Terming it a "proud moment" for the country, Union Environment Minister Prakash Javadekar said the certification is a global recognition of India's conservation and sustain- able development efforts. The Blue Flag certification is a globally recognised eco-label ac- corded by "Foundation for Environ- ment Education, Denmark" based on 33 stringent criteria under four major heads -- environmental education and information, bathing water qual- ity, environment management and conservation, and safety and services at the beaches. In a statement, the ministry said, Blue Flag certification has been awarded to eight beaches spread across five states and two union ter- ritories by an international jury com- prising of eminent members of the United Nations Environment Pro- gramme (UNEP), the United Nations World Tourism Organisation (UNWTO), Denmark-based NGO Foundation for Environmental Edu- cation (FEE) and the International Union for Conservation of Nature (IUCN). CBI begins probe in Hathras case AGENCY NEW DELHI, OCT 11 The CBI registered an FIR early Sunday morning and took over in- vestigation into the alleged gan- grape and murder of a Dalit woman last month in Hathras district of Ut- tar Pradesh, officials said. The central probe agency regis- tered the FIR under Indian Penal Code (IPC) sections related to gan- grape and murder among others, and the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act. It assigned the case to its Ghaziabad unit with a special team to investigate the ghastly crime, they said. The 19-year old woman was allegedly raped by four men on September 14. She suc- cumbed to severe assault injuries at a Delhi hospital a fortnight later which was followed by a hushed up cremation at night allegedly forced by the district administration. The brutal injuries suffered by the woman and the administration's move to cremate her body late at night triggered massive outrage among people resulting in a pitched political battle from Delhi to Hathras, a city known for its satire and asafoetida. The political slugfest was further perpetuated af- ter the state police's statement that it had not found any evidence of rape. Faced with public anger and the op- position's protests over the Dalit teenager's alleged rape and murder by upper caste men, the state gov- ernment had finally decided to hand over the case to the CBI which was referred to the probe agency by a central government notification on Saturday. Allahabad HC to hear plea today LUCKNOW: The Lucknow Bench of the Allahabad High Court is set to hear Hathras incident here on Mon- day, when it will seek clarification from the Uttar Pradesh government over the hurried cremation and oth- er aspects of the case in the pres- ence of the family members of the victim girl. The HC has already sum- moned senior UP government offi- cials including DGP, ACS (home), ADG( law and Order) along with DM and suspended SP of Hathras to dispose before the bench. However, police officials have not disclosed details of case. Meanwhile, reacting to FIR, Kundu said that he was getting information about the registration of a case through the media. AGENCY KOLKATA, OCT 11 Union Education Minister Ramesh Pokhriyal 'Nishank' has said that students don't need to spend dollars on edu- cation in foreign countries any more as the National Education Policy is in line with the global standards. Addressing a webinar organised by IIT-Kharagpur on Saturday evening, Pokhriyal said the country has a robust educa- tion system and quality research facilities. "There is no need for some of our students to enroll in foreign universities, spend- ing dollars on admission. We have all the infrastructure and facilities. The National Edu- cation Policy 2020 has fur- ther taken care of the issue. Our students will stay and study in the country now," he said. "Prime Minister Naren- dra Modi has invited foreign universities to set up campus- es in India and encouraged Indian universities to build overseas campuses so that students are motivated to stay in India and study India," he added. The minister said the credit bank system in the Na- tional Education Policy is in accor- dance with global education pro- grammes. "The credit bank system en- ables students to take a break from academic programmes, thus awarding certificates, diplomas and de- grees," he said. Pokhriyal ex- pressed hope that the digital platforms developed under various educational initia- tives of the government since 2014 would help strengthen the countrys higher education system in sync with interna- tional practices. AGENCY NEW DELHI, OCT 11 The BJP on Sunday released a list of 46 candidates, all for the second phase of the Bihar assembly polls, taking to 75 the number of constituencies for which the party has an- nounced its nominees so far. State minister Nand Kishore Yadav (from Patna Sahib) and Nitish Mishra, son of former chief minister Ja- gannath Mishra, are among those named by the party as its candidates. The list was released a day after the party's central election committee, which in- cludes Prime Minister Naren- dra Modi, met here. The BJP is contesting the assembly elections in alliance with the JD(U). Two other parties -- Vikassheel Insaan Party (VIP) and Hindustani Awam Morcha (HAM) -- have also been included in the alliance. The BJP is contesting on 110 seats in the 243-member assembly. The party has given 11 seats from its quota to the VIP. The JD(U) will contest on 115 seats, leaving its remain- ing share of seven seats for the HAM. The assembly polls in Bihar will be held in three phases on October 28, No- vember 3 and November 7. The results will be declared in November 10. Addressing awebinar organisedby IIT-Kharagpuron Saturdayevening, Pokhriyalsaid the countryhas a robust educa-tion system andquality research facilities.

