B. The Contractor shall perform security upgrades in the residential property located at Gaspar Zuñiga No. 151, Colonia Lomas de Chapultepec in Mexico City. This work includes but not limited to preparing and installing metal grills, locks, and work related to blacksmithing and locksmithing accessories at the U.S. Embassy Mexico City property in accordance with the specifications and terms and conditions set forth herein.
C. This is a firm-fixed price type of purchase order.
D. The prices listed below shall include all labor, materials, overhead, profit, and transportation necessary to deliver the required items on the date and to the location stated in paragraph IV, Delivery Instructions.

The Procurement Agent who submitted the Purchase Order shall receive prior notice of all deliveries to be performed. This notice shall be submitted by e-mail stating the estimated delivery date and other relevant information.
IV. Quality Assurance and Surveillance Plan (QASP)
This plan provides an effective method to promote satisfactory contractor performance. The QASP provides a method for the Contracting Officer's Representative (COR) to monitor Contractor performance, advise the Contractor of unsatisfactory performance, and notify the Contracting Officer of continued unsatisfactory performance. The Contractor, not the Government, is responsible for management and quality control to meet the terms of the contract. The role of the Government is to monitor quality to ensure that contract standards are achieved.

(d) Comptroller General Examination of Record. The Contractor shall comply with the
provisions of this paragraph (d) if this contract was awarded using other than sealed bid,
is in excess of the simplified acquisition threshold, and does not contain the clause at
52.215-2, Audit and Records.Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of
the Comptroller General, shall have access to and right to examine any of the
Contractor’s directly pertinent records involving transactions related to this
contract.
(2) The Contractor shall make available at its offices at all reasonable times the
records, materials, and other evidence for examination, audit, or reproduction,
until 3 years after final payment under this contract or for any shorter period
specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses
of this contract. If this contract is completely or partially terminated, the records
relating to the work terminated shall be made available for 3 years after any
resulting final termination settlement. Records relating to appeals under the
disputes clause or to litigation or the settlement of claims arising under or relating
to this contract shall be made available until such appeals, litigation, or claims are
finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures
and practices, and other data, regardless of type and regardless of form. This does
not require the Contractor to create or maintain any record that the Contractor

III. Evaluation Factors A. The U.S. Government intends to award a Purchase Order to the lowest priced,
technically acceptable, responsible quoter based on initial quotations, without holding discussions. However, discussions might be held with companies in the competitive range if there is a need to do so.
B. The Government reserves the right to reject proposals that are unreasonably low
or high in price. C. The lowest price will be determined by adding each line item in “Prices -
Continuation of SF-18”, and arriving at a grand total, including all options, if any. D. The Government will determine quoter acceptability will be determined by
assessing the quoter's compliance with the terms of the RFQ. E. The Government will determine quoter responsibility by analyzing whether the
apparent successful quoter complies with the requirements of FAR 9.1, including:
• Adequate financial resources or the ability to obtain them;
• Ability to comply with the required performance period, taking into consideration all existing commercial and governmental business commitments.

