Successful week in Vigo

The World Shrimp Congress, co-organized by Conxemar and FAO, took place in Vigo, Spain on 6 October and brought 375 participants from over 24 countries. During the event, the current state of European markets for the main species of wild and farmed shrimp was analyzed and discussed, as well as the trends that will affect demand in the coming years. The issues that caused the most debate were price projections, disease management and prevention as well as ecolabels and certification.

The congress was also an opportunity to announce the celebration of the 20th anniversary of the Code of Conduct for Responsible Fisheries and the First International Fisheries Stakeholders Forum, to be held in Vigo in October 2015.

During the congress, FAO organized a side event on decent employment to facilitate dialogue between governments, the private sector and civil society on improving labour conditions in fisheries and aquaculture, with an emphasis on the shrimp industry. The different actors shared their experiences, identified particular issues of concern and areas of joint action.

GROUNDFISH The 23rd Annual meeting of the Groundfish Forum was held in Rome this month and the consensus projections for 2015 are for approximately stable total groundfish harvests but an increase in supply of Alaska pollock. The forecasted total harvest in 2015 for major wild caught species (cod, Alaska pollock, hake, hoki, redfish, haddock, saithe, blue whiting) is 7 078 million tonnes, down slightly on last year’s 2014 estimates which amounted to 7 092 million tonnes. This month, Norway and Russia have agreed to set the total allowable catch (TAC) for cod in the Barents sea at 894 000 tonnes for 2015, following the International Council for the Exploration of the Seas (ICES) recommendations. This represents a 10% decrease compared with the TAC agreed for 2014. Norway will get 401 240 tonnes of the cod TAC. The haddock TAC remains at 178 500 tonnes. Norwegian cod exports from January to September this year have reached record highs, according to the Norwegian Seafood Council. However, total capture volumes have been higher compared with the same period last year, and since the quotas are lower this year, this means less fish for the rest of 2014. The average price for whole frozen codfish was up 24% in September compared with the same period in 2013, mainly because of higher-priced exports to China. However, both Great Britain and Portugal also paid more for whole frozen codfish in September. Total clipfish exports for the first three quarters of 2014 were up 8% compared with the same period last year, with Brazil and Portugal each accounting for one-third of total exports. The Norwegian salted fish price increase has continued (+15% on last year), with Portugal having purchased 73% of the total production. Exports of Norwegian cod stockfish volumes from Lofoten to Italy increased slightly compared with last year and the average price dropped by 2%. Demand for wet-salted cod fillets from frozen raw material (gadus macrocephalus) continues to increase (as the major consumption period is coming closer) and prices remain high because of a lack of raw material. A shortage of wet-salted cod fillets (gadus morhua) from fresh raw material is reported from the Faroe Islands and Iceland. Processors are sold out and are waiting to receive new raw material from fishing vessels. In Italy, the consumption period for molva molva from the Faroe Island has just started. New catches for saithe are currently being sold at a very high prices. Cod prices continue to be high as the consequence of the Russian ban and because more Russian cod volumes are kept for the domestic market. Competition with Chinese processors is intensifying, pushing prices further up. Total Russian Alaska pollock catches (from January to September) amounted to 1 304 600 tonnes (49 500 tonnes less compared with the same period in 2013). The distribution issues with transportation of fish from the Russian Far East to the western part of the country continue due to the shortage of railway refrigerated wagons. The railway tariffs remain at 13 RUB/kg. However, warehouses are presently at 90% of their capacity. According to Fishnet, Alaska Pollock prices at the beginning of October on the Vladivostok market followed a downward trend because of the weak demand in the western part of Russia. The current price range is from RUB 52.00 to 54.00/kg (EUR 1.04 to 1.08/kg). Almost all volumes of Alaska pollock are for export. On the

Moscow wholesale market Alaska pollock prices have fallen to RUB 70.00/kg (EUR 1.4/kg), and demand is reported to be weakening.

FLATFISH Good turbot demand in August and September coupled with unfavourable sea water temperatures have led to a turbot shortage in farms. Consequently, prices increased further this month and are expected to continue rising due to the poor growth rate reported by farmers.

TUNA/BILLFISHES Slow fishing has been reported in the Western and Central Pacific recently, with some vessels tying up. The FAD closure is still in force for most vessels, although Korean and Japanese fleets have exercised the option to resume FAD fishing from 1 October and manage annual FAD sets. Major canneries continue to be well stocked. Skipjack prices in Bangkok for October deliveries have dropped sharply to around USD 1 150 -USD 1 200/tonne CFR. Despite the low prices, demand for finished goods remains weak. The IATTC veda closure in the Eastern Pacific has ended and landings are expected to improve in coming months. Canneries are reporting healthy inventories. Skipjack prices have decreased to around USD 1 400-USD 1 500/tonne ex vessel Manta while yellowfin prices have decreased to USD 2 100/tonne. The falling prices are creating a lot of concern amongst the international fleet. The agreement between Ecuador and the European Union reached on 17 July has been welcomed by the tuna industry. The EU will extend a system of preferential tariffs that benefits Ecuador's exporters until the new free-trade deal takes effect in the second half of 2016.

