A. TOTAL RESOURCES
The Joint Programme on Gender Equality (JPGE) has been formally implemented since
April 2009. In the first year of the implementation, all its component projects focused on
establishing the working system, arranging staff for full-time positions. Therefore, the
disbursement rate of the whole JPGE in 2009 only reached 72% (reported at the second
NSC meeting in 2009).
In 2010, the progress of the whole JPGE had many profound changes, the working
system of the project components as well as participating UN organizations has been put
into operation effectively, and most of the project activities ensured right progress. The

PART B - NARRATIVE ASSESSMENT
I/ Context.
2010 was a significant year for Viet Nam, the year when the Government would
complete the strategy/vision for the next ten year as well as develop plans for the first 5
years of the next decade. Viet Nam has successfully overcome the economic crisis and is
continuing to make deeper integrations into the globe and the region, which is
demonstrated by the fact that Viet Nam has played its role as Chair of the ASEAN in 2010.
Viet Nam is dealing with various issues during the process of changing into a medium-
income country and is facing with a lot of challenges in the process towards an
industrialized nation in 2020. At the end of 2010, in New York, the high-level Leadership of

the United Nations General Assembly conducted reviews of the progress of the nations in
implementing MDGs. After passing through 2/3 of the path, Viet Nam has gained
remarkable achievements and has made a lot of progress towards the achievement of
almost all the MDGs.
In this context, based on the JPGE Document, from the experience during the first
year of JPGE implementation, with the pilot “one UN” in Viet Nam, the relevant parties
together discussed and came up with their viewpoints in developing the 2010 Work Plan
of the JPGE in relevance with the current background.
On 23/12/2009, the National Steering Committee of the The UN-GOV Joint
Programme on Gender Equality endorsed the 2010 Work Plan and Budget of the JPGE.
This Work Plan consists of 52 activities, of which the total budget allocated for the
Government of Viet Nam (i.e. 3 component projects: MOLISA, MOCST and GSO) for
implementation is 929,843USD and for 12 UN agencies (FAO, ILO, IOM, UNAIDS, UNDP,
UNESCO, UNFPA, UNICEF, UNIDO, UNIFEM, UNODC, WHO) for implementation is
1,063.945USD (see Annex 1 of the Report for details – 2010 Work plan).
On 01 December 2009, the Government issued Decision No. 57/NQ-CP
“Promulgating the Government Action Plan up to 2020 for implementation of Resolution
No. 11-NQ/TW dated 27 April 2007 of the Politburo on the work of women in the period of
the country’s industrialization and modernization”. In this Resolution, the Government
assigns specific tasks to relevant ministries/sectors on the basis of the assumed functions
and tasks.
Concerning the 3 ministries/sectors involved in the JPGE, the specific tasks that are
assigned in accordance with Resolution 57/NQ-CP consist of:
1. Ministry of Labour-Invalids & Social Affairs:
1) Continue to build, consolidate and enhance the operational quality of the
Committees for the advancement of women at various levels.
2) Build the model for pilot implementation of gender equality and development of
women in some localities and grassroots levels and then scaling up the model.
3) Review and assess the officers working in the field of gender equality and advancement
of women at all levels.
4) Develop the plan for capacity building training for the officers in charge of gender
equality and advancement of women from the central level to local and grassroots
levels.
5) Organize training on knowledge of gender and gender mainstreaming skills for
officers in charge of gender equality and advancement of women at all levels.

