Last year’s yatra was re- stricted to a few sadhus, or holy Hindu men, be- cause of the COVID-19 pandemic for the first time in 150 years. Sri Lanka to ban burqa, shut many Islamic schools: Minister AGENCY COLOMBO, MARCH 13 Sri Lanka will ban the wearing of the burqa and shut more than a thousand Islamic schools, a government minister said on Satur- day, the latest actions affecting the country's minority Muslim population. Minister for public security Sarath Weerasekera told a news conference he had signed a paper on Friday for cabinet approval to ban the full face covering worn by some Muslim women on "national security" grounds. "In our early days Muslim women and girls never wore the burqa," he said. "It is a sign of religious extremism that came about recently. We are definitely going to ban it." The wearing of the burqa in the majority- Buddhist nation was temporarily banned in 2019 after the bombing of churches and hotels by Islamic militants that killed more than 250. Later that year, Gotabaya Rajapaksa, best known for crushing a decades-long insurgency in the north of the country as defence secre- tary, was elected president after promising a crackdown on extremism. Rajapaksa is accused of widespread rights abuses during the war, charges he denies. Weerasekera said the government plans to ban more than a thousand madrassa Islamic schools that he said were flouting national ed- ucation policy. "Nobody can open a school and teach whatever you want to the children," he said. The government's moves on burqas and schools follow an order last year mandating the cremation of COVID-19 victims - against the wishes of Muslims, who bury their dead. This ban was lifted earlier this year after criticism from the United States and interna- tional rights groups. AGENCY NEW DELHI, MAR 13 India on Saturday recorded 24,882 fresh COVID-19 infec- tions, the highest so far this year, which took the caseload to 1,13,33,728, according to Union health ministry data This is also the highest dai- ly rise in the last 83 days. As many as 26,624 new infections were recorded on December 20 The death toll climbed to 1,58,446 with 140 new fatali- ties, the ministry data updated at 8 am showed The country's active caseload in- creased to 2,02,022. It constitutes 1.74 per cent of the total infections. The re- covery rate dropped to 96.82 per cent The number of people who have re- cuperated from the disease surged to 1,09,73,260. The case fatality rate stands at 1.40 per cent, the data stated India's COVID-19 tally had crossed the 20-lakh mark on August 7, 30 lakh on August 23, 40 lakh on September 5 and 50 lakh on September 16. It went past 60 lakh on September 28, 70 lakh on Octo- ber 11, 80 lakh on October 29, 90 lakh on November 20 and surpassed the one- crore mark on December 19 According to the Indian Council of Medical Research, 22,58,39,273 samples had been tested until March 12 including 8,40,635 on Friday The 140 new fatalities in- clude 56 from Maharashtra, 34 from Punjab and 14 from Ker- ala. A total of 1,58,446 deaths have been reported so far in the country including 52,723 from Maharashtra, 12,539 from Tamil Nadu, 12,386 from Kar- nataka, 10,936 from Delhi, 10,287 from West Bengal, 8,743 from Uttar Pradesh and 7,180 from Andhra Pradesh. The health ministry stressed that more than 70 per cent of the deaths occurred due to comorbidities "Our figures are be- ing reconciled with the Indian Council of Medical Research," the ministry said on its website, adding that state-wise distri- bution of figures is subject to further ver- ification and reconciliation. 24,882 new infections India records highest single- day spike so far this year AGENCY NEW DELHI, MAR 13 State election commissioners have to be "independent persons" not occupy- ing a post under the Centre or state gov- ernments, the Supreme Court has ruled, terming the Goa government's move to give its law secretary the additional charge of the SEC a "mockery" of con- stitutional mandate. In a significant verdict, the top court also directed if there were any such persons holding the post of SEC in any other state, "such persons must be asked forthwith to step down from such office and the State Government con- cerned be bound to fulfil the constitu- tional mandate of Article 243K by ap- pointing only independent persons to this high constitutional office". A three-judge bench, headed by Justice R F Nariman, issued the direc- tion to all states and Union territories while taking recourse of its extraordi- nary powers under Article 142 of the Constitution that empowers it to pass any order in the interest of justice. The directions were issued to en- sure that the constitutional mandate of an independent State Election Commis- sion to conduct elections is "strictly fol- lowed in the future", said the bench, also comprising Justices B R Gavai and Hrishikesh Roy. The observations and directions were given in the 96-page judgement, penned by Justice Nariman, on a batch of pleas relating to the urban local body polls in Goa. The judgment, uploaded on the apex court's website on Saturday, has upheld the Bombay High Court's ver- dict of setting aside an order of the mu- nicipal administrator on February 4 on granting quota to women and OBC can- didates in local urban body polls in five municipal councils in the state. The bench directed the Goa SEC to issue the notification for the urban body polls within 10 days from Friday and complete the poll process by April 30. Justice Nariman extensively dealt with the constitutional scheme pertain- ing to elections and the SECs. "It is also made clear that hence- forth, all State Election Commissioners appointed under Article 243K in the length and breadth of India have to be independent persons who cannot be persons who are occupying a post or of- fice under the Central or any State Gov- ernment," it held. "The most disturbing feature of these cases is the subversion of the con- stitutional mandate contained in Article 243K of the Constitution of India. "The State Election Commissioner has to be a person who is independent of the State Government as he is an im- portant constitutional functionary who is to oversee the entire election process in the state qua panchayats and munic- ipalities," Justice Nariman, who wrote the judgement for the bench, said. The importance given to the inde- pendence of a SEC is explicit from the provision for his removal from his of- fice which equal to a judge of the high court. "Giving an additional charge of such an important and independent constitutional office to an officer who is directly under the control of the State Government is, in our view, a mockery of the constitutional man- date," the verdict said. It declared that the additional charge given to a law secretary flouted the constitutional mandate and asked the Goa govern- ment to "remedy this position by ap- pointing an independent person to be the State Election Commissioner at the earliest". State election commissioners have to be independent persons: SC Time to envision what we want to achieve in 25 years, says Union Minister Prakash Javadekar NEW DELHI, MAR 13 Union Minister of Information and Broadcasting Shri Prakash Javadekar today inaugurated a photo-exhibition at National Media Center in New Delhi. The exhibition, set up by Bureau of Outreach &Communication is part of a massive awareness campaign by Ministry of I&B to celebrate Azadi Ka Amrit Mahotsav. Addressing media on the occasion the Minister said this was an im- portant moment for the country to reflect on how far we have come since independence as well as envision what we want to achieve in next twenty five years. This is the core belief that informs these exhibitions. Mayors of the BJP-led municipal corporationson Friday alleged that the Delhi government inits budget has reduced allocation to the localbodies as it wants to paralyse the three civicbodies.

