One of Brimbanks busiest roundabouts is facing the chop.

Labor MPs Natalie Suleyman, Natalie Hutchins and Marlene Kairouz have thrown their support behind scrapping the Taylors Road-Kings Road roundabout in Delahey, which links the suburbs of Delahey, Sydenham, Taylors Lakes, Deer Park, Kings Park, Taylors Hill and Caroline Springs.

e roundabout was voted as Melbournes seventh-worst intersection in the RACVs 2014 Redspot Survey, which cited road rage and near misses during morning and aernoon peaks as drivers try to nd gaps to enter this roundabout.

In September last year, Brimbank council called on the state government to fund removal of the roundabout.

Safety at the Kings Road-Taylors Road intersection is highly compromised due to high trac volumes and is hazardous for pedestrians, a council report states.

Ms Suleyman met VicRoads and State Roads Minister Luke Donnellan last month to advocate removal of the roundabout and said a plan to x the site was likely to be released in coming months.

is is something of a necessity, she said.

Ms Hutchins said the likely two options were a signalled roundabout or scrapping the roundabout altogether in favour of trac lights.

I think VicRoads has actually done some groundwork on this, she said.

Its just a matter of getting it released and moved along, which Im happy to speak about to the minister for roads.

    at intersection really does need

some attention, particularly in light of the growth thats happening.

e comments come aer Liberal MP Bernie Finn called on the state government to commission an investigation into the roundabout.

But Ms Kairouz said she believed an investigation was unnecessary and said removing the roundabout and installing trac lights would improve safety and reduce trac congestion.

Mr Finn is particularly keen to see the roundabout scrapped and replaced by trac lights.

Because of the extraordinary growth in places such as Burnside Heights, Taylors Hill, Caroline Springs and Kings Park, we see queues banked back for kilometres to get through this particular roundabout, Mr Finn said.

It is obvious to anyone . . . that its an unsatisfactory situation for the thousands of residents who have moved into that general vicinity.

A spokeswoman for Mr Donnellan said VicRoads was currently developing options to improve safety and trac operations at the intersection, which would be presented to the government for nal approval.

e roundabout has been the subject of ongoing community concern over a number of years, she said.

Bernie Finn had four years to advocate on behalf of the local community and x this roundabout but did nothing.

Brimbank police are cracking down on public drinking and antisocial behaviour in Sunshines central business district.

Police have joined forces with Brimbank council, the Sheris department and welfare support services for Operation Pendant, which started last week and will wrap up at the end of this week.

Senior Sergeant Greg Hinton says the high-visibility operation is targeting public drinking, low-level assaults, trac compliance for drivers and pedestrians, and parking and littering issues across Sunshine CBD with a particular focus on Sunshine railway station and the RT Pollard Gardens.

ere are some areas where groups of people tend to congregate and drink, Senior Sergeant Hinton said.

Its not driving the crime in the area, but it is an area of concern.

e operation is more about engaging with the community and being proactive.

Meanwhile, Brimbank council and the Sunshine Business Association have used a $20,000 state government grant to install lights under shop awnings at nine businesses along Clarke Street and at the rear of businesses backing onto McDonald Lane and Mann Place.

Business association president Bruce White predicts the lighting upgrades will improve business in Sunshine by making people feel safer at night. It will improve safety for people leaving work aer dark, discourage undesirable activity in the area and help create a night-time culture where people feel they can shop and dine, Mr White said.

    Cops, lights to boost safety

Kids in care lap up the greatest gift Every child deserves the right to feel safe. ats the word from newly minted foster carer Kerryn Wilby, who has opened her heart and her home to kids in need over the past year.

e 44-year-old Delahey resident nished her foster carer training in April last year and started taking in children in October as a respite carer, meaning she provides short-term and overnight accommodation for youngsters aged 10 to 18.

I kind of see myself as being a fun aunty or babysitter, Ms Wilby says. Its really rewarding. I love it. I also nd it quite daunting.

Youre looking aer someone elses child, in eect, and you want to make sure that youve got the best outcome for the kids while theyre in your care.

Ms Wilby, a business analyst for the City of Melbourne, is one of 54 foster carers in the Salvation Armys Westcare Childrens Services.

She became interested in becoming a foster carer aer hearing the experiences of one of her colleagues.