6) Continue to disseminate Resolution 11-NQ/TW dated 27 April 2007 of the Politburo
on the work of women in the period of the country’s industrialization and
modernization
7) Develop training materials, communication materials on gender and gender equality.
8) Review teaching materials and curriculums to eliminate the information, images or
knowledge with gender stereotype.
9) Review legal normative documents on labour, including the Labour Code to ensure
the conformity with gender equality targets.
10) Make recommendations for revisions and additions to the Labour Code to ensure
the conformity with gender equality targets
11) Study, review and propose for revision and mainstreaming of GE issues into current
project/programmes for occupational training.
12) Develop the indicators for assessment of GE in the field of labour and social affairs
via the mainstreaming of gender into the indicators for monitoring and evaluating
the sector’s implementation results to feed into the annually collected database
system.
13) Develop the National Strategy on Gender equality phase 2011 - 2020 and the
National Targeted Programme on Gender equality phase 2011 – 2015.
2. Ministry of Culture-Sports and Tourism (MOCST).
1) Propagate and educate on the Law on domestic violence prevention and control
and guiding documents on mass media in a practical way, relevant to each specific
sector, locality and subject.
2) Continue to complete the “cultural family” criteria to be appropriate with the period
of the country’s industrialization and modernization.
3) Develop and implement the scheme for development of family supporting services,
improvement of living environment phase 2011 - 2020.
3. Ministry of Planning and Investment (GSO)
1) Develop and issue the national gender development indicators, gender classification
criteria in the State’s statistics.
2) Guide the collection, synthesis of gender statistics under the national target system.
3) Mobilize ODA for GE activities and advancement of women.
With the above-assigned specific tasks, considering on the basis of functions and
tasks of each agency/unit and within the framework of activities, budget of the JPGE,
relevant parties have collaborated, made plans for implementation of activities in strict
conformity with the approved Prodoc. However, for timely response to the actual situation,

some activities under MOLISA and MOCST components have had certain adjustments in
the contents of the activities:

Initially, during the consultative process with pertinent agencies when developing the draft NTP on GE, all parties stated that the birth of the NTP was extremely important. However, after the draft was completed, the 2 agencies that held the main responsibility in submitting to the Government the Targeted Programmes (MPI and MOF) brought up some objective reasons for not being able to submit the NTP on GE to the Government (level of urgency, priority, budget…). Therefore, to ensure the targets and the scheme set out in the NTP on GE, the Government agreed to change the NTP on GE into the NP on GE in which the original objectives remained unchanged and the budget for implementation of those objectives would be considered and allocated on annual basis instead of the fact that the budget would be allocated according to each scheme, with a longer period (5 years)
MOCST Activity 1.2.2: Develop multi-agency collaboration mechanisms for implementation of the DVL
Activity 1.2.2: Develop multi-agency collaboration guidelines for implementation of the DVL
Athough this activity has been defined in the Prodoc, during the process of developing this document, the implementing agent found that the promulgation of a multi-agency collaboration mechanism for implementation of the DVL would meet some difficulties as in reality, in the functions and duties of each ministry/sector assigned by the Government, the responsibility of collaboration with relevant ministries/sectors and units in the multi-sectoral issues or fields has been clearly laid down. As such, it would be inappropriate for an additional multi-agency collaboration mechanism to be promulgated for the implementation of the DVL and the Government would not be able to sign for promulgation of such a document. In this situation, the MOCST component project together with UNFPA, the technical assisting agency agreed to revise the above-mentioned document, from “Mechanism” to “Guidelines” and this document will be signed for