1 INTRODUCTION
a) The US Embassy in Mexico requires a contractor who can perform security upgrades in residential properties in Mexico City. This work includes: preparing and installing metal grills, locks, and related blacksmithing and locksmithing accessories.
a) The work included in this SOW does not include any major architectural change in the residence.
2 GENERAL AND CONSTRUCTION REQUIREMENTS
b) The Procurement Office will conduct a site visit for this contract with members of the Regional Security Office in attendance. No information will be shared at this site visit that is not in the solicitation. Statements made at the conference do not change the solicitation. Companies will be expected to bid according to the solicitation. Any changes to the solicitation will be made in writing by the Procurement Office. Companies attending the site visit will be able to view the space, take measurements, and the Procurement Office will explain the bidding requirements.
c) Please note that only written questions will be accepted at the site visit. Companies may submit written questions until 5:00pm two days after the site visit. The Procurement Office will respond in writing to all questions asked by all interested vendors. All questions and answers will be provided to all companies on the solicitation mailing list.
d) Bids are firm fixed price. No changes to bids or pricing will be permitted after the bids are submitted. All bids must be in English.
e) Companies shall present their proposal which must include all items listed in this Statement of Work. The total cost must be accurate, please ensure all bids have correct math and accurate pricing. IVA tax must be clearly indicated in the quote as a separate line item.
f) The contract will be awarded based on the lowest technically acceptable bid.
g) Working hours must be between 9:00 a.m and 5:30 p.m. Monday to Friday excluding holidays. If the contractor needs to work additional days/hours, the contractor must request this of the COTR and receive authorization from the COTR before starting work.
3 TERMS AND DEFINITIONS
1. Grilles. a. The forced entry grilles may be locally fabricated. They can be installed on the interior or
the exterior of the opening (unless specified). RSO encourages creativity in the design of grilles, which should be fashioned with consideration to local architecture. All forced entry grille designs must be based on the following criteria:
i. Minimum bar diameter: 1.4cm round or square solid bars; ii. Maximum horizontal spacing: 25cm; iii. Maximum vertical spacing: 18cm.
b. Weld the bar grid to a continuous 6cm x 6cm x .4cm (for this design only) steel angles. The bars should overlap the frame assembly by a minimum of 5cm.
c. Forced entry grille frames should be anchored using 1cm x 9cm (minimum) drop-in expansion anchors, 2.30cm o.c. (maximum) for concrete, 3/8 in. - 16NC x 1 in. socket head cap screws at 23cm o.c. for steel and 1cm x 15cm (minimum) Hilti C-20 or equivalent at 46cm o.c. for masonry. Anchor/bolt heads should be welded to the frame.
d. Consideration should be given to the fact that grilles may provide a platform which can be used to access windows and/or balconies located above the grilles. Where this situation exists, the designer is required to compensate for this vulnerability in one or more of the following ways:
i. Reduce the spacing of the vertical bars; ii. Recess the grilles in the window opening;

iii. Install the grilles inside the window.
2. Fixed Grille. Grilles designed to the aforementioned standards and are not required to be moveable or openable.
3. Door Grille. Grilles designed to the aforementioned standards and: a. Must be installed so as to not impede the entry/exit through the door b. Must use a minimum of three substantial hinges with non-removable pins c. Must use a double cylinder locking mechanism
4. Emergency Release Grille. Grilles designed to the aforementioned standards and:
a. Installed over an openable window or door b. Uses an emergency release device which opens the grille and does not require the use
of a key, tool, or special knowledge c. Allows for the emergency exit of a person. d. (Note: Emergency Release Grilles are required on all bedrooms where no secondary
means of exit are available.) 5. Shatter-Resistant Window Film (SRWF). SRWF is used to protect glass panes from shattering
and causing harm to personnel in the event of blasts, gunshots (ballistic events), or other intrusions.
a. All shatter-resistant window films must meet the following criteria: i. Thickness: 4mm or greater; ii. Testing by one of the following methods:
1. ANSI Z97.1-1984 (U.S.); 2. BS-6206, Class “A” (British); 3. DIN-52-337 (German); 4. AS2208, Class “A” (Australian).
b. Products tested under the British and Australian standards which receive a class “B” or “C” rating are acceptable if film breakage did occur during the test.
6. Sliding Doors Security Measures. (12 FAH-8 H522.1) a. This kind of door should be constructed with the movable section of the door sliding on
the inside of the fixed portion. The door should be equipped with: i. An internal lock that will hold the door and the frame together when secured.
1. If no such lock exists, an add-on lock should be installed at the top or bottom.
ii. a charley-bar, broomstick, or metal rod placed in the bottom track which prevents the door from being opened,
7. Safehaven. A safehaven is a secure room or area within a residence that affords an additional
level of protection. Safehavens must meet the same standards as the exterior of the residence – such as substantial doors, grilles, and locks. The safehaven will also be the location of the residence’s security alarm systems. The master bedroom is typically used as the safehaven unless otherwise specified.
8. Substantial Door. A door such as a solid-core wood door, hollow-core metal door, or a door
reinforced with 8ga steel (3mm) sheet, which is strong enough to prevent someone from breaking through by kicking, throwing body weight against, or striking with a heavy item such as a rock or hammer.
a. Solid-core wood door, metal hollow core, or wood door reinforced with 8ga steel (3mm) sheet;
b. The door frame must be reinforced to support the weight of the door; c. Door jamb must be securely anchored with screws that penetrate at least one inch into
the frame; d. Must install four door hinges that are a minimum of four ball bearing, heavy weight hinges
in accordance with ANSI/BHMA A156.1 standards (or international equivalent);