"There is no need forsome of our students to enrollin foreign universities, spend-ing dollars on admission. Wehave all the infrastructure andfacilities. The National Edu-cation Policy 2020 has fur-ther taken care of the issue.

Our students will stayand study in the countrynow," he said.

"Prime Minister Naren-dra Modi has invited foreignuniversities to set up campus-es in India and encouragedIndian universities to buildoverseas campuses so thatstudents are motivated to stay

in India and studyIndia," he added.

The ministersaid the credit banksystem in the Na-tional EducationPolicy is in accor-dance with globaleducation pro-grammes.

"The creditbank system en-ables students to

take a break from academicprogrammes, thus awardingcertificates, diplomas and de-grees," he said. Pokhriyal ex-pressed hope that the digitalplatforms developed undervarious educational initia-tives of the government since2014 would help strengthenthe countrys higher educationsystem in sync with interna-tional practices.

The other five states includedKarnataka, Madhya Pradesh, Maha-rashtra, Uttar Pradesh and Uttrakhand.

This 10-year-old child was living at Children's HomeJhajjar. It is noteworthy that the process ofadoption of this child had been done by CWCJhajjar and the adoptive parents wanted to takethe child with them to Australia.

During this time, based on the informationprovided by the child, his father was found outin Lakhimpur Kheri near Hardoi by the AHTUteam. When a contact was made with thechild's family, they told that this child had gone

missing from Delhi two years ago and therewas no clue about him. The boy was handedover to his family on 5.10.2020 through CWCJhajjar.

In another case, the AHTU team has suc-ceeded in reuniting a mentally retarded childmissing from 7 months and was living in Ashi-ana, Panchkula. Based on the language beingspoken by the child, the Uttar Pradesh PoliceSaharanpur was contacted and it was foundthat the child has been missing from Sheikh-pura for 7 months. When the video calling wasmade to his family, they identified the childand after adopting legal process, the boy washanded over to his parents.

At the same time, in a separate case, amissing child from the past 3 days was reunit-ed with his parents. Information was receivedby the Rajasthan Police that a child was foundat the railway station. The government's decision to roll out a massiveawareness campaign on containing the spread ofCovid- 19 ahead of the festival season, which will

