The Indian side was led by Sanjay Verma, Secretary (West) in the Ministry of External Affairs. MEA spokesperson Arindam Bagchi said the European delegation included Sven- ja Hahn, Jan Zahradil, Soren Gade, Bernd Lange and Arnaud Dan- jean. "Both sides ex- pressed commitment for advancing economic ties with the early conclusion of trade and investment agreements," Bagchi said. The meeting also came in the backdrop of the ongoing Russia- Ukraine war which has affected global economy and trade. The EU is In- dia's third largest trading partner, accounting for Euro 62.8 billion worth of goods in 2020 or 11.1 per cent of total Indian trade after China (12 per cent) and the US (11.7 per cent). The necklace Khan received as a gift was not sent to the tosha-khana (state gift repository), but given to former special assistant Zulfikar Bukhari, who sold it to a jeweller in Lahore for Rs 18 crore, the Express Tribune newspaper reported. The Federal Investigation Agency (FIA) has initiated a probe against Khan over allegations that an expensive necklace received as a gift during his tenure was sold to a jew- eller for Rs 18 crore rather than de- positing it to the state gift repository, the report said. The public gifts can be kept in the personal closet by paying half price of it but Khan, who lost a no-trust vote in Parliament last week, deposit- ed a few hundred thousand rupees in the national exchequer which was il- legal, the report said. According to the law, state offi- cials are required to submit the gifts they receive from dignitaries in the tosha-khana. If they fail to submit the gift or at least half the amount the gift is worth, it is an illegal act. PTI to boycott investigation into "foreign conspiracy" letter ISLAMABAD: Former Prime Min- ister Imran Khan's Pakistan Tehreek-e-Insaf (PTI) on Tuesday announced that it will boycott any meeting of the Parliamentary Com- mittee on National Security, which may look into the cable that al- legedly revealed a conspiracy to topple their government, and de- manded the country's Supreme Court constitute an inquiry com- mission on the matter. The deci- sion was made following a meeting of the political committee of PTI which also called for general elec- tions at the earliest and an- nounced a number of rallies in a bid to mobilize the support base of the party, Dawn reported. 13 dead after consuming poisnous mushrooms in Assam DIBRUGARH: As many as 13 people died within a week after consuming poisonous mushrooms in four districts of Upper As- sam. All the victims were admitted to Assam Medical College and Hospital (AMCH) in the Dibrugarh district. Dr Prasanta Di- hingia, Superintendent of AMCM told a news agency that all the victims died at AMCH while undergoing treatment. "13 people in- cluding a minor died due to consumption of poisonous mush- room in last seven days. Total 39 patients were admitted to the hospital from four districts of the Upper Assam region and out of which 13 people died," Dr Prasanta Dihingia said. He further said that the victims were from Dibrugarh, Tinsukia, Sivasagar and Charaideo districts. CHANDIGARH: In a bid to strengthen overall ru- ral infrastructure and put in place the advanced procurement system to the farmers, the Punjab Cabinet led by Chief Minister Bhagwant Mann on Wednesday approved the Punjab Rural Develop- ment (Amendment) Ordinance, 2022. This deci- sion was taken during a cabinet meeting chaired by Punjab Chief Minister Bhagwant Mann here at CMO, this morning. Resultantly, the Punjab Rural Development Act, 1987 has been amended in line with the revised principles laid down by the Department of Food & Public Distribution, Ministry of Consumer Affairs, Food and Public Distribution, GoI on February 24, 2020. The necklace Khan received as agift was not sent to the tosha-khana(state gift repository), but given toformer special assistant ZulfikarBukhari, who sold it to a jeweller inLahore for Rs 18 crore, the ExpressTribune newspaper reported.

The Punjab Cabinet led by ChiefMinister Bhagwant Mann onWednesday welcomed the decisionof the Union Government to acceptthe request of the State Governmentto revisit the norms of shrivelledgrains for the ongoing procurementof wheat. It also decided to appealto the Union Government to issuethe order for relaxations in thenorms at the earliest.

Disclosing this, a spokespersonof the Chief Minister’s Office saidthat the Secretary, Food, Civil Sup-plies and Consumer Affairs briefedthe Cabinet about the status of theongoing procurement. It was in-formed that 14.9 Lakh MT of wheathad arrived in the Mandis out ofwhich more than 12 Lakh MT hadalready been purchased. More than2 lakh MT of wheat, out of 5 LakhMT that arrived yesterday alone,had been purchased on the day ofarrival itself, he revealed.

