    The state government of Jharkhand is implementing IDA (World Bank) Assisted Centrally sponsored ICDS Systems

    Strengthening and Nutrition Improvement Project (ISSNIP) in 12 selected districts, namely West Singbhum, Lohardaga,

    Garwah, Palamu, Latehar, Chatra, Koderma, Giridih, Dhanbad, Godda, Dumka, and Pakur. All ICDS projects and theAnganwadi Centres (AWCs) operational in the aforesaid districts are covered under ISSNIP. To support and manage the

    project implementation, a State Project Management Unit (SPMU) has been set up within the Directorate of Social Welfare.

    The Directorate seeks to hire a team of Consultants with expertise in the specific technical areas to provide technical and

    Detailed Guideline Regarding Contractual Position Advertised through Notice No.1277

    Hiring of Consultant for SPMU and District and Block levels under the IDA Assisted ICDS SystemsStrengthening & Nutrition Improvement Project (ISSNIP) (Credit No.5150N)

    1. The Govt. of India has received a credit from the International Development Association (World

    Bank) for implementing of the ICDS Systems Strengthening & Nutrition Improvement Project

    (ISSNIP) in 8 (Eight) states including Jharkhand. Applications are invited for the Consultants

    positions for the State Project Management Unit (SPMU), District Coordinator and District

    Project Assistant for 12 districts of Jharkhand (i.e. West Singbhum, Lohardaga, Garwah, Palamu,

    Latehar, Chatra, Koderma, Giridih, Dhanbad, Godda, Dumka, and Pakur), Block Coordinator and

    Block Project Assistant for 101 ICDS projects in the above mentioned 12 districts under the IDAAssisted ICDS Systems Strengthening & Nutrition Improvement Project (ISSNIP) for effective

    implementation of the project;

    2. The positions are purely on contract basis for the specific period of phase 1 of the project. The

    positions will be offered for a period up to 31 st December, 2015, with an initial probation of 6

    (Six) months. A performance appraisal at the end of 6 (Six) month probation will determine

    extension of the contract up to the end of phase 1 of the project;.

    3. Contract will be awarded only for the project period. No claim for regular employment at any

    point of time during the engagement or after expiry of the contract / termination of services, forany reason whatsoever;.

    Annexure -1ICDS Systems Strengthening & Nutrition Improvement Project (ISSNIP)

    Terms of Reference (ToR) for hiring of Consultants in the State ProjectManagement Unit (SPMU), Directorate of Social Welfare, Govt. of Jharkhand

    Position: Consultant (Nutrition and Child Development)

    I. Background

    The Ministry of Women and Child Development (MWCD), Govt. of India (GoI) has received a creditfrom the International Development Association (World Bank) for implementation of the ICDS SystemsStrengthening and Nutrition Improvement Project S(SI NIP). This project has been designed to supportthe select States and districts with high-burden of child under nutrition , in strengthening the IntegratedChild Development Services ((ICDS) Programme with the long term goal of improving childdevelopment and nutrition outcomes. A total of 12 districts in Jharkhand have been selected forimplementation in the project. The project has a phased implementation design. Phase I of the project, to

    be implemented over a three year period (2012-15), will focus on critical policy and institutional reformsand on testing innovative pilots and Phase II, will be implemented subsequently over a four year period.

    To support and manage project implementation, a State Project Management Unit (SPMU) has been setup in Jharkhand. The SPMU is headed by the Director, Social Welfare, the State and is staffed by theState government officials and a team of technical consultants to be contracted under the project. TheSPMU is responsible for implementation of the project in Jharkhand in line with the approved annualaction plans and procurement plans of the project. The Department of Social Welfare, Women and ChildDevelopment, Govt. of Jharkhand seeks to hire a team of Consultants in the SPMU having expertise andexperience in the key technical areas to provide technical leadership and management support in theimplementation of the project.

    II. ObjectiveA Consultant will be recruited on contractual basis, to support the SPMU in implementation of the

    Nutrition and Child Development activities under the ISSNIP.

    II. Summary of Assignment

    The Consultant (Nutrition & Child Development) will be a key member of the SPMU team and willfunction under the overall guidance of the State Project Director and the ISSNIP Nodal Officer. TheConsultant will provide technical leadership, management and implementation support on all nutrition-related activities of the project. This includes, but is not limited to support for planning, design,operationalization, supervision, monitoring and achievement of results, working collaboratively and inclose coordination with the State Team of the Technical Assistance Agency (hired at the centrallevel),Coordinating with the Central Project Management Unit (CPMU) MWCD; the World Bank ProjectTeam, relevant line departments and other external stakeholders, for relevant inputs and facilitatingconvergence of efforts.

