his is a question we’re often asked by land lords and the answer depends mainly on the size of your property and what type of tenant you hope to attract.

In cognizance of the demand for sur-veyed plots by majority of Tanzanians, the Bank also signed memorandum of understanding with various companies dealing with town planning and Land surveying, namely ArdhiPlan (having projects in various areas country-wide), CityPlan (having project at Pon-gwe- Tanga), Tanzania Remix Center (having project at Chanika-Ilala) and Conreeb (with projects in Singida and Kahama).

The Bank has planned to increase volume of business in the real estate sector through:-

� Access to long-term funds which limits availability of financing.

� High interest rate in the market.

� Low level of incomes for the majority of Tanzanians

� Complicated legislation for land ti-tling and registration

� High cost of houses and taxation of the same

� Lack of property price indices and a lack of information on the property market which hinder mortgage evalu-ations.

� Lack of knowledge of the mortgage product and financial illiteracy

� Absence of Real Estate Regulatory Authority to control over-pricing of properties in the market.

Q: How does Bank of Africa-Tanzania (BOA) provide home loan financing product?

The Bank offers three types of home finance loans which include home pur-chase loan which is designed to as-sist one to buy residential properties for rental, own use, for employees or other purposes; its maximum tenure is 20 years and minimum of ten 10 per cent deposit is required, though it also allows joint applications.

BOA also offers home equity loan which helps people who have already invested in residential properties to release their properties and improve their liquidity position, with a maximum tenure of 20 years with no deposit required.

Finally, we also provide home improve-ment loan which helps a customer in renovating, extending even completing the construction of his house. Maximum tenure of such a loan is 15 years.

Q: How has the market response been on utilizing the bank financial support for home ownership?

Much as our mortgage grew to book over Sh5.4billion which we have lent out to individuals, it is our hope that our participation in other partnerships with different institutions in this year will triple or even quadruple. It is thus fair and square to say that the response is big and rewarding.

Q: Being a new aspect in the country, where do you see home mortgage in the next 10 years?

It is worth to note that Tanzanians are now realizing the importance of prop-erty ownership and equally the role the banks play in helping individuals own their own homes. The mindset

on home mortgage is slowly changing as far as mushrooming of real estate properties is concerned. In ten years to come the home financing loans will be highly demanded due to the expan-sion of these areas where different houses are located right now example the Avic project at Kigamboni. That is to say the home financing mort-gage has a very bright future if we try to picture it in the next 10 years.

Q: How much so far has BOA injected on home financing support?

Since the launch in October 2011, BOA has grown to over Sh5.4billion, thus realizing Tanzanians’ wishes of pur-chasing, renovating or building houses of their dreams.

Q:Any major challenge that your bank faces in selling home loan/financing support?

The challenges include the unavail-ability of long-term funds for banks to match with the demand and of course unfavorable market conditions; mis-match in supply and demand of houses in the market caused by low penetra-tion of the product into the market due to poor response from the people who qualify to apply for these loans with the stereotype that the loans only focus on highly paid employees while in real sense everybody with a permanent employment can access these types of loans from BOA-Tanzania depending on the value of the house to be paid upon.

Negative perception of mortgage loans among the general public is another, as well as an alarming number of indi-viduals who own houses without proper legal documentation!

In Tanzania, prices of houses are rela-tively high, thanks to speculation. Nev-ertheless, some of these impediments

are slowly being mitigated through; an increased supply of low-cost housing by Tanzania Building Agency TBA as well as NHC under affordable housing proj-ect keeps on changing perceptions of mortgage loans by the public and many others.

Q: With the 2015/16 budget on VAT amendments-introduction on the bank services charges and waive on property sell (older than 2 years) what are the changes the market should expect espe-cially on property buying.

I think this is a laudable initiative and there will be an increase in buying of these houses which in turn will lead to increase demand of people in seeking for loans which actually will benefit the BANK OF AFRICA-TANZANIA as well as individuals themselves who buy these houses, building or renovating homes using the assistance from the bank.

What is the BOA’s plan on continuing to support the real estate industrial growth?

BOA plans to increase its budget in the real estate industry, and is also deter-mined to improve its product features to enable individuals qualify for the loans.

What are your calls to the government property developers and buyers?