also see an election to the Bihar Assembly, is a welcomemove. The focus of the campaign is not a new formula,rather the old one that all agencies including the WorldHealth Organisation, have been advocating: wearingmasks in public places, social distancing and hand hy-giene. The government will use all media avenues, in-cluding social media, to spread the message.India is second only to the United States in the totalCovid- 19 caseload and the daily spike in numbers thesedays vary anywhere between 70,000 and 90,000. Thesouthern states, which in the initial days of the pandem-ic showed signs of resistance, have given in: Kerala,Karnataka and Tamil Nadu have reported daily caseloadsof 10,000 and above this week. There are experts whopredict the numbers will see a further surge in the nexttwo months, which is also the festival season in manystates. There has been criticism that the governmentplanned poorly during the national lockdown and no ef-fective steps were taken nor massive awareness cam-paigns launched to contain the spread of the virus. Littleeffort was made to augment the healthcare infrastructurein the country, especially in the villages that have of latebeen bearing the brunt of the pandemic.After four editions of the lockdown the government hasbeen relaxing the controls that had been imposed on hu-man and economic activity. Inter- state movement ofpeople and vehicles, which was strictly banned duringlockdown, has already been restored to the pre- lock-down days. Schools and educational institutions are ontheir way to return to normal functioning, albeit withprecautionary measures. Recreational centres, includingcinema halls are also being opened.With the government allowing places of worship tofunction, the next weeks will see devotees flocking totheir favourite pilgrim centres for celebrating their an-nual festivals. There have been indications that Keralasaw a sudden spurt in infection after Onam, the univer-sal festival of the people of the state. If that is an indi-cation, then the festivals across India could turn out tobe super spreader events and only a massive campaigncan help the country escape another disastrous bout ofvirus spread. Elections to the Bihar Assembly are sched-uled to be held in November. The Election Commissionof India has announced restrictions on the campaigningbut an effective implementation of the same must be en-sured in the state, which is one of the states hit hard bythe pandemic.

social differencesAnew research has revealed that a

person's brain reflexes differentlywhen talking to a person from a

different socio-economic backgroundfrom their own. According to a new im-aging study by UCL and Yale researchers,our brain responds differently if we talk toa person of a different socioeco-nomic background from our owncompared to when we speak tosomeone whose background issimilar. In the study, published inthe journal Social Cognitive andAffective Neuroscience, 39 pairsof participants had a conversa-tion with each other while wear-ing headsets that tracked brainactivity.

Researchers found thatamong pairs of people who hadvery different socioeconomicbackgrounds - calculated accord-ing to education level and family income- there was a higher level of activity in anarea of the frontal lobe called the left dor-solateral prefrontal cortex. The area is as-sociated with speech production and rule-based language as well as cognitive andattentional control. The findings supportprevious research suggesting that frontallobe systems play a role in detecting biasand helping us to regulate our behaviourto avoid bias expression. The increasedactivity in the left frontal lobe was ob-served in both participants and was morealike than the brain responses of partici-pants talking to someone of a similarbackground. In a questionnaire followingtheir task, participants paired with peopleof different backgrounds reported a

slightly higher level of anxiety and effortduring their conversation than those insimilar-background pairs. Professor JoyHirsch (UCL Medical Physics & Bio-medical Engineering and Yale) said: "Forthe first time, we have identified the neu-ral mechanisms involved in social inter-

actions between people of different back-grounds. "I believe our findings offer ahopeful message. We know that humanscan have positive social encounters withothers who are different. Now we havethe neurobiological basis - our brainshave apparently developed a frontal lobesystem that helps us deal with diversity."Participants' brain activity was trackedusing a new technique called functionalnear-infrared spectroscopy (fNIRS),which monitors blood flow and bloodoxygenation by measuring changes innear-infrared light and involves wearingonly a light headset. Previous studieshave involved using MRI scans, whichrequire patients to lie down and keep still,making conversation difficult.

After parliamentaryelections in Kyrgyzs-tan were declared in-

Researchers at U-M'sSchool of Public Healthand Apple Inc. looked atnoise exposure data fromvolunteer Apple Watchusers in Florida, NewYork, California andTexas. The analysis, oneof the largest to date, in-cluded more than a half-million daily noise levels

measured before and dur-ing the pandemic. The re-sults of this study werepublished in the journal -Environmental ResearchLetters. Daily averagesound levels dropped ap-proximately 3 decibelsduring the time that localgovernments made an-nouncements about so-cial distancing and issuedstay-at-home orders inMarch and April, com-pared to January andFebruary.

