    Brimbank council will slash funding for community events as it prepares for the introduction of rate capping next year.

    Acting corporate and community relations director Shane Marr said the council had been forced to cut $1.9 million from its dra 2015-16 budget. e state government will introduce legislation to cap rates at CPI from the 2016-17 nancial year, requiring councils to justify any increases above the rate of ination.

    Some extra plants and mulch for garden beds and additional main road tree planting that had been proposed will not go ahead, and some community events and programs have been scaled back, Mr Marr said. Purchases for general materials have reduced. ese measures are not without consequence and were dicult decisions to make.

    Mr Marr would not reveal which community events were in the gun.

    Brimbank administrators chairman John Watson said the council would need to save $24 million over the next four years if rates were capped at 2.5 per cent.

    He said support for community festivals would continue through grants, but as administrators we have had to make dicult decisions. e councils nal community newsletter was published in March, being replaced by an online community blog Brimbank Buzz.

    Mr Watson said no new council positions would be created. When a person leaves, the role will be reviewed if needed, a replacement will be employed.

    Western Athletics is rounding up its clan, past and present, for a 20-year reunion.

    Western As, as the club is also known, was formed in 1995 through the merger of senior athletics clubs in Sunshine, Footscray and Werribee.

    It has become the h-largest senior athletics club in the state and has members aged from 11 to 70.

    Member and athlete Janice Hodgart said the milestone was a great opportunity to bring club members and supporters together.

    It has grown enormously over the 20 years, Ms Hodgart said. Its a grassroots club where people with an interest in athletics have been

    able to achieve their goals in a positive, fun environment.

    Ms Hodgart hopes Western As community members will join the reunion dinner in September and share their memories.

    Hopefully, it will also encourage people to return to the sport they enjoyed, she said.

    e club oers training for athletes of all ages and its also developing recreational runners. Its easier, more fun and safer to run in a group.

    A booklet of records and highlights from the 20 years is being prepared to mark the occasion.

    Ms Hodgart said a highlight of the clubs history was having athletes from the club

    represent Australia. Morgan Mitchell competed in last years Commonwealth Games in Scotland and joined Luke Stevens in representing Australia in this years World Relays event in the Bahamas.

    Ms Hodgart took up athletics aer a bet with her daughter, who is also a member.

    Athletics is a sport the whole family can take part in, she said.

    e reunion dinner is on September 12 at the Werribee Italian Social Club.

    More than 6000 thes were reported in Brimbank during this time, on top of 1952 burglaries, the Crime Statistics Agency has revealed. Reports of the for the same period in 2013-14 numbered more than 6700, while burglars struck more than 2000 times.

    Brimbanks Acting Inspector Craig Peel said

    e selling, use and manufacture of drugs were challenging not only for law enforcing agencies but also referral agencies and families.

    Drugs are a scourge across Victoria and the nation, he said. We really encourage the community to ring triple-0 and Crime Stoppers to identify whats happening.

    Reports of drug dealing and tracking increased slightly during the statistical period, from 286 to 308 oences, while cultivating

    Acting Inspector Peel said police tackled drug problems in a number of ways, including helping to direct oenders to rehabilitation options.

    He said this approach would have long-term benets for the wider community.

    All these things are challenging for us drugs, family violence, road trauma. We as an organisation will look at using our resources as best we can to keep crimes down.

    Acting Inspector Peel encouraged the community to act with dignity and respect which, he said, would help keep crime rates down.

    Objections have been lodged against a demolition permit application that threatens the Sunshine home of famous Australian inventor Headlie Taylor.

    A self-taught engineer, Headlie Taylor was best known for designing the Sunshine header harvester and a machine that harvested ax during World War 2.

    He also designed the 1938-built house and gardens at 129 Durham Road, Sunshine, where he lived until his death in 1957.

    e Durham Road property is within the general heritage overlay of the McKay Housing Estate precinct, which requires a permit before any of its buildings can be altered or demolished.

    But Headlie Taylor House does not have an individual heritage overlay, which was recommended last year but not acted on by the council.

    e council cannot reconsider a specic overlay until the permit application is determined.

    Residents had 14 days to object to the permit which included demolition of the historic house to make way for six, double-storey townhouses. at deadline closed last Wednesday.

    Residents including Speroulla Christodoulou say Sunshine is now in danger of losing yet another piece of its very signicant history.

    Unfortunately, we have too many this used to be here displays in Sunshine. We certainly dont want another one.

