• The Federal Target Program is adopted by the Regulation of the Government of the Russian Federation (3.10.2013 № 864).

• The aim of the Program is to reduce for 2020 the number of deaths due to road traffic accidents by 8000 (29%) in comparison with 2012.

• Amount of financing is equal to 32.4 billion rubles (approx. 1 billion US dollars).

Achievement of the aim of the Program involves the use of the systematic approach to the solution of the following tasks:

• creation of the system of propaganda influence on the population to form negative attitude towards the offences in the sphere of road traffic;

• formation of safe conduct of children on the road;

• improvement of driving culture;

• development of modern system of assistance to injured due to road traffic accidents;

• strengthening of requirements for driver training and driving schools.

• The draft regulation of the Government of the Russian Federation about amendments to the driving regulations is prepared;

• Amendments to the national standards, which involve new road signs, are made;

• Development of cycling infrastructure in some regions of the Russian Federation

Development of cyclist traffic in Moscow in 2013:

It was created:

• 500 parking spaces for bicycles for 5800 bicycles;

• 130 rental centers for bicycles;

• Network of bikeways with total length of 130 km
