    Police are warning drivers to be patient following a spate of road rage incidents in Melbournes west in recent weeks.

    On Sunday, a man was shot in the leg and another suered a laceration to his face aer an alleged road rage incident on the Western Freeway, near Bacchus Marsh.

    It is alleged the victims got into an altercation with the male driver of a 2002 Holden Commodore about 4pm.

    Detectives are looking for the driver of the Commodore, described as 40-45 years of age, of southern European appearance, 183 centimetres tall with a solid build and dark grey hair.

    e M80 Ring Road in particular has been in the spotlight with a string of incidents including the ramming of a vehicle by a truck in April. In that incident the vehicle was pushed o the road and into a pole.

    On Sunday May 24, a black Mitsubishi Lancer allegedly intentionally rammed another vehicle twice as it travelled on the Ring Road, Greensborough-bound, near EJ Whitten Bridge, about 7pm.

    Police said the drivers of both vehicles pulled over. It is alleged the Lancer driver got out of his car armed with a tyre lever. He reportedly drove o aer noticing the other driver taking a photo with his phone.

    Senior Constable Allan Edwards of Melton highway patrol said road rage was a common problem all over the place.

    I would put it down to a lack of proper driver training, he said.

    Constable Edwards said drivers needed to be more patient and tolerant of other drivers.

    It comes back down to common courtesy, he said.

    Nobody is a perfect driver you just need to be a little bit tolerant when other people make mistakes.

    Everybody seems to think they can do what they like [on the roads].

    Senior Constable Edwards said it was impossible to put a gure on the number of road rage incidents that were occurring.

    Its probably more common where there is more trac, but it happens in back streets and back roads, too, he said.

    Senior Constable Edwards said the message for all motorists was simple plan ahead, be patient and be tolerant.

    A VicRoads spokesperson told Star Weekly the organisation constantly looked at options to improve road safety and the travel experience of road users.

    The sounds of music are hitting the streets of Sunshine. As part of Community Music Victorias StreetSounds project, an outdoor outt of Sunshine minstrels will be one of 10 new street bands forming across Victoria in the lead-up to a festival of street bands in 2017. StreetSounds manager Lyndal Chambers is excited about the inclusiveness of the project. People getting together to play music is good for community health and social wellbeing, she said. The Sunshine band began when resident Peter Hinton was seeking somewhere to play music with his daughter. When he heard about StreetSounds he decided to give it a go. The band will be open to beginners through to experienced players, he said. The bands rst meeting will be on Tuesday, June 2, from 7.30pm at Albion Community House.     Parents of an 11-year-old primary school student say he is too scared to go to school aer being verbally abused by a school-bus driver.

    e parents of the Overnewton Anglican Community College student said their son was traumatised aer a string of incidents involving the driver since the start of the school year.

    Manpreet Singh and Simran Gill told Star Weekly they were worried for their sons wellbeing aer the incidents, which involved the bus driver dropping their son o at the wrong location, refusing to accept their son on the bus and an incident of verbal abuse toward

    her son last month and swore at him.e parents said they had several meetings

    with Overnewton Keilor campus head Rob Huntington but Mr Singh said the school did not do enough to protect their son.

    Im not asking them to re him [the bus driver], Im asking them to change the route he is on, Mr Singh said.

    He said his son no longer wanted to go to school and was very scared and timid following the incidents, even at home.

    He arrived home around an hour later. He came home crying and he was very scared, extremely stressed, as he was not sure whether he was on the right way towards home.

    He said the school was dealing with the familys concerns and with the bus company on their behalf. He said the school had a long relationship with the bus company and the driver.

    Mr Huntington said the driver was remorseful for his actions and willing to apologise.

    e really important thing that were looking to do is restore relationships.

    He said the school used highly regarded restorative practices and suggested the family and bus driver meet at a mediation session.

    Mr Singh said the school had yet to approach him about a mediation session.

    Hiep Do already has visions of making a dierence in his Sunshine community.

    e 20-year-old, who has volunteered with YMCA Victoria for about a year, has been chosen to be part of the YMCAS new youth empowerment program YMCA Kidstarter.

    e program is a take on popular online crowd-funding platform Kickstarter and will enable Hiep to set up his own leadership program in Brimbank.

    I hope in the future to develop a leadership program for young Vietnamese Australians in the west because I feel the Vietnamese community hasnt had much opportunity to integrate ourselves into the wider community,

    Hiep said. Growing up, we have a lot of role models but not many role models from within the Vietnamese community.

    I want to develop a program to help young Vietnamese Australians to see themselves as leaders.

    Last Fridays fatality-free day campaign put more safe driving pledges on record at Melton.

    Council, police and emergency services joined forces with the Lions Club at the Take the Pledge event at Courthouse Amphitheatre, as part of the statewide campaign.

