Soccer

The FIFA “Laws of the Game” and WIAA modifications can be found on the WIAA soccer website. The WIAA is the sole and exclusive source of rule interpretations for contests involving its member schools.


Eligibility

Form 5Are there any conditions of ineligibility that apply to this student? (e.g., athletic code violations, school suspensions, scholastic, etc.) Refer to WIAA 18.11.1.

Yes, please submit a statement on your schools letterhead, signed and dated. Statements need to be submitted to the applicable Eligibility Chairperson.

Academic Suspension Period – Rule 18.7.6

• The end of the suspension period shall be from the end of the previous semester through the fourth Saturday in September (September 28, 2013) in the fall

• OR the first five (5) weeks of the succeeding semester/trimester.


Allocations and Draws

• Rather than wait for the three week window, the 2014-15 and 2015-16 allocations in the 2A, 3A and 4A sports will be based upon the data from this classification/allocation cycle. After the classifications are finalized in January, staff will calculate the allocations and conduct the draws for review by the district directors during their June 2014 meeting.

• 1B, 2B and 1A schools will continue to provide data to their respective District Director during the first three weeks of each of the 2014-15 sports seasons.

• A WIAA Executive Board Subcommittee will review and prioritize the steps in the current draw criteria prior to draws being conducted for the next cycle.

High School head coaches are required to complete the online rules clinic in their sport by the end of the first three weeks of the season. All other coaches are encouraged to complete the online rules clinic. Coaches receive two coaches’ education hours for completing each online rules clinic.


Spring State Tournament Reminder

The spring tournaments in 2014 and 2015 will be held the weekend AFTER Memorial Day. Season beginning and ending dates through the 2019-20 school year are in Appendix 8-2 in the WIAA Handbook and also posted under “Tournaments” on the WIAA Website.


17.12.2 For the purpose of meeting the pre-contest practice requirements, an athlete must be medically cleared to fully participate in practice.

The intensity and duration of each athlete’s participation in practice will be determined by the coach of that team.

Jamborees

JAMBOREES COUNT AS A PRACTICE IN FOOTBALL OR WRESTLING ONLY

In all sports programs, each participant must complete ten practices before competing in a jamboree. In football and wrestling, a jamboree may count as the 11th or 12th required practice.

No student may participate in an jamboree unless all eligibility rules have been met.


Interstate and International Sanction Procedures

17.25.4 Request for sanction of interstate competition must be completed by the host school online through the NFHS Website at nfhs.org.

17.25.5 Interstate competition occurs when either teams or individuals who represent their schools travel across state lines to participate in competitive sports events, including but not limited to such events as “shoot-outs,” “showcases,” “round-robin tournaments,” etc.


17.26.0 International competition must be approved by the Washington State Coaches Association, the WIAA, and the NFHS.

17.26.1 Request for sanction of international competition must be processed through the Washington State Coaches Association.

17.26.2 An additional contest against an international touring team is allowed once during any three (3) year period. Contests against schools from Canada and Mexico must be within the allowable contest number, since schools from Canada and Mexico are considered to be from bordering states.

Insurance:“If at any time your health insurance is discontinued, you must notify school district personnel.”Health insurance is not a WIAA or State mandate; this is a school district mandate if your district has an adopted policy.School Accident Insurance is not insurance provided by the school district but is a separate policy parents need to purchase for their student(s).



Helmet Warnings:Signed statement regarding: Duty to warn: Football helmets will not all prevent head injuries.

Warning information listed on the inside and outside of helmets.



Helmet and other Safety Equipment Fitting:Standard of care towards helmet and safety equipment fitting is a concern.

“Have our coaches received the proper training in how to fit safety equipment and is there a plan on monitoring equipment to meet this standard of care?”

The WIAA website will have an instructional video covering the fitting of both helmets and shoulder pads.



Unauthorized Activities:Monitoring “special activities” can be very difficult.Check with your liability insurance carrier to get some thoughts on how to provide the activity in a safe and protective manner.“Don’t Lone Ranger it.”