Although her full-time role made it near- impossible to become a long-term carer, Ms Wilby soon realised she could still help out

in a respite capacity. Because Im single and dont have any kids, I can really give them that one-on-one [time]. eyre not competing with anyone else.

Ive been told when theyve le, that for that small time theyve felt safe and felt they could be themselves and were listened to. I think every child deserves that.

Ms Wilby encouraged others to give foster caring a go. For more details phone 9312 3544 or email [email protected].

More than 15 per cent of 17-year-olds in the City of Melton have dropped out of school, according to a new report released by HealthWest.

e Population Health Data report compared school retention rates in Brimbank, Hobsons Bay, Maribyrnong, Melton and Wyndham.

Melton had the highest rate of school drop- outs in the western suburbs, followed by Wyndham (13.6 per cent) and Brimbank (9.3), the latter falling below the state average of 10.5

per cent. Year 10 to 12 public school retention rates in the western metropolitan region (82 per cent) were also lower than the northern region (92).

In Brimbank, teens aged 15 to 19 were more likely to be fully engaged in work or study than Melton, Wyndham and Hobsons Bay residents. More than half (58 per cent) Brimbanks 15-to-19-year-olds were studying full-time; 16.7 per cent were studying full-time and working part-time; and 3.6 per cent were working full-time.

e data published by HealthWest indicated

year 12 Brimbank graduates were most likely to continue their education past high school.

A total 51 per cent of students who nished year 12 went on to university; 20.2 per cent completed a VET certicate IV or above; 5.5 per cent took on apprenticeships; and 6.5 per cent were looking for work.

Meanwhile, Melton teenagers were more likely to be working or looking for work.

While only 37.5 per cent of Melton students who nished year 12 went on to university, 6.7 per cent were employed full-time and 14 per cent part-time. Melton and Maribyrnong had a

School drop-out report card outhigher proportion of early school leavers [who] went on to full-time employment, compared to the state average [of 53.2 per cent], the report says.

Brimbank, Melton, Wyndham and Hobsons Bay students also recorded high rates of absenteeism in 2009, according to the Department of Education and Early Childhood Development, with kids most likely to have the most days o during prep and grades 1 and 2.

Brimbank residents may be missing out on mental health care as the area has only half as many Medicare-supported mental health experts as nearby Maribyrnong and Moonee Valley.

A new Monash University study shows Brimbank has 67 psychiatrist services and 26 psychologist services per 1000 people.

Moonee Valley has 129 psychiatric services and 62 psychology services per 1000 people.

Maribyrnong has 109 psychiatric services and 52 psychology services.

Lead researcher Graham Meadows said Brimbank was an interesting case.

People living in disadvantaged and rural areas typically receive a mental health service model characterised by lower volumes of service and provided by less highly-trained providers, Professor Meadows said.

Researchers analysed 25 million Medicare-supported mental health service interactions from 2007 to 2011, under the Better Access to Mental Health Care program.

e analysis highlighted that uptake rates for psychological services decrease as levels of socio-economic disadvantage rise.

Professor Meadows said it was concerning that regional towns such as Hepburn and Ballarat had higher use

of psychiatric and clinical psychologist services than Brimbank.

Were condent lower socio-economic areas have higher rates of mental health problems, such as depression and anxiety, he said.

ose disorders sometimes remit but oen persist or become chronic in the absence of treatment.

is means those people may have more diculty at work and wont be as able to function in higher-earning positions.

eyre also more likely to become unemployed, have family issues and possible substance abuse problems.

Quite a lot of people may be missing out on what they really need.

Professor Meadows said the solution was a complete reform of our highly confused and poorly organised health care system.

I dont have a simple answer, he said.A start could be by changing Medicare

rebates. It may help somewhat, but I think

long term a deeper structural reform is needed.

A state minister has whacked Brimbank council for spending $130,000 on an art installation without consulting residents.

Local Government Minister and Sydenham MP Natalie Hutchins made an example of the public art sculpture at the Sunshine bus interchange, saying the community had no buy into it.

Her comments came as the Labor government appointed an Essential Services Commission (ESC) to advise on a rates capping

capping their rates at the level of the Consumer Price Index (CPI) would ensure transparency and responsibility when there were rate hikes.