    Sunshine College will get a $10 million upgrade and new buildings at two of its campuses, the government announced last week.

    Education Minister James Merlino visited the colleges north campus last Wednesday to announce the $10 million state budget bonanza.

    Were rebuilding Sunshine College and giving its students the safe, modern and comfortable classrooms that they need to learn, Mr Merlino said.

    College principal Tim Blunt said the funding would be used to build specialist new learning centres at the west and north campuses.

    He said a science-technology-engineering-mathematics (STEM) building is on the cards for the north campus, which would help both teaching and learning in these subjects to excel. e funding would also be used to redevelop the whole of the west campus, also including a STEM centre and performing arts spaces.

    e facilities will be a great environment for our students to work in. Its good for the college, but its also good for the Sunshine

    community, Mr Blunt said. We will end up with world-class facilities to deliver what we consider at the moment is a world-class curriculum.

    While in Sunshine, Mr Merlino also visited the Furlong Park School for Deaf Children where he met students and toured the school.

    Principal Anne-Maree Crivelli said the minister saw the schools integrated learning approach in action. She said Mr Merlino also talked to students about their eorts to raise money for people aected by the recent Nepal earthquakes.

    Energetic, innovative and contributing enormously to the cultural growth of this nation was how then-prime minister Malcolm Fraser described Australias Vietnamese community.

    Forty years since the Vietnamese sought asylum in Australia, people of Vietnamese ancestry make up almost 13 per cent of the population of Brimbank, making it the citys second-largest cultural group. To celebrate its contributions to Brimbank, the Vietnamese Community in Australia (VCA) held an art and photographic exhibition at St Albans Secondary College earlier this month.

    e exhibition highlighted the successes of Vietnamese refugees who have made their home in this area and their strength in overcoming hardship. When you are in one of the worst situations imaginable and somebody

    reaches out their hand to you, you want to say thank you, said VCA vice-president Viv Nguyen.

    Another aim of the exhibition, held in the lead-up to Refugee Week, was to boost awareness of what it means to be a refugee today. We wanted to do this partly because we think the environment we were welcomed to in Australia is completely dierent to the attitude towards refugees now, Ms Nguyen said.

    We believe that whatever community, if its given the opportunities that we were, it will thrive as well.

    Police in Brimbank and Melton are cracking down on drivers who use mobile phones while behind the wheel.

    Operation Prone will run once a month in both suburbs, targeting drivers who are using phones or not wearing seatbelts.

    Sergeant Andy Oakley, of the Brimbank highway patrol, said driver distractions, such as using mobile phones while driving, were adding signicantly to the state road toll.

    If youre on your phone, youre accident-

    continuing to use their phones for social media, texting and talking while driving.

    It means theyre taking their eyes o the road endangering everyone, he said. Its very dangerous.

    Sergeant Oakley compared driving while using a mobile phone to driving with a blindfold.

    Its not a matter of if, its a matter of when its going to happen to you.

    If you continue to use your phone [while driving], youre going to either be killed or seriously injured, or youre going to kill or

    prone, Sergeant Oakley said. You need to put your phone down.

    Sergeant Oakley said the operation had already been hugely successful with at least 50 penalty notices given out each time it has run.

    He said results showed motorists were

    injure someone else, Sergeant Oakley said. e spotter-type operation puts plainclothes ocers on the lookout for oences, which are then forwarded to uniformed ocers who intercept vehicles.

    If caught using a phone while driving, motorists will be hit with a $443 ne and four demerit points.

    Sergeant Oakley said police took a zero- tolerance approach to using mobiles while driving. Dont expect any leeway or warnings, he said; but do expect a ne or more serious charge.

    Caroline Springs was home to an action-packed wheelchair rugby competition at the weekend.

    Teams from across Australia and Canada ew in to take part in the Fierce 4 Rugby Challenge, pitting the Canadian national side and Victorian Queensland, Western Australian and New South Wales state teams against each other.

    e Canadians took on the tournament as part of their training for the Paralympics next year.

    Wheelchair rugby, also known as murderball, is practised in more than 20 countries and played by athletes with a disability.

    e game was originally called murderball due to the intensity of the physical contact between wheelchairs.

    Paralympian and Victoria Protect under coach Bryce Alman says the sport is fast-paced and full of energy. Wheelchair rugby is a fast, full-contact sport. Its not called murderball for nothing, he said. You have to be fearless and willing to put your body on the line.

    Despite its intensity, wheelchair rugby is family-friendly. Australia is currently ranked world number one by the International Rugby Federation.