    III. Detailed Scope of Work

    Specific tasks of the consultant will inter alia, include:

    Tasks with respect to the SPMU:

    1.Provide technical leadership and facilitate relevant strategy development for nutrition and designing ofnutrition related activities and pilots to be implemented in the project;

    2. Support development of annual state project action plans in consultation and collaboration with theProject Director, ISSNIP Nodal Officer and other technical consultants;

    3. Support adaptation and/or review of relevant guidelines, operational manuals, documents for specificnutrition actions, developed by the CPMU and facilitate their dissemination at the state, district and sub-district level; additionally, develop relevant documents to facilitate nutrition actions as defined by thespecific needs of the State;

    4. Review proposals for innovations and pilots submitted by the project districts for their technicalsoundness and relevance in improving nutrition outcomes;

    5. Prepare Terms of Reference, as required, for nutrition specific activities to be outsourced to externalagencies, including the state technical agency;

    6. Facilitate implementation of all nutrition related activities in the project, including multi-sectoralnutrition actions;

    7. Support the Project Director and ISSNIP Nodal Officer in organizing and facilitating meetings withtechnical expert committees, relevant line departments such as, departments of health, rural development,social welfare, agriculture, food processing etc. and other stakeholders on nutrition and multi-sectoralissues;

    8. Work with other technical consultants to ensure incorporation of nutrition inputs into all activitiesdesigned and implemented under the project, such as training programs, behavior change communicationstrategy, project MIS, operations research and evaluations etc.

    9. Monitor and review progress of all nutrition related project activities and indicators (MIS data),identifyareas and Project Districts in need of support and take follow up supportive action as required;

    10. Support documentation and dissemination of best practices on nutrition in the project and facilitatecross learning on the same across project districts;

    11. Support the Project Director and ISSNIP Nodal Officer in the preparation of quarterly and annualstate project progress reports for nutrition related activities;

    12. Support the Project Director and ISSNIP Nodal Officer in the preparation of Phase II of the project.

    Tasks with respect to the State Team of the Technical Agency:

    13. Coordinate and follow up with the state technical agency for ensuring timely action on all nutritionrelated deliverables that they are tasked with;

    14. Inform the state technical agency about emerging needs and requirements during the course of projectimplementation, and facilitate action on the same through the development of ToRs, processing relevantapprovals etc. , as required;

    15. Review all nutrition related documents, guidelines, manuals, etc. prepared by the state technicalagency and provide technical inputs, as required, to ensure quality;

    16. Facilitate dissemination of all guidelines, manuals etc. prepared by the state technical agency.

    Tasks with respect to the CPMU:

    17. Identify areas where support is required from the CPMU and seek guidance on the same;

    18. Coordinate with the CPMU, obtaining necessary approvals, inputs and feedback on activities anddocuments prepared under the project

    19. Periodically share progress reports with relevant counterpart sat the CPMU and collate and providerelevant information as and when required by the CPMU.

    Tasks with respect to District/Block Teams:

    20. Support project districts in the preparation of district annual project action plans, focusing on nutritionactivities;

    21. Orient and build capacities of district and block level project staff on all nutrition related guidelines,manuals, tools etc .prepared at the State level and facilitate the development of action plans for theirfurther dissemination and useat the district and block level;

    22. Guide and support district and block level staff in implementing project activities in a timely manner,with quality;

    23. Review progress and performance of project related nutrition activities in the district (district levelMIS data) and carry out periodic supportive supervision visits, prioritizing poor performing districts

    Interface with the external stakeholders:

    24. Liaison and coordinate with the World Bank through the SPMU, seeking inputs, guidance, support asnecessary to ensure smooth implementation of project activities;

    25. Liaison and coordinate with development agencies/ Civil Society Organizations/NGOs etc. to ensurecomplementarity in efforts and explore possible avenues of engagement and support;

    26. Any other activity, identified by the Project Director, as relevant to the project.

    IV. Deliverables

    The Consultant will develop an annual work plan, listing specific activities, timelines and keydeliverables, in consultation with the State Project Director and the ISSNIP Nodal Officer in the SPMU.Such work plan will be in line with the approved State Annual Action Plan (AAP). Performance of theConsultant will be measured against such work plan and it will be updated every six months. Consultantwill submit quarterly progress reports stating her/his accomplishments against the agreed work plan andalso submit any other reports as required by the project.

