Në emër të reformës agrare familjet shqiptare janë shpronësuar në mënyrë ma- sive duke ju grabitur tokën me pjel- lore. Shumë familje pronare të pyjeve janë shpronësuar. Në zonën e Petërshanit gjenerata e vjetër tregon shumë raste kur familjeve ju është marrë tokë e shtëpi tërësisht për t’ua dhënë kolonëve Serbo Malazeze. Kësh- tu në qytetin e Gjakovës me fsha- tra u kolonizuan rreth 2644 famil- je Serbo Malazeze që kishin në dispozicion një sipërfaqe shumë të madhe të tokave të marra nga Shqiptarët. Shumë familje shqiptare kanë mbetur në rrugë se u është marrë tokë e shtëpi, këto janë shoqëruar në të shumtën e herës me konf- likte të ashpra që kanë çuar edhe në shumë vrasje e maltretime. Për shekuj me radhë njerëzimi konsumonte pro- dhimet që gjendeshin pranë zonave të tyre të banimit dhe ato çfarë prodhoheshin në çdo stinë të vitit. Sa primitive duket kjo gjë në ditët e sotme ku ne me lehtës- inë më të madhe mund të konsumojmë çfarë të duam, kur të duam sa herë të duam!... Në anën tjetër, në pyjet e adminis- truar nga shërbimi pyjor apo ko- munat atje ku nuk janë përfshirë përdoruesit (fshati dhe familjet fs- hatare) dëmet sidomos vitet e fun- dit nga zjarret...     menaxhimit dhe zbatimin e tyre.Fokusi i puns sht tek pylli idushkut (bungs, bungbuts, qar-rit e shparthit) i quajtur cungishteq e ka origjinn nga lastart qdalin nga cungu imbetur pas prerjes sdrurit. Nj mesazh q merr njkuptim t veant n kt dit, ku grshetohen sbashku vlerat e natyrs dhe promovimi i tyrenprmjet prfshirjes s banorve vendas, t ciltfestonin edhe ditn e shnuar t "Shn Markut",fest tradicionale e zons.Mbi 200 burra e gra nga fshatrat komuns s Ul-zs, pas ritit t zhvilluar n Kishn e restauruar mekontributin e tyre, filluan aktivitetet. Sheshi filloi tgumzhij, djem e vajza me veshjet tradicionaledhe orkestra karakteristike, i dhan gjallri e hijeshit veant fests, q u ndoq nga shum banordhe t ftuarit. Bukurin ksaj feste ia shtoninveanrisht pjesmarrja e fmijve t moshave treja me vizatimet interesante pr mjedisin, gratdhe vajzat me veshje popullore e gatimet tradicio-nale si dhe koncerti artistik prgatitur me kujdesnga fmijt pjesmarrs.

    Festivali Folklorik Mbarkombtar i Gjirokas-trs sht aktiviteti m i rndsishm folklorikn Shqipri. Ky festival pr her t par shtzhvilluar n vitin 1968, n kalan e Gjirokas-trs. N t morn pjes t gjitha rrethet e ven-dit. Edicioni i dyt i festivalit u realizua pas pesvjetsh, prkatsisht n vitin 1973, pr t vijuarm pas n vitet: 1978, 1983, 1988, po n kalane Gjirokastrs. Festivali Folklorit i Gjirokastrska qen i konceptuar n formn e nj gare folk-lorike, ku deri n festivalin e vitit 1988, jandhn mime pr grupet m t mira, ndrko-h q n edicionet e fundit t tij, mimet janndar pr bartsit dhe interpretuesit e folklor-it. N vitin 2004 Festivali Folklorik u zhvilluan Gjirokastr nga data 29 shtator deri n 5tetor. Kshtu n qytetin e Gjakovs mefshatra u kolonizuan rreth 2644 familje SerboMalazeze q kishin n dispozicion nj siprfaqeshum t madhe t tokave t marra nga Shqiptart.Shum familje shqiptare kan mbetur n rrug se usht marr tok e shtpi, kto jan shoqruar n tshumtn e hers me konflikte t ashpra q kanuar edhe n shum vrasje e maltretime. Pr nevendasit do gj ka qen e qart, i gjith ky tmerrgjysm shekullor ka qen nj strategji pr ta ndrru-ar strukturn e popullsis autoktone Shqiptare meat te t ardhurve kolonve Serbo Malazez. Doku-mente t shumta dshmojn s toka u merrej fsha-tareve Shqiptar e u jepej kolonve Serbo Malazezpa asnj kompensim n mnyr t dhunshme. I gjithfshati sht dshmues se si ne vitin 1930 i sht mar-r toka n trsi S.H. nga Janoshi i Gjakovs. Kupto-het se si sht ndier ai si kryefamiljar e burr i nderuari Gjakovs kur ka mbetur n rrug t madhe bashkme 30 antar t familjes. E gjith toka e ksaj familjei sht dhn sekretarit te Bashksis s Gjakovs,(J.J me kombsi malazeze). Jan marr tokat e disafamiljeve t fshatit Nec t Gjakovs dhe t gjitha jantransferuar n pronsi t antari t bashksis B.T.dhe drejtorit t shkolls fillore n Gjakov V.T. Mepas kta shndrrohen n ifligar dhe antart efamiljeve pronare t zotet reale t toks s trashguargjysh pas gjyshi kthehen si bujq pr ta punuar tokene ifligarit. Po kshtu sht i mirnjohur nga opin-ion rasti i A.T. nga Fshati Vogov i Gjakovs. Familjae tij me 79 antar u shpronsua n mnyr brutale.Ai me t gjith antaret e familjes