The spokesperson added thatwhile welcoming the early constitu-tion of Central teams to assess thedamage of shrivel grains in the

state, the Cabinet also appealed tothe Central Government to allowrelaxation in the norms of shriv-

elled grains without any value cut,since the farmer had already beenpenalised on account of lower yield.

A formal request in this regard hadalready been made by the StateGovernment, he added.

It may be noted that due to ex-treme heat conditions the wheatgrain has become shrivelled inmany places and the grain comingin these Mandis contains shrivelledgrain beyond the permissible limitof 6%. Thereafter, the Departmentof Food and Public Distribution,Government of India, had yesterdayconstituted five teams to assess theextent of the problem in the state.The teams are on the way and shallshortly arrive in the State to get afirst hand assessment of the extentof shrivelled grain arriving in theMandis. This data will then help theGovernment of India in taking a fi-nal decision on grant of appropriaterelaxation in the specifications.

The spokesperson added thatthe Cabinet laid absolute emphasison farmer welfare and asked theDepartment to take all possiblesteps to ensure smooth procure-ment.

It also asked the Department toresolve any genuine issues of thestaff deputed by the procurementagencies for procurement of wheat.

the border district impactingnational security were takenup and detailed discussionswere held with all the agen-cies. Earlier, the Governoraddressed a meeting withsarpanches and other promi-nent citizens of the PathankotDistrict at DC complex, fol-lowed by a press conference.

The Governor in his ad-dress called upon the peopleto be eyes and ears of bordersecurity forces. He said thatthe past incidents of air-drop-ping of arms and ammuni-

tion into Punjab Bordershave necessitated all con-cerned to be on vigil.

He said that the borderdistricts are vulnerable to themenace of contraband armssmuggling. Therefore, it ismandatory that in the interestof the safety and security ofthe State and the country,people should extent wholehearted support to the BorderSecurity Forces and the StatePolice and report any suspi-cious activity or person intheir area.

145 posts of various categories to be filledCHANDIGARH: In a bid to streamline the functioning of Water Supplyand Sanitation department and provide better rural water supply to peopleacross the state, the Punjab Cabinet on Wednesday gave approval to fill up145 posts of various categories (25 Sub Divisional Engineer, 70 Junior En-gineer, 30 Junior Draftsman & 20 Steno Typist) by direct recruitmentthrough PPSC and SSS Board within a year. According to a spokesper-son of the Chief Minister’s Office, the Council of Ministers had given ap-proval to fill up 88 posts of aforementioned categories in Water Supply &Sanitation department in the year 2021. Apart from these, the Cabinet to-day also gave approval to fill 57 more posts of these categories falling va-cant in the year 2022 due to retirement/promotion of officers/employees.

Bribe seeking sub-inspector of food supply arrestedRAJNI SONIYAMUNANAGAR: In Yamunanagar, Haryana, the Vigilance team arrested a sub-inspector ofthe Food and Supplies Department for demanding a bribe of Rs 20,000. For the supply of foodgrains at various ration depots of Yamunanagar, the government has allotted a contract in thename of Praveen Kumar through tender. Praveen Kumar alleged in the complaint given to Vigi-lance that when he asked Sub Inspector Rajinikanth of Food Supply Department to get the billverified and drawn, he demanded Rs 20,000 bribe. He didn't want to get the job done by pay-ing a bribe. So he complained to the Vigilance.The Vigilance team registered a case in this regard and arrested the accused Sub InspectorRajinikanth. Vigilance Inspector Mandeep said that the audio of the conversation between thetwo is with Vigilance, which will be sent to CFSL for investigation. Apart from this, samples ofthe voice of the accused and the complainant will be sent to CFSL. For this, permission is be-ing taken by presenting the accused in the court.

Haryana Kaushal Rozgar Nigam hasoffered employment to as many as28,787 people so far, out of which12,309 persons have joined their re-spective jobs. Besides this, so far, ex-perience verification of around 37 per-cent of the outsourced employees hasbeen done.

Giving details in this regard, ChiefSecretary, Sh. Sanjeev Kaushal saidthat the Main Secretariat Establish-ment has also completed 100 percentexperience verification work of thecandidates. Similarly, many other de-partments have also completed 100percent experience verification work

of the candidates and in this direction,the rest of the departments are contin-uously working.

