The Washington Interscholastic Activities Association exists to assist member schools in operating student programs that foster achievement, respect, equity, enthusiasm and excellence in a safe and organized environment.

The indicators to determine satisfactory progress toward achieving the mission shall be:

Mission Statement

1. At least 80 percent of all students within a member school will be active participants in at least one (1) activity annually.

2. Public understanding and support of the value of interscholastic activities and athletics in education will be increased.

3. All member schools will implement a written plan to address citizenship. 4. All member schools will employ competent, caring and knowledgeable

coaches. 5. Achievement and excellence will be recognized.

The Washington Interscholastic Activities

• Association is a voluntary organization for member schools. Membership in the Association shall be open to any State of Washington school district.

• A district may enroll a high school or junior high and elementary school or a middle school having either a seventh grade, an eighth grade, or seventh and eighth grades.

• A school district may be public or private and a private school district shall be considered separate and distinct from a public school district.

• The public or private school(s) become members when so authorized by the school district board of directors.

Membership of The Association

• All member school districts of the Association must comply with the rules as stipulated in the Constitution and Rules and Regulations of the Association for interscholastic programs.

• Each member school has a responsibility to educate its student-athletes, coaches, and other appropriate persons on state association rules, regulations, and policies that could affect them.

• Students, school staff, and school boards of member school districts in all interscholastic relationships are obligated to practice and promote the highest principles of sportsmanship and ethics.

Compliance & Responsibilities

• The principal of each member school, or designee as authorized by the school board, shall have one (1) vote when voting by questionnaires, polls, WIAA District meetings or any other appropriate time.

• The local School Board shall list the representative(s) in WIAA matters on the annual WIAA membership form.

• The voting representative shall be the member school's principal unless some other designee is authorized by the School Board via written notification to WIAA.

2011-12 School Year Summary

The following amendments were passed after reaching super majority:

MS/HS #5: 17.5.7 Coaches may meet with squads to prepare for summer leadership training

HS #8: 17.14.0 Prohibits contests against college freshmen

MS/HS #9: 18.19.2.c 8th graders may be used to salvage JV basketball teams to reach 16 players

MS/HS #12: 28.5.2 Coaches may be penalized for violation of WIAA rules

HS #13: 51.8.0 10-run rule in baseball would apply in all regular and postseason games

HS #15: 57.6.0 Running clock would apply in second half in 1B football with 40- point margin

HS #16: 63.5.1 Criteria for two-day tennis tournament to count as one-day event

Representative Assembly

• APPROVED to annually require high school athletic directors to take an online WIAA rules and regulations clinic prior to the first contests in the fall.

• PASSED to accept staff recommendation to keep current format for state basketball, affirmed state basketball objectives and directed staff to meet with representatives of boys and girls coaches associations

• PASSED to keep boys soccer ejection policy but remove the team elimination from post season part of policy.

Passed on first reading Penalty Code Review (2nd and 3rd Reading in September) - This is not Board Policy

The WIAA is empowered to make a determination as to whether a violation of WIAA rules has occurred and to assess an appropriate penalty. The ultimate goal is to develop the degree of penalty that matches the degree of the violation. Whenever possible, those responsible for the violation shall be penalized. Students who are not responsible for the violation shall be penalized as a last option. However, if students benefit or are responsible for the violation, that benefit or responsibility must be measured within the penalty.

Passed on first reading Ejection Suspension Review (2nd and 3rd Reading in September with extensive Q &A) – This is not Board Policy

(DRAFT) An appeal of the suspension may occur only after the game has been contested and the school principal or designee has adequately investigated the need for a review and has found indisputable evidence to overturn the suspension.

2012 Committee Work Review

Classification Committee

The Classification Committee will meet in September to develop preliminary amendment language. The draft will be distributed to WIAA Districts and Leagues for input with final amendment wording completed in November.

