Page 12GUIDE TO IMMIGRATION PROCEDURESComponent 3: Recruitment and Selectioneconomic potential immigrantsGPI-3-1Chapter 1:Skilled workers permanentPage 12UpdatedMarch 20122.REGULAR PROGRAM SELECTION OF WORKERSQUALIFIED2.1Program OverviewThe regular program of skilled worker selection is to selectcandidates whose profile meets market needsQuebec Labour. Another program, the experienceQuebec is also the selection of skilled workers (SEE IPG 3-4). Theregular program also aims to contribute to the achievement levelsimmigration, favoring the selection of young people, families,Francophones and people trained in areas of trainingdemand in Quebec. It was designed according to the principles underlying theQuebec's immigration policy and taking into account the constraintsoperational.The current labor market is characterized by rapid changes thatrequire high adaptability of the workforce. Also, thesocial and occupational characteristics of workers are immigrantscrucial in the process of integration into Quebec society andadaptation to the labor market.The regular program of skilled worker selection is therefore basedmainly on such socio-professional candidates.To this end, the factors considered for evaluation of the program are: Training, Experience, Age and Languages (French andEnglish). Other factors that could facilitate job entry and integrationQuebec society in general are also taken into account, either: Living andfamily in Quebec, Validated employment offer and Children. Furthermore, if candidatesare accompanied by the factor Characteristics of the spouse or common-law partner

accompanying is considered (this factor allows the evaluation of training,age and knowledge of the French spouse). In all cases, theskilled candidates must hold at least a high schoolsecondary and possess the financial resources to meet theirbasic needs and those of family members whoaccompanied, for a specified period (requires the signature of the Contracton the financial self-sufficiency).Taking into account the needs of the labor market is through theList of areas of training associated with the training criterion Domain(Formation factor) and, for short-term needs, through the factorValidated job offer. Section 2.2 of this chapter presents the list

Page 13GUIDE TO IMMIGRATION PROCEDURESComponent 3: Recruitment and Selectioneconomic potential immigrantsGPI-3-1Chapter 1:Skilled workers permanentPage 13UpdatedMarch 2012training areas and attached to this criterion used for this purpose (SEE GPI 3 -1, Section 2.2).The employability profile of candidates and training play a rolerole in the selection grid. Candidates who fail theEmployability cutoff score are automatically rejected at the stagepreliminary examination. Procedures for assessing the factors and criteria aredetailed in Section 3.3 of this chapter (SEE IPG 3-1, Section 3.3).2.2Presentation of the List of training areasList of training areas accompanies the Regulationsweighting applicable to the selection of foreign nationals. The listapplies to all applicants assessed as part of regular programskilled workers. It is attached to the criterion of the training areaselection grid for skilled workers and indicates the number of points toassigned for each course with a diploma officiallyrecognized.The list is intended to facilitate the selection of candidates skilled workershaving acquired or training leading to occupations that offer goodemployment prospects in Quebec, to the extent that such training canmeet short term requirements of the labor market and where there is noother factors that may hinder the recruitment of these candidates intheir field. Thus, a score differential is attributed to the traininglist based on their professional prospects of integration in Quebec.We find the list in Annex 1 of this chapter (SEE IPG 3-1, APPENDIX 1).It comprises two parts (I and II) distinguishing training areas accordinghe is training with a diploma or a foreignQuébec diploma or equivalent to such a degree. In addition, it includessections combining the fields according to their score criterion Domaintraining, either:- A section that allocates 16 points in the principal applicant and 4 points

3.GRID SELECTION OF CANDIDATES WORKERSQUALIFIED3.1Overview of the selection gridThe selection grid consists of 10 factors that can be divided intocriteria and subcriteria (SEE IPG 3-1, Annex 3). These factors arefollowing:- Training- Experience- Age- Languages- Stay and family in Quebec- Characteristics of the spouse or de facto spouse accompanying- Validated employment offer- Children- Financial Self-Sufficiency- Adaptability3.2General remarks on the assessment of factorsThe assessment of the selection factors is carried out in two stages, in steppreliminary examination and the step of selecting, for which thresholdsdistinct transition are established. At the stage of preliminary examination, the score isassigned based on the information contained in the Certificate Applicationselection (DCS) and the accompanying documents. This score is thenreviewed at the selection stage to take account, in particular, changesoccurred in the candidate's situation.Thresholds apply from the playoff stage of the preliminary examination toFormation factors (minimum required: high school diploma) and Capacityfinancial autonomy (Contract respecting financial self-sufficiencycompleted), as well as general profile of employability of the candidate (thresholdplayoff employability reached).

