Czech Army Purchases IvecoAmbulances without Tender

PRAGUE -- Adding to the list of allegations of shadydeals made by the Czech Defense Ministry underthe previous government, Prague purchased threearmored ambulances from Italian manufacturerIveco without a tender. The vehicles were boughtindirectly from Iveco through Czech companyPraga-Export.

Praga-Export was also involved in a CZK3.6 billion($190 million) contract for 90 Iveco 4x4 armored LightMultirole Vehicles (LMVs) awarded earlier this year. Those vehicles, like the three ambulances, werepurchased with the intent of sending them to CzechArmy units serving in Afghanistan as soon as possible. However, the Czech Iveco LMV purchase was againmade without a tender, resulting in Prague paying farmore per unit than European neighbor Austria, whichpurchased 150 Iveco LMVs for $138 million.

The Czech Republic intended to make the Ivecopurchase in tandem with Slovakia, but Bratislava backedout of the contract and now Czech police are questioningwhether, in making the purchase, the law was violated.Praga-Export officials point out that the Czechgovernment had already placed previous orders for IvecoLMVs under urgent operational requirements (UORs) in2007 and 2008, and that it was natural that the Army andCzech Defense Ministry would want commonality whenseeking a larger armored vehicle.

vehicle of its kind – capabilities that have beenproved by more than 12 months of blast andmobility testing.

A clean sheet design, Ocelot has met the MoD’stargets for protection, manoeuvrability, payload, size andgross vehicle weight. It is also extremely flexible, featuring a demountable crew pod that allows multipleconfigurations for different roles, such as patrol, firesupport and protected logistics.

While protecting crew within the vehicle has alwaysbeen the first priority, Ocelot has also been designedfrom the outset to be easily repaired and maintained inthe austere environment of a forward operating base. Itsarmoured V-shaped hull runs the length of the vehicleand houses the main fuel tank, drive line, batteries andgenerator as well as the powerpack; this means thesevital components are all protected from potential blasts. Not only will this design reduce repair times and costs, because the Ocelot does not include sacrificial elementsas part of its protection package, but crucially it alsoenhances the availability of vehicles for operationsin-theatre. The MoD’s emerging open standards forGeneric Vehicle Architecture have been taken intoaccount throughout the vehicle’s development; Ocelot isfully compliant with these and has also been developedto support future integration projects with ease.

David Hind, Managing Director, Force ProtectionEurope, said, ‘This is excellent news for UK servicemenand women, and for the UK defence industry. Ocelot hasbeen designed and developed in the UK from firstprinciples, with our Team Ocelot partners, to save lives, protect against injury and to optimise maintenance andreparability. We are very proud that, subject to theoutcome of satisfactory contract negotiations, the MoDhas recognised the innovation, skill and commitment thathas been put into Ocelot’s development and the trust theyhave placed in Force Protection Europe. Ocelot meets aglobal demand for a radically new light protected patrolvehicle. This initial vote of confidence by the UK MoDwill send a significant signal to other potentialcustomers.’

Dave Shemmans, CEO of Ricardo plc said, ‘We aredelighted that Force Protection Europe and Team Ocelothave been selected as the preferred bidder for this vitallyimportant UK defence programme. We are also veryproud of the key role Ricardo's automotive designexpertise has played in creating this truly exceptionalvehicle.’

Raytheon unveils lighter, faster, stronger second generation exoskeletonrobotic suit

TEWSKBURY, Mass. -- Raytheon Company) unveiledits second generation Exoskeleton (XOS 2) at itsresearch facility in Salt Lake City, Utah, during ademonstration with Paramount HomeEntertainment.

The new robotic suit is lighter, faster and stronger thanits predecessor, yet it uses 50 percent less power. Itsenhanced design also means that it is more resistant tothe environment.

“XOS 1 was essentially a proof of concept,” said Dr.Fraser M. Smith, vice president of operations forRaytheon Sarcos. “With XOS 2, we targeted powerconsumption and looked for ways to use the hydraulicenergy more efficiently. That’s resulted in us being ableto add capabilities while significantly reducing powerconsumption.”

Raytheon is developing the robotic suit to help withthe many logistics challenges faced by the military bothin and out of theater. Repetitive heavy lifting can lead toinjuries, orthopedic injuries in particular. The XOS 2does the lifting for its operator, reducing both strain andexertion. It also does the work faster. One operator in anexoskeleton suit can do the work of two to three soldiers.Deploying exoskeletons would allow military personnelto be reassigned to more strategic tasks.

The suit is built from a combination of structures, sensors, actuators and controllers, and it is powered byhigh pressure hydraulics. It enables its wearer to easilylift 200 pounds several hundred times without tiring andrepeatedly punch through three inches of wood. Yet, thesuit, which was developed for the U.S. Army, is alsoagile and graceful enough to let its wearer kick a soccerball, punch a speed bag or climb stairs and ramps withease.

“Getting exoskeletons deployed is inevitable in myview,” said Smith. “They are desperately needed, and Ibelieve the military looks at them as viable solutions to anumber of current issues they are trying to address. Witha sustained commitment, they could be in place withinfive years.”

Raytheon’s Exoskeleton has been called the real “IronMan” suit because of its ability to enhance the wearer’sstrength and endurance in a way that is reminiscent ofTony Stark’s high-tech suit in the films. The XOS 2 wasunveiled to coincide with September 28th release of IronMan 2 on Blu-ray and DVD from Paramount HomeEntertainment.

Raytheon Company, with 2009 sales of $25 billion, isa technology and innovation leader specializing indefense, homeland security and other governmentmarkets throughout the world. With a history ofinnovation spanning 88 years, Raytheon providesstate-of-the-art electronics, mission systems integrationand other capabilities in the areas of sensing; effects; andcommand, control, communications and intelligencesystems, as well as a broad range of mission supportservices. Key survivability components of the upgrade includeJankel’s modular blast and ballistic armor system and thecompany’s Blast Limiting and Attenuation SeatTechnology (BLASTech) mine/Improvised ExplosiveDevice (IED) acceleration attenuating seating and pulseattenuation devices. Together, these systems significantlyenhance the survivability of the vehicle crew during amine/IED attack by reducing the incidence and severityof injury. Designed to overmatch the threat fromanti-tank mines and improvised explosive devices,

BLASTech has been tested extensively underinternational protocols and standards. Fully compatiblewith U.S. FMVSS crash test standards, BLASTechseating is in service with the U.S. Military and its allies, and has been proven repeatedly in combat to save livesand reduce the incidence and severity of injury.