The three mayors jointly said that the Del-hi government has reduced baudgetary alloca-tion of all three corporations as it wanted toparalyse the civic agencies, the North DelhiMunicipal Corporation said in a statement.

The three leaders claimed that the Delhigovernment's budget has been increasing everyyear while the corporations' share is decreasing.

The Delhi government on March 10 hadpresenteda Rs 69,000-crore budget themed on

"patriotism" for financial year 2021-22, an-nouncing free COVID-19 vaccination to all inits hospitals in the coming phases of the ongo-ing inoculation drive.

Presenting the budget for the seventh con-secutive time in the Assembly, Deputy ChiefMinister Manish Sisodia had proposed to allo-cate Rs 16,377 crore, one-fourth of total budg-et for the education sector while the health sec-tor got Rs 9,934 crore.

This in-cludes an amount of Rs 2,298 crore as tied fundfor the implementation of schemes, pro-grammes, projects by the local bodies and Rs2,069 crore as Basic Tax Assignment (BTA)".

In addition to the above, an amount of Rs1,805 crore has been provided for the localbodies as share in stamps and registration feeand one-time parking fee. The government isthus giving a total financial support of Rs 6,172crore to the local bodies in budget, he had said.

South Delhi Mayor Anamika alleged that

the Delhi government is paralysing the civicagencies by reducing budget allocation everyyear .

Spectacles and theatrics are essential ingredients ofIndian elections and our leaders never fail to de-liver them. Most leaders, however, also see to it

