The Department of Environmental Conservation (DEC) and the United States Environmental Protection 1\ gcncy (EPA) have reviewed the Draft Final Quality AssLtrance Project Plan for SS35 received on June 26, 20 12. Contamination in the SS35 pond sediments is likely to impact ecological receptors. The data collected from this im·estigation should be used to conduct an ecological risk evaluation. Please usc the data collected during this investigation and the D EC Ecoscoping guidance to develop and ecological conceptual site model (ECSM). The ECSM should be included in the after action report.

There are some minor modifications that need to be incorporated into the document. Please send revised pages within 30 days of receiving these comments.

Response to DEC comments that require modification • Previous comment 1, Text was revised to state that PCBs are potentially present in sediment only.

DEC and EP r\ do not agree that historic PCB sampling is adequate to eliminate this analyte as a PCoC in soil for future im·estigations. Please remO\' e this statement.

• Pre,-ious comment 7, DEC does not agree with the statement that 2 TOC samples are adequate to e\aluate fa te and transport. Please follow DEC guidance to establish the correct number of samples.

• Previous comment 8, DEC Eco risk screening lc\•cls were updated in .January 2012, please revise the table to reflect the updated values.

• Previous comment l4, Please provide the resume(s) and qualifications for the subcontractor Geophysical Sun·ey U~C, as an attachment to the workplan.

• Previous comment 15, Please verify that the water treatment plant is not discharging diatomaceous earth or green sand from the filters into the pond.

• PreYious comment l, . \Lthough the comment addresses rhe concerns about long term monitoring, it docs not address the question of how new well locations will be selected, especially in light of the triad process being remm·ed from the workplan.

• Because Garrison Slough has been di>erted from its former Location through the ball field, expand the geophysical U1\·estigation to include the area beyond d1e ball field fence as shown in d1e attached figure.