    Players did their best at the weekend to show theyve got what it takes to wear the green and gold at the Paralympics next year.

    Airport West resident Aaron Smith is pounding the pavements in readiness for the coming Run Melbourne charity event.

    Participants can choose a ve-kilometre run or walk, a 10-kilometre run or half-marathon to raise money for the charity of their choice.

    Mr Smith has already started ramping up his training schedule in preparation for a 10-kilometre run on July 26.

    Id like to challenge myself and get t, he said.

    But its not just running that has him eager to take on the challenge.

    He has chosen to raise money for the Peter MacCallum Cancer Foundation in memory of his neighbour, who battled cancer.

    My next door neighbour got cancer and passed away last year. I thought it would be a

    great way to help out a group that helped him out, he said. A lot of people are touched by cancer and this happened right next door. ats the big motivator in raising these funds and trying to help where I can.

    Mr Smith said the event was a great way to bring the community together and give something back.

    An extra mile for charity

    A Brimbank resident is backing calls for compulsory swimming lessons in schools.

    Last week, coroner Caitlin English recommended that swimming and safety education be skills taught compulsorily in Victorias primary schools.

    e recommendation followed the inquest into the death of nine-year-old Bailey Patman at Seaford Beach in 2012.

    Taylors Lakes resident Mounil Kadakia knows too well the risks of not knowing how to swim. His brother, Rootvij, drowned trying to save a friend caught in a rip at Lake Tyers beach, near Lakes Entrance, in 2009.

    Mr Kadakia said the coroners recommendation to introduce compulsory water education at primary schools was fantastic.

    He agreed that swimming and water safety needed to be taught and practised from a young age.

    Following Rootvijs death, family and friends set up the Rootvij Kadakia Foundation, working with Life Saving Victoria (LSV) to run programs for tourists, migrants and international students, teaching them the ins and outs of beach safety.

    Mr Kadakia said the Read the Beach program helped educate and familiarise this group of people with beach and water safety, especially since many may not have been brought up around beaches.

    International students from leading universities, TAFEs and English learning centres have taken part in the successful program for the past six summers.

    teaching students how to swim. e number of drownings we see now will drastically decrease if swimming and water safety education are made compulsory in schools, Mr Kadakia said.

    By educating just one person, we are helping educate a whole network.

    LSV has started working with Victorian schools and aquatic centres.

    e lifesavers organisation is currently trialling a before-school swimming and water safety program with years 5 and 6 pupils at two Shepparton primary schools.

    Its the health hub of the west. Sunshine Hospital has come a long way in

    25 years and some are arguing it has taken its greatest strides in the past six months.

    e hospital opened in 1990 with 288 beds as a paediatric, obstetric, gynaecology and sub-acute service.

    Over 25 years, it has added a number of strings to its bow, morphing into an acute and sub-acute teaching hospital with about 600 beds.

    In recent times, Western Health opened an intensive care unit and cardiac care service, with a number of acute specialties relocated to the hospital, including neurology and stroke, oncology, and respiratory services.

    In October last year, Western Health was named the Premiers Health Service of the Year, an accolade recognising leadership and excellence in providing publicly funded healthcare for Victoria.

    It was perhaps a sign of things to come. Western Health executive director of operations Russell Harrison said the hospital has seen some of the biggest changes in its history in the past six months.

    Its Premiers award preceded the release of Western Healths Changing Health for a Changing West document in May last year, a blueprint to meet demand toward 2026 and beyond.

    Calling for $550 million to shore up Western Healths future, the document states the

    funding would not only deliver much-needed infrastructure but free up capacity to increase the breadth of services at Sunshine Hospital.

    More specically, the document called for improved services for women and children at Sunshine Hospital to address an anticipated critical gap between what is needed and what is available.

    Not to do so will increase pressure on womens and childrens centres elsewhere, it states. Consolidating and expanding services will not only benet those accessing womens and childrens services but will also release much-needed capacity in the main hospital.

    In its simplest terms, services need to be realigned, combined and co-located to increase eectiveness.

    Western Health will soon reach a tipping point, it found.

    Pleas for progress were answered in last months state budget, with a $200 million womens and childrens hospital promised for Sunshine and expected to be nished by 2018.

    Professor Alex Cockram said the new hospital was critically important to meet the extraordinary demands of the fast-growing west.

