INTRODUCTION
Kimley-Horn and Associates, Inc. (Kimley-Horn) was retained by Stotan Industrial to perform a traffic
impact study for a proposed industrial development located south of Winchester Pike and north of Bixby
Road in Canal Winchester, Ohio. The proposed development would replace agriculture land. The
proposed development would include four new access intersections with the existing adjacent streets.
This would include two new intersections with Bixby Road and two new intersections with Winchester
Pike. An aerial view of the study location and the surrounding roadway network is presented in Exhibit 1.
The conceptual site plan is provided in the Appendix.
As part of this study, the existing network was analyzed to determine the current and projected future
traffic operations at the study intersections. Trip generation characteristics for the proposed industrial site
were established for the new development and added to background traffic volumes to assess the site’s
impact on the area roadway network. This report presents and documents Kimley-Horn’s data collection,
summarizes the evaluation of existing and projected future traffic conditions on the surrounding
roadways, and identifies recommendations to address the potential of site-generated traffic on the
adjacent roadway network.

NO BUILD CONDITIONS
Kimley-Horn conducted a field visit to collect relevant information pertaining to existing land uses in the
surrounding area, the adjacent street system, current traffic volumes and operating conditions, lane
configurations and traffic controls at nearby intersections, and other key roadway characteristics. This
section of the report details information on these existing conditions.
Area Land Uses and Existing Roadway Characteristics
The subject site is located south of Winchester Pike just north of Bixby Road in Canal Winchester, Ohio.
The project would replace agricultural land. The immediate site vicinity generally consists of high density
residential and industrial uses. The study area for this analysis includes the following intersections:
• Winchester Pike and Site Access A
• Winchester Pike and Site Access B
• Winchester Pike and Bixby Road/Brice Road
• Bixby Road and Site Access C
• Bixby Road and Rager Road
• Bixby Road and Site Access D
• US-33 and Bixby Road
Winchester Pike is a two-lane urban minor arterial in the site vicinity and provides one travel lane in each
direction. Regionally, Winchester Pike connects to US-33. At the signalized intersection with Bixby
Road/Brice Road, Winchester Pike includes turn lanes on both approaches. This roadway has a posted
speed limit of 55 miles per hour. Designated sidewalks are present on one side of Winchester Pike.
Bixby Road is a two-lane urban major collector in the site vicinity and provides one travel lane in each
direction. Regionally, Bixby Road connects to US-33. At the signalized intersection with Winchester Pike,
Bixby Road includes a left-turn lane. This roadway has a posted speed limit of 50 miles per hour. No
designated sidewalks are present on either side of Bixby Road.
Brice Road is a two-lane urban minor arterial in the site vicinity and provides one travel lane in each
direction. This roadway has a posted speed limit of 50 miles per hour. Designated sidewalks are present
at the signalized intersection with Winchester Pike.
Brice Road is a two-lane urban local road in the site vicinity and provides one travel lane in each
direction. This roadway has an unposted speed limit of 50 miles per hour. Designated sidewalks are
present on the east of Rager Road at the stop-controlled intersection with Bixby Road.
US-33 is a four-lane divided urban freeway in the site vicinity and provides two travel lane in each
direction. At the unsignalized intersection with Bixby Road, US-33 includes turn lanes on both
approaches. This roadway has a posted speed limit of 60 miles per hour. No designated sidewalks are
present on either side of US-33.
Traffic Count Data Collection
Base Traffic volumes and turning movement counts for the study intersections were obtained from recent
traffic studies performed in the site vicinity. Traffic volumes at the US-33 and Bixby Road intersection
were obtained via Canal Crossing Phase 2 Traffic Impact Study (August 31, 2021). Turning movement