The Chief Secretary informed thatDepartments, Boards, Corporationsand others have so far integrated thedata of 29,745 employees with theNigam. Besides this, departments arealso executing the process of addingnew posts in the Nigam as per the re-quirements. Regarding the creation ofnew job roles, Sh. Kaushal informedthat the Chief Secretary, Haryana(GAD) office has notified the KaushalRozgar Nigam wage rates for the sup-ply of manpower, replacing the districtwise DC rates, through a notificationdated January 19, 2022 and a total of179 Job roles have been notified along

with their wages ranging from Level Ito IV, covering all districts, U.TChandigarh and Delhi in three cate-gories. The Chief Secretary said thatsince, 179 notified job roles do notcover the requirement of all Depart-ments, Boards and Corporations etc,therefore, the procedure for creatingnew job designations/job roles hasbeen initiated for which a module hasbeen made available on the Nigam’sIT portal. Through this module, the de-partments can submit their online re-quest for creation of new designationswith the prescribed qualification andwith the approval of PS (SDIT) theNigam will then notify the creation ofnew designations in wage levels I toIV.

MLA Kashyap also interactedwith the agents in the grain marketsand inquired in detail about the prob-lems faced in wheat procurement andlifting. He instructed the officials ofthe Market Committee and the FoodSupply Department that the procure-

ment of wheat should be done swiftlyso that the farmers do not face any dif-ficulty in selling wheat. He added thatfarmers would not face any kind ofproblem. In the mandis, he inquiredabout the arrangement of sufficientquantity of gunny bags, all the neces-sary facilities for farmers, laborers,arhtiyas like drinking water, toilets. He also inspected theprogress in grain procurement andtook stock of the cleanliness system inthe mandis.

HP Chief Minister Jai Ram Thakur has said a Rs1400 crore project has been prepared to restore theancient historical temples of Bilaspur, which havebeen absorbed/submerged in Govind Sagar Lake.After going through the lake along with the AllIndia party chief JP Nadda on Tuesday, he said thisproject was proposed to be implemented in threephases. The state government has also announcedthis in the annual budget. The project will becompleted in collaboration with internationalagencies. After theregistration is approved, the farmer has to book his slot.Farmers can book slots as per their convenience. He said thatsuch farmers who cannot register themselves at their level,they can take the services of nearest Lokmitra centers tocomplete the process of registration. SC agrees to hear Nawab Malik's plea seekingimmediate release from ED custody

The Supreme Court onWednesday agreed to list forhearing a plea of MaharashtraMinister and NCP leader NawabMalik filed against an order ofthe Bombay High Court whichhad rejected his interimapplication seeking immediaterelease in a case of moneylaundering being investigated bythe Enforcement Directorate.

A Bench headed by ChiefJustice of India NV Ramanaagreed to list the case for hearingafter senior advocate Kapil Sibal,appearing for Malik, mentionedthe matter for urgent listing ofthe case.

Sibal told the apex court,"This is Nawab Malik's matterwhere ED is taking proceedings.The act came into place in 2005,the transaction is prior to 2000. Atransaction from 22 years ago is

sought to proceed."To this, CJI said, "Yes, we

will list it." Malik has challengedthe March 15 order of theBombay High Court which hadrejected his application sayingjust because the specialPrevention of Money LaunderingAct (PMLA) court's order

remanding him in custody is notin his favour, it does not makethat order illegal or wrong.

After the EnforcementDirectorate had arrested Malikunder the provisions of thePMLA, he had filed a habeascorpus plea in the High Courtclaiming that his arrest by the ED

and the consequent remandswere illegal. The High Court hadsaid that Malik was arrested bythe ED in accordance with thelaw, and subsequently beenremanded to the ED's custodyand then to judicial custodyfollowing due process.

ED had arrested MinoritiesDevelopment Minister Malik onFebruary 23 over a property dealallegedly linked to the aides ofgangster Dawood Ibrahim.

The federal agency hasaccused Malik of being part of analleged criminal conspiracy tousurp a property in Mumbai'sKurla area which currently has amarket value of Rs 300 crore andbelongs rightfully to one MuniraPlumber. However, Malik hadsubmitted before the High Courtthat he had bought the propertyin a bonafide transaction threedecades ago, and Plumber hasnow changed her mind about thetransaction.

Dharwad, where I live, is a small town. If thepopulation of India in 1941 was somewherenear 36 crore, that of Dharwad was 47 thou-

sand, seven or eight thousandth part of the total. Whenthe Indian population crossed 120 crore, the popula-tion in Dharwad-Hubli was close to 12 lakh, a thou-sandth part of the total. Since Independence, numeri-cally, the town has shown a lot higher growth thantowns smaller than it and a growth much smaller thanthe towns larger than it. Dharwad has merged withHubli, which lies at a distance of 20-odd kilometres tothe south. To its north, at a distance of 20 odd-km, isKittur, which is fast moving to become an extensionof Dharwad. In a couple of decades, the three togeth-er are likely to have a population of about 60 lakhspread over an area 80 km long, 25 km wide, and a to-tal of 2,000 sq km. The emerging Dharwad will thenbe about 250th part of India.

