Summer greetings!

I hope everyone has had a good sum-mer, in spite of record-setting heat that has engulfed the Midwest and other states. It seems as though it’s been difficult to see the bright side on many days, especially with the wide-spread drought, crop and livestock losses, and fires that have dominated the news from one end of the state to the other.

The NACo County News did an excellent job covering the recent convention in Pittsburg, which high-lighted the many important county, state and national issues facing us all. The featured speakers were outstand-ing, from Sandra Day O’Connor to Jay Wilkinson, to John Heilemann and Mark Halperin’s political analysis of the Obama/Romney presidential cam-paigns. The last speaker was humor columnist, Dave Barry – which was an excellent balance to the program. While listening to him I kept think-ing about how vital humor really is to all of us, and the importance of not only making an effort to enjoy life whenever we can, but sharing happi-ness as often as we can with others. A friendly acknowledgement, or just greeting a customer with a smile, can make all the difference.

While every NACo workshop that I attended was not only interesting and educational, one such presentation was “Our Troops Are Coming Home – Are We Ready?” Since county offices and employees are often the first point of contact for returning veterans, the workshop emphasized the importance of counties being educated concerning the unmet needs of our veterans and their families, and how we can bet-ter provide more effective assistance. Dan Weisburd, writer and producer of

the movie “Another Kind of Valor” was influenced early in his career by actor Jimmy Stewart who, he said, encouraged him to someday make a film about veterans and the issues they face returning home from war. The docudrama is a film that illustrates the range of problems that veterans and their families, and ultimately counties, face -- such as post-traumatic stress disorder, domestic violence, lack of employment and housing. I obtained the DVD to share with our Veterans Service Office and other county of-fices. If you would also like to obtain the DVD, please contact the NACo office for further information. The summer Olympics were also held this year. The Olympic torch was lit, and the games opened. Many of us tuned in each day as the sports events unfolded, with the United States lead-ing the world. The running of the torch is a re-enactment of the tradi-tional race being run by the ancient Greeks. Someone recently reminded me that what many people may not know is that the ancient race required each runner to carry a torch as they

ran; and, the one who fin-ished the race with the torch still lit was the winner. This seems to be a good reminder for us to re-main focused on whatever kind of torch we carry – no matter how difficult the goal or how long the course – to end the race with the torch still lit.

What a busy year this has been for me as the President of the South Dakota County Commissioners Associa-tion. We started right out with the building of and then moving into our new building. It’s nice to have our own building and room for everyone. When any of you are in Pierre, you need to come in and see your building.

I took two trips to Washington D.C. this year. In January, I attended the State Presidents Commissioner Meet-ings. It was a very enjoyable and informative meeting. I enjoyed visit-ing with other state presidents from all over the United States and to hear what their issues are. Their concerns with county government were really not that much different than what we are facing right here in South Dakota. We had a press briefing with several officers from the President’s cabinet where we were invited to express our concerns on county issues.

My second trip to Washington D.C. in March was a week long Legisla-tive Conference with county com-missioners from all over the United States. We had several meeting every day which covered issues that we as county commissioners can or do face all year long. We were all invited to express our concerns with the heads of the many different offices at the national level and received suggested solutions and ideas for handling dif-ferent problems that are affecting our counties and states. Past President Mike Ortner and I met with all of South Dakotas congressional offices and discussed issues that were affect-ing several counties in South Dakota. We felt we had very positive feedback.

The Legislative Conference in Wash-ington is very informative and I would

suggest that any county in South Da-kota that is able to do so, should send a commissioner to this conference. It’s a good opportunity for our state to have a voice in helping to set the rules that we end up to following as Com-missioners.

I have traveled to Pierre, Bison and Buffalo during the last few months for Legislative summer study meetings on oil and gas development in the state.

I made several trips with my dad, Bill Johnson, back and forth to Rochester this past year, and he had a very suc-cessful heart valve replacement. My family is thankful for your prayers. As President of SDACC this past year I have met so many people who have become true friends. As they say, “It’s not what you know but who you know!” I want to thank everyone who has supported me this past year as President of the SDACC. It has been an honor to represent you and the association.

I hope to see all of you at our State Convention in Sioux Falls on September 17th thru the 19th. Bob Wilcox and Kris Jacobsen have been work-ing very hard at organizing this convention and

have lined up many informa-tive learning sessions for the Commission-ers, Officials, Highway Su-perintendents and Welfare Officials and I would like to thank them for their hard work. This year’s theme is “Counties Through the Decades.” Come make our convention a success. See you in September.

2012 has been a busy productive year in Miner County. With the very mild winter and despite the dryer summer, we have gotten much needed road maintenance and repairs done. This has helped us get somewhat caught up from the last couple of challenging years with all the flooding and long winters.

In June, Congress passed a new two year highway bill, Moving Ahead for Progress (MAP-21). One important program that was on the chopping block but survived was the fed-eral funding of the off-system bridge program which will continue to fund replacement and rehabilitation of bridges that are not on the Federal Aid system and are mainly county owned. Without these funds the replacement of these bridges could take a good portion of a years budget or possibly the whole budget. Also, a series of provisions relating to project and envi-ronmental streamlining were adopted, which hopefully will lead to a faster approval process for federally funded highway and bridge projects. As for the highway funding of this bill stay-ing on the level, counties throughout the state and country facing difficult issues associated with budgets based on dwindling revenues and operational cost continuing to rise, will have to keep searching for more avenues of revenue for our transportation systems.