counts at the Winchester Pike and Bixby Road/Brice Road intersection were obtained from The Franklin County Engineer’s Office (June 18, 2019). Referenced traffic volumes and turning movement counts can be found in the Appendix and are illustrated in Exhibit 2.
Traffic Volume Adjustment Due to circumstances associated with the COVID-19 public health crisis, traffic volumes have been atypically low since mid-March 2020 and slowly increasing toward normal volumes over the past several months. COVID-19 adjustment factors were not obtained for this study since traffic data was collected prior to the COVID-19 health crisis in the United States. The 2022 and 2032 Background vehicular volumes for the study intersection are illustrated in Exhibits 3-4.
Expected Growth Traffic Assignment As development of the Central-Ohio region increases, the expected vehicular volumes are anticipated to increase as well. Linear growth rates were obtained via the Canal Crossing Phase 2 Traffic Impact Study
(December 21, 2021) and were derived based on planning level analysis by using the Mid-Ohio Regional Planning Commission’s (MORPC) regional travel demand model. An excerpt from the Canal Crossing
Phase 2 Traffic Impact Study (December 21, 2021), containing the assumed linear growth rates is provided in the Appendix. The assumed linear growth rates and corresponding factors for the study area are provided Table 1:

These growth rates were based on 2019 counts via the Canal Crossing Phase 2 Traffic Impact Study.
The estimated trip distribution for the anticipated offsite developments were referenced via the Canal
Crossing Phase 2 Traffic Impact Study, Winchester Pike Site Traffic Access Study, Lamp South Traffic Impact Study, and the 5100 Ebright Road Traffic Impact Study. Estimated Trips Distributions for the anticipated offsite developments can be found in the Appendix. The total anticipated offsite trips can be found in Exhibit 5. The 2022 and 2032 background volumes (Exhibits 3-4) were added to the total offsite trips (Exhibit 5) to determine the 2022 and 2032 no-build volumes. The no-build volumes can be found in Exhibits 6-7.

BUILD CONDITIONS
This section of the report outlines the proposed site plan and summarizes site-specific traffic characteristics.
Development Characteristics The 80.6-Acre proposed development would include:
Building A: 49.8-Acre industrial warehouse totaling 627,200 Square Feet
Building B: 30.8-Acre industrial warehouse totaling 312,000 Square Feet
Access to the site includes four site access intersections along Winchester Pike and Bixby Road: Access A and Access B north of the Winchester Pike & Bixby Road/Brice Road intersection, and Access C and Access D west of the Winchester Pike & Bixby Road/Brice Road intersection. As shown on the conceptual site plan, the spacing of the Access A drive along Winchester Pike will be approximately 1,550 feet north of Access B, and Access B will be approximately 1,200 feet north of the Winchester Pike and Bixby Road/Brice Road intersection. Along Bixby Road, Access C and Access D will be separated by approximately 1,100 feet. Access A is to be a right-in/right-out drive. The access configuration is illustrated on the conceptual site plan included in the Appendix.
Trip Generation To calculate trips generated by the proposed industrial development, data was referenced from the Institute of Transportation Engineers (ITE) manual titled Trip Generation, Tenth Edition. Trip generation rates for the ITE Land Use Code (LUC) corresponding to the proposed use are shown in Table 2. Copies of the ITE data are provided in the Appendix.

For the purpose of this study, all site generated trips are expected to be “Primary Trips” when traveling to and from the subject site. Primary trips are trips to the proposed industrial site would not normally travel on the study roadways and are considered new trips within the study area. Per these assumptions, site-generated traffic projections are presented in Table 3 and Exhibits 12-18.

Directional Distribution The estimated distribution of site-generated traffic on the surrounding roadway network as it approaches
and departs the site is a function of several variables, such as the nature of surrounding land uses,
prevailing traffic volumes/patterns, characteristics of the street system, and the ease with which motorists
can travel over various sections of that system. To determine the percentage of traffic traveling to/from
neighboring towns/cities, a function of total population and distance from site was calculated. The
distribution of trips entering/exiting the proposed site was determined based on internal roadway
geometry, location of access driveways, and Google Maps “fastest route” determinations. Trucks and cars
from Building A and Building B resulted in various estimated trip distributions for the proposed site. The
anticipated directional distributions estimated for the site related trips are outlined in Table 4 and can be
seen in Exhibit 8-11.

Build Traffic Assignment
The build traffic assignment represents traffic volumes at the study intersections upon construction of the
proposed development. The 2022 Build traffic assignment consists of the 2022 No-Build trips plus the
total anticipated site generated trips. The 2032 Build traffic assignment consists of the 2032 No-Build trips
plus the total anticipated site generated trips. The 2022 and 2032 Build traffic volumes for the study area
are illustrated in Exhibits 19-20.