For the last three years rates have been going up at double the [ination] rate, she said.

e Labor state government has said it wants a rates capping system to come into eect for all Victorian councils aer the 2016-17 budget. Councils wanting to raise their rates above CPI would have to justify to the ESC why such increases were necessary. Finance Minister Robin Scott said the ESCs inquiry would take into account factors that may impact a councils

system for councils. ese are some of the things we want councils to have a serious look at in how they expend the ratepayers budget, Ms Hutchins said. ere needs to be more consultation with ratepayers. Councils need to be open and transparent about where their money is going.

e abstract sculpture near City Place was unveiled last November and is intended to be a meeting place for pedestrians and an attraction for commuters descending the stairs as they leave the railway station.

Ms Hutchins said the inquiry into councils

nancial outlook. [is] includes population growth, services and infrastructure needs. Our plan means more eciency and accountability in the way councils increase their rates, as well as greater sustainability in the sector.

e ESC will talk to councils and government agencies, as well as peak bodies such as the Municipal Association of Victoria, Victorian Local Governance Association and LGPro.

A nal framework report will be handed to the nance and local government ministers by October 31. Brimbank council did not reply to questions before deadline.

A young photographer is hoping to turn strangers into stories, embarking on a project called Humans of Brimbank.

Hillside psychology student Mehak Sheikh is hoping to get a glimpse into the lives of Brimbank residents from all walks of life.

e idea began when I started at uni and got some strange looks when I said I was from the west, the 18-year-old said.

I want to challenge that perception. eres amazing people here and I want people to see that. Were so culturally diverse and those dierences should be celebrated.

For the past few months, Mehak has been collecting quotes and short stories from people shes met, and shes added photographs to the snippets. Im hoping to launch it on Facebook, starting with the ones I already have, the Melbourne University student says.

My favourite so far was a Chin [Myanmar] boy and girl in their traditional costumes. ey

looked so proud to be photographed, and thats what I love seeing. Ive also spoken to three elderly men in St Albans. One was here visiting his son and told me about his experience during the partition of India and Pakistan.

Mehak says her psychology background drew her to the project.

I love to see how people interact, why they do what they do and what drives them, she said. I met a Mauritian lady and her baby outside Sunshine library the other day, and we talked about her son, her plans and hopes for his future. ats what Im aer.

Mehak hopes to hold a street exhibition for the project in coming months. ese exhibitions will introduce viewers to other community members, without actually meeting them.

Brimbanks oldest and perhaps quaintest cottage will open its doors later this month in memory of Keilors bravest men and women.

Keilor Historical Society will use the annual Harricks Cottage open day, on March 21, to launch its book Keilors ANZAC Memory.

e oldest surviving parts of the cottage are believed to have been built in 1861-62.

e book enshrines the stories and sacrices of 61 Keilor residents who served Australia in World War I, as does a DVD that will be launched the next day at a dinner at Overnewton Castle.

Society president Susan Jennison said the group had created a legacy for these brave people, helped by a $25,000 grant from the federal government. Its important were illustrating what it was like in a small country

town when people enlisted and were sent away to unfamiliar countries, Ms Jennison says.

Its not like now when you can get on the internet and get a picture. eir sense of geography was completely dierent.

Fiy-nine Keilor soldiers and two nurses stepped up in wartime, and 11 of the soldiers never came home.

Well also have exhibits showing the best stories about these men and women weve discovered by talking to their descendants, Ms Jennison said.

e open day will start at noon at Harricks Cottage, Harrick Road, Keilor. Dinner on March 22 at Overnewton Castle costs $60. To book, phone 9331 6367.

Brimbank drivers are inviting thieves to steal their handbags, iPads and shopping from their cars by leaving them in plain sight, according to top cop Chris Gilbert.

Inspector Gilbert said that of the last nine thes from cars recorded in Brimbank, ve of the cars were unlocked, one had a handbag visible on the seat, another had tools visible and the remaining two had their number plates stolen despite the widespread availability of one-way screws.

Each the was easily preventable, he said. If the cars were locked, its unlikely they would be targeted.

If personal property was hidden from view and plates were xed with one-way screws, they would likely not have been targeted either.

More than 2200 thes from cars were recorded across Brimbank between October, 2013, and September, 2014 down 9.1 per cent from the previous year.