    Despite Sunshine having the third-highest number of births of any Victorian hospital, these demands currently operate in and around a very busy general hospital, Professor

    Cockram said. I am sure that the women and their families in the west will be so relieved to hear of this commitment, she said in May.

    e number of births at Sunshine Hospital has reached more than 5000, and 7200 births are expected in 2026.

    We simply could not meet that demand without this new hospital, she said.

    We will also be able to free up large areas to increase the services we oer to our other patients. For example, it will enable us to perform thousands of additional operations each year.

    Several other key services have opened, including the new patient health information centre in the hospitals main reception area,

    in September last year. e hospital unveiled a redeveloped childrens ward in December, aer 30 years without a makeover.

    It also opened its new critical care services in February.

    Until then, Sunshine Hospital had been the largest hospital in the state without an intensive care unit as it battled to deal with more than

    70,000 emergency department presentations each year. Western Health board chairwoman Bronwyn Pike said it was one of the most signicant days in the history of Western Health and a turning point for the people of this entire region of Melbourne.

    Hopefully, more signicant days lie ahead for Brimbanks health hub of the west.

    Where can I go to get good quality, recycled goods?How can I get rid of my hard waste without going to the Recycling Facility?

    Council runs a number of programs that make disposing of hard waste easy for residents, as well as opportunities to get quality, pre-loved

    Recently, Council launched its new Super Saturdays campaign, for those who love a bargain and a freebie! On the last Saturday of each month, residents can go to the Melton to pick up FREE household goods disposed of item on offer, or several similar items, such as

    Redkite tokens, sausage sizzles and donation tins have shown the power of community at Taylors Hill.

    Last week, Coles Taylors Hill sta and customers, together with representatives of national cancer charity Redkite, celebrated the communitys eorts in raising $20,000 for the cancer charity.

    e Taylors Hill store has been raising funds for Redkite since partnering with the charity in 2013. Redkite supports children and people aged up to 24 with cancer, and their families.

    Store manager Tony Baldassarro said sta and customers had been actively involved in raising money for the past two years.

    Its something the team do very, very well, Mr Baldassarro said.

    When it comes to charity they always go beyond the call of duty to help raise money, and

    the community digs deep, too. Mr Baldassarro said Coles was both a store

    and a community hub, which helped support the wider community at any chance.

    e $20,000 is enough to fund 347 hours of social worker support providing information, practical help and counselling during a cancer treatment for families while theyre at Melbourne hospitals.

    I think its important to everyone, Mr Baldassarro said.

    Cancer can strike anyone at any given time and Redkite supports families going through dicult times; its a great cause.

    How long have you lived in Brimbank?I have been living here for about 30 years. Before that I escaped from Vietnam. When the communists took over our country, they were going to put my father and brother in jail, so we tried to escape to come here.

    What was life like in Vietnam before the war?I went to university and got my bachelor of economics. My father was the manager of the post oce for most of his life. My family had eight children.

    Did your whole family come to Australia?It was just me and my brother at rst. My father came here about 20 years ago and died four years ago. Now all my brothers and sisters are here, except for my brother Ninh Van Le; he was a soldier and he was killed.

    What did you do when you rst came here?Aer we came to Melbourne, my brother and I got a job. en, when we had the money saved up, we put ourselves through school and both got our bachelor of engineering. At that time, we worked in a hotel and there were many Vietnamese and Polish people there.

    What is your favourite thing about living in St Albans?My favourite thing is all the avours of its food. I love the markets and the food here is very good. I love all the food in St Albans, but my favourite is the noodle soup.

    What made you want to start sculpting and composing?I started sculpting when I was in Melbourne.

    I felt bored and wanted something to do. e main thing I love is sculpting beautiful women. I think it was about 2005 that I started composing music. I write songs in Vietnamese. e main thing I like about it is I get to express my feelings. Aer my parents died four years ago I stopped doing any art. I only started again last year.

    Were you taught your art by anyone? No, I am completely self-taught. I taught myself sculpting, painting and composing. My background would be music only. All my family know about music. My niece, especially, plays the piano very well.

    Will you celebrate the 40th anniversary of Vietnamese settlement in Australia?Yes, for me this was very important. Now Ive spent more than 30 years in Australia. is year I joined with a Vietnamese festival hosted at St Albans Secondary College. ey had some of my work displayed at that exhibition.

    What works did you exhibit?I have a sculpture there called ank You Australia. It shows a refugee boat in a storm and then arms with Australian ags on them make waves that symbolise the struggles of Australians who made a strong decision to save our refugees.
