Compliance/Status Report on Environment

Clearance of Chhal Opencast Mine

(1MTPA to 3 MTPA with peak production of 3.5 MTPA)

Ref :MOEF Letter No. J-11015/1000/2007-IA.II(M) New Delhi,Dated 27th

Special Conditions 1. Condition :- No mining operation shall be undertaken in 176.710 Ha.

of forestland which shall be maintained as safety zone.

Status of Compliance :-No mining operation is being undertaken in the

area of 176.10 Ha. of forest land and being treated as safety zone .

2. Condition :- Mining shall be carried out as per statute at a safe distance from the surface water bodies flowing in and near the Mine lease/project area. The plan for modification of the natural surface drainage by construction of an embankment shall be done in consultation and approval of the concerned State Flood and Irrigation Department. Embankment to be constructed shall be based on peak flow data and shall be at least 3m above the HFL. The slope of the embankment shall be at least 2:1 to towards the ML and shall be stabilized with plantation.

Status of Compliance :- Mining operation is being carried out as per

statute at a safe distance from the river Mand , which is flowing near the

Mine lease/Project area . An embankment with OB has been constructed

along the river bank based on the peak flow data and made compact.

The embankment is up to a height of more than 3mtr above HFL and is

sloped towards ML at 2:1, which is stabilized with plantation.

3. Condition :- Top soil shall be stored in the earmarked area and used for green belt development and for plantation/reclamation within a year of its generation.

Status of Compliance :- The top soil is being stored in the ear marked

area and shall be used for green belt development and for

plantation/reclamation.

4. Condition :- OB shall be stacked at the earmarked external OB dumpsite of 37 ha. within ML area for the opencast operations of a maximum height of 60m consisting of 2 benches of 30m each. The ultimate slope of the dump shall not exceed 28°. Monitoring and management of existing reclaimed dump sites including slope stability shall continue until the vegetation becomes self-sustaining. Compliance status shall be submitted to the Ministry of Environment & Forest and its Regional Office located at Bhopal on a yearly basis.

Status of Compliance :- OB is being dumped in the earmarked external

OB dump site. The ultimate slope of the dump is within 28 degree.

External OB dump &embankment provided against river Mand have been

reclaimed by plantation. Slope has been stabilized by plantation and has

become self-sustaining.

5. Condition :- Garland drains (size, gradient and length) around the

safety areas such as mine shaft and low lying areas and sump capacity shall be designed keeping 50% safety margin over and above the peak sudden rainfall and maximum discharge in the area adjoining the mine sites. Sump capacity shall also be provided adequate retention period to allow proper settling of silt material.

Status of compliance :- Garland drains around the mine of average

cross section of 2.5 m×2.0 m of about 2.3 km. along north side and1500

mtr long in south side have been constructed, which catch the rain water

and flow down outside the mine ultimately to the Mand river. A sump of

capacity 5.0 lakh cubic meter have been designed keeping 50% safety

margin over & above the peak sudden rainfall and maximum discharge

in the area adjoining the mine sites. There is no mine shaft and low lying

areas within the project area.

SUMP WITH PUMPING ARRANGEMENT

6. Condition :- Catch drains and siltation ponds of appropriate size

shall be constructed to arrest silt and sediment flows from soil, OB and mineral dumps. The water so collected shall be utilized for watering the mine area, roads, green belt development, etc. The drains shall be regularly de-silted and maintained properly.

Status of compliance :- Catch drains all around the approach roads,

OB dumps etc. of average size 2.00m ×1.50m of all together about 2.0

Km length have been constructed. Some low lying areas of sufficient size

has been automatically made between the dumps which act as siltation

ponds to arrest silt and for sedimentation. The drains are regularly de-

silted and maintained properly before monsoon as a monsoon

preparation work. Garland drains and sumps of adequate capacity has

been constructed as above. The water so collected is being used for

watering the mine area, roads and for green belt development.

7. Condition :- Dimension of the retaining wall at the toe of the

dumps and OB benches within the mine to check run-off and siltation shall be based on the rainfall data.

Status of compliance :- Suitable height and width of dumps and OB

benches within the mine to check run-off and siltation are being

maintained based on the rainfall data . The present OB dump shall be re-

handled while working underlying Seam-III in the upcoming 6MTY

Project.

8. Condition :- Water sprinkling system (mist type) shall be provided

to check fugitive emissions from crushing operations, conveyor system which shall be closed, haulage roads, transfer points, etc.

Status of Compliance :- Crushers and Conveyor systems are non-

existent in or within the mine. Haul roads, transfer points are being

sprinkled with road water sprinkler of 28 KL and 18 KL to mitigate the

emission of fugitive dust.