promulgation by the Minister of Culture, Sports and Tourism.
In addition, in 2010, the formation of the UN Women also helped to strengthen the
role as well as voice of UNIFEM (1 out of the 12 UN agencies participating in the JPGE).
This event was made known since the end of 2010 and starts to take effects as from the
beginning of 2011. Therefore, its impacts will mainly on the Programme activities in the
next year.
II/ Results achieved.
In this section, the report would only go into details for a number of big activities that
have broad and profound influences in terms of objectives, scope and subjects. Other
activities will be discussed in Part C of this Report.
According to the Prodoc, the overall goal of the UN Joint Programme on Gender is to have improved the strategic, multi-sectoral, coordinated and technical assisted capacity to build capacity of relevant national and provincial authorities, institutions and other duty bearers to better implement, monitor, evaluate and report on the Law on Gender Equality and the Law on Domestic Violence Prevention and Control phase 2009-2011. To achieve this goal, the JPGE has 3 joint outcomes: Joint Outcome 1: Improved skills, knowledge and practices for the implementation, monitoring, evaluation and reporting of the Law on Gender Equality and the Law on Domestic Violence Prevention and Control. Joint Outcome 2: Enhanced partnerships and coordination around gender equality within and outside of the government. Joint Outcome 3: Strengthened evidence-based data and data systems for promoting gender equality.
To achieve the three Outcomes, the JP will focus on key interventions that will contribute to overall capacity building of line ministries at national and provincial level involved in coordination, implementation, monitoring, evaluation and reporting on the two laws; networking and improving partnerships with and among relevant Ministries and the civil society involved in GE and DV laws; and further strengthening and disseminating currently under-utilized and reported GE and sex-disaggregated indicators, as well as identifying data gaps.
In 2010, component projects together with UN technical assisting agencies focused
and invested in much time, efforts and brain on the implementation of project activities as
defined in the Prodoc, with focus on the guidelines set in Resolution 57/NQ_CP.
The close sticking to the concretized contents and tasks in the above-mentioned
document has contributed to promoting and enhancing the effectiveness of outputs in
each activity, ensuring the set targets in the 2010 Work Plan, which are:
i. Capacity assessment for implementation, monitoring and reporting on the 2 laws
was completed by SMAs, line ministries, National Assembly, Communist Party,

organizations and associations, including the Vietnam’s Women Union and other
pertinent agencies at central and local levels;
ii. 01 National Targeted Project has been developed;
iii. Draft M&EF have been developed;
iv. 4 training materials have been developed to support for the implementation of the 2
laws
v. 900 cadres (at least 50% is women) were trained on gender mainstreaming, GE
and GBV prevention and control in related fields
vi. 2 international and national workshops were conducted on review of text books
from the gender perspective
vii. At least 01 National Plan of Action on GE was drafted;
viii. 70 % of network members said that their work on gender had been more and more
successful thanks to the gender network under JPGE
ix. 2 key gender issues were raised at national policy forums;
x. 03 workshops were organized for State agencies, mass organizations, VCCI and
civil society organizations to share information in the field of economic
empowerment for women, to discuss on policy recommendations;
xi. A communication strategy on GE was developed
xii. A central level system was established with basic gender data, reports on gender
and a database on the International Convention of Children’s Rights, CEDAW were
built.

Sometimes, there are no common points of view between TA providing agencies and CIPs of Viet Nam. The rotation of focal points of some UN agencies (UNESCO, UNICEF) (staff turn-over) also affects the progress of activities. Professional capacities as well as the number of national consultants are still limited.

Among the activities under Joint outcome 1, there are some notable activities as follows: * Implemented by the MOCST component:
Develop and finalize the National Strategy on GE (phase 2011-2020): chaired
by the Gender Equality Department – MOLISA, participated and supported by
relevant ministries, with technical and financial support from the JPGE, the National
Strategy on GE was approved by the Government on 24 December 2010. This is a
strategic document of extremely important meaning, which guides the viewpoints
and plans in the coming time in the field of gender equality. This strategy well
demonstrates the 2 key viewpoints, which are:
The National Strategy on GE is a significant component of the country’s SED
strategy, is the corner stone of the human development strategy of the Party and
the State. GE work is one of the fundamental elements to enhance the quality of life
of each individual, each family and the whole society.
Strengthen the leadership and guidance of Party Committees and authorities at all
levels, coordination of socio-political organizations, social organizations,
sociopolitical – occupational organizations, economic organizations, administrative
and non-profitable units, the participation of each individual, each family and the
whole community in GE work. Maximizing mobilize all resources to effectively
implement GE work.
With the above 2 big viewpoints, the National Strategy on GE has put forwards an
overall goal that: By the year 2020, basically, de-facto equality will have been ensured
between men and women in terms of opportunities, participation and enjoyment in
all fields of politics, economy, culture and society, contributing to the rapid and
sustainable development of the country. With a view to achieving this overall goal, the
strategy has set 7 specific objectives together with criteria and groups of solutions for
each objective (see details at http://www.mpi.gov.vn/portal/page/portal/bkhdt/qppl).
In the coming time, in order to concretize the orientations set out in the National
Strategy on GE, under the support of JPGE, the Gender Equality Department – MOLISA
will continue to complete and bring the National Programme on GE into operation.
Besides, in an attempt to build capacity for some relevant ministries in the issues related
to GE and for the advancement of women, helping the ministries to implement gender
mainstreaming activities of the ministries, MOLISA component project (JPGE) has also
been in the process of supporting some ministries such as: MOET, MOH, MOCST to
develop their Plan of Action for the advancement of women phase 2011-2015. This Plan