    V. Qualifications, Experience and Skills

    Essential:(i) Post Graduate Degree/Post Graduate Diploma in Nutrition / Public Health or related field that

    includes courses on community nutrition/public health.(ii) At least 5 years of progressively responsible professional work experience in planning,

    implementation and monitoring of child development and nutrition programmes at state anddistrict levels, especially those that have demonstrated/piloted innovations to improvenutrition or program me delivery is mandatory. (For PhD applicants, 2 years of doctoral timemay be counted as experience).

    (iii) In-depth knowledge and a full understanding of the key nutrition issues (technical and programmatic) in the State is essential;

    (iv) Experience of working with the government departments/ projects, at least part of it being

    atthe State level.

    (v) Demonstrated technical, management and supervisory skills;

    (vi) Excellent oral and written communication skills in Hindi and English and ability to converse

    in local language; and

    (vii) Good computer skills (knowledge of excel, PowerPoint etc)

    Desirable: Knowledge of monitoring and evaluation techniques as well as conducting impact assessmentstudies on nutrition and child development; Capacity for documentation of nutrition related good

    practices. Ability to work effectively in a team, interact persuasively with a range of stakeholders, andtravel extensively.

    VII. Duration and Type of ContractThe position of Consultant (Nutrition & Child Development) is purely on contract basis for the specific

    period of Phase 1 of the Project. The position will be offered for a period up to 31 December2015 with an

    initial probation period of six months. A performance appraisal at the end of six months will determineextension of the contract. An annual performance appraisal mechanism will also be in place, which willdetermine continuation of the Consultant till project end (December 31,2015).

    VIII. Reporting arrangementsThe Consultant will report to ISSNIP Nodal Officer in the SPMU and will also have a line of reporting ontechnical aspects with the Nutrition Consultant in the CPMU, MWCD.

    IX. Remuneration and Payment termsThe consolidated remuneration of the Consultant will beRs.60,000/-per month. Travel expenditure, perthem and other cost incidental to the travel undertaken by the Consultant will be reimbursed as per thenorms of the project and TDS will be deducted as per the Income Tax law. No other allowances would be

    reimbursed. An annual increment of about 8% is envisaged, subject to satisfactory performance.

    III. Summary of Assignment

    The Consultant (Behavior Change Communication & Capacity Building) will be a key member ofthe SPMU team and will function under the overall guidance of the State Project Director and the ISSNIP

The Consultant will provide technical leadership, management and implementationsupport for all interventions relating to the Behavior Change Communication & Capacity Buildingcomponents in the project.     4. Support the designing of specific behavior change communication & capacity building intervention to be piloted in the state and develop relevant documents to facilitate behavior change communication &capacity building interventions as defined by the specific needs of the state;

    5. Prepare Terms of Reference, as required, for behavior change communication & capacity buildinginterventions to be outsourced to external agencies;

    6. Review proposals for innovations and pilots submitted by the project districts for their technicalsoundness and relevance in achieving project outcomes;

    7. Facilitate implementation of all behavior change communication & capacity building interventions inthe project districts;

    8. Support in organizing and facilitating meetings with technical expert committees relevant linedepartments such as, departments of health, civil society organizations and other stakeholders on issuesrelated to behavior change communication & capacity building;

    9. Provide relevant inputs on behavior change communication & capacity building to other state technicalconsultants, as required, to support design and quality implementation of other thematic activities in the

    project, such as community mobilization initiatives, project MIS, operations research and evaluations etc;

    10. Monitor and review progress of all behavior change communication & capacity building interventionsand indicators (using project MIS data), identify areas and project districts in need of support and takefollow up supportive action;

    11. Support documentation and dissemination of best practices on behavior change communication &capacity building in the project and facilitate cross learning on the same across project districts;

    12. Support the Project Director and ISSNIP Nodal Officer in the preparation of quarterly and annual project progress reports on behavior change communication & capacity building interventions;

    13. Support the Project Director and ISSNIP Nodal Officer in the preparation of Phase II of the project.

    Tasks with respect to the State Team of the Technical Agency

    14. Coordinate and follow up with the state team of the technical agency for ensuring timely action on alldeliverables related to behavior change communication & capacity building that they are tasked with;

    15. Inform the state technical agency about emerging needs and requirements during the course of projectimplementation, and facilitate action on the same through the development of ToRs, processing relevantapprovals etc. , as required;

    16. Review all documents, guidelines, manuals, etc. prepared by the state technical agency related to behavior change communication & capacity building and provide technical inputs, as required, to ensurequality; and facilitate the dissemination of the same.