Fishing in the Indian Ocean has slowed down and with a low quantity of large yellowfin being landed. Despite this, local canneries have been kept well-supplied. Skipjack prices have continued to decrease to EUR 800-900/tonne FOB Mahe. Yellowfin prices have also decreased to EUR 1 750-1 800/tonne. Vessels in the Atlantic Ocean continue to experience moderate-to-good fishing, with most of the catch consisting of skipjack. Local canneries are well-supplied and together with the weak European market, this has seen skipjack and yellowfin prices fall to EUR 960/tonne and to EUR 1950/tonne ex vessel Abidjan, respectively. European markets are reported to be weak, with both skipjack and yellowfin prices moving down to EUR 1 100/tonne and to 1 950/tonne CFR Spain respectively. This is due a combination of high raw material inventory and the impending 2015 duty-free loins quota. However, the market price for cooked, double-cleaned yellowfin loins has increased to USD 8 500/tonne DDP Italy. Other sources indicate that yellowfin loin prices in Spain this month have been at EUR 4 500/tonne on single clean and EUR 4 900/tonne on double clean.

SMALL PELAGICS Because of the Russian ban, Russian fish processing companies have to find alternatives to Atlantic herring from Norway and are presently looking mainly for Atlantic herring from Iceland and the Faroe Islands and to a lesser extent for Pacific herring from the Russian Far East. Fishnet indicates that in the Russian Far East, new catches of Pacific herring are expected soon, and that prices start at RUB 23.00/kg (EUR 0.46/kg) for 200-300 gr/pc sizes, at RUB 27.00–30.00/kg (EUR 0.54-0.60/kg) for >300 gr/pc sizes and at RUB 55.00/kg (EUR 1.10/kg) for Olyutorskaya herring >400 gr/pc. According to the Holterman Report, the Icelandic fleet has more or less finished fishing for spring spawning/Atlanto-Scandian herring, but the first landings of local Icelandic herring have been reported. The quota for local herring this year is set at 83 000 tonnes. Total spring spawning herring landings are officially at 37 789 tonnes against the Icelandic 61 667 tonne quota. The Report indicates that Danish total sprat landings are currently at 196 216 tonnes and that total Norway pout landings have reached 13 462 tonnes. It seems that significant volumes have been exported from Denmark recently at rather reduced prices.

The Norwegian mackerel fishery for human consumption (mostly round freezing, leaving almost nothing for oil/meal) continues at a fairly steady pace, with the total now at 229 855 tonnes against the 278 868 tonnes quota, according to the Holterman Report. The latest figures from the Norwegian Seafood Council indicate that total herring exports for 2014 decreased by NOK 139 million compared with the same period last year, to a total of NOK 1.8 billion, while mackerel exports increased by NOK 651 million to a total of NOK 1.7 billion compared with the same period last year. Norway and Russia have agreed to set the 2015 quota for joint Barents Sea capelin at 120 000 tonnes (against 65 000 tonnes this year, 200 000 tonnes last year and 320 000 tonnes in 2012), of which 60% is taken by Norway and 40% by Russia. Industry sources estimates the split between human consumption and fishmeal/oil at around 50/50.

CEPHALOPODS

In South Africa, squid catches continue to be poor this month and prices remain high due to low supply. The squid closed season will start on 19 October and will last until 23 November. Local hake trawl catches have been reported to be good presently which gives hope for squid catches when the season re-opens. However, not many small fish have been observed in the present catches, which is a sign of bad recruitment.

CRUSTACEANS American lobster raw material prices continue to increase because of poor catches in Canada coupled with high demand from Asia for live lobster and high demand from the USA for lobster products in general. In addition, stocks are reported to be rather low. Prices will therefore be high towards the end of the year and during the Christmas period. In Europe, crustacean prices have stabilized. Crab is now in its optimum season and demand from cooking factories has increased as a result. European lobster prices are expected to remain firm as landings decrease with the arrival of the colder season.

SHRIMP The global shortage of farmed shrimp continues and brings with it a further price increase on the European market this month. Production for export is presently mainly concentrated in Viet Nam (according to the Viet Nam Industry and Trade Information Centre for shrimp, as of mid-August 2014, the value of exports to the EU reached USD 387.7 million, a 98.8% increase on last year), India (where shrimp now accounts for 78% of total seafood exports), Indonesia and Ecuador. The main destination markets are still Europe - where demand has been stable compared to last year - the United States – recording an increase in total shrimp imports by 11% in volume and 41% in value during the period January-August 2014 compared with last year – and Japan, which is recording a downward trend in imports this year. In Europe, shrimp demand is expected to decrease in about two weeks when purchases for the Christmas campaign will finish. Demand from China is likely to increase in the coming weeks because of the decrease in its own production. However, with the expected reduction of general buying activities, prices are expected to decrease in November. In August, catches of Argentina red shrimp increased substantially thanks to the opening of new fishing areas under national jurisdiction waters. In addition, catches have also been reported to be very good in terms of sizes, with a predominance of 20-30 pc/kg sizes, followed by 10-20 pc/kg sizes. However, despite this

important increase in supply from Argentina, prices at origin have remained very high because of the soaring demand from Japan and China. In addition, the significant appreciation of the US Dollar against the Euro is contributing to upward price pressure on the European market. Together with the increased purchases from the European Union for the Christmas season, the expected result is that prices remain high at least up until November.