of Action was built on the basis of the National Strategy on GE that has just been
approved by the Government.
* Implemented by MOLISA and MOCST components
Develop the M&EF for the implementation of the GEL and DVL: These are the
2 activities within the framework of the JPGE, implemented by the 2 component
projects under the MOLISA and MOCST. The development of the M&EF for the
implementation of the 2 laws is not the activity that used to be carried out in the
same way in Viet Nam. As in facts, the 2 laws has only been issued for 3 years,
therefore, the time for entering real life of these 2 laws is not much. Hence, to
develop a really effective M&EF, it requires a great deal of time as well as much
practical experience. Currently, drafts of the 2 M&EF have been presented at some
consultative workshops and received a lot of useful comments from ministries and
experts. In 2011, these 2 M&EF will be further completed and brought into testing
at local levels to assess the efficiency of use and there will be adjustments to be
appropriate with needs and practicality of Viet Nam.

• To develop multi-agency mechanisms for the prevention of DVL: after revising the acitivity, the MoCST project component has urgently implemented necessary steps to ensure the progress as planned. Currently, the final draft of the said document has been finalized and is in the appraisal process. This document will be submitted to the leader of the MoCST for signature and issued in the early of 2011.

Among the activities under Joint outcome 2, there are some notable activities as follows: * Implemented by MOLISA component project:
Development of national network of media practitioners reporting on GE
issues, including providing training on the content of the two laws and
support for development of a Communication Strategy for the GEL as well as
communication products on GE: So far, a network of about 50 reporters and
editors who are in charge of or working for the unit related to gender, GE and DV
prevention and control of national media agencies (TV, radios, newspapers,
electronic newspapers) have been established (the Gender Reporting
Network/GRN). With support from the JPGE, via the network’s activities, the
reporters, editors of the network have been equipped with knowledge on GE, DV
prevention and control, gender sensitiveness… in communication products. This
network is presently significantly making contributions to the disseminating and
propagating information on the above field to the masses, helping to enhance
awareness of the society on GE and DV prevention and control.
Promote the GAP network on gender: periodical meetings (quarterly) have been organized for GAP members. Through these meetings, a lot of relevant information has been exchanged, a lot of comments for related documents and materials in the field of gender, GE and DV prevention and control. At the same time, a common house has been established for the group of people working on GE and DV prevention and control, through which they can give mutual support in work and usefully share information.
Provide TA to selected NGOs of Gencomnet, NEW and DOVIPNET to expand their network and host consultation meetings on the two laws with SMAs, Government, civil society groups, NGOs and concerned agencies

Enhance the capability of grass-roots support groups for victims of DV and advocate directly at the provincial and national level for improved policies and intervention programmes: organized a number of TOT training, buiding capacity and enhance skills for relevant officers to be able to form a group of trainers with sufficient experience for localities.
Facilitate the dissemination of the laws through mass media (special columns of key magazines and newspapers, national TV coverage, Voice of Vietnam, etc.). Collaborated with mass media in broadcasting communication contents on DV prevention and control, developed and disseminated communication publications…contributing to changing awareness and behaviours of the people towards GBV and DV prevention and control.

