c. Action Items (Ms. Christ): Parties reviewed action items 1-16 provided on the Open Action Items list, as follows:

• Item No.1 to hold a DSMOA meeting is complete and will be added to the upcoming meetings, scheduled for 29 June. This item will be moved to the Completed Action Items list.

• Item No.2 for Mr. Beistel to send the most current Path Forward Memorandum is completed. Mr. Beistel sent the Path Forward Memorandum to regulatory RPMs the morning of27 June. This item will be moved to the Completed Action Items list.

• Item No.3 for Mr. Beistel to draft a letter for Institutional Control is not applicable as it will be handled by legal. This item will be moved to the Completed Action Items list.

• Item No.4 for RPMs to approve minutes pending was completed during the meeting. RPMs signed pending minutes for April and May. This item will be moved to the Completed Action Items list.

• Item No. 5 for Mr. Lambert to investigate the CERCLNRCRA integration for LF06 is ongoing. The due date was changed to 25 July 2012 (next RPM Monthly Meeting). This item will remain on the Open Action Items list.

• Item No. 9 for Mr. Beistel to locate the RCRA closure certificate for LF04 is ongoing and is changed to Mr. Lambert's action item. The due date was changed to 25 July 2012 (next RPM Monthly Meeting). This item will remain on the Open Action Items list.

• Item No. 10 for Mr. Beistel to investigate Div 1 specs and contractor-signed certificates was determined to be not applicable. Mr. Beistel could not locate the contractor-signed certificates and this was determined to be a legal action item. This item was completed and will be moved to the Completed Action Items list.

• Item No. 11 for Mr. Beistel to work with James Heaster on developing the IC/LUC Plan is an ongoing action item. Ms. DeRuyter was provided a copy of the 2008 IC/LUC Plan

which is available in the 2008 ROD Five Year Review. The due date was changed to 25 July 2012 (next RPM Monthly Meeting). This item will remain on the Open Action Items list.

• Item No. 12 for RPMs to discuss soil collection and storage for soil property testing. RPMs discussed their various experiences and ideas. Mr. Shirley stated that in his experience, very often, soils or other type of samples are collected to analyze later, and nothing is ever done with the samples, the labeling fades or is otherwise destroyed, the tracking documents are lost, or the samples themselves are lost. Mr. Shirley does not support samples for physical analysis at a later date because if the physical analysis is important, then it should be accomplished at the time the samples are collected. According to the Site Specific IWMP QAPP, the last paragraph on Page 14-3 states the following: "Disturbed soil samples will be collected for each source area from different soil types encountered from within the vadose zone and aquifer. Soil will be transferred from soil cores into polyethylene bags, labeled, and stored onsite. Following completion of well installation, boring logs will be reviewed and select samples will be submitted to a laboratory for grain size analysis (by ASTM D422). " The RPMs decided soil samples will not be stored onsite for future soil property testing; however, this item will remain on the Open Action Items list for RPMs to further discuss to develop and document an agreed-upon plan.

• Item No. 13 for Mr. Beistel to investigate whether there are any pressure tanks downstream from planned sampling is ongoing and the due date was changed to 25 July 2012 (next RPM Monthly Meeting). This item will remain on the Open Action Items list.

• Item No. 14 for the RPMs to discuss the Project Cost Estimating Assumptions Document (PCEAD) is ongoing. RPMs have scheduled time to discuss PCEADs on 28 June. Mr. Shirley suggested that Mr. Morriss send a copy of the presentation on PCEADs to the regulatory RPMs. Mr. Morriss recommended the RPMs send PCEAD modifications as soon as possible for review and approval processing. The due date was changed to 25 July 2012 (next RPM Monthly Meeting). This item will remain on the Open Action Items list.