ANALYSIS
This section of the report provides an overview of capacity analysis for the traffic volumes and turn-lane
analysis for the study intersections and identifies recommended transportation improvements to
accommodate the proposed development.
Capacity Analysis A capacity analysis was performed to quantify the delay and level of service at the study intersections
during the weekday AM and PM peak hours. Synchro software was utilized to evaluate capacity of the
proposed study intersections (reported overall and by approach) for the peak hour of site generated
traffic.
The capacity of an intersection quantifies its ability to accommodate traffic volumes and is measured in
average delay per vehicle. It is expressed in terms of level of service (LOS) which ranges from A to F,
with LOS A as the highest (best traffic flow and least delay), LOS E as saturated or at-capacity conditions,
and LOS F as the lowest (oversaturated conditions). The LOS grades shown below, which are provided in
the Transportation Research Board’s Highway Capacity Manual, quantify and categorize the driver’s
discomfort, frustration, fuel consumption, and travel times experienced as a result of intersection control
and the resulting traffic queuing. A detailed description of each LOS rating can be found in Table 5. The
range of control delay for each rating (as detailed in the HCM) is shown in Table 6. Because signalized
intersections are expected to carry a larger volume of vehicles and stopping is required during red
signals, higher delays are tolerated for the corresponding LOS ratings. For unsignalized stop
intersections, the intersection LOS is reported as the worst side street movement.
Traffic models for the following scenarios were developed using Synchro/SimTraffic, and the capacity
analysis (delay and LOS) was evaluated for each scenario. The scenarios that were analyzed are as
follows:
• 2022 (Opening Year) No-Build
• 2032 (Horizon Year) No-Build
• 2022 (Opening Year) Build
• 2032 (Horizon Year) Build

The ODOT OATS Manual defines operational goals for intersection inside and outside of an MPO.
Additionally, the Franklin County Engineer’s Office designates supplemental operational goals for study
intersections. The study area is inside of Franklin County; therefore, a combination of Franklin County
and ODOT operational Goals were assumed. Table 7 outlines the LOS criteria for intersections which
were assumed in this study.

No-Build Condition Capacity Analysis The capacity analysis for the study intersections were completed for the 2022 and 2032 No-Build
conditions and the results are summarized in Tables 8-9. The No-Build capacity analysis assumed the
existing geometry at all study intersections. With the following exceptions, all approaches and
intersections operated at an acceptable LOS, during No Build (2022 and 2032) peak hour conditions. The
Synchro capacity analysis reports are included in the Appendix.
• US-33 and Bixby Road
o Eastbound approach during the 2022 (PM) and 2032 (PM)
o Westbound approach during the 2022 (AM and PM) and 2032 (AM and PM)
o Southbound approach during the 2022 (AM and PM) and 2032 (AM and PM)
o Northbound approach during the 2022 (PM) and 2032 (PM)
• Winchester Pike and Bixby Road/Brice Road
o Southbound approach during the 2032 (PM)
Mitigation measures including a minimum of modified signal timings, and an eastbound right turn lane on
Bixby Road at the Winchester Pike and Bixby Road/Brice Road intersection should be considered to
mitigate the operational impact of the 2022 and 2032 background traffic growth, within the study limits.
Build Condition Capacity Analysis The capacity analysis for the study intersections were completed for the 2022 Build (Opening Year) and
2032 Build (Design Year) are summarized in Tables 8-9. These scenarios assumed no additional
geometric changes to the roadway network, except for the addition of four entrances to the proposed site.
With the following exceptions, all approaches and intersections operated at an acceptable LOS, during
Build (2022 and 2032) peak hour conditions. The Synchro capacity analysis reports are included in the
Appendix.
• US-33 and Bixby Road
o Eastbound approach during the 2022 (PM) and 2032 (PM)
o Westbound approach during the 2022 (AM and PM) and 2032 (AM and PM)
o Southbound approach during the 2022 (AM and PM) and 2032 (AM and PM)