This rhythm of its growth is in tune with growthpatterns elsewhere in India. This microcosm of Indiastands on a rock-system named the �Dharwad RockSystem� by geologists that came into existence 180crore years ago. Homo sapiens have dwelt here forseveral millennia and agriculture has been practised inthe region for at least six millennia. It developed itsown traditions of weaving and silver-work during thefirst millennium. Over the last fifteen centuries, Dhar-wad has seen a number of rulers and dynasties emerg-ing and declining, bringing with them new culturalpractices and styles of architecture. They include theBadami and Kalyan Chalukyas, the Rashtrakutas, theBahmani sultans, the Vijayanagara kings, Adil Shah,the Marathas, Hyder Ali and the British. The resist-ance put up to the imposition of British rule was sig-nificant. Baba Sahib of Nargund and ChennammaRani of Kittur fought tooth and nail to stop the British.Previously, the spread of the Portuguese from Goa,which is to the west of Dharwad, had been success-fully stalled by the people of Dharwad.

During the twelfth century, it participated mostactively in the Lingayat movement of Basava, chal-lenging caste and creed discrimination and gender in-justice. It generated the first move towards bringingall areas speaking Kannada together in the form of aKarnataka state. It gave rise to the most rememberedmovement of farmers in Karnataka since Indepen-dence. It sparked the Kannada language movementand also the freedom of expression movement bywriters. Dharwad has had a wonderful mix ofthinkers, writers, singers and social activists among itscitizens. It also has a remarkable place in India�s lit-erary history, with three Jnanpith laureates to its cred-it: D.R. Bendre, V.K. Gokak and Girish Karnad.

Imran 's bid to cling to power broughtPak closer to civilian coup

Former Pakistan Prime MinisterImran Khan’s unscrupulous anddesperate attempts to cling on

to power by inciting his followers toprotest and rebellion was equivalentto a civilian coup, said a media re-port.

Khan, who became the first Pak-istani Prime Minister to be oustedthrough a no-confidence motion, hadsaid that he would fight "till the lastball". However, the statement actual-ly meant using every trick, irrespec-tive of how unethical and undemoc-ratic it was, to cling on to power, re-ported Islam Khabar.

Moreover, the former premier re-fused to accept the new reality in thecountry even after his ouster as heopposed Shahbaz Sharif’s candida-ture for the Prime Minister’s post, cit-ing court cases against him, and alsothreatened to resign en masse fromthe National Assembly if the demandwas not met.

Khan’s desperate attempts to stayin power followed by his unceremo-nious exit suggested how he was fol-lowing the former US President Don-ald Trump who too was not ready toaccept his defeat to the current USPresident Joe Biden. Khan, too, in asimilar manner, refused to accept hisouster, alleging collusion betweenhis political opponents and the US totopple his government.

Terming the protests by his fol-lowers as the rejection of the newgovernment by the people, heclaimed that the people of Pakistanhave vowed to fight against the "for-

eign conspiracy" and the "importedgovernment led by crooks".

Imran Khan’s statement regardingPakistan’s "sovereignty and democ-racy" is quite contradictory to the ac-tions he took to retain his power. On the night of June 3,1989, China’s military crack-down on students protesting fordemocratic reforms in variousmajor cities across China led toa massacre of reportedly thou-sands of unarmed citizens onTiananmen Square in Beijing,revealing the brutality of thecountry on its own people.

The issue is still taboo inChina where the families of thevictims seeking to commemo-rate the occasion are harassed bythe authorities.

The victims of the massacreare still awaiting justice as theaccountability for the tragedywas never fixed. In a bid to ex-pose the "state-led terror andsuffocation", the families of vic-tims gather at TiananmenSquare every year. "It feels thatthere’s no end in sight. We are allat ages where death can happenany day, and we’d like to see thetruth revealed and justice upheldwhile we are still alive," Restel-

package. Notably, the new packagecomes on top of over USD 1.7 billion ofassistance provided to Ukraine by theUS since Russia launched its militaryoperation on February 24. Governments can use crop insur-ance to stabilize farm incomeover time, assist farmers when

agriculture production is adversely im-pacted by a catastrophe, and improvefarmers’ creditworthiness. In addition,government-subsidized crop insuranceprogrammes smooth government budg-ets across years by subsidizing premi-ums up front, leaving claims to insurers.