• Item No. 15 contains three separate action items. Mr. Wilkinson will investigate whether 4-inch wells are feasible at LF02 during the site visit and he will investigate whether surface water was ever sampled for dioxins at French Creek. Mr. Beistel confirmed no salts or deicers were used at LF02. The due date was changed to 25 July 2012 (next RPM Monthly Meeting). This item is partially complete and will remain on the Open Action Items list.

• Item No. 16 for Mr. Beistel and Mr. Wilkinson to evaluate the Interim Removal Action (IRA) at SS35 is complete. Some drums may be removed through the IRA. This item will be moved to the Completed Action Items list.

d. Schedule/Calendar Review

• Meetings: The SharePoint site/calendar is running effectively and the RPMs were encouraged to use. Major milestones should be maintained on the calendar to provide a snap-shot of the next 30, 60, and 90-days of upcoming "events." Mr. Lambert requested that MS Outlook Calendar invites be used to schedule meetings so they automatically appear in your Outlook calendar. At future RPM Meetings, a minimum of 1 hour should be dedicated to reviewing the schedule line-by-line.

• Upcoming Deliverables & Field Work:

o Final IWMP QAPP o Final Addendum to IWMP for Background Metals o Draft Final RI/FS Management Plan Garrison Slough (SS67) -critical to get

completed so field work can be started o Comments on the Draft V2 RifFS Management Plan Garrison Slough (SS67) and

Community Involvement Plan Draft Final will be submitted 3 July 2012. o Final SS35 QAPP was submitted on 26 June 2012.

• RAB Schedule:

ACTION ITEM: The next RAB meeting is tentatively scheduled for 18 Oct 2012. Because this is Alaska Day, the team discussed the possibility of moving the RAB to 17 Oct 2012. USAF needs to determine location and develop agenda for meeting.

e. Document Review/Comment Schedule (Primary, Secondary, Other) (Mr. Wilkinson): Meeting may be necessary to discuss revisions to the Generic and site-specific QAPPs that impact prior approved documents. Mr. Beistel suggested change page addendums for fmalized QAPPs for RPM review and approval.

Regulatory RPMs requested more time for their reviews of the Draft V2 RifFS Management Plan Garrison Slough (SS67) and Draft Final Community Involvement Plan to 4 June. This was later changed to 19 June per RPM agreement in 29 June meeting.

Parties agreed to add another tab to the Document Schedule called "Other Documents" which will capture deliverables in the FF A (e.g., quarterly reports, annual budget, etc.) and Compliance Restoration Program documents, and other documents not related to the Installation Restoration Program, three-party source areas.

RPMs were instructed to update the document schedule at least once a month. Process for deliverable extensions was discussed. Extensions on 1 week or more should be formally submitted (and granted) via email. Smaller extensions (e.g., 2 days) can be managed internally between involved stakeholders. Additional discussion pursued regarding whether Draft Final versions of documents should be provided a comment period.

It was discussed that comments to Draft Final versions of documents should be minimal. The option of extending due dates to make additional time to schedule Response to

Comments (RTC) meetings between stakeholders was deemed beneficial to expedite the resolution of comments and speed up the final approval process. The team agreed that the group will follow the SharePoint schedule. Mr. Shirley asked the group to please utilize email to notifY RPMs of any schedule changes. He noted that late comments are routine, however, late documents are not. EAFB will attempt to accommodate late comments/RTCs, but extensions may be necessary if the next version is due out soon.

secondarydocuments)J P/eaQ 4-/JD /-tJ SLko(w/t:-ACTION ITEM: Eielson's Management Action Plan (MAP) needs to be updated and will be added as a new document deliverable on the "other" tab of the Eielson Document Schedule. The AF is currently updating Air Force instruction (AFI) 32-720, "Air Force Environmental Restoration," and this AFI includes a section on MAPs. Additionally, the Defense Environmental Restoration (DERP) Manual, dated March 2012, has a section describing MAPs. According to the DERP Manual, MAPs must be updated annually until all sites at an installation have achieved the RIP milestone, and updates shall include stakeholders, such a regulators and RABs. Eielson needs to report to agencies on how and when the MAP will be updated.