    Many locals signed this years petition, pledging to spread the road safety message among family and friends and to lead by their own good examples of safe driving.

    More than 50,000 road safety pledges have been signed across Australia in the two years since the campaign started.

    Melton council road safety ocer Jan Webb said making safe driving a priority is crucial to curb road fatalities.

    Getting these young people involved is important so that in the future they can be good drivers as well, Ms Webb said.

    Drivers pledge safety

    Noise barriers erected for the new Regional Rail Link are not good enough, according to a disgruntled Sunshine resident.

    Noise barriers will provide the best noise mitigation benets for residents, he said.

    With extra passenger services enabled by the project, there will be an increase in rail noise for some residents already living next to the rail corridor.

    A 2011 Environmental Protection Authority report, obtained aer a Sunday Age freedom-of-information request,

    pollution has been linked to a number of adverse health eects. A Regional Rail Link noise and vibration assessment stated stress, loss of concentration, an increase in blood pressure and lack of sleep could be attributed to regular exposure to noise pollution.

    e Regional Rail Link Authority says it will undertake post-operational noise measurements to make sure noise stays below acceptable levels.

    Ballarat and Bendigo trains are already using new dedicated tracks from Sunshine to Southern Cross Station, separating them from metropolitan services.

    Taylors Hills blokes are enjoying their new mens shed, which was ocially opened last week by Melton mayor Sophie Ramsey.

    e Taylors Hills Mens Shed, at the Morton Homestead, is an opportunity for men to build friendships with their neighbours and share ideas with other sheddies.

    Cr Ramsey said mens sheds were great community facilitities where men could speak freely and openly about their health and wellbeing.

    Like its Melton counterpart, the Taylors Hills Mens Shed has been designed as a place where men can gather, share skills and experiences, contribute to their community and establish friendships and local connections, Cr Ramsey said.

    I especially want to acknowledge the eorts of all the volunteers who have spent endless hours helping make the Taylors Hills Mens Shed a reality.

    Melton council contributed $250,000 towards the project and received $60,000 from the former state government.

    Men shed their fears

    Victoria Police is increasingly reliant on council-run camera surveillance systems to identify and prosecute criminals.

    A report last month by the Australian Institute of Criminology found police are more and more using footage from councils in their investigations.

    Some 20 per cent of councils report requests for CCTV footage from police on a weekly basis and 81 per cent receive requests at least once a year.

    Last year, the council applied for $300,000 of federal government funding for cameras and lighting along Clarke Street but was knocked back.

    Lighting was installed on Clarke Street at the councils expense.

    e councils community wellbeing director Neil Whiteside said he was open to the idea of using cameras for law enforcement.

    Council does support the use of CCTV systems for the purpose of assisting Victoria Police or other appropriate state government organisations, he said.

    e report stated 57 per cent of councils now have CCTV surveillance in public places, up from nine per cent in 2005.

    However, Brimbank has only one public surveillance system, on the McKay pedestrian bridge.

    He said the councils CCTV systems in public places policy states cameras will only be installed if these costs are fully funded by another agency, such as the federal or state government.

    Department of Justice and Regulation is oering grants up to $250,000 to councils as part of the public safety infrastructure fund for the development of safety and security infrastructure, which could include CCTV systems.

    Brimbank council said it was still considering which projects need these funds most.

    A state-of-the-art dual tricycle is on the road for public use, thanks to a generous donation to Brimbank Bicycle Education Centre.

    e American-made Team trike, valued at more than $4000, comes courtesy of Taylors Lakes Lions Club and was presented tothe bike ed centres management committee last month.

    Centre president David Bennett said the dual-operated tricycle means two people can ride side by side, which is especially useful for people with disabilities who need to ride with support.

    It would also allow more people to experience the freedom and joy of riding a bike.

    is will make a signicant dierence to the whole disabled program at the centre, Mr Bennett said.

    It means some people who have diculty riding on their own can now sit comfortably on the tricycle with their carer beside them. Its much safer.

    is is a community facility and our committee of management is trying to make it available to as many dierent groups as we can.

    e centre has been open since 1992 and has been managed by a committee of volunteers from Brimbank Central Rotary Club and Taylors Lakes Lions Club since last August.

    e centre is used by schools, groups and is oen used for excursions and birthday parties. It is open to everyone in Brimbank.

    A developer has scaled back plans to construct a six-storey building at Caroline Springs following objections from owners of neighbouring properties and the councils urban design team.

    Residents at Caesia Gardens retirement village submitted two objections, including a petition with 49 signatures, over the initial planning application, citing diminished lifestyle options and less natural light entering the village if the plan was implemented.

    e councils urban design team has since worked with the developer, Varcon Constructions, and an architect to amend the design for the Aqua Lakeside Apartments to alleviate some residents and council ocer concerns.

