The residential real estate market is in continuous motion fed by waves of economic and demographic change. A young first-time buyer purchasing

a condo sends a ripple through the market, allowing the seller to now seek a better, perhaps larger condo. That purchase in turn frees another owner to seek out a townhouse, or perhaps a detached house in a totally different community. Then the seller of that home now traditionally moves up to an even more substantial home.

In the aging demographic that now defines much of Metro Vancouver, where nearly a fifth of the population is age 65 or better for the first time in history, the cycle often reverses. The owner of a detached house sells and downsizes to a condominium, and so the cycle begins again.

The policy-induced downturn that entered the Metro Vancouver in 2018 and carried through to the first half of 2019 disrupted that cycle.

The mandatory mortgage stress test froze many first-time and other condominium buyers out of the market. The so-called speculation tax and other measures stalled townhouses and detached house sales. By the end of the first quarter of 2019, residential transactions had plummeted 41% from a year earlier and 77% from the 2016 peak.

The information included in this report is based on residential sales data and statistcal information sourced and compiled from the Real Estate Board of Greater Vancouver’s MLXchange database and the REALTOR Link® website. Opportunities open for downsizing and moving upHowever, the overwhelming demand for movement in the housing market rolled over the policy barriers within months, driving year-end total housing sales 88% higher than in the same period a year earlier.

As we enter 2020, the opportunities for downsizing or moving up in Metro Vancouver have actually improved. Condominium prices are slightly lower which allows more first-time buyers to purchase. A shortage of townhouses has kept prices rising since June, which allows more owners to sell and move up to a detached house. And, despite all the turmoil, the benchmark price of a Greater

Vancouver detached house was the same in December as it was mid-year, allowing owners the option to move up, down or laterally.

If 2019 has proved anything it is that the desire for a home – and the ability for buyers and sellers to move through any market – is a solid and defining thread in the fabric of Metro Vancouver.

Preparing for Closing DayYou found your dream home, you made an offer and it was accepted! Now, how prepared are you for closing day? Are all your mortgage documents in order and ready to be signed? Do you have the final distribution of funds lined up to transfer to the seller? Who else needs to be there to help facilitate the transfer of ownership and purchase of your new home? Did you do a walk through to inspect the property and ensure it is in the same condition as what’s specified in the contract? Closing day can be very stressful, but knowing who to work with and how, can help. While general practices may vary, you will work with a number of parties throughout the closing process. These may include:

• Realtors for both you and the seller

• Your lawyer or notary or closing agent

• The seller’s lawyer or notary

• The lender’s representative or your title insurance company

At closing you’ll need to review and sign some legal and financial documents such as the agreement between you and the seller transferring ownership of the property, and

the agreement between you and your lender regarding the terms and conditions of the mortgage. You will also need to pay your closing costs. Some of these costs are either rolled into the principal balance of your new mortgage and some costs are out of pocket. Here are some of the major costs at closing:

• Default (or High Ratio) Mortgage Insurance Premium and PST (where applicable, this might be added onto your mortgage)

• Down Payment

• Legal/Notarial Fees and Disbursements

• Title Insurance

• Land Transfer Tax

• Property Tax/Utility Bill Adjustments

• Upgrades (applicable in new home construction)

Other costs after closing such as furniture, carpeting and appliances amongst many other potential items.

The final document review and signing will usually take place at your lawyer’s or notary’s office, sometimes a few days before closing.

On closing day, your lawyer or notary will handle the following remaining tasks:

• Arrange for delivery of closing funds to the seller’s lawyer

• Registering the transfer and mortgage

• Release keys to you for your new property

Other important information. Bring a bank draft or proof of wire transfer for the amount of your closing balance (the buyer’s statement of adjustments will provide you with the amount). You will also be required to bring two forms of ID and proof of property insurance. You’ll need to review all documents thoroughly and ensure that you understand all the fees, the type of mortgage, interest rate, payment amount and schedule. Are they what you were expecting? If not, then now is the time to confirm and ask questions. It’s your right to fully understand any document before you sign it.

Once you are comfortable with everything that you’ve reviewed with your lawyer or notary, you can sign all of your closing documents and receive your house keys. Congratulations, you are a new home owner!

With British Columbia’s evolving real estate market, both buying and selling a home are very personal decisions. Add buying and selling at the same time, and the process becomes both tricky and stressful, which is more likely in a softer market where selling your home might take longer than expected. The path up the property ladder is different for everyone and whether to buy or sell first depends on your unique circumstances. Add in other factors such as whether you have a mortgage on the property, and whether that mortgage can be ported to the new home. What is the timing of the two property transactions?

Do the two closing dates coordinate, or will you need interim temporary financing should your new possession date be prior to your existing home sale date?

“Buying and selling a home at the same time is no small endeavour and involves extensive research and a clear understanding of all the steps involved,” explains Nicole Wells, vice-president of home equity finance at RBC.

Here are some things to consider before making a move:

Should I Sell First?The upside of selling first is that you will know how much money you have to work with, and it’s also easier to get new financing when you need it. However, if there are delays or challenges finding the right new home for you, you may incur additional rent and storage costs in the interim.