"That is a huge re-duction in terms of expo-sure and it could have agreat effect on people'soverall health outcomes

over time," said RickNeitzel, associate profes-sor of environmentalhealth sciences at U-M'sSchool of Public Health."The analysis demon-strates the utility ofeveryday use of digitaldevices in evaluating dai-ly behaviours and expo-sures."

The four states re-viewed in this analysishad differing COVID-19responses in terms ofstay-at-home orders,which showed throughthe data. "California andNew York both had real-ly drastic reductions insound that happened very

quickly, whereas Floridaand Texas had somewhatless of a reduction,"Neitzel said. Initially, thelargest drop in environ-mental sound exposurewas seen on the week-ends, where nearly 100per cent of participantsreduced their time spentabove the 75 dBA thresh-old (a sound level rough-ly as loud as an alarmclock) between Fridayand Sunday.

surgical procedures than theirmale counterparts, accordingto a new study by researchersat Massachusetts GeneralHospital (MGH).

This study, published inAnnals of Surgery, is one ofthe first to measure the prob-lem of underemploymentamong female surgeons in theUnited States, which can af-fect compensation, career ad-vancement and job satisfac-tion. Only about one in fivesurgeons practising in the USis female. Unemployment isvirtually nonexistent amongsurgeons, but many femalesurgeons, as well as profes-sional women in other fields,experience underemploy-ment--the underuse of skills--according to the Federal Re-serve Bank. "Women in sur-gery talk among themselvesabout how they may be per-ceived as less confident orcompetent, and for those rea-sons, they may have less op-portunity to do exciting andchallenging cases," says Cas-sandra Kelleher, MD, a pedi-atric surgeon at MGH andsenior author of the Annals ofSurgery study. "We wonderedif this was true, and if so,

why?" To find out, Kelleher,post-doctoral researcher Ya-Wen Chen, MD, MPH, thelead author of the study, andseveral colleagues analysed551,047 case records from op-erations performed by 131surgeons at MGH between1997 and 2018. To comparethe difficulty of surgeries thatfemales and males performed,the researchers used a univer-sally accepted metric knownas the work Relative ValueUnit (wRVU), which meas-ures the technical complexityof a procedure.

The study found that themean wRVU for cases per-formed by male surgeons was10.8, compared to 8.3 for fe-male surgeons, a difference incomplexity of 23 per cent. "If

you multiply that over thecourse of a year or a career,that's a huge difference," saysChen. The study's designruled out common explana-tions for why female surgeonsperform less complex proce-dures, such as their choice ofsubspecialty, or that womenare less available due to fami-ly commitments. The researchalso found no sign that theproblem has improved overthe last two decades and indi-cated that underemploymentwas a more significant prob-lem for female surgeons withgreater seniority. For years,female surgeons have beenadvised to take steps such asattending leadership trainingconferences to help advancetheir careers.

HP to start land based fish farming using RAS technologySHIMLA, OCT 11

Himachal Pradesh will startland-based fish farming usingRAS technology underPradhan Mantri MatsyaSampada Yojana (PMMSY) toraise different varieties of fishthroughout the year. The statewill set up 15 fish ponds usingRAS technology under thisscheme during next five yearsbeginning from 2020-21 to2024-25. The first batch of fish

farmers will be sent to NationalFisheries Development Board,Hyderabad for training in latestaquaculture techniques undercold water fisheries using RASTechnology. The RAStechnology is a new way tofarm fish under which fish isreared in indoor tanks withlimited use of water in acontrolled environment insteadof traditional method of fishrearing in water reservoirs,open tanks, ponds and rivers.