No-Build Mitigated Condition Capacity Analysis No Build Mitigated analysis were used to determine the operational benefits of potential mitigation
measures to offset the background traffic growth.
The No Build Mitigated conditions included the following roadway improvements:
2022 No-Build:
• Modified traffic signal timing at the Winchester Pike and Bixby Road/Brice Road intersection
2032 No-Build:
• Modified traffic signal timing at the Winchester Pike and Bixby Road/Brice Road intersection
• Eastbound right turn lane on Bixby Road at the Winchester Pike and Bixby Road/Brice Road
intersection
Analysis consisted of testing additional turn lanes on multiple approaches to add capacity and optimizing
the signal timing cycle length and splits. For the Winchester Pike and Bixby Road/Brice Road intersection
to operate with an acceptable level of service during the 2032 No Build Mitigated condition, an eastbound
right-turn lane on Bixby Road is warranted. Table 10 summarizes the operational results of the No Build
Mitigated conditions. All approaches and intersection operated at an acceptable LOS.
Build Mitigated Condition Capacity Analysis No Build Mitigated analysis were used to determine the operational benefits of potential mitigation
measures to offset the impact of the increased traffic attributed to the proposed development, background
traffic growth, and off-site development.
The mitigated conditions included the following roadway improvements:
2022 Build:
• Modified traffic signal timing at the Winchester Pike and Bixby Road/Brice Road intersection
• Eastbound right turn lane on Bixby Road at the Winchester Pike and Bixby Road/Brice Road
intersection
• Northbound left turn lane on Winchester Pike at the Winchester Pike and Access B intersection
2032 Build:
• Modified traffic signal timing at the Winchester Pike and Bixby Road/Brice Road intersection

the signal timing cycle length and splits. For the Winchester Pike and Bixby Road/Brice Road intersection
to operate with an acceptable level of service during the 2022 and 2032 Build Mitigated condition, an
eastbound right-turn lane on Bixby Road is warranted. Table 10 summarizes the operational results of the
No Build Mitigated conditions. All approaches and intersection operated at an acceptable LOS.
Synchro 11 was used to analyze an additional southbound thru lane on Winchester Pike at the
Winchester Pike and Bixby/Brice Road intersection as a mitigation measure. The intersection and all

approaches operated at an acceptable LOS during the 2022 and 2032 Build peak hour conditions. The
Synchro 11 reports are included in the Appendix.

Additional Mitigated Condition Capacity Analysis The Franklin County Engineer’s Office requested an evaluation of the addition of a second southbound
through lane on Winchester Pike at the Winchester Pike and Bixby Road/Brice Road intersection.
Capacity analysis of such an improvement was completed and are provided in Table 11. To achieve
utilization of the second through lane requires that the lane extends approximately 600 feet south of the
intersection before merging into the other southbound lane.

Site Contribution to Mitigated Conditions As part of their review, Franklin County Engineer’s Office requested the percentage of the site traffic
compared to the total traffic be provided for the intersections of Winchester Pike and Bixby Road/Brice

intersections for the 2032 Build condition are shown in Table 12.

Turn-Lane Warrant Analysis The ODOT Location and Design Manual was used to determine if turn-lanes were warranted at the study intersections. A turn-lane analysis was performed at Winchester Pike and Bixby Road/Brice Road, Winchester Pike and Access A, Winchester Pike and Access B, Bixby Road and Access C and the Bixby Road and Access D intersections. Table 11 provides a summary of the turn-lane warrant analysis and calculated storage length per ODOT location and Design Manual Standards. A copy of the turn-lane analysis and turn-lane length calculations are provided in the Appendix.

CONCLUSIONS
Based on an evaluation of traffic conditions at the study intersections, the addition of site generated traffic from the development anticipated to be complete by the year 2022 is not expected to significantly impact traffic operations compared to the No-Build condition.
The analysis of study intersections with the addition of site generated traffic and anticipated off-site traffic expected to be completed by 2032 is expected to moderately impact traffic operation compared to the 2032 No Build condition.
The following improvements are recommended based on the analysis of this study. Improvements recommended during “No Build conditions” represent improvements which are warranted based on background traffic growth. Improvements recommended during “2022 Build conditions” represent items which were warranted based on the addition of site-generated trips. Improvements recommended during “2032 Build conditions” represent items which were warranted based on the addition of site-generated trips.

