    Council invites the community to take pride in St Albans and be part of the community clean-up day Spring Clean St Albans on Saturday 20 September from 11am-2pm.

    We are hoping many traders and members of the community come along to improve the cleanliness of the area and help promote litter prevention. It will be a family-friendly event with something fun for the kids and a barbeque at no cost for those who help clean up!

    The St Albans Safety Working Group will also be at the barbecue to discuss safety in their community. The event is delivered in partnership with the St Albans Safety Working Group and Victoria Police with the support of the St Albans Business Association.

    Get involved Funk in colourArtist and fi lm-maker, Saidin Salkic, will feature his paintings which he describes as funk in colour from Saturday 20 September to Saturday 4 October at the Sunshine Art Spaces, 2 City Place, Sunshine. The exhibition titled Mido: from the midst will also hold weekend screenings of the artists fi lm Konvent and Karasevdah as part of the exhibition. Many of Salkics paintings depict inner energy and refl ect layers of stories and emotions that make up ones inner space. This exhibition is one of many Art Spaces projects that aim to make possible Councils vision and commitment to the revitalisation of its town centres and the building of community connectedness within the municipality.

    Privacy law info sessionThe Offi ce of the Victorian Privacy Commissioner will run an information session this month about Understanding Privacy Law Principles for Community Groups & Organisations. Open to community groups and organisations which are based in or active in Brimbank, Council organised the session to equip community groups with knowledge about privacy law. The session will help identify and eliminate risks of breaches of confi dentiality and will explore best practices for record keeping.

    Daylight robberyPolice are seeking information after a man was robbed in broad daylight in Sunshine. On March 21, the man was walking down Hampshire Road about 8.30am when two men took his bank card and demanded his pin. They then made three transactions at an ATM on Hampshire Road before fleeing.     Classes aim for safer community Community Safety Month will be recognised in Brimbank and Melton in October, with a host of events focusing on road safety, personal safety and community well-being. Taylors Hill Neighbourhood House will host a non-accredited first aid class to teach basic resuscitation and first aid skills on October 6 from 6-9pm. Stevenson House in Caroline Springs will hold its non-accredited class on October 14 from 6-9pm, while Hillside Community Centre will hold a first aid class for children on October 22, from 4-5.30pm.     The Victorian Government is investing in a

    The Sunshine Hospital upgrade, jointly funded by the Australian Government, will provide critical

    care and expanded maternity and catheter laboratory

    ($19.6 million) and cardiology services ($10.68 million) to meet the needs of people living in Melbournes

    The exciting project will provide new intensive care beds and labour delivery rooms from September 2014, as well as specialist cardiology services from March 2015.

    This is part of $4.5 billion of health infrastructure currently underway, delivering modern, high-quality

    Brimbank has racked up the highest bill in Melbournes west for malicious acts wreaked on vehicles.

    RACV statistics released last week show Brimbank vehicle owners claimed $146,610 in damages related to malicious incidents in 2013.

    Forty claims were submitted to the insurance company from the area, with an average of $3665.25 sought per claim.

    The Wyndham municipality, including Werribee and Hoppers Crossing, was second, with 33 claims valued at $90,942. Melton made 18 claims totalling $79,833.

    The most common malicious damage incidents involved vandals breaking into vehicles, smashing windows and keying, scratching and denting bonnets and car roofs. More than 100 vehicles were purposely damaged across Melbournes western suburbs last year.

    RACV general manager Paul Northey said the data showed most attacks occurred between 6am and midday.

    Many people assume night is the danger time for damage to be inflicted, but the evidence shows vandals can strike at any time, so we encourage motorists to identify safe places to park at all times, Mr Northey said. Take your valuables and accessories out of the car. Make sure your windows are up and lock your vehicle. These simple steps may prevent a motorist becoming a victim of crime.

    Mr Northey said GPS devices were fast becoming a target for car break-ins.

    Car vandals a costly menace

    Brimbank pet owners are being urged to desex their cats and dogs before breeding season begins.