9. Condition :- Drills shall be wet operated only.

Status of Compliance :-The drills being used for drilling in OB & Coal

are wet operated .

10. Condition :- Mineral transportation from coal mine to existing

railway siding by road shall shift to rail mode within 2 years after a railway siding is established within/near the project area.

Status of compliance :- Currently mineral is being transported from

coal mine to existing railway siding by road .Construction of new rail line

passing through Chhal is under progress, after which, siding shall come

up within 05 Km from Chhal OCP.

WET DRILLING

11. Condition :- Controlled blasting shall be practiced with use of delay

detonators and only during daytime. The mitigative measures for control of ground vibrations and to arrest the fly rocks and boulders shall be implemented.

Status of compliance :- Controlled blasting is being practiced with use

of delay detonators and only during day time. Adequate spacing and

burden is maintained and optimum charge is provided to achieve better

fragmentation and to control (minimize) ground vibration. Sand bags are

used as muffle of charged and stemmed holes as measures to arrest fly

rocks near village(s).

12. Condition :- An afforestation plan covering an area not less than

324.66 ha. shall be implemented, which includes backfilled area (110.95 ha.) and ext. OB dump (37ha.), along ML boundary, green belt, along roads, infrastructure, safety zone, undisturbed/vacant land (176.71 ha.) and township area outside the lease by planting native species in consultation with the local DFO/Agriculture Department. The density of the tress shall be around 2500 plants per ha.. Status of compliance :- Plantation is being done in the area of external

OB dump site, along ML boundary, along roads, infrastructure, safety

zone, undisturbed/ vacant land, at the slope of embankment and

township area outside the lease through CG Van Vikas Nigam as per

State Forest Deptt.

SAND BAG FOR MUFFLING

Year wise plantation from 2008-09 to 2018-19 done in Chhal OC Mine,

Chhal Sub Area(SECL. Raigarh Area) is asunder.

13. Condition :- Backfilling shall start by the 2nd year of expansion

operations. Of the total 137.27 ha. of the quarry area, an area of 110.95 ha of excavated area shall be reclaimed with plantation/afforestation by planting native plant species such as Bamboo (Dandrocalamusstrictus), Dandrocalamusrhedhil, Ficussp, Bucchnanialanzen, Feroniaelephanta, Miliusavelutina etc. The committee also suggested some grass species such as Thysanolaenaagrostis, Cymbopogonflexuosus, Isellemalaxum sp. Eflundamutica, Dycanthussp Pennisetumpurpureum (Elephant grass) Erianthusravennae, E. elephantinus) which would serve as fodder for the elephants and other native species in consultation with the local DFO/Agriculture Department. The density of the tree shall be around 2500 plants per ha. The balance 26.32 ha of decoaled the void left for further expansion in the dip side shall be converted into a water reservoir, shall be gently sloped and the upper benches of the reservoir shall be stabilized with plantation and the periphery of the reservoir fenced. Status of compliance :- Backfilling and technical/biological reclamation

is in progress. Due to re-handling plan of internal OB Dump in upcoming

Chhal OC Seam III (6MTY) Project, biological reclamation of internal OB

dump is not done. Land reclamation report enclosed.

PLANTATION (OFFICE CAMPUS)

14. Condition :- The Wildlife Conservation Plan prepared for in-situ

conservation of the wildlife particularly the rare and endangered species/Schedule-I and II fauna particularly Indian Elephant reported

within the study area and the mine and endangered flora and species of medicinal importance found in the study area shall be implemented in consultation with the Forest and Wildlife Departments in the State

Government. Separate funds shall be earmarked for implementation of the various activities thereunder and the status thereof shall be

regularly reported to this Ministry and the MOEF Regional Officer, Bhopal. The project authorities shall also participate in a Regional Action Plan of the State Government for conservation of flora and

fauna including Indian Elephant found within the study area including allocation of budget (capital and revenue) towards Wildlife

Conservation Plan. The details of progress made and steps/measures undertaken including costs incurred under the plan shall be regularly reported to MOEF RO, Bhopal and also uploaded in the company

website.

Status of compliance:- Preparation of Wildlife Conservation Plan including Alternate Habitat Development Plan for affected Avifauna of Core Area Of OCP Chhal is being prepared by SFRTI Raipur and interim report submitted in the month of July 2018 and final report is awaited.

15. Condition :- Prior approval of the CGWA shall be obtained for using ground water 172 m3/d for the mining operation. Status of compliance :- Approval of the CGWA has been obtained for

use of ground water. Water consumption report is being submitted on

monthly basis. A fresh on-line application is submitted on 30.12.2017

and approval from CGWA is awaited.