Among the activities under Joint outcome 3, there are some notable activities as follows:
* Implemented by GSO:
Calculate the Gender related Development Index (GDI), the gender
empowerment measure (GEM), and the World Economic Forum's Gender Gap
Index - a mix of qualitative and quantitative data to enable the preparation of
periodic reports on the status of men and women in Vietnam and to provide
accurate gender analysis as required
Research on remittances from migrant workers from a gender perspective,
taking into account existing problems of remittance and pilot a model of intervention
to provide more information for responsible people who enact decrees and policies
related to the two laws
National research on DV against women in Viet Nam: The research has been
conducted by GSO with technical and financial support from the JPGE. This is the
first time a research has been conducted on the nationwide scale to understand
detailed information on the level of popularity and forms of domestic violence
against women, consequences in terms of health due to domestic violence, risk
factors, domestic violence prevention and control, women’s ways to deal with
domestic violence as well as supporting services they have used. This is also the
first time, with TA provided by WHO (1 of the 12 PUNOs in JPGE), GSO has
successfully applied the methodology with a sensitive research. Besides, from the
findings of the research, GSO has also been able to develop a preliminary
database on domestic violence against women in Viet Nam. After the findings of
the research were launched, many national and international agencies and
organizations have demonstrated their agreement with the success of the research.
The research has pointed out the real status of domestic violence against women in
Viet Nam, raising awareness for all social strata on domestic violence prevention
and control. Also from the research findings, policy making agencies, social

organizations, associations at all levels can have more proper awareness of
domestic violence against women, helping to facilitate effective development and
implementation of policies.
* Implemented by MOLISA component project:
Research on the situation of sex workers in Vietnam and policy gaps, with a
view to bring gender discrimination to attention of policy-makers in supporting the
implementation of the laws: Currently, this research has completed the first step,
which is the reviewing of existing documents. Phase 2 of the research (field work)
will be conducted in 2011. Outputs of this research will be useful inputs that directly
serve the SMA in the field of the above-mentioned issue, which is the Department
for Social Evil Prevention. In addition, some other agencies alos benefited from this
research such as the MOPS, MOJ, Vietnam’s Women Union, Central Youth
Union…
Research and policy dialogue on accessibility of ethnic women to legal
services: This research was conducted in An Giang and Bắc Kạn provinces. From
findings of this research, the research report provided some useful
recommendations to help ethnic work of the 2 provinces in particular and other
provinces with similar characteristics as well as policy making agencies in general
concerning the more effective application of recommendations in management,
execution and support to the ethnic people in their access to legal services.
III/Advantages
The JP has obtained strong support and commitments from the Government and
relevant agencies of Viet Nam (MPI, MOLISA);
Timely support of the MA (UNFPA);
Back-up from appropriate mechanisms, policies and regulations from both the
Government of Viet Nam and the UN;
IV/ Difficulties and complications during the implementation process
The documentation of the JPGE should be further strengthened to be able to assemble
and comprehensively linked all outcomes of the whole JPGE.
The 3 joint outcomes of the Programme are too ambitious as compared with the timeframe
for implementation of the JPGE;
The number of international and national consultants that are really capable in the field of
gender and gender equality of the Joint Programme and in Viet Nam is still limited;
There has not been any clear plan for the hand-over of the results of technical
assistance from UN agencies, which according to original information just participate in the
JP until the end of 2010 (Unesco, Unicef, Unido).

V/ Recommendations
Further strengthen role and coordination and operational mechanism of the 3 key
coordinating agencies under the JPGE (UNDP, UNIFEM and UNFPA) in an attempt to
further promote the documentation of the lessons learnt of JPGE. In particular, in the
remaining time of the Programme, the experience and achieved results of all the projects,
stakeholders should be tested, to be gathered into an overall picture of general
achievements, lessons to learn…of the whole JPGE. Then, precise and concrete views of
the Programme achievements can be formed.
In order to ensure the quality of the project activities as per the 3 joint out comes of
the Programme, the implementation duration of the JPGE should be extended for at least
2 years further;
Strengthen the collection of information about international consultants as well as
the countries rich in experience in the field of gender and gender equality to share with
relevant parties;
There should be a clear hand-over plan for the UN agencies that withdraw from the
JPGE as from 2011.