Two held after gunfight with cops in Greater NoidaNOIDA: Two alleged criminals were held after a gunfight with police in Uttar Pradesh's Greater Noidaearly on Sunday, according to officials. Both the accused, who were on a motorcycle, got hit on theirlegs during the gunfight that broke out around 1 am in the Jarcha police station area, the officials said.The accused have been identified as Ankit, a native of Shamli district, and Rajesh, who hails fromGhaziabad, and both in their twenties, Deputy Commissioner of Police, Greater Noida, Rajesh KumarSingh said. The duo has earlier also been booked in cases relating to loot, robbery and Gangster's Actin their native districts. Recently, they were involved in a loot in Jarcha area after which a case waslodged against them, Singh said. A gunfight broke out between the local police and the accused, whogot hit on their legs in retaliatory firing. They were held and taken to a hospital for treatment, he added.Further proceedings are underway.

COVID-19 cases in India cross 70-lakh markNEW DELHI, OCT 11

India's COVID-19 tally of casesraced past 70 lakh, 13 days after ithad crossed the 60-lakh mark,while the number of people whohave recuperated from the diseasecrossed 60 lakh, according to theUnion Health Ministry dataupdated on Sunday.

The national recovery ratestands at 86.17 per cent.

The COVID-19 caseloadmounted to 70,53,806 with 74,383infections being reported in a day,while the death toll climbed to1,08,334 with 918 peoplesuccumbing to the disease in aspan of 24 hours, the data updatedat 8 am showed.

India's coronavirus casesjumped from 10 lakh to 20 lakh in21 days.Then it took 16 more daysto race past 30 lakh, 13 days moreto cross the 40-lakh mark and 11days to go past 50 lakh. The casesrose from 50 lakh to 60 lakh in 12days. It took 110 days for theCOVID-19 cases in the country toreach one lakh while it had taken59 days more to go past the 10-lakh post. For the third day in arow the active cases of COVID-19remained below 9 lakh.

There are 8,67,496 activecases of coronavirus infection inthe country which comprises 12.30per cent of the total caseload, thedata stated. The COVID-19 casefatality rate due to the coronavirus

infection was recorded at 1.54 percent. India's COVID-19 tally hadcrossed the 20-lakh mark onAugust 7, 30 lakh on August 23and 40 lakh on September 5. Itwent past 50 lakh on September 16and had crossed 60 lakh onSeptember 28.

According to the ICMR, acumulative total of 8,68,77,242samples have been tested up toOctober 10 with 10,78,544samples being tested on Saturday.

The 918 new fatalities include308 from Maharashtra, 102 fromKarnataka, 67 from Tamil Nadu,62 from West Bengal, 60 fromUttar Pradesh, 48 from Delhi, 39from Chhattisgarh and 35 fromAndhra Pradesh.

A total of 1,08,334 deaths havebeen reported so far in the countryincluding 40,040 fromMaharashtra followed by 10,187from Tamil Nadu, 9,891 fromKarnataka, 6,353 from UttarPradesh, 6,194 from AndhraPradesh, 5,740 from Delhi, 5,563from West Bengal, 3,798 fromPunjab and 3,557 from Gujarat.

The health ministry stressedthat more than 70 per cent of thedeaths occurred due tocomorbidities. "Our figures arebeing reconciled with the IndianCouncil of Medical Research," theministry said on its website,adding that state-wise distributionof figures is subject to furtherverification and reconciliation.

LEH: The union territory ofLadakh reported 72 newcoronavirus cases and one moredeath, taking the total COVID-19 cases to 5059 and fatalities to64, an official bulletin said onSunday. With 87 more patientscured of the disease, the numberof active cases in the regiondropped to 1022 785 in Lehdistrict and 237 in Kargildistrict, the bulletin released thismorning by the directorate ofhealth services said. COVID-related death took placein Kargil, taking the totalnumber of fatalities in Ladakh to64 38 in Kargil and 26 in Leh, itsaid. Out of 72 new cases, thebulletin said 67 were detected inLeh and five in Kargil during thepast 24 hours. It said 54 patientswere discharged in Leh andanother 33 in Kargil on Saturdayafter they recovered from theinfection, taking the totalnumber of recovered patients inthe UT to 3973.