The government needs to slash VAT on construction materials as well as finished houses so as to enable both low income earners and middle income earners to access mortgage loan. It should also speed up and increase the supply of surveyed plots for housing building as well as take appropriate strategies towards introducing new so-phisticated area for settlement estab-lishment.

The demand of building blocks to a city like Dar es Salaam cannot be underestimated.

The beautiful houses and skyscrapers that add beauty to our skyline are all as a result of such blocks.

Accidents, Back aches, Tuberculosis (TB) and other field related diseases have been common to brick makers, re-sulting to unexpected deaths.

Twiga Cement Trains over 250 block makers in Dar es salaam

It is for this reason that Tanzania Portland Cement stepped in to quell the matter by recently training more than 200 Dar es Salaam block on improving health and safety at work, quality of block they produce, all in a bid of improving their lives.

The seminar held at Blue Pearl Hotel was part of Tanzania Port-land Cement’s efforts through their Twiga Cement brand of creating awareness in the industry on key topic such as safety and quality, according to Simon Delens, Twiga Cement’s Commercial Director.

“Construction in Tanzania continues to grow with an increasing demand for blocks. It is therefore impor-tant to ensure knowledge is shared among the different players in the industry to improve quality of the products available on the market,” noted Mr Delens.

On the sidelines of the seminar, Tanzania Portland Cement also took time to emphasize health and safety issues and provided full per-sonal protective equipment (PPE’S) like safety boots, overalls, face

mask and long sleeve gloves to all participants.

Revered to be the largest cement supplier and producer in Tanzania with a production capacity of 1.9 million tons per year and being a market leader, Twiga Cement sup-plies cement to many sensitive, renowned and competitive projects in the country including the new ultra modern national stadium, and the Bus Rapid Transit Pavement Roads.

Others include Kigamboni Bridge, the Multi- storey structure of PSPF, Uhuru Heights, Rita high Rise Build-ing and Viva tower.

The company produces high qual-ity cement products that conform to Tanzania Bureau of Standards (TBS).

At the moment, it produces three types of products, namely Twiga Extra (32.5R), Twiga Plus+ (42.5N) and Twiga Ordinary (42.5N).

� Multiple listing -Many believe that listing property with many agents will speed up the leasing or selling process. In the real sense it slows down the process and results to longer stay in the market and in most cases receiving less inquiries and low offers.

� Lack of roles alignments -It is very common to find the property owners and agents playing same roles. Each looking for clients and offering com-petitive offers especially the property owners. The agents find it difficult to

compete with the property owner and give less effort.

� Lack of proper planning and tasks time-line -In most cases there are no proper planning and tasks deadlines which results to less accountability on both sides. The property owners do not know what the agents are doing and the deadlines.

� No contracts -Both parties agree to work together without defining the roles, rewards and accountability. In the case either party fails to perform his/her duties there is no basis to claim for the damages.

� No facts- Both parties work on hear say basis. They set price based on rumors around. The consequences are wrong pricing which might result to over pricing and chase away potential clients or under pricing resulting to regrets for lost income.

So having reminded you on the common mistakes, let’s now have a look at some of the proved tips on selecting the right agent.

� High degree of professionalism -Agent should have a high degree of profes-sionalism and dedication to the work. He should have a good reputation commit-ment for the job.

� Good track-ing record -Using pop-ular and successful agent can be great. However, he must have a tracking re-cord to prove for

the job. The record should include how many properties he has sold or leased in the past twelve months and provide reference contacts for verifica-tions.

� Should have enough resources-Being successful is obviously a credit. But if he is serving too many clients with less resources, his attention might be split and you might not get the focus you want or need. He should have enough man power and other resources to deliver your expectations.

� Should have knowledge of the area -Area knowledge is a very impor-tant criteria to qualify for the job. He should be able to provide data on the area market trend including proper-ties prices, demand and supply, clients’ preference etc. Should be able to guide you on areas of improvement and price bracket you are likely to sell.

� Capable of share sales and marketing plan- An agent should present to you a convincing sales and marketing plan clearly showing sales plan rollout with list of potential clients and advertising plan showing techniques and advertis-ing medium he is going to deploy on marketing your property. Working with other agents is a plus.

� Reasonable service fee (Commis-sion) - If the sole benefit an

agent brings to a table is a cheap fee (commission), ask yourself why? Is the agent desperate for busi-ness or unqualified? Do you want to work with a desperate agent?