3. BREAK (0915 to 0930)

4. RPM UPDATES/ISSUES/CONCERNS (0930 to 1000)

a. AF (Mr. Beistel)

• Regulatory comment response: Based on previous discussion regarding document schedules, Mr. Beistel asked stakeholders to adhere to schedule and timeline agreed upon. If regulatory comments are going to be late, Mr. Beistel asked that the RPM team be notified via email. EAFB will attempt to accommodate late comments/RTCs, but extensions may be necessary if the next version is due out soon.

• Document Quality: Mr. Shirley reported that Mr. Jurena and Ms. Socash are now on board at AFCEE to review documents and improve Eielson document quality. Ms. Socash reported that they are now on-schedule with document review.

All documents should be tracked, not just primary and secondary documents, but those considered "other."

ACTION ITEM: Create an "Other" document tab on the current schedule.

All comments must be documented, this includes AF generated comments. They should be included and tracked in the RTCs, not just regulator comments.

Discussion began on how to handle programmatic comments- changes that would affect previously filed and approved documents. It is believed the number of programmatic comments to QAPPs should be reduced significantly now that the generic QAPP has

evolved into the site-specific QAPP. The RPM Team was tasked to contact counterparts at other installations to see they handle program changes related to documents.

One specific example discussed by Ms. Cristina Radu, was the hierarchy of regulatory screening values established since the development ofthe June 2011 QAPP. Previously, ADEC values were used until it was determined the lowest screening value between the ADEC and EPA values should be used. This leaves several older QAPPs requiring revisions. It was suggested to replace "old" text and applicable pages with "new" pages. EAFB also indicated a supplementary discussion on this topic was needed with a chemical expert (i.e., Amy Dahl, TechLaw, Inc.) because EAFB is finding that the EPA screening values are too low and unachievable.

ACTION ITEM: Schedule a meeting to discuss programmatic changes to documents and the most efficient to update previously approved documents.

• Budgeting/Contracting: Mr. Chris Morriss stated that all2012 work was under contract, except out-of-cycle projects. Additionally, the audit files for 2013 have been signed and the call letter for 2014 PCEADs will be go out soon.

ACTION ITEM: Training presentation on the PCEAD process for the RPM Team.

b. EPA (Mr. Lambert): Mr. Lambert did not have updates for the group.

c. ADEC (Ms. DeRuyter): Ms. DeRuyter noted that Mr. Eric Breitenberger (ADEC) now on board and Ms. Katie Beutel (ADEC) will be leaving in August 3rd.

5. PROJECT DISCUSSIONS (1000 to 1130)

a. SS67 Garrison Slough (EA): Regulatory comments and evaluations of the RTCs for the Draft Final RI/FS Management Plan Garrison Slough (SS67) and FY2011 Draft Final SS67 (Garrison Slough) UFP-QAPP are due soon; approval pending based on regulator input. Field work schedule dependent on the approval of those documents.

The collection offish tissue samples may be problematic; as the water continues to warm over the summer months, fish activity tends to decrease. June is the ideal timeframe for rod and reel catching. August and September may produce low yields. Electric shock fishing has not been typically been supported by the Alaska Department ofFish and Game. The RPM Team agreed thatthe USAF may submit mercury samples and freeze fish for other analysis; however, there may be an issue with Mercury holding times. The ADEC and EPA need to confirm mercury holding times. The USAF must receive approval immediately in order to proceed this summer with fish tissue sampling.

Ms. DeRuyter indicated ADEC was on-board with the multi-incremental (MI) sampling approach proposed in the Draft Final SS67 QAPP. Ms. DeRuyter further stated that ADEC has concerns with the RI/FS Management Plan and that it lacks detail. One area of concern Ms. DeRuyter highlighted was the site history. Information regarding the site history appears to be outdated and updated activities (over the last few years) need to be included. ADEC

will request a detailed site history, from site discovery to current activities. ADEC plans to submit comments by the end of the week. If other critical issues are resolved, ADEC does not intend to stall field work due to lack of site details.