    Tasks with respect to District/Block Teams

    17. Support project districts in the preparation of district annual project action plans, focusing on behaviorchange communication and capacity building activities;

    18. Guide and support district and block level staff in implementing behavior change communication andcapacity building activities in a timely manner;

    19. Review progress and performance of project related behavior change communication and capacity building activities in the district (district level MIS data) and carry out periodic supportive supervisionvisits, prioritizing poor performing districts;

    Tasks with respect to the CPMU

    20. Identify areas where support is required from the CPMU, MWCD and seek guidance on the same;

    21. Coordinate with the concerned Project Manager in the CPMU, obtaining necessary approvals, inputsand feedback on activities and documents prepared under the project;

    22. Periodically share progress reports with relevant counterparts at the CPMU and collate and providerelevant information as and when required by the CPMU;

    Interface with the external stakeholders

    23. Liaison and coordinate with the World Bank through SPMU, seeking inputs, guidance, support asnecessary to ensure smooth implementation of project activities;

    24. Liaison and coordinate with development agencies/Civil Society Organizations/NGOs to ensurecomplementarity in efforts and explore possible avenues of engagement and support;

    25. Any other activity, identified by the Project Director, as relevant to the project.

    V. DeliverablesThe Consultant will develop an annual work plan, listing specific activities, timelines and keydeliverables, in consultation with the State Project Director and the ISSNIP Nodal Officer in the SPMU.Such work plan will be in line with the approved State Annual Action Plan (AAP).Performance of theConsultant will be measured against such work plan and it will be updated every six months. Consultantwill submit quarterly progress reports stating her/his accomplishments against the agreed work plan andalso submit any other reports as required by the project.

    VI. Qualifications, Experience and Skills Essential:

    (i) Post Graduate Degree/Post Graduate Diploma in Health Communication or Social Science or RuralDevelopment either with formal courses on communication and participatory training or with relevantwork experience.

    (ii) At least 5 years of experience in planning and implementing public health/nutrition programmesfocused on behavior change communication and capacity building interventions. (For PhD applicants, 2years of doctoral time may be counted as experience).

    (iv) Demonstrated experience of facilitating trainings for different stakeholders

    (v) Demonstrated technical, management and supervisory skills;

    (vi) Excellent oral and written communication skills in Hindi and English and ability to converse in locallanguage; and

    (vii) Good computer skills (knowledge of excel, powerpoint etc)

    Desirable: Capacity for documentation of BCC/CB related good practices. Ability to work effectively ina team, interacts persuasively with a range of stakeholders, and travel extensively.

    VII. Duration and Type of Contract

    The position of Consultant (BCC & CB) is purely on contract basis for the specific period of Phase 1 ofthe Project. The position will be offered for a period up to 31 December 2015with an initial probation

    period of six months. A performance appraisal at the end of six months will determine extension of thecontract. An annual performance appraisal mechanism will also be in place, which will determinecontinuation of the Consultant till the project end (December 31,2015).

    VIII. ReportingThe Consultant will report to the ISSNIP Nodal Officer in the SPMU and will also have a line ofreporting on technical aspects with the BC/ CB Consultant in the CPMU, MWCD.

    IX. Remuneration and Payment termsThe consolidated remuneration of the Consultant will beRs.60,000/-per month. Travel expenditure, perdiem andother cost incidental to the travel undertaken by the Consultant will be reimbursed as per thenorms of the project and TDS will be deducted as per the Income Tax law. No other allowances would bereimbursed. An annual increment of about 8% is envisaged, subject to satisfactory performance.

    I. Background

    The Financial Management Consultant would be responsible for supporting the State Project Director andthe ISSNIP Nodal Officer in all financial management functions under the project, which will include:

    i. Preparation of annual budgets : Provide support to timely preparation of project annual budgetestimate keeping in view of the approved allocations and past expenditure under the project, revisedestimates (if any) and ensure its submission to the department.

    ii. Tracking of funds released by GoI: Keep track and maintain database of funds released under the project by GoI to the extent of 90% of the approved allocations.

    iii. Allocation of budget to districts and blocks: Once the budget is approved by the state legislature

    and released by the finance department, ensure timely allocation of the budget to the district and blocksand maintain the budget allotment register.

    iv. Liaison with Finance Deptt. for budget allocation, re-allocations and other approvals as may benecessary from time to time.

    v. Collection of expenditure reports and reconciliation with Treasury and AG: collection of monthlyfinancial reports from the districts and blocks and ensuring reconciliation with the treasury and AG(A&E) at-least on a quarterly basis.

    vi. Consolidate and control over: advance contingency bills and receipt of utilization certificates (UC)from NGOs/other agencies where funds are released to NGOs/other agencies.