ka mbetur pa kur-rfar prone pr bukn e gojs pr t mbajtur jetn epleqve fmijve burrave e grave. Kolont q merr-nin tokn ishin t liruar nga tatimi ndrsa ish pronar-t shqiptar ishin t detyruar t paguajn taksa pr 5vjet edhe pr tokat e marra para 2 apo 3 viteve. Tpllakosur nga varfria e n luft pr t mbajtur gjallantart e familjes burrat merrnin kurbetin. E qeverianuk mjaftohej me grabitjen e toks. Pr t kompen-suar parat e tatimit t papaguar qeveria n mnyrarbitrare e t uditshme u nxirrte n ankand plakate shtpis q me mime qesharake ua merrnin kol-onizatort. T till shembuj jan t shumt n fsha-trat Crmjan, Bec, Vogov, Ponoshec, ashtu si t tjermund t sjellin shembuj nga e gjith Kosova. Koloni-zatort q merrnin tokn ishin t liruar nga tatimi.

Kurse ish pyjet e familjeve t shpronsuaranuk u bn pjes e kooperativave. Ata mbetn jash-t kooperativave. Por pyjet nuk iu kthyen kurr pr-onarit real, ato mbeten pron e shtetit jugosllav. Ndo fshat jo vetm n Gjakov por kudo ne Kosovpyjet ishin t gjitha me gur e me kufi. Fshati i njihtepllmb pr pllmb mgjat e kufijt. Pronartkurr nuk hoqn dore. Gjyshrit ua lan amanetfmijve e kshtu nga gjenerata n gjenerat. Npopull quheshin fantefantefantefantefante. Pronart i ruanin dhe ishfrytzonin n mnyr t fsheht. The importance of forests is onlyincreasing, especially in relation to addressing climatechange and obtaining renewable energy.Forest in Albania means dealing equally with peo-dealing equally with peo-dealing equally with peo-dealing equally with peo-dealing equally with peo-ple and with treesple and with treesple and with treesple and with treesple and with trees. It are the brave people of Alba-nia, in mountainous and hilly areas that took the re-sponsibility to protect their forest. Many low forests arenow regenerating. Those that have been out in the fieldover the last two decades can see the clear difference.In Albania regarding communal forestry and decen-tralisation two worlds are brought together; traditionand EU integration, finding each other in sustainablecommunal forest management.Communal forestryin Albania is based on the tradi-tion of managing and using forest areas by the people.These people are the traditional users of the forestand are incorporated in communal forestry. The gov-ernment with the transfer of ownership to the Munici-palities of the communal forests and pastures broughtthe management of these forest closer to the people.The organisation of the users (family, fis and village) isorganised in the communal forest and pasture associa-tions. These structures allow the link between the peo-ple (the users) and the municipalities (the owners).Another important aspect is decentralisation. Increas-ingly competences are provided at local level. The cur-rent administrative reorganisation in larger municipali-ties will give an opportunity for professionalization ofcommunal forestry. Municipalities will be able to estab-lish a forest administration that is cooperating with theassociations in their area. This supports sustainableforest management at local level and will allow for eco-nomic development within communal forestry.In support of the brave people that take care of theirforests the forest legislation in Albania needs to makethe next steps as well. These steps are a logical stepfrom the developments already made by the govern-ment in Albania on communal forestry and adminis-trative reforms.     The new law on forests and pastures should con-tain three main chapters: i) management of for-ests owned by the central government, under theadministration of the forest service; ii) manage-ment of forests owned by the municipalities andtraditional users; and iii) management of privateforests. Since that the agricultural land, forestsand pastures are inherent to the life of peasanthouseholds, we do propose that with in the newforest and pastures law, the ministry charged forthe forest and pastures to be the Ministry of Ag-riculture, within which to be established and tofunction the National Agency. In the law, to berecognized the traditional ownership right on for-ests and pastures within the boundaries of villag-es for the real pretenders and actual users (vil-lage, family, users association). The village hasto have its properties, among others, even for-ests, recognized by law.