    With the advent of these design changes, council ocers are generally supportive of the proposal, subject to conditions, a council report states.

    At its recent meeting, Melton council gave the thumbs up for 15 ground-level commercial oces, a four-storey apartment building including two rst-oor commercial oces, and a carpark with 171 spaces to be built at 9-25 Commercial Road.

    It included several conditions, including that Varcon must hire a private contractor to collect commercial rubbish from the site daily while under construction and collect rubbish twice a week from the residential tenants.

    A two-metre acoustic fence must be erected on the northern side abutting the retirement village and there must be security lighting along both sides of the carpark. e developer is also responsible for placing a screening on the upper oor levels to ensure the tenants cannot overlook the adjoining properties.

    e council report states Varcon must install Stop Noise, a soundproong treatment, to the retirement village units directly adjoining the site.

    e amended plans also include a plaza to improve pedestrian engagement.

    It is council policy that there is encouragement for the development and expansion of retail facilities in accordance with the adopted commercial centre hierarchy, the report states.

    And that higher density housing opportunities be provided around existing and proposed shopping centres. e proposal is consistent with [the Local Planning Policy for Retailing].

    e site is about 500 metres from Caroline Springs Square shopping centre.

    Varcon Constructions did not return Star Weeklys calls.

    An Albion resident has taken it on himself to survey other residents aer the council cancelled its annual green waste collection.

    Christopher ONeill conducted the online survey last week over a 24-hour period, asking residents on Facebook to have their say.

    Mr ONeill said he was not happy about the councils decision to drop the collection and residents had not been notied.

    Brimbanks infrastructure and environment director Paul Younis said only a third of residents used the service in comparison to 50 per cent of residents who had opted for a fortnightly kerbside green waste collection.

    Mr ONeill surveyed 100 residents and found more than 67 per cent use the yearly green waste service.

    He said the survey also showed 89 per cent of respondents had not been notied about the cancellation of the service.

    Brimbank, as a whole, has a very big issue with hard rubbish and dumping of waste, Mr ONeill said.

    who utilised the annual bundled green waste collection will be disappointed in the change, Mr Younis said. However there is a preference to use the fortnightly green waste bin.

    He said the costs saved by discontinuing the annual bundled green waste service would be absorbed in other aspects of the budget, including maintenance of playgrounds and streetscapes. He said residents had the fortnightly kerbside collection as well as the option for an at-call bundled green waste collection, which is a user-pays service.

    Sydenham library has been abuzz with book worms and youngsters keen to be part of Libraries and Information Week.

    Sydenham MP Natalie Hutchins and Brimbank councils chief administrator John Watson joined Ranjeeta and her daughter, Siya, at Sydenham library during last weeks celebrations and activities.

    Its a pleasure to visit Sydenham library again and see just how much local residents are using and engaging with their local library, Ms Hutchins said.

    Ms Hutchins used the occasion to announce a record boost of $40.51 million to the state governments public libraries funding program for 2015-16. e program supports ongoing

    library services for councils, regional libraries and Vision Australia.

    Ms Hutchins said the Living Libraries infrastructure program and the Premiers Reading Challenge book fund will share in $5.4 million as part of the 2015-16 state budget.

    e Premiers Reading Challenge is an annual competition that encourages students to choose and read from more than 7000 titles.

    e fund also helps public libraries purchase new books from its list.

    e Andrews Labor governments funding boost recognises that libraries are at the heart of our communities, Ms Hutchins said.

    Every Saturday is Drop and Shop day at Keilor shopping centre, part of a local initiative to make sure donations of secondhand clothes and household goods make it to the people who need them.

    e Salvos, in partnership with Keilor Shopping Centre management, has set up a designated donation point so shoppers can leave donations on their way to the stores.

    More than 10,000 kilograms of goods have been donated at the drop and shop point since the initiative begun in 2013.

    Salvos Stores marketing co-ordinator Aife OLoughlin said the drop-o point meant reusable items did not end up at the tip, plus their resale value more than $40,000 so far has been directed back into the Salvation Armys special programs.

    Its been absolutely fantastic, Ms OLoughlin said. Were always looking for really good quality donations and this way makes it easier for our consumers as well.

    We appreciate people are busy these days and oen dont have time to go to our store during the week.

    Bringing a donation point to consumers makes it easier for them.

    Every Saturday, from 8am to 1pm, a Salvos Store representative sets up a truck and clothing bins in the centre carpark, ready to collect good quality, unwanted household items and clothing.

    Shopping centre manager Rosemary Cain said she was happy with results from the drop and shop centre.

    e Salvation Army does great work within our community, she said.

    Plans for a six-storey apartment building at Cairnlea have been given the green light, despite residents concerns.

    Last November, Brimbank council received a proposal for a mixed-use development on vacant land at 93 Furlong Road.