EAFB requested that as future documents are reviewed and comments are submitted, to please refrain from stating "lacks detail" or "more information required" and to please provide examples or a list of information that needs to be included.

b. WP45/SS57 (EA): The Final WP45/SS57 QAPP has been approved. ADEC has reviewed the Draft Final RI/FS Management Plan and has the same concerns as the SS67 RI/FS Management Plan regarding lack of details.

ACTION ITEM: Schedule a Triad Meeting to discuss sampling locations for soil, sediment, and monitoring wells.

c. Background study addendum, ST20 QAPP, and SS35 QAPP (EA): Under regulatory review. Further investigation to identify what's along the shoreline and what's contributing to contamination. Scope is not intended to be source delineation.

The laboratory methods are unable to achieve the EPA tap water Regional Screening Levels (RSLs) for ~60 compounds.

ACTION ITEM: Schedule a meeting for the chemists to discuss screening levels and tap waterRSLs.

ACTION ITEM: Schedule an ARAR meeting for ADEC chemists to review ST20/SS35 and Table 15 of QAPPs.

d. IWMP (EA): Due to laboratory contract rebid, an addendum to the QAPP is being submitted to reflect Testtmrefrca as new laboratory. Laboratory approval is required before IWMP work can begin. Addendum should go out by end of next week (6 July 2012}.

Contracted driller may not availability this summer.

e. SER Documents • AOC 16 - Draft Phase I SER submitted ~ 10 days ago • Taxiway Golf- Draft Work Plan for Phase II submitted this week • Drywell Building 3386- Work Plan for Phase II Site Investigation to be submitted in

August 2012

Mr. Waldron informed the RPM Team that the UFP QAPP format was selected for these projects because ultimately they are Air Force documents.

a. Path Forward Memo (Mr. Beistel): Path forward memo was sent out 27 June. The AF developed the memo and includes a compilation of path forward discussions ahead of2013 ROD review and describes how program will proceed.

ACTION ITEM: Comments received on path forward memo and approved by 6 July 2012.

b. IC/LUC (Ms. Tallant): E-6: Proposed changes for 3 sites near fuel tank area; no work until changes are reviewed and approved. Engineer Hill: Precautionary explosive risk present; EAFB is hoping a map will be developed.

c. Compliance Sites and 2-party agreement (Ms. Tallant and Mr. Beistel): P NSI data collection is scheduled for July 2012 with report to follow in November 2012. Additional data collection may be required, path forward will be determined based on initial results.

ADEC currently has the 2-party agreement for review. ADEC will submit comments in the next 2 weeks for EAFB concurrence. As currently drafted, SAFIIEE will sign the document for the AF if approved. Concerned was expressed that the "higher up the chain" it has to go, the longer the tum-around time will be.

By December 2013, CRP needs to identify what sites will need to be included in the PBR. One PBR contract for whole site and basewide in FY14.

ACTION ITEM: Meeting scheduled for 17 July 2012 at 0830 between ADEC and EAFB to discuss the sites for inclusion to the 2-party agreement.

EA is proceeding according to the FF A schedule; however, 2-party documents are not identified as primary or secondary documents.

d. MMRP (Mr. Morriss): US Army Corps ofEngineers (USACE) submitted a Draft Work Plan on 15 June 2012 and is hoping to receive comments no later than 15 August 2012 (EPA and ADEC are currently reviewing). USACE would like to begin field work in August 2012.

ADEC considers the 15 June Draft Work Plan a 2nd Draft and would like time to review the first set of comments submitted (original Draft Work Plan submittal date unknown, not discussed). ADEC will submit comments mid-late July 2012.

e. Technical Assistance Visit (TA V) and PBR Schedule (Ms. Socash and Mr. Morriss): Ms. So cash reported the staff met for the technical assistance visit last week to gather information for the Compliance Sites and IRP Program, discuss scheduling, update the sites' status (2014 and beyond), and evaluate contracting needs. An updated site list will be distributed to all stakeholders for review.