3-year technical college listed on the list. If the diploma isa university degree of astcycle of 3 years or more, 2ecycle of a year or more or 3ecycle, look for a trainingrelated among university-level courses of astcycle 3or older or graduate enrolled in the list. In this case, we mustensure that the foreign training is at least a period equal tothat of the training included in the list (eg Bachelor of 4 yearscontrol);- Compare the transcript with the candidate list during theQuebec training (this list is available from sites in LMIline of Emploi-Québec or FPT Infoway MELS for trainingschool and college or, if applicable, the MICC).- If the applicant's education leads to a profession or traderegulated in Quebec, it is not necessary for the evaluation ofrelated field of training, provide evidence thatequivalence of a diploma or training it has been recognized, or thatholds a permit to practice his profession or occupation.- When a foreign degree is a university of astcycle of 3 years or more or a technical college in 3 yearsQuebec, there is no training related Québec by Levelcorresponding to the degree of education and that there is such traininglower levels of education, that diploma can be evaluated at this level topurposes of the test. In this case, the immigration officer will assign thecode and score accordingly. Otherwise, it will indicate that thegraduate training is irreconcilable with Quebec. For example, aBachelor of Tourism obtained abroad will be evaluated asTourism in December. Indeed, under the list, this is a trainingtechnical level in Quebec, because it leads to Professional Leveltechnical competence or intermediary, as defined in the NOC. Thus, beforeto establish that training is irreconcilable with foreign trainingQuebec, we must ensure that there is no training related tolower education level, and only for evaluation of thiscriterion.

all required documents. When the candidate is not able to presentan original document, he must account for non-availability and make acopy certified by the institution that issued it or by the authorityduly authorized legal; advisor will then determine the validity of the document andits admissibility. If he does not possess these documents during the interview,the application could be rejected or refused, in accordance with the proceduresapplicable.4.3.1.2 Selection of folderThe selection of folder should be favored if two conditions aremet:- It meets the threshold for changing selection from the review stagePreliminary (without needing points in Adaptability factor);- The file is complete and requires no further verification(Including language skills) or if the informationmissing can be transmitted by the candidate within 90 days;The immigration officer must ensure that the candidate's file iscomplete in order to promote its selection on file. However, if this isimpossible or if the officer considers it necessary to makeadditional audits or assessing language skillsFrench candidate, he shall convene in an interview. If the candidate, thetime of the interview, a certificate issued by an organization recognized by theMinistry for the assessment of language skills in French (SEESection 3.3.4.1), the immigration officer may ascertain the validity

"- If the candidate fulfills the conditions referred to access to the professioncomparing the information in his CV (and documentsaccompanying support) with the requirements outlined in the NOC orwith the requirements of practice in Quebec. Where appropriate,it checks whether the candidate has obtained authorization to practice orthe profession governed by the appropriate regulatory agency.5.5DecisionFollowing evaluation of the job and skills of the candidate orspouse, decisions are possible acceptance of the validationthe job offer or rejection.5.5.1 Acceptance of the validation of the JobThe immigration officer or the SIQ DIEQ concerned indicates its

Page 80GUIDE TO IMMIGRATION PROCEDURESComponent 3: Recruitment and Selectioneconomic potential immigrantsGPI-3-1Chapter 1:Skilled workers permanentPage 80UpdatedMarch 2012Job interviews:- In the case of a decision in an interview if the candidate reaches the thresholdpassage selection, the immigration officer to sign the candidateForm Validation permanent job and give the points to the factorValidated job offer. A CSQ is delivered to the principal applicant as well aseach member of his accompanying family, as well as the letterPERM 132a (CSQ OVC Priority treatment after October 14, 2009). Theofficial shall also give the twoecopy of Form Validation employmentStanding signed by the employer and the candidate.- The immigration officer shall inform the concerned DIEQ or the SIQpositive decision of selection of the candidate and returns the first and 3ecopy of Form Validation permanent employment signed by the employer andthe candidate.- If the candidate does not reach the pass mark in selection, the counselorchecks if all other options were considered, including the powerdiscretion of the Minister (SEE IPG 3-5) or, otherwise, it proceeds to the refusaldemand following the instructions provided for this purpose in Section 4.2.3of this chapter (SEE GPI-3-1, Section 4.2.3). In the case of a refusal,it informs the SIQ DIEQ or negative decision concerned the selection ofcandidate and returns the first and 3ecopy of Form Validationpermanent employment signed by the employer and the candidate.5.5.2 Refusal to validate the job offerIf the application for validation of the job offer does not meet the conditionsregulatory or validation that the candidate does not have the skillsnext to the job, the employee sends the employer's letterdenial of his request for validation of the job in which the patternrefusal is indicated (PERM 452 OR 630 in INTIMM PERM). A copy of therejection letter is sent to BIQ.