    At last Tuesdays meeting, the council gave the application its nod of approval, subject to conditions.

    As previously reported by Star Weekly,residents were angry they were given no chance to object because the council decided not to advertise the proposal.

    e councils city development director Stuart Menzies said the proposal was in line with councils approved plans for the area, thus removing the need for local feedback and formal objections.

    Brimbank and Melton residents group president and Cairnlea local Vesna Mijatovic said she was disappointed the development was going ahead without the input of residents.

    Its just simply unfair that residents havent had a say, Ms Mijatovic said. She said most Cairnlea residents had no idea what was planned.

    e proposal includes two six-storey apartment blocks of 192 apartments and 45 double-storey houses, plus shops and 401 car spaces. Council made 30 changes and imposed 50 conditions. Mr Menzies said some of the conditions related to trac improvements, access, pedestrian movements and the retail layout.

    A dangerous pinch point on the M80 Ring Road will be widened and made safer with the federal government matching a $150 million commitment from the Victorian government to upgrade the road.

    e two-lane stretch of the ring road between Sunshine Avenue and the Calder Freeway will be widened to three lanes at a cost of $300 million, with overhead electronic signage, variable speed limit signs and CCTV cameras installed.

    e EJ Whitten Bridge across the Maribyrnong River will be widened and will get new safety barriers as part of the project.

    Roads Minister Luke Donnellan said he welcomed the federal funding, which would help ease congestion and make the road safer.

    But the federal/state stand-o continues over the Western Distributor, a toll road through Melbournes west recently proposed by Transurban.

    e Abbott government said on Friday that the project has some potential but it would not help fund the road if it meant motorists in Melbournes east would have to pay extra tolls to build a road in the west.

    e extension of tolls on CityLink could not be supported without signicant benets to the entire network, the government said in a joint statement from Prime Minister Tony Abbott and assistant Infrastructure Minister Jamie Briggs.

    e federal government also demanded the Victorian government help pay for the $5.5 billion tunnel and elevated road, a condition that is absent from Transurbans proposal.

    to give Infrastructure Australia, its adviser on major projects, a copy of the business case for the road. But it is still holding out hope that it can revive the East West Link road, cancelled by the Andrews government last year.

    It remains in a tussle with the Andrews government over the fate of $3 billion it committed to the East West Link, and continues to demand the money be returned to federal coers.

    Whats been your favourite thing about being Brimbank Police Inspector?e time spent with our new recruits has been excellent. Ive enjoyed seeing them develop at Brimbank and do some excellent work so early in their careers.

    Where are you o to now?In the immediate future Im undertaking a 12-week course of study in peace and conict resolution through the generous support of Rotary International. Aer that Ill take up a position as a superintendent in Western Region, which is a support role for members working in western Victoria.

    Brimbank council last week acknowledged your hard-work and commitment at its council meeting. How did that feel?Brimbank council has been a sensational partner to work with from top to bottom. e administrators, directors and the entire team have oered support along the way to partner with us on community safety. It was humbling to be recognised and hear their kind words.

    What have you enjoyed most about your time here?Denitely being able to get out into the community and learn a lot about the richness of multiculturalism.

    Between and among the culinary richesse of Watton Street at Werribee and Barkly Street at West Footscray, there are lots of Indian or curry restaurants hidden away in all sorts of places.

    In the case of this Hoppers Crossing nd, its an oering ostensibly of Afghan food.

    On a cold week night, Woodville Park shopping centre presents a rather bleak prospect, but the glowing lights draw us in.

    e series of events that have brought us here post-school volleyball, guitar lesson, trac congestion nd us also with robust appetites, so were happy to be in a warm, cheap eatery.

    Given the location and lack of research, its a throw of the dice, but we are not disappointed.

    e place is done in typical, basic suburban ethnic, and were the only customers. But we are re-assured by the number of locals coming and going for takeaway there is something worthwhile going on here.

    While we await our meal, we are greatly entertained, not only by the Bollywood music clips on the telly but even more by the cornball old-school adverts that accompany them.

    e pricing on the menu is attractive and theres a range of the usual korma, koa, vindaloo, masala and other curry dishes.

    But we choose the breads and kebab oerings.First, though, onion pakoras ($6) are rapidly

    devoured, a well-fried treat. Potato bolani naan ($5) is fantastic and almost a meal in itself.

    Garlic naan ($3) shows scant traces of garlic but is good, too.

    Were not sure about that and there are no dips. But were more than happy anyway.

    Were not about to pretend this is the best or best-cooked meat of this kind weve had, but it does the job for us.

    e minced-lamb sheesh kebabs have a bit of a bitter avour to them. e chunks of lamb kebab could be a bit more tender.

    But the chicken tikka pieces and two chook parts of tandoori chicken are really good.

    Were happy to have paid only $36 for a satisfying meal.