The sites will need to be cross-checked with the ADEC database to ensure everything is accounted for.

Mr. Lambert had concern regarding reconciling AF/EP A terminology. Ms. So cash

acknowledged concern and will work to reconcile as much as possible. All sites will be included in the PBR and decision logic will be developed to identity goals and objectives for each site. Ms. Socash is trying to determine how data will be used to identify sites for inclusion.

8. FIELD ISSUES (1400 to 1445)

a. 2012 Fieldwork Schedule (Mr. Wilkinson) • SS67: May present difficulties in schedule -lots of subcontractors required and awaiting

regulatory feedback on key documents. Summer field schedule will be determined and need to have approved plans by 20 July in order to mobilize for 2012 fieldwork.

Field work scheduled to commence in mid-August 2012. However, success of sample collection is dependent on fish sample collection. As previously discussed, fish are more lethargic in the warmer weather/water. It was proposed to begin fish collection as soon as possible while the water temperatures are lower. The fish tissue (fillets) will be frozen and stored until the sediment sampling is conducted. ADEC and EPA concur with fish sampling prior to completion of document approval. The holding time for mercury in fish tissue samples was discussed as mercury has a short holding time.

ACTION ITEM: Determine if fish sampling can be completed prior to the collection of sediment samples with mercury samples being sent out immediately after collection and the remainder of the fillets frozen and stored. Review the fish collection methodologies mercury laboratory analysis proposed in QAPP since sampling will occur prior to QAPP approval.

• IWMP: The Final IWMP QAPP is due 30 June 2012, and then is subject to a 30-day review period; however, hoping to achieve Final QAPP approval no later than 25 July 2012 as there are a number of wells to be installed and subcontractors to procure. RTCs are anticipated on 2 July 2012.

It was proposed to begin well installation and use an ADEC hydrogeologist to oversee installation while the sampling collection issues are determined by the RTCs to the QAPP. Any errors would be documented and corrected with Field Addend urns. Because the details regarding well installation were previously decided upon, ADEC approved the commencement of well installation prior to Final QAPP approval. ADEC requested EAFB send a field schedule so oversight can be provided.

• WP45/SS57: Triad Meeting scheduled to discuss sampling locations; currently on-hold.

• ST48: The QAPP should be approved soon; there are no outstanding issues. The geotechnical contractor was let go.

b. Monitoring Wells (Ms. Socash and Ms. Tallant) • Turbidity Sampling: To be discussed on 28 June 2012.

• Bentonite Sealing: Brief discussion covered under Decommissioning.

• Paved Area Construction: Brief discussion covered under Decommissioning.

• Decommissioning: Lt. Ben Johnson, AFCEE engineer, stated as a result of issues with infiltration, which is leading to cracking and moisture underneath the asphalt from frost, EAFB is working toward revising the decommissioning plan. A new proposal for asphalt will be included and ideas to-date include keeping bentonite away from the surface with a 5-foot buffer, perhaps using concrete slurry or using course sand in place ofbentonite. The RI/FS for WP45/SS57 will include the new decommission plan once it is agreed upon.

c. AF & Military Construction Projects (ADEC): ADEC discussed the necessity ofhaving a "Work Plan" (could be a simple letter or memo) for all contractors conducting work that may come in contact with potentially contaminated soil. The Work Plan must include the following: 1) a qualified person to collect soil samples, 2) methodologies to collect soil samples, and 3) a plan to handle, store, and dispose of contaminated soil.

ADEC recently issued EAFB with a Notice ofViolation (NOV) via email for not providing the above information.

ACTION ITEM: EAFB will respond to the ADEC NOV and develop a brief contaminated soil Work Plan template for contractors.