Issues:

• How often we count (2 or 4 year cycles)

• Who we count (10-12 or 9-11 etc)

• Alt Ed counts

• Classifications by percentage or number ranges.

Summer Activity

Washington state high school football coaches proposal consists of three days of helmets only, twelve days of contact, and five days of organized team activities.

Adding a New Coach Account

List the coach’s name (first and last), e-mail, phone number, primary role and a temporary password in the respective fields.

Select the appropriate sport boxes for the coach and identify their coaching role(s). Multiple sports may be selected for each coach.

Next, select any permissions you would like to grant the coach when they log into MyWIAA.

Next, click “Save Changes.” Each coach will have a username automatically generated. The username and password will be sent directly to the coach’s e-mail that you provide.

• Once you click ‘Save Changes’ the coach is added. An email is sent to the coach notifying them of their new account (you will be cc’d)

• The Coach will have access to Concussion, WIAA General and corresponding Sport Specific Clinics upon logging in

After clicking any of your coaches names, you will be brought to their ‘profile’ page which includes the box below (located towards the bottom of the screen). As coaches complete their Online Rules Clinics, the Concussion, WIAA Rules Test and Sport Rules Clinic fields will automatically update from ‘No’ to ‘Yes’.

We need AD’s to provide information for the following fields by clicking the ‘update’ link:

• First Aid (Yes/No) • CPR (Yes/No) • Level (Entry/Continuous) • CE Met (Coach met number of Clock Hours Required, Yes/No)

The Red/Green Certified Yes/No will automatically update if the coach meets all criteria.

Track Throwing Events—shot put, discus and javelin

a. DISCUS CAGES: Does your cage meet National Federation standards?

b. Safety Zones around throwing sectors may need to be reviewed and expanded—a 9 degree widening of safety zones around discus throwing event areas may significantly reduce the injuries to non-throwers.

c. Lack of control of people in and around throwing sectors is as much of the safety issue as equipment-keep non-participants out of competition areas.

d. Athletes, coaches and event marshals must be trained in safety protocols for track throwing events before the season starts—(available from Canfield 1-800-407-2027).

2nd Year of Football Helmet Recertification Implementation starts in the fall of 2012.

• August meeting of NAERA (National Athletic Equipment Reconditioners Association) may clarify vendor labeling and identification standards.

• 10-Year Maximum Life of a football helmet is still in effect

Washington State Football Coaches Association position paper on proper preparation of football players for participation in summer football camps will be discussed and fine tuned during the fall and early winter. This is not a WIAA mandate but a major issue in the safety of football players in the summer.

Supervision: review and reaffirm procedures for…

a. Supervision of head coaches by athletic directors

b. Supervision of assistant coaches by athletic directors and head coaches

c. Supervision of players by all parties

d. Knowing the rules of the sport and of the administration of the sport within national, state, league and school district policies, procedures and SOP’s

e. Documenting the training provided coaches for their supervision duties

Junior High Officials

a. WIAA has allowed use of non-association officials for the 2012-2013 school year within distinct parameters.

b. It is recommended that local schools use registered officials in football and wrestling due to the high risk factors of these sports.

c. Local schools must include proper training of local officials if they choose to use the non-registered official option given by the WIAA.

d. If you use non-association officials, document your training program for your local officials.

Concussions a. REMEMBER: concussions cannot be prevented but we can reduce the potential

for a concussion with proper fitting of certified equipment, safe sport techniques & obeying the rules of the sport.

b. Potential catastrophic injuries can be prevented by properly treating and caring for the initial concussion.

c. The concern is with athletes who are injured in youth programs yet the school is not informed about the concussion or other injury. Parents are the key link in this communication process as they have knowledge of the athlete’s injury status and need to share this information with both groups.

d. Return to Participation Protocols (RTP) are being refined and are integral in the safe return of an athlete to participation with each of the following having different responsibilities for the school.

a. Schools may have access to a certified and licensed athletic trainer b. Schools having a written release from a doctor w/ no additional instructions for RTP c. Schools may have a written release from a doctor w the doctor being very active in

the RTP activities.