Despite the drop, Inspector Gilbert said the number of iPads, laptops, electronic equipment and other valuables being stolen from cars was disturbing.

He said shopping centre and train station carparks were among the worst spots to leave valuables within view.

Drivers can get free one-way screws tted to their number plates this Saturday, March 14, between 10am and 2.30pm at the Caroline Springs Square shopping centre on Lake Street.

e destruction of almost 20 old gum trees has raised the hackles of a Derrimut resident, who fears the green views from his estate will eventually be replaced with the high walls of another prison.

Brett Russell lives in the Brimbank Gardens Estate, across from land on Robinsons Road that he describes as an eyesore.

Of the 30-odd trees remaining, I counted the rings and one of the trees was more than 100 years old, he said.

eyre the only old trees the kids around here have to develop a connection with the land, and its natural history.

eres also lots of wildlife inhabiting the trees, including the hobby falcon, black kite, ibis and woodland birds.

Mr Russell said he was disappointed to see parts of a heritage stone wall in the area crushed.

e wall wouldve been stacked up 130 years ago and its now just been smashed in some areas, he said. Plenty of prisons are being built around Brimbank, but not a single tree has been planted.

When Star Weekly inquired about the land Star Weekly inquired about the land Star Weeklyand the trees removal, Melton council said the location was in Brimbank, with Meltons boundary stopping at Robinsons Road.

Brimbank councils planning department said the land was in Melton.

Melbourne Water has taken responsibility for the trees removal, saying the move was part of preparation for the Water for a Growing West project. e project involves constructing a 17-kilometre pipeline to transfer drinking water from St Albans Reservoir to Cowies Hill Reservoir.

    e $30 million pipeline will service 40,000

    Trees wanted, not jails

homes across the west, and will be laid mostly under existing power lines between Station Road at Albanvale and Robinsons Road at Deer Park.

Melbourne Water project manager Peter Clark said the removed vegetation would be reused.

    Derrimut Primary School showed great

initiative by reusing the logs as seats in its open areas, Mr Clark said. e mulch and woodchip is being provided to Brimbank council for use across the community.

Mr Clark said Melbourne Water notied residents by mail on February 1 of the vegetation works along the road and fewer trees were removed than originally planned.

Fireys from Sunshine, Deer Park and St Albans turned up to almost 500 medical emergencies last year, sometimes beating Ambulance Victoria paramedics to the scene.

MFB reghters are dispatched to emergency medical response (EMR) calls at the same time as ambulance crews to attend situations such as cardiac arrests and non-breathing patients.

e number of EMR calls received across Brimbanks ve re stations has jumped by 22 per cent since 2013 up from 402 calls to

eyre more prone to heart attacks, he said, adding that there was also a huge number of young families with small children.

Mr Woods said that despite the MFB saving about 200 lives since its medical service began 15 years ago, many people were still unaware of it.

Oen when we turn up people seem shocked and say, I wasnt aer a re truck, I called for an ambulance, he said. We are fully equipped and carry debrillators and oxygen to at least get the process of saving a life started before the ambulance arrives.

    493. e gure is one of the highest in the state and, according to western district commander David Woods, is due to geographic and demographic factors.

Brimbank is a big area with a huge spread, he said. Our stations are evenly distributed and we have a response time of seven and a half minutes, which is pretty quick.

When we attend rst, it helps ease the burden on ambulance ocers.

He said Brimbanks ageing demographic was a possible explanation for the number of call-outs.

MFB chief ocer Peter Rau said it was important to make sure the chain of survival was not delayed.

When a person is experiencing cardiac arrest or is not breathing, the promptness of the medical response is paramount to survival, Mr Rau said.

Cardiac arrest survivability diminishes by 10 per cent for every minute that debrillation is delayed.

Fire crews were there to help, he said. Whatever you do, dont send the reghters away if they are trying to help.

Fireys vital to chain of survival

Caroline Chisholm Catholic College is getting a multimillion-dollar makeover.

e schools three campuses St Johns, Sacred Heart and Christ the King are undergoing refurbishment, with the biggest changes being made to the Sacred Heart senior campus, with work there including oce renovations and a new trade-learning centre.