• Traffic signal timing at the Winchester Pike and Bixby Road/Brice Road intersection should be modified

Canal 1 Exhibit 1: Add information to this exhibit which labels which access drive is
which, A – D, and add intersection numbers to the list of the study area
intersections on page 6.
Access Drives (A,B,C,D) are labeled on Exhibit 1.
Canal 2 Study Area: Add the intersections of Bixby Road/Rager Road, and
Winchester Pike/Gender Road to the study area for consistency with multi-
jurisdictional efforts to evaluate the impact of several proposed
development sites in this area. Reference traffic counts from the Canal
Crossing Phase 2 Traffic Impact Study, dated December 21, 2021. The
Winchester Pike/Gender Road intersection is within the City of Columbus,
and they will need included in reviews moving forward.
Volumes/analysis for the Bixby/Rager intersection have
been included as part of the study update. For the
Winchester Pike & Gender Road intersection the study
update includes a % of the Stotan site traffic at this
intersection.
Canal 3 Traffic Counts: Upon the second submittal of the Canal Crossing Phase 2,
FCEO allowed the study to use the traffic count at the intersection of
Winchester Pike/Bixby Road/Brice Road performed by Smart Services in
June 2019. Please review with FCEO but we recommend using the 2019
count instead of the 2017 count data that was previously furnished by
FCEO in order to promote consistency between these studies. Update
traffic volumes accordingly.
The study update includes a revision of the volumes at
this intersection using the June 2019 counts
Canal 4 Traffic Counts: For the intersection of Bixby Road/Rager Road, use the
count performed by Smart Services in June 2019 from the Canal Crossing
Phase 2 submittal. Update traffic volumes accordingly.

Canal 5 Traffic Volumes: Please add a traffic volume exhibit showing the counted
traffic volumes as collected, prior to these volumes being modified using
the growth rates.

Canal 9 Trip Distribution: Exhibits 7-8 indicates that Building A is accessed on the

on sheet 13 is listed at 312,000 sq. ft.) is accessed on the west side of
Winchester Pike. Update site trips accordingly.

Canal 20 Site Plan: Please coordinate access locations with the “Canal Crossing
Phase 2” site currently under study by The Kleingers Group, a portion of
which is across Bixby Road from the subject site. Ensure that access
locations proposed for both sites meet Canal Winchester Thoroughfare
Plan spacing and alignment criteria for Minor Arterials as provided in Table
9 in Section 9 of the Thoroughfare Plan.

The labels on the turn lane warrants has been updated.
FCEO F Evaluate additional south bound thru (Winchester Pk) as a
countermeasure. This would appear to improve the blocking of turn lanes
more than adding length to the turn lanes as suggested. There is little
NBLT (WP) that would overlap well with a WBRT (Bixby) and it would take
time from the largest movement, SBTH (WP).
This additional analysis has been provided. The addition
of a 2nd southbound thru lane doesn't provide a better
LOS than the addition of an eastbound right turn lane on
Bixby Road. Additionally, to obtain high utilization of a
second southbound thru lane would require extending
this lane approximately 600 feet south of the
intersection before it is tapered.
FCEO G Provide % of total WP B B intersection. Off-site improvements will most
likely be a contribution towards a SBTH at this intersection.
The percent of site traffic at the Winchester Pike & Bixby
intersection is provided in the updated study.
FCEO H Provide driveway spacing details. Winchester Pk is 55 mph with requires
495’ of spacing between private driveways.
This information is provided in the report. The spacing of
the drives along WP are ~ 1,550' and 1,100'
FCEO I Provide spacing from intersection details. If the study proposes to
lengthen the SBLT length on Winchester Pk, then how does that spacing
work out with the warranted NBLT for Site Access 2?

FCEO J Due to high speeds and heavy SBTH volumes on Winchester Pk, although
not warranted, FCEO may require a SBRT lane for the access points.

as well. Due to high speeds and heavy SBTH volumes, a handful of vehicles