RTP Protocol and Concussion Management Team:• Return to play procedures• Return to play team:

• School Counselor – to assist with academic needs• School Nurse – to assist with confidentiality issues between students,

parents and staff.• Teacher – gain information about the effects of concussions and

Bullying Behaviors by Coaches:• “Can you talk to coaches about

• Coaches need to be aware of bullying type behaviors and how actions are perception based.



Accident Reports:Encourage all coaches to complete and return student accident report forms.

Heat Exhaustion:Heat stroke and heat exhaustion; coaches need to use common sense.

2013 FALL WORKSHOPAPPEAL PROCESS FOR EJECTION FROM CONTEST


19.13.0 Appeal Process for Ejection from Contest

Ejections resulting from a judgment call by a contest official may NOT be appealed. Ejections resulting from a misinterpretation or misapplication on the part of the ejecting contest official(s) may be appealed.

Pictures, video and/or replay recording devices may not be used to determine whether an ejection was due to judgment, misinterpretation or misapplication on the part of the ejecting contest official(s).


Verbal notification of the intent to appeal shall be given to the contest official by the coach of the ejected person prior to the "next live ball” or resumption of play. The verbal notification shall be based on an identified misapplication or misinterpretation of a specific rule.



The principal/designee of the ejected person must contact Brian Smith within one (1) school business day after the conclusion of the contest in which the ejection occurred to verify a misapplication or misinterpretation of the rule.

If the WIAA administration finds a misapplication or misinterpretation of the rule, the principal/designee may appeal the suspension to the school’s league.

Please do not contact the WOA or the assignor prior to the WIAA office.



If the school is not a member of a league, the appeal will be filed directly with the District Board.

The principal or designee may stay the suspension, but may not vacate the ejection, and will report his/her decision and rationale to the school's league.



The hearing procedures, as outlined in 28.0.0, shall be followed.

• The league shall review and either affirm the decision of the principal/designee with the understanding that the one (1) contest suspension shall not be assessed or overrule the decision of the principal/designee, whereby the ejected person shall be required to serve the one (1) contest suspension.

• Any league action shall be in writing and specify the reasons for the league decision. Failure of a school for any reason to enforce the regulation and/or decision of the league will be considered a school violation.



For tournaments, qualifying and/or state events any appeal will be heard by the games committee, providing the appeal was approved by the school principal/designee. A decision will be given no later than two (2) hours before the next event in which the ejected person might participate.

Providing the games committee finds misapplication or misinterpretation of a rule, the penalty may be vacated.



Failure of the school to enforce the regulation or decision will result in the disqualification from and forfeiture of all remaining contests of that event. Due process procedures of the WIAA Handbook and Rule Violations and Penalties will apply to any further action.


2013 FALL WORKSHOPBOYS SOCCER EJECTION POLICY


Boys Soccer Ejection Policy

RATIONALE:The change in penalty for ejections involving violent conduct and abusive language is to deter behavior being exhibited during boys’ soccer matches. This change is meant to deal with the actions of the players. It was not intended to put a spotlight on the officials or the rules of the game. In order to effectively implement the new policy, we are asking that officials continue to call the game in the manner they have been.



Violent Conduct:• "The commission of a violent act against an opponent, an official, a

spectator, teammate or other individuals when the ball is in or out of play."

• A player is guilty of violent conduct if he/she uses excessive force or brutality against an opponent when not challenging for the ball.

• He/she is also guilty of violent conduct if he/she uses excessive force or brutality against a team-mate, spectator, match official or any other person.

• Violent conduct may occur either on the field of play or outside its boundaries, whether the ball is in play or not.



Abusive Language:• Abusive language or profanity directed

towards another individual (opponent, referee, spectator or teammate).Note: Incidental use of vulgar or profane language should result in a caution (yellow card) as per NFHS rule 12-8-1d.

• The determination as to whether or not foul language is an ejection, or incidental resulting in a caution is left to the judgment of the official.