The International Council for the Exploration of the Seas (ICES) has increased its total allowable catch (TAC) advice for coldwater shrimp (pandalus borealis) in the Barents Sea by 10 000 tonnes to 70 000 tonnes for 2015. Since 2010 ICES had previously recommended 60 000 tonnes every year.

BIVALVES Both French and Dutch mytilus edulis mussels have been widely available on the French market recently. However, French Bouchot supplies are expected to be tight as a consequence of pre-summer mortalities. This month, with the decline of the French Barfleur season, the proportion of Dutch Mytilus edulis is expected to grow further. Some Spanish mytilus galloprovincialis can still be found in some French outlets as a low price reference, but availability is now rather low because of the return of the French and Dutch mytilus edulis season. Oyster prices remain at a sky-high price level because of the lack of availability. 2014 September prices show a further 3% increase on last year prices.

SALMON

The Russian ban on seafood imports from a range of Western nations has now been in force since early August, and Norway’s salmon industry appears to have survived the swift removal of one of its most important markets largely intact. Norwegian prices did fall directly following the ban, and are currently lower than has been seen since this time last year, but this can be

Global salmon supply growth is expected to be approximately 8% in 2014, but lower 2015 and 2016 growth projections are expected to push prices skyward once again. In the shorter term, prices in the fourth quarter can be expected to recover from what is a relative lull at present. With Chile and the Faroe Islands moving in to fill the gap left by the exit of their major competitor, Norway has successfully diverted to the USA, Asia and the EU the substantial volumes of salmon that the Russian market would usually absorb. According to the Norwegian Seafood Council, Norwegian salmon exports to the EU in September this year were 15% higher in value terms, at a total of NOK 2.5 billion, than September 2013. In product weight, the increase was 12%, to 511 000 tonnes. The price increase reflected in these figures is partly the result of stronger demand in some important markets such as Poland, but is also a consequence of the significantly weaker Norwegian Krone this year. Demand is steady in most other EU markets, although France in particular has shown increasing resistance to Norwegian prices so far this year and is increasingly favoring Scottish product instead. Combined with surging demand from the USA and China, this new shift in French preferences is propelling the UK industry further along what is a steeply rising growth trajectory.

TROUT Export markets for the Norwegian trout industry are not anywhere near as diversified as those for salmon, and the inevitable result of the Russian ban was a substantial drop in exports in August. By September, however, exporters had already adapted to minimize the negative impact on revenues, and the Eastern European markets of Belarus (now the largest importer), Poland and Ukraine all imported significantly more Norwegian trout than in September 2013. It is highly likely that at least a proportion of this product is making its way into Russia. The Norwegian Seafood Council puts total Norwegian trout exports at NOK 207 million for September, 4% higher than last year, with only a slight drop in the average export price. In Italy, trout prices increased at the end of August but are now reported to have stabilized.

FRESHWATER FISH

In Hungary, a slight general price increase is reported for almost all freshwater fish products – with the exception of trout – because of the decrease in sale campaigns. Nile perch catches are very low at the moment, and demand from new markets keeps pushing prices up. In addition, stocks of frozen Nile perch are low and frozen

prices are reported to be extremely high at present. Pangasius prices are stable to slightly up this month. For tilapia, prices are not expected to go down for the rest of the year.

SEABASS/SEABREAM/MEAGRE

The European farmed seabass and seabream industry has benefited this year from firmer demand and higher prices on most markets, although Greek aquaculture companies need to consolidate, restructure and cut costs if they are to keep pace with their Turkish competitors. Turkey has taken full advantage of Greek difficulties, and Turkish exporters have firmly established themselves in most major European markets,

in the US, in emerging markets in the Middle East and particularly in the rapidly growing Russian market. Although the Greek share of the latter was always small, this year Russian importers have sourced almost the entirety of their product from Turkey. Of the EU markets, it is Spain and Germany that have been the most active this year, while Italy has been steady and France has been sluggish. In the short term, weaker demand in September, October and November will likely see bass and bream prices fall in line with the seasonal trend, with the uptrend beginning in December. Looking further into the future, with lower juvenile production in 2013 and this year leading to tighter supply over the next two years, prices for both bass and bream can be expected to rise and bring some relief to the industry as a whole.