that such elements only add to the colour of the elec-tioneering process and do not impact the democraticprocess adversely. But the reports emanating from WestBengal of late have not been confidence-inspiring ones.Instead, they do the opposite. Chief Minister MamataBanerjee on Wednesday alleged that four to five men at-tacked her in Nandigram where she is contesting the As-sembly election. She suffered injuries to her leg andneck. The picture of the woman chief minister withbandage and visuals of her describing the body painwent viral instantly, igniting passions all over the state. Her allegation that there was no security detail to pro-tect her accentuated the situation. That version, howev-er, underwent a substantial change the following daywhen she explained what happened the previous day. There was no mention of an attack nor a conspiracy. Butby then, the state had witnessed a series of clashes be-tween her followers and those of the BJP which hasemerged as the principal opposition to her party, the Tri-namul Congress, this time around. There was also an at-tempt to blame the Election Commission of India thathas virtually taken over the state’s administration andshifted the state police chief and his deputy recently.Fairand free elections where citizens vote peacefully andelect their representatives and rulers are one of the sem-inal pillars of a functioning democracy. Every institu-tion of the state has a responsibility towards ensuring it;more so for politicians in power. Every election isfought in a highly charged atmosphere and party cadreswould miss no chance to pounce on their opponents. Itis for level-headed leaders to ensure that the ultimategoal is to create an atmosphere where every voter andher choice are respected. It is unfortunate that the WestBengal chief minister did not think through it before go-ing public with a conspiracy theory. In a democracy, people make their choices after processing the informa-tion they receive. It is imperative that all those who areduty-bound to protect democracy and its institutionsalso ensure that the right information reaches the peo-ple and the wrong and fake do not. It is only in such abackground that their decision would further the causeof democracy. Igniting passion based on religion or ide-ology or people’s love for their leaders is easy but sway-ing people’s opinion by good governance is not.

loss, says WHOOne in four people across the world

— nearly 2.5 billion — could facesome degree of hearing loss by

2050 with at least 700 million requiringaccess to treatment and rehabilitation, aWHO report warns.

The first World Report on Hearingpredicted that in 2050 the highestnumber of people with some de-gree of hearing loss is likely to befound in the WHO Western Pacificregion — which includes Cambo-dia, Malaysia, the Philippines, andVietnam — with nearly 760 mil-lion, and the South-East Asia re-gion — which includesBangladesh, Bhutan, India, and In-donesia — with nearly 660 mil-lion.

The report emphasised the ur-gent need for initiatives to preventand tackle hearing loss by funding andwidening access to ear and hearing careservices.

“Investment in ear and hearing carehas been shown to be cost-effective,” andgovernments can “expect a return of near-ly US$16 for every US$1 invested,” theWHO said in a press statement launchingthe report on 2 March.

Ear and hearing-related treatment iscurrently not integrated into the nationalhealth systems of most countries and hu-man resources are often lacking, accord-ing to the report. It said 78 per cent oflow-income countries have less than oneear, nose and throat (ENT) specialist doc-tor per million population and 93 per centhave less than one audiologist per million

population. The African region slightlyfared better with some 56 per cent of allcountries fewer than one ENT specialistper million of population.

By integrating ear and hearing careinto primary health care, using strategiessuch as task sharing and training, inade-

quate human resources can be overcome, the report said, adding that early medicaland surgical treatment, rehabilitation andthe use of hearing aids and cochlear im-plants are valuable.

Nearly 60 per cent of hearing loss inchildren can be prevented by measures in-cluding immunisation against rubella andmeningitis, improvement in maternal andneonatal care, and screening for otitis me-dia (middle ear inflammation). “In adults, noise control, safe listening and surveil-lance for ototoxic medicines (medicinesused to treat serious infections but canalso damage the ear) together with goodear hygiene can help maintain good hear-ing and reduce the potential for hearingloss,” the report noted.

Mullah Nasruddinspread out his or-nate carpet on the

front lawn of his house. Hedid push-ups on the carpet tobecome strong enough toprotect his house… Mean-while, thieves from two sep-arate gates behind him tip-toed into his house. Friendlyneighbours at the front gatealerted Mullah that his housewas about to be burgled bytwo gangs.

Mullah laughed at themwith supreme nonchalance.“You are wrong that they aretwo gangs”, he said. “Theyare together in this schemeand I know what they are upto.”“What are they up to?”asked the neighbours.

“If I run to chase out onegroup, the other will stealmy carpet”, said Mullah, rolling his eyes cunningly, and did another push-up.

The neighbours beattheir breasts, even as theysaw the burglars cart awayevery item in Mullah’shouse.