16. Condition :- A detailed groundwater monitoring action plan(along

with budgetary provisions)for monitoring ground water quality and level in consultation with the Central/State Ground Water Board be prepared and implemented. Regular monitoring of ground water level and quality shall be carried out by establishing a network of existing wells and construction of new peizometers. The monitoring for quantity shall be done four times a year in pre-monsoon(May), Monsoon(August), Post Monsoon(November) and Winter(January) seasons and for quality in May. Data thus collected shall be submitted to the Ministry of Environment & Forests and to the Central Pollution Control Board quarterly within one month of monitoring.

Status of Compliance :- For water level monitoring of ground water 06

nos. of Peizometer have been installed at following places:-

1. 02 Nos near PanchayatOffice Campus,Village – Khedapali. 2. 02 Nos near PanchayatOffice Campus, Village – Nawapara 3. 02 Nos at Dharam Underground Mine Campus.

Regular monitoring of water level done of wells established within the buffer area of Chhal OC Mine.

PLANTATION ON EXTERNAL OB DUMP/AT SLOPE OF EMBANKMENT

17. Condition :- A plan for water conservation and recharge measures of ground water along with budgetary provisions be prepared and implemented in consultation with Central/State Ground Water Board to mitigate the adverse impact of mining which may lead to depletion of water levels. Any additional water requirement for mining operation shall be met from rain water/recycling of water only. The project authorities shall meet water requirement of nearby village(s) in case the village wells go dry due to dewatering of mine.

Status of Compliance :- Quarry No.1 of an area 11.20 Ha, from where

coal has been mined-out is filled with water which recharge the ground water to maintain the water level. Requirement of water for mining purpose/industrial purpose is made with the water collected at the sump. Drinking water arrangement in nearby villages such as Lat, Khedapali, Edu, Pusalda, Chhal, Rehabilitation village (Gangadharpur) & Bojia has been made through bore-wells and pipelines.

18. Condition :- ETP shall also be provided for treatment of effluents from workshop, and an STP shall be provided for treating wastewater from the township and the treated effluents shall be used for green belt development. An estimated 4580 m3/d of mine water shall be treated to prescribed standards before discharge into the surface waters/agricultural use .

Status of Compliance :- An Oil and Grease Trap for treatment of effluents from workshop has been provided. Individual soak pits in each residence and large soak pits for township waste water have been provided. Mine water is discharged through settling tank after sedimentation at sump.

19. Condition :- Besides carrying out regular periodic health check up

of their workers, 10% of the workers identified from workforce engaged in active mining operations shall be subjected to health check up for occupational diseases and hearing impairment, if any, through an agency such as NIOH, Ahmedabad within a period of one year and the results reported to this Ministry and to DGMS.

Status of compliance :- Periodical occupational health check-up in every 5 years is carried out of all employees. The target and achievement of Periodical Medical examination for last five years are as follows :-

20. Condition :- For monitoring land use pattern and for post mining land use, a time series of land use maps, based on satellite imagery (on a scale of 1:5000) of the core zone and buffer zone, from the start of the project until end of mine life shall be prepared once in 3 years (for any one particular season which is consistent in the time series), and the report submitted to MOEF and its Regional office at Bhopal.

21. Condition :- R&R of village Lat shall be not less than the norms

prescribed in National R&R Policy 2007 and shall be implemented within a specified agreed time schedule.

Status of Compliance :- R&R of village Lat has been set up as per the norms with all facilities and amenities. Also has been awarded 1st prize for best R&R in Coal India.

22. Condition :- A detailed plan for CSR with specific budgetary allocation (capital of Rs. 1 crore and revenue expenditure of Rs. 5 per tonne of coal) for various skill development and alternate livelihood programmes and schemes and implemented through establishment of cooperatives and SHGs particularly for the tribal populations shall be implemented. A detailed survey shall be carried on the socio-economic status of the local communities living in the villages near the project area before start of the mining operation based on a scientific methodology based on UNDP Human Development Index and monitoring the impact of project on the socio-economic and human development of the local communities, which shall be used as for monitoring the progress of the status of human and socioeconomic development in the area during and after the project life which is reflected in their Annual Report of the company and is also furnished as part of the Monitoring Report submitted to MOEF.

23. Condition :- A final mine closure plan along with details of Corpus

Fund shall be submitted to the Ministry of Environment& Forests five years before Mine closure for approval. Habitat Restoration Plan of the mine area shall be carried out using a mix of native species found in the original ecosystem, which were conserved in-situ and ex-situ in an identified area within the lease for re-introduction in the mine during mine reclamation and at the post-mining stage for habitat restoration into forest land (324.66 Ha.) using native species found during pre-mining period, and agricultural land(179.939 Ha.) including grazing land.