e. If outward opening (hinges exposed to the outside of the door), the hinges must be made non-removable and have non-removable pins;
f. Door viewer installed; g. Primary lock installed; h. Single cylinder auxiliary lock installed; i. Double cylinder auxiliary lock installed.
9. Door Viewer. A door viewer is commonly referred to as a peephole and allows an individual to
look from the inside to the outside. Door viewers must: a. offer 180 degree field of view; b. have a privacy cover; c. installed in the center of the door and 145-150cm above the bottom of the door.
10. Locks. All locks must meet ANSI/BHMA Grade I or above (or international equivalent). TESA or
YALE brand locks are preferred. The three types of locks are defined as: a. Primary Locks. Primary locks are the main locks on the doors and are identified by the
fact that they have handles. These locks are usually key-in-the-knob mortise type locks. A door handle/deadbolt combination is acceptable as a primary lock.
b. Butterfly Auxiliary Lock. A butterfly auxiliary lock can only be operated from the inside of the door and does not require a key. No part of the lock should be visible from the outside of the door. The lock should be mortise or rim mounted and does not have handles to open or close the door. Should possess a solid metal bolt with at least a one-inch throw. The bolt itself should have a hardened inner pin, which will rotate if an attempt is made to saw through the bolt. It should also have an outer cylinder that is constructed of heavy metal stock that rotates when someone attempts to turn it with a wrench. Butterfly Auxiliary Locks must be installed 135cm from the bottom of the door (unless otherwise specified).
c. Double Cylinder Auxiliary Lock. Double cylinder auxiliary locks require a key to operate the lock on both the outside and inside of the door. Should be mortise or rim mounted and does not have handles to open or close the door. Should possess a solid metal bolt with at least a one-inch throw. The bolt itself should have a hardened inner pin, which will rotate if an attempt is made to saw through the bolt. It should also have an outer cylinder that is constructed of heavy metal stock that rotates when someone attempts to turn it with a wrench. Double Cylinder Auxiliary Locks must be installed 75cm from the bottom of the door (unless otherwise specified).
11. Anti-climb spikes. Anti-climb spikes should be made of metal and sharpened to a point which significantly deters an intruder from scaling the surface. The spikes should be:
a. a minimum of 10cm high from their base; b. spaced no more than 20cm apart; c. coated in an anti-corrosion material such as paint; d. Anti-climb spikes may be curved, include multiple prongs, or otherwise decorative in
appearance.
12. Anti-climb Fence. A metal fence which is constructed in such a way as to make scaling difficult without assistance from people or tools. Fences should be designed with local architecture and aesthetics in mind but must meet the following minimum criteria:
a. Vertical bars with maximum of 15cm spacing welded to horizontal support bars with a minimum spacing of 110cm;
b. Minimum bar diameter: 1.4cm round or square metal bars; c. Anti-corrosion coating, such as paint; d. Unless otherwise noted, built to a minimum height of 275cm.
13. Alarm Circuit. Residential security alarm systems require a dedicated electrical circuit on the
residence’s main circuit breaker or sub panel. a. One independent 15A/127V circuit breaker labeled “Alarm Panel”
i. one NEMA 5-15 15A outlet at location specified in the safehaven ii. using 12 AWG four-conductor wire to connect the breaker and the outlet.