Concussions Continued: a. Updated concussion information may be forthcoming from the Zurich

Convention in the fall, 2012. b. If your school needs assistance in formulating a 504 program(either formal or

informal) for a concussed athlete returning to the classroom, ask your risk management service for assistance.

Electronic Media It keeps changing and becomes more challenging; know your school’s policies.

Training of Coaches in the 14 Duties of Coaching This is a great workshop for coaches and athletic directors as “I did not know” or “I wasn’t told” or “Ignorance” are not defendable in case of a coach/school being challenged in the legal system.

Clarify the role of your “Team Doctor”

If you have a “team doctor” make sure your school policy and procedures are followed and do not allow caregivers to provide service outside their areas of training and certification. As an example chiropractors cannot clear concussed players nor can non-licensed athletic trainers.

Accident Reports

Reaffirm with your coaches about the need to fill out accident reports and to file them within 24 hours. Major injuries need to be reported to supervisors immediately and may include notification of central office administration. Having to try to recall incident information from 3 years prior is not a good risk management practice and leaves the coach and school open for potential litigation.

• Minimum number required before a contest is sport specific.

• Athlete must participate in designated practice time to meet pre-contest practice requirement.

• For the purpose of meeting the pre-contest practice requirements, an athlete must be medically cleared to fully participate in practice. An individual may meet pre-contest practice requirements only when practicing during regular team practices. The intensity and duration of each athlete’s participation in practice will be determined by the coach of that team.

• Pre-contest warm-up shall not count as a required practice

• Practice on game day does not make the athlete eligible that day

• Practice must be conducted by a school authorized coach

• While the number of pre-contest practices will not be waived, the following rule exceptions regarding pre-contest practice requirements will be allowed during the season only after every effort has been made to reschedule the contest(s) that are affected.

WIAA Special Events

Passes

The WIAA has been asked by the State Auditor’s office for assistance in dealing with concerns raised by school districts about passes for regular-season athletic events.

• Please be aware that by state law, a school board of directors may only provide passes for a reduced or a waived fee for those individuals who are 65 or over, or of low income, per RCW 28A.325.010.

• School districts may have a gate list for those individuals who are performing services during regular season events, such as supervisors, concession workers, etc., but these people are not given passes.

• The WIAA is aware that passes are often given to individuals by leagues, but the Auditor’s office is instructing all member school districts not to honor any of these passes for regular season events, because such action takes funding away from the Associated Student Bodies.

New language has been added to the high

school baseball rules to re-emphasize that

non-wood bats cannot be altered.

This additional note in Rule 1-3-2 was one

of four rules changes approved by the

National Federation of State High School

Associations (NFHS) Baseball Rules

Committee at its June 3-5 meeting in

Indianapolis. All rules changes were

subsequently approved by the NFHS Board of

Directors.

The new note in Rule 1-3-2 is as follows: “The

NFHS has been advised that certain

manufacturers consider alteration,

modification and ‘doctoring’ of their bats to be

unlawful and subject to civil and, under

certain circumstances, criminal action.”

“Not only is it a violation of

NFHS baseball rules to alter a non-wood bat,

this new language emphasizes that an

individual could be subjected to a civil or

criminal lawsuit for tampering with a bat,” said

Elliot Hopkins, NFHS director of sports and

educational services and staff liaison to the

NFHS Baseball Rules Committee.

Two other changes deal with the use of

new technology. Rule 3-3-1f prohibits the use

of video monitoring equipment for coaching

purposes during the game, and Rule 3-3-1i

prohibits the use of any electronic devices in

the coach’s box.

“Technology has improved to the level that

mobile devices can accurately video different

aspects of the game, which provides an unfair

advantage to a coach by replaying the

footage in the dugout during the contest,”

Hopkins said. “The committee also agreed

that there was no reason to have any

electronic devices in the coach's box.”