Should I Buy First?In this case, you will have time to plan your move and get your current home ready to sell. However, closing dates on both the purchase and sale may not line up, and if your home doesn’t sell for a while, you’ll be stuck with two mortgages at once, making it a challenge to qualify for the new mortgage and making two payments. An interim financing loan is also a possibility if your existing home is sold but the sale date is after your new home purchase date.

Add a Contract ContingencyWhether you’re buying or selling, try to add a contingency to your purchase contract that lines

up the closing dates to bridge the in-between period. This isn’t always possible, as it depends on the market and whether the buyer/seller is willing to agree to an extended or reduced period of time.

Know the MarketsConsult with a knowledgeable realtor. Research prices in the areas where you’re buying and selling. Does the market favour buyers or sellers? This is the best way to decide which move to make first. As a rule of thumb, you want to sell first in a buyers’ market and do the contrary in one that favours sellers.

Consider Rental RevenueResearch the rental market in your area and calculate the cost versus profit ratio of renting out your home to tenants, rather than selling it. It could be financially advantageous, and real estate could be a great way to diversify your investment portfolio.

FAITH’S KEY INSIGHTS:■■ Many are excited about the late-year surge in townhouse sales in Burnaby-New Westminster, with a 114% increase from Q4 2018 but we must keep this in perspective. First, we are comparing with very low sales when only 64 townhouses sold in the last 3 months of 2018. Second, it took an average of 57 days for a townhouse to sell, the slowest pace of any quarter this year. And third, the benchmark townhouse price barely budged, with most Burnaby and New Westminster prices down from both last year and from Q3. Still the year ended with townhouse sales up 12% from a year earlier and a sales-to-new-listing ratio at 87%. We can build on that.

FAITH’S KEY INSIGHTS:■■ It is like someone threw a ‘buy’ switch in Burnaby-New Westminster because townhouse sales during December leaped to 45 units, up 104% from December 2018. The holiday season is usually a slow month so the surge caught sellers by surprise. Just 25 new listings were added in the month. Both sellers and buyers were rewarded: the former because the sales-to-new-listing ratio was 180%; the latter because benchmark prices remained virtually unchanged from three months earlier in Burnaby North ($724,200), Burnaby South ($762,600) and Burnaby East ($650,000). New Westminster ended the year with a townhouse price of $723,900, up 2.5% from three months ago. I believe most will be also surprised at the market strength heading into 2020.

FAITH’S KEY INSIGHTS:■■ The record-setting sales of detached houses in Burnaby-New Westminster is not only symbolic of the general recovery being seen across Metro Vancouver it has an impact on the local townhouse market. At 46 townhouse transactions, November townhouse sales were 119% higher than in November 2019 but were less than half the 101 detached house sales in the region, and townhouses sold for a benchmark in the $730,000 range, or from 30% to 50% less than detached houses, depending on the neighbourhood. The two markets are mingled: more townhouse sales allow growing families to upsize to a house; more detached sales allow empty nesters to downsize to a townhouse. Burnaby-New Westminster is now a seller’s market with each sector supporting the other.

FAITH’S KEY INSIGHTS:■■ In the biggest year-over-year increase in townhouse sales across Greater Vancouver, which is seeing a broad-based resurgence in residential transactions, sales in Burnaby-New Westminster increased 93% compared to October 2018 as buyers closed on 58 townhouses in the month. So far this year townhouse transactions in Burnaby-New Westminster are up 9.8% from 2018, blowing past forecasts of a continued slump. Instead, local sales have been increasing year-over-year since early summer. And prices are following suit. In June, when the rally began, the raw average price of a townhouse in this region was $680,888. In October it was $749,231. The more precise benchmark price is up about 2% from six months ago in Burnaby and virtually unchanged in New Westminster, at $724,800.

FAITH’S KEY INSIGHTS:■■ Condo sales in Burnaby-New Westminster started slow in 2019 but ended running away from the skeptics, with 782 transactions in Q4, the highest of any quarter this year and up 99% from Q4 2018. Metrotown led with 174 sales, followed closely by Brentwood Park, at 130. There were 292 sales in Burnaby at a benchmark of $652,000. New Westminster posted 227 sales and saw condo prices inch up from Q3 to $508,500. With a final sales-to-new-listing ratio of 105%, this was a grand year-end performance.

That sums up the December performance of the condominium market in Burnaby-New Westminster as sales nearly doubled from the pace of December of last year to 216 transactions. This was a continuation of year-over-year sale increases seen in the region since July but in reality, the action is returning to normal after a slow performance in 2018. Prices also settled into a balancing act, rising less than 1% from November and nearly unchanged from three months earlier, even as the sales-to-new-listing ratio hit 153%,

The recovery is truly underway as local condo sales have been rising month-over-month since May, with November’s 297 sales the highest in two years. It still takes a median of 27 days for a condo listing to sell and prices remain stable, rising less than 1% from a month earlier. This is not a boom, but a balanced and healthy condo market.