The Mullah story possi-bly has universal applica-tion, but caution may be inorder before transposing iton Rahul Gandhi’s athleticperformance at the St.Joseph’s Higher SecondarySchool in Mulggumoodubin,Tamil Nadu. He left a Class10 student, Meroli Shenigha, panting for breath in a com-petition.Rahul, 50, did 14

push-ups in 10 seconds, something of a record. A yenfor physical fitness is in hisDNA. For his great-grandfa-ther, Jawaharlal Nehru, yogawas incomplete without anextended shishasana, orheadstand. But while Nehruwas private about his exer-cises, the great-grandson isdemonstrative. Nehru mayalso have been proud of hisKashmiri Pandit heritage, but never of ritual religiosi-ty. In his will, he wrote thathe didn’t want any rituals forhis cremation. His col-leagues, more “Hindu” thanhim, thought it unwise tohave the last rites of thecountry’s first Prime Minis-

ter, a Pandit to boot, be con-cluded without the Vedic rit-uals. Taking his cue fromthere, Rahul Gandhi’s mostreliable town crier, RandeepSingh Surjewala, declaredhim a “Janeudhari” Brah-min, a declaration that Rahulseems to have taken to heart, touching base with everytemple in town. Not to beoutdone, sibling Priyankatoo has been wearing tilakson her forehead, largeenough for a “yogini”. Shehas been dipping in holyrivers in severe cold. If herbrother has added gymnas-tics to his repertoire, Priyan-ka has fallen back on ethnictourism in fancy dress. With

expert ease, she plucked“two leaves and a bud” inAssam’s tea plantations. TheGandhi siblings are bustingtheir guts to hold onto thecarpet as in the Mullah story. As for the Congress Party(The House), senior mem-bers have already bolted andjoined the BJP.

The remainder are run-ning helter-skelter becausethe Gandhi family is unwill-ing to show them the roadahead. It is possible that theythemselves do not know.

The Gandhis’ state offunk may have been en-hanced last week by Gujaratwhere, contrary to the prom-ise of 2017, the Congress

has been beaten to a pulp bythe BJP in the local bodyelections. Indeed, new en-trants like the AAP andAsaduddin Owaisi’s AIM-IM, have impressivelyopened their accounts. The“G-23” Congress letter-writ-ers are what rural folk inNorth India call “Shivji KiBaraat”, representing allmanner of fauna. GhulamNabi Azad has been grievingsince at least the 2019 elec-tions: “They are not askingme to campaign”. Thosewere days when Rahul, asCongress president, had re-sorted to practical politics --he would not be seen withMuslims during electionsbecause that would enablethe BJP to polarise the vote. What Rahul appears not tohave learnt since then is thatpolicies and strategy, nottricks, build a party’s elan. When in the 2019 generalelection, the BJP won 303seats as opposed to the Con-gress’ 52, Rahul owned up tohis responsibility and re-signed as party president.

A chapter in the Con-gress’ and the nation’s polit-ical history was over. Or soone had thought. But no, hiscohorts like Mr Surjewalawould dance around himwith deafening chants of a“Congress revival”.

Kuchch to hotey hainMohabbat mein junoon keaasaar/ Aur Kuchch log bhi

deewana bana detey hain(As it is, there are signs ofmonomania in obsessivelove. Self-serving busybod-ies further enhance thisstreak). Slowly, one saw himtrek back from the politicalwilderness, to attempt, likeSisyphus, the climb againwithout ever bothering toask -- why is there so muchfocus on a leader with 52members in a House of 545?Why does the media, whichis owned by industrialistsand controlled by the rulingparty, heap such generous at-tention on the Gandhis?

Because they are nothreat. Anything of a leftisthue, with the capacity to mo-bilise the people on a plat-form of roti, kapda, makaan… healthcare, uni-versal free education, etcmust be thwarted. Going bythis criteria, the Congress isno threat.

Policy differences be-tween the BJP and the Con-gress are minimal. Foreign, economic, even social poli-cies are more or less similar. The BJP’s anti-Muslimstance is for Hindu consoli-dation.

The Congress’ studiedneglect of Muslims servesthe same purpose, only withbetter table manners. Also, the Gandhis and the residualCongress serve as an essen-tial counterpoint in the BJP’smusical score.

Interviews with royals arelike a virus plague, youdon’t want to catch them,

but you can’t avoid hearingall about them. The Queen ofAmerica, Oprah Winfrey, in-terviews Prince Harry and theDuchess of Sussex, theAmerican actress MeghanMarkle. I didn’t watch the in-terview, but bits of it wereforced on me wherever Ilooked -- even intercut withnews of the atrocities inMyanmar. The most promi-nent pronouncement that thisinterview seemed to haveyielded was Meghan’s claim

that before her son Archiewas born, some unnamed Britroyal wondered aloud, per-haps with some alarm or deri-sion, how dark the baby’sskin would be. The remark, ifMeghan reported it accurate-ly and without malice to-wards the royals with whomshe has fallen out, wasprompted by the fact thatMeghan’s mother is a“woman of colour” -- if that’san accepted term.