Principal Marco DiCesare said the schools dierentiated learning wing, which caters to both gied students and those who require a little more assistance, was getting an upgrade, as was the lecture theatre, which will have added technology features, improved lighting and increased seating.

Quin Auditorium, which was opened in 2009, is being contracted out to professional production company Yourshow and will be open to the wider community to use.

Mr DiCesare said each of the school entrances was getting a spruce-up, while a quadrangle at

the St Johns campus, which students use for socialising during breaks, has been ripped up to make way to create a Federation Square-style arcade.

Its a bit more of a mature, university feel, he said.

An overpass connecting the St Johns and Sacred Heart campuses will be upgraded to include an art gallery.

Mr DiCesare said the works, costing in the millions, were being fully funded by the school.

Most of the works are expected to be completed by the end of this year.

We want to be the leader in learning excellence and we need to show it [in our facilities], Mr DiCesare said.

Its exciting its a wonderful time to be at the school.

)Ellearn Savvidis is steering her career in the right direction.

e 18-year-old Taylors Lakes resident is a month into a four-year mechanics apprenticeship with Mercedes Benz Airport Express and is relishing spending hands-on time in the workshop.

Its awesome, Ms Savvidis says. I never dreamt Id be working for such a big, impressive company so early in my career.

Everyone is nice and they dont care what sex you are everyone is treated the same.

Ms Savvidis is one of three Brimbank residents joining North Sunshines Harley Mills and Deer Parks Fernando Obien to land Mercedes Benz apprenticeships through the Citi New Recruits Program, which helps disadvantaged young people get into the workplace.

e Skilling Australia Foundation and nancial services company Citi joined forces in 2013 in a bid to drive down the youth unemployment rate, which now currently stands at 14.2 per cent.

e program helps develop the skills of disadvantaged young people with a four-week job-ready boot camp that teaches teamwork and leadership skills, occupational health and safety, and budgeting on apprentice wages.

Participants are then placed into apprentice- ships and traineeships and have a dedicated, one-on-one mentor who assists in overcoming any barriers that arise.

Stephen Roberts, of Citi Australia, said that during the programs rst 12 months, 83 per cent of Citi recruits were engaged in employment, education or training.

Mr Roberts said it was important for young Australians to become job ready, gain employment and have the nancial capability to adopt good saving habits.

A lawyer is hoping to break the cycle of isolation for family violence victims in Brimbank.

Family dispute resolution practitioner and lawyer Reeta Verma has been running the Kangna Sisters Indian Womens Support Network in Delahey since 2012.

e Taylors Lakes resident says the group is open to all women despite its name.

I started o with a focus on Indian families, because they seemed set on hiding domestic violence they were ashamed and didnt want to address the problem, Mrs Verma says.

ats no longer the case, and theyre slowly realising there are places to get support. Our arms are open to all.

Mrs Verma says her group has been working with the police to approach domestic violence in more culturally sensitive ways.

    Sometimes direct police intervention can

make it worse, its sometimes not appropriate, she says.

For example, we tell the police to not knock on the door, but instead arrange to meet with the woman at a separate location.

What suburb do you live in?Jim: St Albans. I grew up in Leonard Avenue when it was all stones and gravel. It used to be called Bungalow City in those days because 99 per cent of the houses were bungalows.

How did you meet?Georgina: My parents had a bungalow out the back, and Jims best friend used to rent it. Jim would come and visit [sometimes] I would be outside. One thing led to another and we became friends and got together. I was 29, Jim was in his early 30s. We dated for about a year then we were engaged for a year and then we got married. JO: Weve been married 27 years this year.

What do you like about Brimbank?JO: I like it because its ve minutes away from the countryside. Im not a city person.GO: Were in the middle of Deer Park and Sunshine, near all the shopping centres. St Albans has got everything its own railway station and buses.

If you could change one thing about Brimbank, what would it be and why?GO: e level crossing in St Albans, but I think thats getting changed anyway. JO: Weve been pushing for years for that. But also better parking down the shopping area, around Alfrieda Street and Main Road, and more public amenities. eyve got a new toilet block it was supposed to be in the centre [of Alfrieda Street], close to the shops, and its three-quarters of the way up Alfrieda Street.