Prepare and submit quarterly Interim Unaudited Financial reports (IUFR) and UtilizationCertificates to CPMU: Consolidate the financial reports received from the districts; prepare and submitIUFR in the prescribed format to the CPMU in MWCD within 30 days of the end of the quarter. Also,ensure timely submission of UCs to CPMU.

    viii. Liaison with the State AG (Civil Audit) for annual audit of the project financial statements: thiswill involve preparation of annual financial statements, reconciliation of project expenditures with the AG(A&E), schedules of pending AC Bills and UCs as of March 31, 2014 and facilitate in completion ofaudit by the AG as per standard Terms of Reference by July 31 of each year and submit it to CPMU byAugust 31 of each year.

    ix. Any other financial related activities of the project that may be assigned by the project, including payment of bills etc. and ensuring adequate internal controls to support the payments.

    x. Oversight & capacity building of districts/ blocks: Ensuring (by way of training & support to theDistrict Accountants) that common reporting formats as provided in financial guidelines are used bydistricts in order that consolidation of accounts is facilitated at state level and reviewing the accounts andrecords of the DSWO/CDPO on a periodic basis by way of field visits.

    xi. Addressing audit objections: Coordinating with the DSWOs to address the audit objection/internalcontrol weaknesses, issues of disallowances, if any.

    xii. Coordination with the CPMU: Maintain close coordination with the Financial ManagementConsultant in the CPMU.

    IV. Background and Experience- Retired Officer from the State Finance/Treasury/Audit Services/AG with experience in budgeting, auditand treasury functions;

    - Knowledge of State budgetary, treasury and finance rules;

    - Familiar with the use of MS Office especially Excel, Word etc.

    V. Timeline and DeliverablesThis is a full-time position, purely on contract basis. The service is initially for a period of one year. Thecontract is renewable till end of Phase I of the project i.e. December 31, 2015, subject to satisfactory

    I. Background

    The State Government of Jharkhand has set up a State Project Management Unit (SPMU) under theDirectorate of Social Welfare to implement the ICDS Systems Strengthening and Nutrition ImprovementProject (ISSNIP) funded by the World Bank. The SPMU is responsible for implementation of the projectin Jharkhand State in line with the approved annual action plans of the project. A total of 12 districts inJharkhand have been selected for implementation in the project. The Directorate of Social Welfare,Jharkhand, seeks to hire the suitable candidates as District Coordinator in each of the selected districtsunder ISSNIP to provide management, monitoring and capacity building support for the implementationof the project activities.

    II. Objective

    The District Coordinators will be recruited on contractual basis to provide the required management andimplementation support for all project activities in the district, under the overall guidance of the StateProject Director and in coordination with the District Social Welfare Officer (DSWO). S/he will beresponsible for the achievement of district level project targets.

    III. Detailed Scope of Work

    Specific tasks of the District Coordinators will, inter alia, include the following:

    a) Develop district level project annual action plans in coordination and consultation with theDSWO;

    b) Provide support in preparation of the ICDS District Annual Plans with assistance of theState/District Team of the Technical Assistance Agency (hired by the Central Project

    Management Unit of the MWCD);c) Support and supervise timely implementation of all project activities and pilots in the district;d) Make regular monitoring and supportive supervision visits to provide on-site support to Block

    Coordinators and the ICDS Supervisors;e) Periodically assess capacity building needs of district and block level project staff and ICDS

    functionaries and organize and facilitate relevant trainings in coordination with the SPMU;f) Ensure effective coordination between the existing ICDS programme activities and project

    activities (wherever required) in collaboration with the DSWO;g) Ensure timely allocation of budgets to the blocks and maintain database of funds received and

    allocated to the blocks under the project;h) Maintain all financial records and documents under the project and provide necessary assistance

    to the Audit as and when required;i) Prepare and submit the financial reports in the prescribed format to the SPMU every month