Natural disasters such as droughtsand floods pose a great threat to agricul-ture in India, and financial arrangements(such as crop insurance) can play a keyrole in relieving fiscal pressure on gov-ernment and farmers. Catastrophicevents cause distress to many farmers.Without crop insurance, such distressfulevents could easily lead to income loss,inability to repay loans, and in the mostextreme of cases, farmer suicide. Cropinsurance in India has evolved to be-

come more comprehensive and wide-spread since the 1970s, when it coveredonly select areas and crops. In consulta-tion with stakeholders, government de-cides how to design the most compre-hensive and effective program, address-ing issues along the way.

Pradhan Mantri FasalBima Yojana(PMFBY) replaced existing claim sub-sidy-based models in 2016. PMFBY isone of a number of government initia-tives that provide farmers with somelevel of security when faced with riskyand uncertain situations.

Despite billions in premium subsi-dies every year globally, stakeholdersare still unhappy. There is no perfectcrop insurance scheme, and PMFBY isno exception. The criticism is true tosome extent, but not everything. There isan important point to note, the govern-ment is taking feedback regularly andmaking changes as needed in key areasof dissatisfaction. It’s a continuousprocess. Although some states and in-

surers have pulled out of the scheme,still, its success is far from ordinary.

Here are some salient features andachievements that will help readers un-derstand success:

Protection value: In the pre-PMF-BY era, the average sum insured perhectare was Rs 16,388, which increasedto Rs 44,829 by 2020-21, providing ad-equate insurance coverage.

National Crop Insurance Portal(NCIP) - a centralized IT platform is de-veloped linking the Central Governmentwith all States and UTs, all participatingInsurance Companies, 170,000 bankbranches, and a network of 44,000Common Service Centers (CSC) to en-sure ease of enrolment of non-loaneefarmers, better administration and coor-dination amongst all stakeholders. Ascompared to the pre-PMFBY period,when farmers had to line up at bankbranches to enrol, often requiring multi-ple visits, this is a huge convenience.Crop yield estimation utilizes technolo-

gy both to audit the results of crop cut-ting experiments (CCEs) with CCEApp,and to reduce the number of CCEs byusing smart sampling techniques.

Farmer’s Direct Credit: PMFBY re-mits claims directly to farmer’s bank ac-counts. On average over 1/3rdof all in-sured farmers receive compensation, alarge operation managed effectively, al-lowing farmers to receive compensationquickly. This also eliminates malprac-tice. Overall Claim Ratio: The claim ra-tio for the period 2016-17 to 2019-20was 88.6%, by no means a modest fig-ure. Including the additional cost of in-surers and reinsurers, the industry hasalmost a 100% combined ratio. Grossclaim ratio of 88.6% translates to 540%on farmers’ share of premium. Compen-sation for Key events: Since 2016, theweather has adversely affected nearlyevery state at least once, and farmers re-ceived decent compensation duringthese events. The scheme’s ability toprotect farmers from extremely adverse

weather events in Tamil Nadu, Maha-rashtra, Karnataka, Madhya Pradesh,Chhattisgarh, etc. shows its worth.

Timely payment for losses: The keytakeaway of insurance is timely pay-ment. PMFBY included guidelines forthe timely processing and settlement ofclaims (subject to subsidy) throughpenalties for delays. Although not per-fect, it improved timeliness.

Index ’plus’ Insurance: PMFBYcombines yield index and indemnity in-surance. Yield index captures wide-spread calamities, while individual farmloss assessments cover localized calami-ties. PMFBY has captured and handledlosses due to sporadic events over thepast few years. Maharashtra, Haryana,Rajasthan, Uttar Pradesh are testamentsto the localized losses recovered throughPMFBY. It doesn’t mean all is wellwith PMFBY. In spite of the Govern-ment of India taking feedback and im-plementing changes as necessary, somestates remain concerned about (i) high

premium rates for certain crops and (ii)a premium subsidy cap on the CentralGovernment’s share that adds to the fi-nancial burden of the state. Perceptionof high premiums has led some states todemand a portion of premium refundduring normal crop years.

There may be a solution to theabove concerns by (i) changing thethreshold yield calculation method (ii)giving greater weight to technology-based yields and (iii) establishing amechanism for a fair profit sharingarrangement between states and insur-ers.

Threshold yield calculation is basedon average yield, which is currentlybased on the last seven years after elim-inating two of the lowest yields. A morebalanced calculation can be achieved byexcluding one highest yield and onelowest yield (Olympic average). Ac-cording to this calculation applied tomajor Kharif crops in Gujarat, premiumrates are dropping by about 20 percent.
