1.2 Permitted traffic speed
Over Structure: Not applicable (footway/cycleway) to 30 mph trafficUnder: Not applicable (Pipe Culvert)
1.3 Existing restrictions
Existing path footway/cycleway only.Brook location/position.Existing pipe culvert to be retained, constructing a ground slab above. Consideration will betaken of the eastern headwall and training walls to retained. The work will be carried out byretaining the head wall and training walls whilst extending the length of the northeast head wall.Road levels of Taylor Drive and Edmund Wright Way and existing drainage system. There is not currently any geotechnical information report for the existing culvert location.Vegetation, including large, overhanging trees.

3. PROPOSED STRUCTURE3.1 Description of structure and working life
Existing StructureThe existing pipe culvert is 920mm diameter at east side and 900mm diameter at the west sideof the footway/cycleway is sitting underneath the road at a skew of approximately 60˚. Theexisting footway/cycleway is connecting Taylor Drive and Edmund Wright Way. The footway isType 1, 3m wide with two bollards were built in accordance with specification SD 11/09 and SD12/02. A 1m high and three rail timber fence at both sides of the footway/cycleway. Importedfill materials were provided on the top of the existing ground profile with 150 mm thick top soilon the both sides of the embankment of the footway/cycleway.
Proposed StructureIt is proposed to convert the existing footway/cycleway to a trafficked highway. It is unknown ifthe existing culvert has the capacity to take the increase in loading and the details of the culvertare unknown. To remove the requirement for an assessment on the culvert a new reinforcedconcrete ground slab is proposed to span the existing pipe culvert and the extension of footway, also acting to restrain/provide foundations for new parapets along either side. The slab iscomprises a 2.5m footway on one side and a two lane highway with 1.5m high brick facedparapets. The 18m long concrete slab spanning over the existing pipe culvert is supported onground beams at each end. The pipe culvert headwall will be extended at the east side byextending one side the existing headwall. An extension of road work will be done adjoining toTaylor Drive and Edmund Wright Way. Approach and departure barriers shall also beincorporated into the scheme.
DrainageThe standard kerb drainage will be provided at the east side of the slab.An indicative design for the drainage is included within the AIP drawings, and Appendix C. Thefinal drainage system will be agreed with Harry Fairclough as part of the superstructure design.
3.2 Structural type
A single, simply supported span comprising a two lane single carriageway with adjoiningfootpath/cycleway. The standard highway brick faced precast parapet for residential area shallinstalled in accordance with TD 19-06.
3.3 Foundation type
Ground beams either end of slab, on compacted granular fill.

3.4 Span arrangements
A single, simply supported square span of 18m between end ground beams.
3.5 Articulation arrangements
Not applicable. The ground slab over spanning the existing culvert is to be supported on twoground beams, cast in-situ.
3.6 Proposed classes / levels

3.7 Road Restraint Systems requirements
Standard highway parapets a minimum of 1.5 m high with brick faced precast concrete inaccordance of TD 19-06 – minimum N1 parapets.Additional to restraint requirements, the standard safety barrier shall be designed for protection ofthe traffic and pedestrians in accordance with TD19-85.Steel approach and departure barriers shall connect into the parapets.
3.8 Proposed arrangements for future maintenance and inspection
3.8.1 Traffic management
The existing footway/cycleway shall be closed and diverted the pedestrians/cyclists through toTaylor Drive or Edmund Wright Way, potentially by a temporary footbridge over the brook. Theworks may also necessitate partial closure of the carriageways during the works.

3.8.2 Arrangements for future maintenance and inspections of structure. Access arrangements forstructure
Access of the maintenance of the pipe culvert, ground slab or parapet may will be through theeast side of Taylor Drive footpath or the east side extension part of the road.
Access for maintenance and inspections to the existing culvert and headwalls shall remain largelyunchanged.
3.9 Environmental and Sustainability issues considered.
The proposed form of superstructure construction allows for prefabrication off-site and simpleground works for the remaining construction. Minor works to extend a headwall side retainingwall shall slightly impact the brook, instead of extending the culvert and moving the headwall. This will keep disruption to the brook, site and road closures to a minimum. For further information see Ecological Report.
3.10 Duralibity. Materials and Finishes
Proposed material properties:
Concrete: In-situ concrete grade C32/40 to BS 8500. Exposure Class XD1 to EN1992-1-1 Table 4.1Precast – TBC by manufacturer, minimum to in-situ specification.Reinforcement: Grade B500B reinforcement to BS 4449.
Surfacing/Waterproofing: Proprietary, resin based, combined waterproofing & anti-skid wearingcourse surfacing system (grey finish).Minimum 60mm binder course and a 40mm Asphalt Concrete surface course will be providedover the slab with minimum 1 in 70 cross falls. The tie-in details with the existing road will beachieved by cutting back the existing asphalt road surfacing and tapering in the new roadsurface.

3.11 Risks and hazards considered for design, execution, maintenance and demolition. Consultationwith and / or agreement from CDM Co-ordinator
Construction risks will be identified and managed in accordance with the Contractor’s Health andSafety Management Procedures. (See Appendix G for Designer’s Risk Assessment).
H1: Minimise interaction with, and inconvenience to, the public (vehicular and pedestrian)M1: Lift the precast brick faced parapets. Full road closure and diversion in operation for vehicles.Provision to be made for pedestrians at all times.H2: Lifting over brook.M2: Traffic management of the road.H3: Crane positioned so as to not overload existing road before or during lifting operationM3: This would be adequate for a 30 tonne lift when set sufficiently back from the existing road.Should a greater lift be necessary a tandem lift could be considered.
The contractor shall submit method statements / risk assessments to Cheshire East Council andgain acceptance to proceed prior to the undertaking of any works that may affect the road.
3.12 Estimated cost of proposed structure
The proposed structure has been selected as the preferred option because it is deemed to bethe most cost effective solution with the shortest construction period, with minimumrequirement for road closure. It is also a relatively light weight structure, keeping foundationloads to a minimum. Cost are to be confirmed by Harry Fairclough.
3.13 Proposed arrangements for construction
3.13.1 Construction of structure
It is proposed to construct the in-situ concrete elements on site and transport the materialsbefore the construction.
The precast units shall be placed on site and connected prior to the in-situ construction.
3.13.2 Traffic management
Temporary lane closure may be required earlier to accommodate delivery and storage ofmaterials or precast elements on site, prior to lifting.

3.13.3 Service diversions
Diversions not applicable to Part A. There is no requirement to carry services across the newdeck span, but a power supply will need to be available for the lighting requirements (see 3.1).
The new surface drainage system shall input into the existing drainage system
3.13.4 Interface with existing structures
Care to reduce any impact associated with existing culvert. Existing headwall wall to beextended. Precast L-units tied into existing.