MY BRIMBANKGeorgina and Jim Olivieri are life-long Brimbank residents who married 27 years ago. e couple have been volunteers at Sunshine Hospital for 14 years. ey spoke to Charlene Macaulay

Georgina and Jim Olivieri at Sunshine Hospital. (Damjan Janevski.)

What is your favourite Brimbank eatery or place to get a coee?GO: Hughies in Kings Park. Its only a new place, open about a year. It used to be a $2 shop. Its great for a meal.

When and why did you start volunteering at Sunshine Hospital? GO: Weve been volunteering for 14 years. Jim had a bypass, and we were both home. I said I wanted to do volunteering he decided he was going to join me. I do ursdays and now Ill be doing Wednesdays as well. JO: I do half-day Mondays in the aernoon.

What kind of volunteering do you do?GO: I used to do the visitors guide, but now I work in the op shop and auxiliary shop. Jim does patient information.

What do you enjoy the most about volunteering?GO: Just meeting dierent people and the gratitude we get.JO: Helping people out; some people really appreciate it.

A Victoria University professor has been named as one of the worlds leading researchers, joining the omson Reuters Highly Cited Researchers list for 2014.

Professor Peng Shi makes the prestigious list for his work in electrical and electronic engineering, applied mathematics and computational and intelligent systems.

e former St Albans resident earns the distinction as being one of about 3000 researchers who have written the greatest numbers of reports ocially deemed highly cited papers.

His inclusion on the list places the electronic engineering expert in the top one per cent most cited.

Professor Shi says he was surprised by the honour, which he says is based on his body of work from 2003 to 2013.

To know this award is only given to researchers who have made an exceptional impact in their eld makes the award itself, exceptional, he says.

Knowing that my research is highly regarded by my peers, while inuencing and inciting new ideas and innovations, is very satisfying.

Still with Victoria University, Professor Shi is temporarily installed in Adelaide, where hes chasing his passion for automation, control-system design, optimisation and network systems.

We look at what works for running power stations, manufacturing stations and corporate control systems, and how you can combine them, he said. For example, theres a car production line that

were trying to improve the eectiveness and eciency of, seeing how dierent parts can work together to achieve common goals.

Both his previous and current research can be applied to unmanned vessels, wireless systems, smart-grade power systems and as robotics and communications systems.

Other practical uses include trac control and manufacturing systems.

St Albans controversial community development ocer, Mr Rod Gow, has resigned aer being grilled by the community centre committee. Aer a dramatic eleventh-hour bid to salvage his reputation as a CDO, he tendered his resignation to a meeting called to vote on a motion that his job be declared vacant. He described the incident as petty politics and said working for the people of St Albans had become impossible.

Hundreds of Deer Park residents are furious about a 24-hour transport city development planned for neighbouring Melton. Backed by Sunshine council, the residents are seeking a Supreme Court injunction to stop the project from going ahead. If necessary, they are prepared to ght the developers in the Supreme Court. Residents believe they will be forced to put up with light and noise pollution day and night if the transport city is constructed.

I told them this was their home now, to enjoy this country and take their luck and use it, Mr Ibrahim said. e amazing tale of how he brought his wife and children to Sunshine from war-ravaged northern Africa is one of courage, optimism and determination.

A love of travel has inspired artist Marian DRosario to document her experiences in pastel.

e 61-year-old Little River resident (pictured) is all smiles aer her debut exhibition, Spring and Port Wine, opened at the Hunt Club Community Arts Centre in Deer Park last Friday.

e exhibition includes a collection of pastel drawings based on photos from her holidays, with a big focus on wildlife, particularly birds.

I had a bucket list I wanted to go to Morocco, to Samarkand, she said. Im originally from India and [when] I came out to Australia when I was 14 the opportunity to travel was enormous. DRosario said northern Australia had been her favourite travel destination.

e vibe, the colours, the feel of the place, its actual spirituality comes out when you get past the tourist track, she said.

e former St Albans resident embarked on pottery classes at the Hunt Club ve years ago and has since moved on to pastels.

Since retiring last year, DRosario has had more time to focus on her art. She put her hand up to exhibit her work aer a fellow artist encouraged her to apply.

Im really excited about it but very nervous, she said.

Until now, only family have seen what Ive done.

Spring and Port Wine is at the Hunt Club Community Arts Centre until April 4.