10. MISCELLANEOUS DISCUSSION TOPICS (1500 to 1545)

a. PFOSA Sampling (Mr. Jurena): Under the Emerging Contaminants Program, the Air Force is looking at several compounds, including perfluorinated compounds (PFCs), which lack a regulatory value. Air Force hopes to confirm whether there is an environmental release of PFCs, analyze the pathways for human health and off-site migration, and evaluate case­specific basis of human exposure until remedial technologies are developed.

Sites of interest include those with fire training areas operational between 1970 and 2000. The question arose whether the IWMP fire training pits located upgradient of wells were being sampled for PFCs. PFC sampling is not scheduled until2014.

Additional sites discussed included WP45/SS7 and Lady of Lakes which have potential former fire training pits located downgradient and close to private wells.

Concern was raised that ifthe risk ofPFCs is being evaluated now, and clean-up values can be calculated, why wait to sample, analysis should be included. Per DoD guidance, PFCs will not be included in CERCLA documents because no promulgated standards exist. ADEC indicated that comments were included pertaining to Lady of Lakes stating PFC sampling

should occur due to mobility ofPFCs in groundwater. EAFB stated the RTCs will address the issue and would not to commit to PFC sampling, but would follow Air Force guidance.

d. Admin Record/Program Documents/Reports (Ms. Findlay & Mr. Beistel): Ms. Findlay completed the Administrative Record document review at EAFB over the last 3 weeks, which included de-archiving several documents.

The document review was completed in several phases: 1) physically reorganizing old administrative records, 2) reviewing and organizing the electronic library and de-archived files; the library now has a DVD set of pdf Administrative Record files for use and a set for check-out, 3) entering new records into the Administrative Record, which required establishing data entry guidelines, and 4) developing new guidance for maintaining the Administrative Record files.

A new Administrative Record and index will be available for the RPM Team.

e. 2013 Five Year Review Planning/Schedule (Mr. Beistel): Development of the review process schedule has just begun. The review is scheduled to begin in October 2012, with the draft due May 2013.

Boiler plate templates will begin being generated, so information can be entered as it is available at the first of the year (2013).

ACTION ITEM: Schedule a meeting to discuss planning of2013 Five Year Review; further discussion to occur at September 2012 RPM Meeting.

£ Vapor Intrusion (Ms. DeRuyter): Ms. DeRuyter stated ADEC has expressed concerns regarding the building selection and lack of justification for sampling locations provided in Work Plans previously submitted. EAFB intends to submit an addendum that outlines the Vapor Intrusion activities after groundwater sampling is completed and data is evaluated.

Ms. Socash discussed the development of a Base-wide Vapor Intrusion Plan. EAFB is aware that several documents have been submitted prior to the 2009 ADEC Vapor Intrusion guidance. EAFB is working towards creating a plan for all sites requiring vapor intrusion. EAFB is aware that limited data will be available from the IWMP activities and it likely will not meet ADEC requirements. Some duplication in efforts may be necessary to meet ADEC requirements and EAFB plans to address vapor intrusion correctly.

RPM Team discussed trying to develop a Vapor Intrusion Plan for WP45/SS7 as soon as possible to ensure the proper data is collected and eliminate the need for "double-working." The preliminary groundwater data should be usable. EAFB will attempt to scope the buildings at WP45/SS57 and complete sampling, but will not disrupt current RI/FS schedule. EAFB will proceed with the current RI/FS and submit addendums as necessary. RPM Team concurs with path forward.

updates or adjustments to the FF A schedule would stand from that day forward and that adjournment of the meeting would constitute agreement to the schedule. One hour will be included on upcoming agendas for document schedule review.

• ADEC will write a letter expressing concern with possible human exposures to PFCs at Lady of Lakes site.

• Vapor Intrusion work at WP45/SS57 will proceed under the current RI/FS schedule with addendums to be filed.
