeTown,with Old Mutual Cricket Club’s Claire Cow-an was elected as chairperson.The election coincidedwith the announce-

ment that all 12 centres of excellent in CapeTown would, in line with an instructionfrom Cricket South Africa, be required to

have a women’s section at the start of thisseason. Centres of excellence are clubswhich have been mandated by WP Cricketto grow the sport and develop players for allforms of the game.Cowan says havingwomen’s teams at cen-

tres of excellence will give more women andgirls opportunities in the sport.“It’s a fantastic move as we have always

lacked that; a lot of women in Cape Townlove cricket but they don’t know how to getinvolved,” she says.“One of (our aims is to) get more young

girls involved (and) give them exposure tothe game of cricket. There are just not(enough) avenues and options for them toplay.”Five southern suburbs clubs are currently

designated as centres of excellence – FishHoek Cricket Club, Jive St Augustine’s inElfindale, Catalyst Victoria in Lansdowne,Primrose in Kenilworth and Mitchell’sPlain Cricket Club.Clinton du Preez, coordinator of club, dis-

abled and women’s cricket at WPCA, saysthere is enough interest from women to sus-tain teams at the centres.“Wehave 18 primary and 17 senior schools

competing in women’s fixtures. The onestumblingblock is that thenewplayersdon’twant to play a six-hour game, so we have im-plemented T20 cricket as an introduction.”Women’s cricket has already seen some

growth in recent times because of the cen-tres. At the close of last season just ninewomen’s clubs were participating and the

number of affiliated women’s clubs has nowgrown to 16.Cowan says the next step is improving the

quality of coaching available to female play-ers. “The other important thing is that youhave to have good, quality coaching. Thereis no point if there is no-one for them to lookup to. There’s already a big push to get thecurrent provincial players into coachingcourses,” she says.“Most have (completed) the level one

coaching course, so the plan is to get themto do level two this season. They alreadyhave the playing experience, they just needthe technical and theoretical experience toback it up.”Cowan adds the association aims to grow

Strong winds, rain and cold weatherhampered the hopes of thousands ofrunners to set records or personal bests

in the third annual Three Vleis 10km raceon Sunday.The route, which sees runners pass by

Princess, Ronde and Zeekoei vleis, was de-signed to be as flat and fast as possible byhost club ARD Athletic. However, the wetweather made it tough for even the fastestto finish in their desired times.Race winner Lindikhaya Mthangayi from

Lion of Africa Itheko Sport Athletic Clubsaid the conditions had amassive impact onhis race.“I don’t like to run in cold weather. Today

I managed to run but it was cold and I wasfreezing all the way. There was also toomuch wind and it was difficult to pushhard,” he said.“It’s difficult to break records on a day

such as today. If the weather was clear itwould have been easier to break the record,

because I passed my first kilometre in 02:45andmy secondwas 05:37; I wanted to run therace in 29:10.”Mthangayi eventually finished the race in

30:10, while the women’s winner NomvuyisiSeti crossed in 39:20.He added that the tough conditions helped

him to prepare for the Cape TownMarathonon Sunday 22 September.“I sharpened my running up and tested

myself. I’m grateful, as it was a good day forme. I hope towin the Cape TownMarathon.”Although no one was able to claim the

R2 000 prize for setting a new provincialrecord or R1 000 for a new course time, al-most 50 spot prizes were awarded during therace.All runners who finished before the two

hour cut-off time received a medal and any-one who finished in under an hour receiveda special medal or shield.The race also saw participants run past