    City development director Stuart Menzies said pet owners needed to act responsibly and ensure that their cats or dogs were desexed, registered and microchipped.

    Figures obtained by Star Weekly reveal 2617 stray or lost cats and dogs were found roaming Brimbank streets in the 2013-14 financial year.

    Of the 965 dogs collected, 851 were reclaimed by their owners, while the rest were made available for rehousing and adoption through the Lost Dogs Home.

    But most of the 1652 cats collected by the council were classified as feral and were put down.

    As with every council in Victoria, Brimbank is faced with the serious problem of feral cats, Mr Menzies said.

    Any amount of healthy and suitable pets being put down is unacceptable, which is why every effort is made by the Lost Dogs Home, as councils partner, to find as many homes or adoptions as possible.

    Sue Conroy, of the Lost Dogs Home in North Melbourne, said the shelter was already receiving unwanted litters, despite breeding season typically not starting until September and October.

    We commonly see distressed cat owners come to us when its too late, when their undesexed cat has a litter of kittens they simply cannot re-home and have to surrender to us, Ms Conroy said.

    As temperatures rise, so too will your cats urge to find a mate, and a one-night stand could lead to dozens of unexpected relatives by Christmas.

    Graf ti is an issue that is close to my heart and the State Governments announcement of $25,000 to combat graf ti in Melton was much appreciated. This grant will be used to educate young people about the impacts of graf ti vandalism through art workshops. The mural at the Melton Specialist School, created by local youth in partnership with Councils Youth Services team, is an outcome of a previous art workshop.

    Melton City Council joined LeadWests week-long Spring into the West event at Parliament House recently to advocate for better services for its residents. This great initiative gave me and my fellow Councillors opportunities to meet with parliamentarians during a sitting week and put a spotlight on our municipality prior to the Victorian election in November 2014.

    It was a great chance to highlight the opportunities and challenges of the City of Meltons fast growing community and to advocate to the State Government to do their part and provide education and health facilities, public transport and job opportunities.

    There are no bounds to my appreciation when it comes to volunteerism in our municipality and I was very pleased to see so many people at Councils recent Volunteer Recognition Dinner. The night was all about celebrating the extraordinary effort and valuable contributions of our local volunteers. I thank all volunteers

    Developers will have to pay towards providing and maintaining open space for parks in new residential, commercial and industrial spaces.

    Brimbank council voted last week to amend a clause in its planning scheme that will allow it to implement a fixed monetary contribution rate for all eligible subdivisions, with a 5 per cent flat rate for residential and commercial subdivisions, and 2.5 per cent for industrial subdivisions.

    The council has traditionally charged an open space levy on residential subdivisions greater than two lots, but developers have been able to challenge the levy at the Victorian Civil and Administrative Tribunal. The amendment removes the right to challenge.

    Brimbank administrators chairman John Watson said money raised by the open space contribution would help fund the councils Creating Better Parks policy, which promotes creation and maintenance of parks.

    Open space contributions are one of the mechanisms that the Creating Better Parks Policy and Plan identifies to provide for continued investment in parks and open spaces, Mr Watson said.

    An open space contribution on eligible residential, commercial and industrial development is appropriate as its generally acknowledged development generates a need for open space, and is applied by a number of councils.

    The public open space contribution will be determined by a land valuation at the time the plan for development is lodged with Brimbank council. City development director Stuart Menzies said the amendment cemented what was already standard practice across local government and the building industry. Brimbank council will now forward the planning scheme amendment to the state Planning Minister for approval.

    The Sunshine Business Association has promised next years Sunshine Lantern Festival will be bigger and better after huge crowds took to the streets at this years event. SBA president Bruce White says traders, with support of Brimbank council, will close Hampshire Road to traffic at next years festival so that it wont be confined to the pavements. About 20,000 people attended the lantern festival this month to enjoy rides, street performers, market stalls, music, food, a lantern parade and fireworks. It was so successful that well do it again next year, but bigger and better, Mr White said. The SBA donated to the Salvation Army money collected from rides this year. Charlene Macaulay