As President of the South Dakota Association of County Highway Superintendents, I was able to attend the NACE Conference in Lexington, Kentucky along with many other S.D. Highway Superintendents and staff from S.D. LTAP. It was interesting listening to Victor Mendez, FHWA Administrator from Washington and NACE and NACO leaders, espe-

cially with the new highway bill in the makings. There were many other educational presentations including Effective and Situational Leadership, Cooperative Purchasing, and Work-ing With Other Entities. Talking with other highway superintendents and engineers from throughout the country you find out very quickly we are not alone in the struggle to keep up our road systems. If you have the opportu-nity to attend the NACE Conferences, take advantage of it, especially if a local state is hosting.

In September I will be handing the President’s Gavel over to Lenny Uhrich from Edmonds County, I wish him the best of luck. I would like to thank the South Dakota Highway Superintendents for giving me the opportunity to serve as your President this past year along with the Execu-tive Board and Committee Members for all you do and the support you have given me. Thanks to our Sec-

retary/Treasurer Greg Vavra for all he has done and covering for me a time or two. Thank you to Bob Wilcox, Kris Jacobsen, LTAP and SD-DOT for all you have done. Thank you to all the vendors who support the county government throughout the years. A big thank you to the Miner County Commissioners for the support they have given me this past year as President and all the years previous. As a Highway Superintendent, a good relationship with your commissioners is a huge steppingstone to the success and ease of this position.

I hope everyone is able to make it to the County Convention Sept. 17-19 in Sioux Falls. We have put together a great convention agenda. See you in Sioux Falls!

County Welfare, A Medically Indigent System to be Proud Of

In these days of uncertainty regarding the direction of our National health care, please pause for a moment and think “Perhaps if the Nation would look at the efficiencies within county government and their approach to indi-gent medical assistance they may learn a thing or two.”

Counties have gone through numerous growing pains, over the years, related to indigent health care. In 1996 and 1999, a major overhaul of the statutes forever changed the county’s role. These statutes define our responsibili-ties to our constituents: the residents and the medical community. The statutes gave our county leaders a sys-tem where those truly in need will not suffer medically. They also created a system that has proven to be account-able to the tax payers, is efficient, and has developed a uniform standard.

Recently, the Minnehaha Welfare Director, Carol Muller, and I had the opportunity to discuss the efficiency of the county indigent medical program. It may be astonishing if each county would not only review the annual statewide County Expenditure Report, compiled by the South Dakota Associ-ation of County Commissioners, but to also look at what our county liabilities could be.

For instance, Minnehaha received $30,713,741 in Hospital Notices, while their medical expenditures were only just over $650,000, or 2.1%.

Pennington County received $17,597,567.49 in Hospital Notices in 2011 and, again for comparison pur-poses, paid 1.9% of that amount for all medical services such as; medications,

physician bills, ancillary charges, etc. However, when compared only to In-Patient Hospital Services, which is truly the purpose of the Hospital Notices, it reduces that percentage to 0.38.

This is not the picture of just these two counties; this is happening statewide and should be a reminder to acknowl-edge the hard work, dedication and loyalty of county staff. To wear the “hat” of administering the county welfare program is not an easy task. You must be both the “caregiver” and the “gatekeeper”. You must walk the fine line between serving those in need with compassion and respect while maintaining accountability, efficiency and cost savings, and fostering part-nerships among your community’s medical providers.

Proactively work your medical cases, continually educate yourself of alter-native resources; community, state, federal, profit, and non-profit. Maxi-mize efficiencies; build relationships with your medical community and the clients that come into your office for assistance. Have a process to review each Hospital Notice that passes your desk before filing them away. View requests as an opportunity to be proac-tive in finding solutions.

By taking this proactive approach, and most importantly case managing your cases, you have the capability of mak-ing lifelong changes for those served and long term savings for your county.

As we go through the National Health Care debate, the county’s role is un-certain. While the State and Federal governments work though the details, it is imperative that counties have a strong voice and informed leadership,

nationally as well as locally. The closer the government is to the people, the more ef-ficient it is.

Unlike the Federal and State programs of Medicaid and Medicare, the county Indigent medi-cal programs are unique to each state which often leads to fragmented mis-understandings. Our worst fear should be that counties are not heard and we need to realize that any decision could impact each state differently, positive-ly or negatively.

My goals, during this past year, have been to bring awareness to the impor-tance of training, to empower county staff to utilize any educational op-portunities within their community or state, to improve county networking, to emphasize the impact of our county medical assistance program and to know that it is one that we all can all be proud of.

A simple telephone call enabled numerous South Da-kota local government entities to receive assistance with their redistricting questions and issues this year thanks to the South Dakota Public Assurance Alliance (SDPAA).

The SDPAA offers liability and property coverage to nearly 400 entities throughout the state, a number of which had to resolve ward or district boundaries because of their form of government this past year.

SDPAA Chairman Dennis Olson of Brandon said the Board of Directors took a position of being pro-active in regard to the redistricting to assist our members and potentially reduce liability losses. “We believe we should help members reduce and possibly eliminate losses before they even happen,” he said.

“We acquired legal services from a very experienced attorney in these matters, Sara Frankenstein of Rapid

City, which allowed our members to obtain up to a couple of hours of free consultation relative to their particular issues in regard to redistricting. Through what we called a ‘redistricting hotline’, members were able to simply call to initiate the discussions,” said Olson.

“Based on feedback from members and the number of calls received, it appeared to have been a very productive method in dealing with potentially major liti-gation matters.” “It appears the cost to the SDPAA in providing this service was small in comparison to the potential cost that may have been for both members and the SDPAA,” added Olson.