14. Window Security Pin. A window security pin is installed in one of the sides of the window/glass
doors to prevent the window open from outside.
15. Electric Fences. RSO does not install, inspect, maintain, or remove electrified fences. All electric fences are the sole responsibility of the landlord.
4 ACTIVITIES TO INCLUDE IN THE PROPOSAL
See Section I – Pricing
5 RESPONSIBILITY OF THE CONTRACTOR
a) The Contractor assumes full responsibility for the safety of his/her workers.
b) The Contractor shall keep the work site clean.
c) The Contractor shall be responsible for the professional quality, technical accuracy of all material and labor furnished under this Purchase Order, including all work performed by sub-contractors.
d) The Contractor shall, without additional compensation, correct or revise any errors or deficiencies in construction, or other services needed to complete the work as listed in this Statement of Work.
e) The Contractor shall be and remain liable to the Embassy in accordance with applicable law for any and all damage to residence caused by the construction firm’s negligence. The rights and remedies for the Embassy provided for under this contract are in addition to any other rights and remedies provided by the law.
6. COMPLETION OF CONSTRUCTION
a) The Contractor shall commence work under this Purchase Order within 3 work days after notice to proceed is issued by the COR. All work under this Purchase Order shall be completed within 15 work days.
b) The Contractor must notify the COTR with at least 3 work days notification to schedule the final inspection. The final inspection and agreement that all work required in this Statement of Work is complete and accurately done, is required prior to invoice approval for payment.
7. PAYMENT
a) Upon completion of this contract, the Contractor will submit a correct and accurate invoice to [email protected]. The invoice must include the location of the work (full address) and the Purchase Order number.
b) Payment will be issued within 30 calendar days after a correct invoice is submitted and approved by the COTR.

GUIDE AND LINKS TO OBTAIN DUNS NUMBER, NCAGE CODE AND SAM REGISTRATION
1. Background: To be eligible for an award, all prospective Offerors must have a unique nine digit Data Universal Numbering System (DUNS) number; a Commercial and Government Entity (Cage)/North Atlantic Treaty Organization (Nato) = (NCage) Code; and register to System for Award Management (SAM). Refer to FAR 4.605(b). For further guidance see the two attachments at the end of this Attachment. Vendors have experienced difficulty registering in SAM. One of the most common issues is inaccurate address validation. SAM first validates that NATO Commercial and Government Entities (NCAGE) and Dun & Bradstreet (DUNS) addresses match. Following that, there is a check that the D&B address matches what the entity has on file with their national central bank (NCB). The NCB address is pulled from the vendor’s primary bank account. Because SAM compares NCAGE and DUNS addresses before comparing DUNS and NCB addresses, entities occasionally correct addresses in both DUNS and NCAGE systems only to find out that they have to change those addresses again to match their NCB address. NOTE: it is very important that each company/entity register with their fiscal company name and address in DUNS, NCAGE as well as in SAM and without misspelling/typos. The information shall match and be exactly the same on all registrations, if not, the process will take a minimum of four months. 2. DUNS Number:
You need a Data Universal Numbering System (DUNS) number to register your entity in SAM. DUNS numbers are unique for each physical location you want to register. If you do not have one, you can request a DUNS number for free to do business with the U.S. Federal government by visiting Dun & Bradstreet (D&B) at http://fedgov.dnb.com/webform It takes up to 5 business days to obtain an international DUNS number. 3. NATO Commercial and Government Entity (NCAGE) Code: Foreign entities shall obtain a NCAGE code for each DUNS number they plan to register in SAM before you start the registration process.