Status of compliance :- The final mine closure plan along with details

of corpus fund as suggested will be submitted 5 years before closure of mine as envisaged.

B. General conditions

1. Condition :- No change in technology and scope of working shall be made without prior approval of the Ministry of Environment and Forests. Status of Compliance :- There is no change in Technology and scope of

2. Condition :- No change in the calendar plan including quantum of mineral, coal and waste being produced shall be made.

Year wise production details from 2010-11 to June 2019 is as mentioned below.

3. Condition :- Four ambient air quality monitoring stations shall be

established in the core zone as well as in the buffer zone for monitoring PM10, PM2.5, SO2 and NOx. Location of the stations shall be decided based on the meteorological data, topographical features and environmentally and ecologically sensitive targets in consultation with the State Pollution Control Board. Monitoring of heavy metals such Hg, As, Ni, Cd, Cr in particulates shall be carried out at least once in six months.

Status of compliance :- Eight numbers of ambient air quality monitoring stations have been established, in the core zone as well as in the buffer zone for monitoring PM 10,PM 2.5,SO2,NOx and heavy metals such as Hg, As, Ni, Cd, Cr. etc.

4. Condition :- Data on ambient air quality (PM10, PM 2.5, SO2 and NOx heavy metals such as Hg, As, Ni, Cr, etc) and other monitoring data shall be regularly submitted to the Ministry including its Regional Office at Bhopal and to the State Pollution Control Board and the Central Pollution Control Board once in six months. Random verification of samples through analysis from independent laboratories recognized under the EP Rules, 1986 shall be furnished as part of the compliance report. Status of Compliance :- Ambient air quality is being monitored & data

submitted regularly. Copy of Environmental Monitoring Report for the month of May-2019 is enclosed .

5. Condition :- Adequate measures shall be taken for control of noise levels below 85 dBA in the work environment. Workers engaged in blasting and drilling operation of HEMM, etc. shall be provided with ear plugs/muffs.

Status of Compliance :- Workers engaged in blasting and drilling operation, HEMM operation etc. are being provided with ear pulgs and dust masks. In addition to that operator’s cabin of all HEMMs are properly closed from all sides and all HEMMs are fitted with silencers. Total 08 Nos. of noise monitoring stations have been established in & around the Mine and the noise level on above stations are regularly monitored by CMPDIL. Environmental monitoring report of Air, Noise and Effluent are submitted regularly. Copy of environmental monitoring report for the month of May-2019 is enclosed.

PERSONAL PROTECTIVE EQUIPMENT

6. Condition :- Industrial wastewater (workshop and wastewater from the mine) shall be properly collected, and treated so as to confirm to the standards including for heavy metals before discharge prescribed under GSR 422 (E) dated 19th May 1993 and 31st December 1993 or as amended from time to time. Oil and grease trap shall be installed before discharge of workshop effluents. Status of Compliance :- Industrial waste water is being properly

collected to the sump and sedimented at sump as well as at sedimentation tank .

An Oil and grease trap(ETP) has been provided and it is in operation at Excavation Workshop.

7. Condition :- Vehicular emissions shall be kept under control and regularly monitored. Vehicles used for transportation of the mineral shall be covered with tarpaulins and optimally loaded.

Status of Compliance :- Vehicular emissions are being kept under control . Coal transporting trucks/dumpers plying inside the mine are optimally loaded in such a way that there is no spillage of coal. However the loaded trucks /dumpers plying outside of the mine lease area are being covered fully with tarpaulin& tied securely. Photograph of tarpaulin covered loaded truck is pasted below.

8. Condition :- Monitoring of environmental quality parameters shall

be carried out through establishment of adequate number and type of pollution monitoring and analysis equipment in consultation with the State Pollution Control Board and data got analyzed through a laboratory recognized under EP Rules, 1986. Status of Compliance :- CMPDIL,(An ISO 14001 Certified company) has Environmental laboratories of its own and does the monitoring and analysis works of Environmental parameters.

9. Condition :- Personnel working in dusty areas shall wear protective respiratory devices and they shall also be provided with adequate training and information on safety and health aspects. Occupational health surveillance programme of the workers shall be undertaken periodically to observe any contractions due to exposure to dust and to take corrective measures, if needed. Status of Compliance :- Persons working in dusty areas have been

provided with dust mask. The workers are adequately trained and informed regularly by Senior and Experienced Doctors about safety and health aspect during their vocational/special training at Group VTC, Dharam, Raigarh Area.