This was interpreted byOprah and very many otherpeople, including some pan-jandrums of the Common-wealth and several black UScommentators, as a deeplyracist concern. It can certain-ly be interpreted as such. AsIndians, gentle reader, we

know that every grandmotherand mother-in-law -- and yes, very many fathers-in-law --have expressed the same anx-iety. Their remarks haven’tresulted in flurries in thenewspapers or flutters andruptures in the constitution ofthe Commonwealth. We takeskin colourism as a nasty in-gredient of our prejudices --which we shouldn’t.

Grandmothers can play a crit-ical role in the care of new-born babies but are often ex-

cluded from national and interna-tional policies on neonatal care, says a new analysis.

Grandmothers’ knowledge issometimes out of date and some oftheir practices could be even harm-ful, according to the study pub-lished February in BMJ GlobalHealth. But given their proximity, authority and commitment to thebaby’s survival, they should be ex-plicitly involved in newborn inter-ventions in order to optimise anabundant local resource for new-born health, it said.

Judi Aubel, author of the studyand executive director of theGrandmother Project—Change

through Culture, based in Rome,Italy, tells SciDev.Net that there isclear evidence of the role and influ-ence of grandmothers in manyAsian, African and Latin societieswhere extended families and multi-generational caregiving are impor-tant.

Using a family systems frame,a framework which deals with cul-tural values, norms and practicesrelated to women and children,Aubel reviewed research from nu-merous settings in Africa, Asia andLatin America that provide insightinto family roles related to newborncare, specifically of grandmothers.

Aubel reviewed 70 studiesfrom 29 countries and found en-couraging results of grandmother-inclusive interventions. In Nepal,

grandmothers played significantroles in the feeding practice of in-fants and young children. Also, their knowledge and advice helpedwomen during their pregnancy. InUttar Pradesh, India, advice fromgrandmothers helped in the care ofnewborns, the study added.

The study also highlighted thedanger that practices adopted bysome grandmothers could be out-dated, citing as an example thefeeding of prelacteals, such as hon-ey or ghee, before the mother’sbreastmilk has “come in”.

Nearly 75 per cent of newborndeaths take place during the firstseven days of life, and the majorityof those deaths occur at home, theanalysis noted. The family environ-ment is critical to their health and

survival, it added, but global initia-tives to support newborns concen-trate primarily on reinforcinghealth services rather than the roleof family caregivers such as grand-mothers.

“In India, Indonesia, Nepal,Bhutan, Laos and other South-EastAsian countries grandmothers playa role in caring for newborns basedon their current knowledge fromboth traditional and modernsources,” says Aubel. “They shouldbe included in public health pro-grammes and their knowledge.”

Sanchita Roy, paediatrician andassociate professor at the DiamondHarbour Government Medical Col-lege and Hospital, West Bengal, In-dia, says that in an age of nuclearfamilies, the study is relevant.

The Centre’s Chief Economic Ad-viser, Krishnamurthy Subraman-ian, has once again called for pri-oritising growth over inflationwhich has breached the band of 4per cent with a 2 per cent deviationeither way. The observation comesat a time when there are reports ofthe government in favour of theRBI relaxing the target to 5 percent with 2 per cent deviation ei-ther way. But RBI Governor Shak-tikanta Das said last month thatthere was no need to change thecurrent target band.

“The country requires growthat this juncture as it aspires to in-crease its dominance and self-re-liance in the global economy,” hesaid at a virtual annual regionalmeeting of the CII, Eastern Re-gion.

In other words, the Centredoes not want the RBI to tightenthe monetary policy to control in-flation by raising the interest ratefor borrowing from the banks. Asinflation has risen, Subramanianhas advocated that the RBI shouldadopt another matrix for measur-ing it. The observations comeahead of a review on March 31 bythe RBI’s Monetary Policy Com-mittee of the policy frameworkand inflation targets. The ChiefEconomic Adviser has suggestedthat the RBI should consider

adopting core inflation as an indi-cator, which excludes the impactof food and fuel prices. He has alsosuggested the need to update thebase year of 2011-12.

This will be the first review bythe RBI since June 2016 when itwas asked to frame policies so thatthe mandated inflation target is 4per cent with a 2 per cent deviation

either way. “At this juncture wemust focus on growth and when itcomes to pressures for trade-offs,we must be leaning on growth,”Subramanian said.