An athlete or coach who receives a red card for Violent Conduct or Abusive Language receives a three game suspension.

Rule Violations and Penalties

The strength of the WIAA lies in the willingness and ability of the membership to support the rules and regulations adopted and, if necessary, to support the penalties placed upon members, if it is determined that those same rules and regulations have been violated.


Self Reporting Rule Violations by Member SchoolsWhen a school or the WIAA staff becomes aware that a rule has been violated, the offending school principal (or designee) must report the infraction and any action taken by the school in writing within five (5) school business days to:1. the superintendent of the offending school2. the league of school membership for review and

action, and3. the appropriate WIAA District.



The process for developing a penalty starts with the offending school’s administrator contacting the league president and determining the parameters for developing the offending school’s proposal for penalty and any other remedies.

If there is a doubt about a proposal, the WIAA staff must be contacted for assistance. The WIAA staff may assist or seek guidance from members of the review panel. The penalties listed provide those available to the leagues, districts, and WIAA Executive Board.



Authority to impose forfeitures, withhold revenue shares, and impose fines is vested in the League, WIAA District Board, and WIAA Executive Board, while only the District and Executive Boards have the authority to withhold allocations and suspension, or place a member school on probation or restriction.

Only the WIAA Executive Board has the authority to remove a team from post-season competition or to suspend or expel a member school. The Penalty Review Council is available to assist schools, leagues, and districts in establishing the appropriate penalty.



28.1.1 The offending school may appeal any league actions, first to the appropriate WIAA District for review and action and, following WIAA District action, to the District Directors and then to the WIAA Executive Board for review and action.

28.1.2 Should a violation be discovered within ten (10) days of the start of postseason competition, the appeal goes directly to the WIAA Executive Board.

28.1.2 Only the WIAA Executive Board may remove a team from postseason competition.



Penalty for Use of Ineligible ParticipantWhenever possible, those responsible for the violation shall be penalized.

Students who are not responsible for the violation shall be penalized as a last option.

However, if students benefit or are responsible for the violation, that benefit or responsibility must be measured within the penalty.



A school may appeal a ruling of forfeiture that is based on the contribution of an ineligible participant toward victory in a team sport.

The school shall prove by a preponderance of evidence that the contest would have been won without the participation of the ineligible participant.

The WIAA district may also impose a penalty against the member school.

Penalty Review Council - A council for penalty review to assist member schools, leagues, district directors, and the WIAA Executive Board in penalty review.The purpose of this council will be to advise school personnel and league presidents on the issue of developing the appropriate penalty for violation of WIAA Rules and Regulations. Once a WIAA member school discovers--or is advised by another member school or WIAA staff--that it has violated a WIAA rule, the school must contact that school’s league president. The member school may propose suggested penalties to the league or may seek advice from the council by contacting the chair.



Penalty Review Council• In all cases, the “Penalty Options” chart shall be used

to assist the school, league, and panel.• The council shall be comprised of five (5) individuals

who will be appointed by the WIAA Executive Board. Each shall serve a two-year term, with the exception of the chair, who will serve a four (4) year term.

Middle Level Sportsmanship Program

WIAA’s middle level vision for sportsmanship and citizenship is built on expectations. It calls on the school community, teachers, coaches, students and parents to strive for excellence in everything it does through “Give Me 5” (Sportsmanship, Respect, Honor, Citizenship, and Courage). The program encourages schools to implement a year-round plan shaped by the participation of coaches, parents, teachers and students. In addition, each school’s leadership is encouraged to support the school’s sportsmanship and citizenship program using the “Give Me 5” program’s ideals and criteria. All middle level member schools will receive a “Give Me 5” banner from the WIAA. Please hang it in your gym and use it to help motivate great behaviors and to make connections with other member schools.

Rule 18.3.2 – A student must be a member of a WIAA member school squad and have been included on a school’s eligibility roster for at least 50% of the regular season for that sport in order for that student to participate in postseason and state tournament playoffs. The 50% rule dates are included in each sports section in the WIAA Handbook.