13 village panchayats get crop residue machines worthRs 20.41 lakhJALANDHAR (PRITPAL SINGH) : In order to ensure the small and marginal farmers have ac-cess to the crop residue machines to manage the stubble, the Department of Agriculture and Farm-ers Welfare first time, has roped in village panchayats to apply for the machines under subsidyscheme. Following the appeal by department, the panchayats including Meda, Gill, Gillan, TalwandiButia, Kamaalpur, Nasirpur, Ghudowal, Sultanpur, Rehmanpur, Gag Dhagara, Shamsabad, Rajow-al and Thamanwal gave enthusiastic response and applied for the machines. Now the machines sub-sidy about Rs 20.41 lakh will be given to these 13 panchayats under 80-percent subsidy. These pan-chayats have given assurance to the department that it would give these machines to the small andmarginal farmers on nominal rent. Meda village sarpanch Manjinder Singh said that village hasaround 60 paddy farmers and it has around 600 area under paddy crop.

The gross GST revenue collectionfor Punjab stands at Rs.1055.24crore during the month of Septem-ber, 2020 against Rs. 974.96 crorefor the corresponding period of lastyear thereby registering a rise of8.23 percent. Notably, the taxpayershad been provided relief in the fur-nishing of returns for the previousmonths due to COVID-19. Further,taxpayers with turnover less thanRs. 5 crore in the previous year con-tinue to enjoy relaxation in furnish-ing of returns till September, 2020.

According to a spokesperson ofPunjab Taxation Commissioner'sOffice, the gross GST revenue col-lection for Punjab for the periodApril to September, 2020 stands atRs. 4685.72 crore in comparison toRs. 6790.34 crore for the similar pe-riod of last year thereby denoting afall of 31.00 percent. Pointing outfurther, the spokesperson said thatthe protected revenue for the monthof September, 2020 is Rs. 2403crore against which the State has

collected and received Rs. 1055.24crore that corresponds to approxi-mately 43.91 percent of the protect-ed revenue. Thus, for the month ofSeptember 2020 the amount ofcompensation due is Rs. 1347.76crore. Further, the cumulativeamount of compensation due for theperiod April to August, 2020 isRs10338 crores. Out of whichRs838 crores is received in the 1stweek of October, 2020 and rest ofRs9500 crores is still awaited.

The Spokesperson further saidthat the National Gross GST rev-enue collection during the month of

September, 2020 is Rs95,480 crore of whichCGST is Rs17,741 crore,SGST is Rs23,131 crore,IGST is Rs47,484 crore (in-cluding Rs22,442 crore col-lected on import of goods)and Cess is Rs7,124 crore(including Rs 788 crore col-lected on import of goods)whereas the national grossGST revenue collectionduring the month of Sep-tember, 2019 stood at Rs.

91,916 crore of which CGST wasRs.16,630 crore, SGST wasRs.22,598 crore, IGST wasRs45,069 crore (including Rs22,097 crore collected on imports)and Cess was Rs 7,620 crore (in-cluding Rs728 crore collected onimports). The National Gross GSTrevenue collection during themonth of September, 2020 is 4%higher than what was collected inthe same month last year. Further,the National Gross GST revenuecollection from import of goods aswell as from domestic transactions(including import of services)

stands at 102 percent and 105 per-cent respectively of the figures forthe same month last year.

The National Gross GST rev-enue collection for the period Aprilto September, 2020 is Rs 4,54,591crores in comparison to Rs6,06,293 crores for the similar pe-riod last year thereby denoting a de-cline of 25%. In addition to GST,the State of Punjab also collects taxrevenue from VAT and CST regime.Major contributors to VAT and CSTcollection are alcohol for humanconsumption and five petroleumproducts which are outside the am-bit of GST. For the month of Sep-tember, 2020 the total VAT andCST collection is Rs 462.98 croreswhereas it was Rs332.32 crores forthe month of September, 2019thereby indicating an increase of39.32%.
