Will the Minister for Energy (Power Division) be pleased to state:

(a) whether an “agreement” or Memorandum of Understanding,signed between  a  group  of  power  producing  companies  andGovernment, recently;

(b) if it is an agreement, as referred by the Prime Minister, the detailsthereof;

(c) if it is a MOU, the stage-wise details of measures, which need todo by both sides to reach an agreement at a later point in time;

(d) how did or will the matter of alleged “excessive profits” that issaid  to  make  by  such  power  producing  companies  bymisrepresenting their costs or their fuel consumption or theirefficiency levels, address in the aforesaid agreement or MOU;and

(e) up to what extent, such agreement or MOU will be effective toreduce power bills of consumers alongwith its details thereofand the manner in which same will be worked out in terms ofabove?

Minister for Power Division (Mr. Omar Ayub Khan): (a)  IPPsCommittee constituted by Cabinet has signed MoUs with Independent PowerProducer Companies (IPPs).

(b) Not applicable. As mentioned in (a) above.

(c) The key features of the MoUs with IPPs aim at the following:—

i. Reduction in the rate of return on equity.

ii. PKR based return.

iii. Shift form take or pay contracts to take and pay contract.

iv. Sharing in fuels and O & M Savings.

v. Recovery of past excess payment determination by NEPRA.

vi. Mechanism to be agreed for repayment and outstanding IPPreceivables

(d) The process of converting these MoUs into binding agreementsis under progress.

(e) The negotiations between IPPs committee and Independent groupof Power Producers are in process. The effect on power bills of consumerswill be deduced after finalization of ongoing negotiations.

47. *Sheikh Fayyaz Ud Din:  (Deferred during 27th Session)

Will the Minister for Energy (Power Division) be pleased to state thenames of agreements signed by Government with Independent PowerProducers alongwith the conditions thereof in details?

Minister for Power Division (Mr. Omar Ayub Khan): (a) There aretwo types of Agreements in Power Sector i.e. “Power Purchase Agreement(PPAs)” and “Implementation Agreements (IAs)”.Currently, the Power Sector isin process of negotiation with Power Producer through IPPs Committee constitutedby Cabinet. The key features of this MOUs are given below:

i. Reduction in the rate of return on equity

ii. PKR based return

iii. Shift form take or pay contracts to take and pay contract.

iv. Sharing in fuels and O & M Savings

v. Recovery of past excess payment ­ determination by NEPRA.

vi. Mechanism  to  be agreed  for  repayment  and outstanding  IPPreceivables.

(c) is there any legal statutes, which empowers the Government tomake such collection up till now;

(b) if so, the province and jail-wise number of such persons, whohave been languishing in jails upon pendency of their appeals inrespective appellate  forums  for  the  last  three  years or more;and

(c) what  steps  are  being  taken  by Government  to  formulate  acomprehensive  policy  with  collaboration  of  ProvincialGovernments  to  pay  fines  of  such  persons  and  ensure  theirrelease from jails?

12. *Mr. Abdul Shakoor:  (Deferred on 22-01-2021)

Will the Minister for Energy (Petroleum Division) be pleased to state:

(a) the amount which has been paid regarding the purchase of priceof lands, houses and forest etc. to the each affected family bythe  Government  and  Oil  and  Gas  Development  CompanyLimited (OGDCL) at Kazzoba, Tehsil and Sub-Division Batanimerger area FR Luky Marwat alongwith the procedure adoptedto pay the said amount; and

(b) the expenditure incurred upon the welfare and development ofthe  local  tribal  community  from  the  Federal  Governmentand OGDCL and company included in the agreement alongwiththe detail  of  names  and  sources  from where  the amount  hasbeen paid for the said expenditures?

Minister for Petroleum Division (Mr. Omar Ayub Khan): (a) TotalLand of Wali X­1 (287 Kanal 14 Marla) is consisting of Shamlat Deh and washired on annual rental basis for which NOC was obtained from the DC LakkiMarwat. DC Lakki Marwat has been requested to identify and provide list ofpossession holders enabling OGDCL to make payment accordingly. Reply ofwhich is still awaited. No land/house was purchased by the Company.

As narrated above the payment against the land is dependent upon theDC Lakki Marwat reply.

Further, No agreement has been made between the local tribes and theCompany in terms of development and welfare. However, for the securityarrangement at Wali X­1, 28 locals for security duties have been enrolled.

(b) Wali, Mianwali and Pezu blocks partially fall in District Lakki Marwatand OGDCL has deposited Rs. 10.22 million in the joint bank account ofDC Lakki Marwat with reference to Social Welfare Obligation.

The Social Welfare Obligation Fund is utilized as per the Guidelines issuedby the Directorate General Petroleum Concession, Ministry of Energy (PetroleumDivision). For ready reference copy of Guidelines is attached at Annex-A.

As per the Guidelines development schemes are approved by the SocialWelfare Committee headed by the local MNA. The schemes are executed andmonitored by the concerned DC, whereas payments are being made by the DC &Company Representative after completion of work.

14. *Mr. Raza Rabani Khar:  (Deferred on 22-01-2021)

Will the Minister for Energy (Power Division) be pleased to state:

(a) whether  it  is a  fact  that a person was died and another wasinjured due to electrocution while relocating electricity polls inNA-183, recently; if so, the details thereof;

(b) whether  such  relocation  was  approved  from  concernedauthorities;

(c) whether safety measures were taken prior to make such relocationof polls;

(d) whether the aforesaid persons were employees of the relevantSub-Division, where such relocation of polls was carrying out;if not, why were such employees allowed  to work  in anotherarea of their duty place;

(e) whether such matter was investigated; if so, the details thereof;

(f) whether aforesaid persons have been compensated; and

(g) if so, the details thereof; if not, the reasons thereof?

Minister for Power Division (Mr. Omar Ayub Khan): (a) Yes it is afact that Mr. Muhammad Mubariz, Acting LM died and Mr. Muhammad Pervaizwas injured due to electrocution while replacing electricity poles in NA­183.

(b) The SE Muzaffar Garh conveyed the concerned XEN about thebroken PCC pole inside a house for relocation.

(c) Safety measures for 11KV line, on which work was to be executed,were taken, however, hazard identification was not done and the 132KV linerunning parallel to existing HT line, resulted in the said accident.

(d) Yes, the aforesaid persons were employees of the concerned Sub­Division.

(e) Yes, matter was investigated and an inquiry was conducted on thematter and based on the recommendations of the said investigation, the followingdisciplinary actions have been taken against the delinquents:

i. proceedings against Mr. Shahid Nawaz SDO (OP) KD Qureshi areunder process and will be completed in approximately two months’time;

ii. penalty of two steps down for the period of one year has beenimposed on Mr. Sajid Raza, LS­II, without future effect;

iii. penalty of two steps down for the period of one year has beenimposed on Mr. Abdul Ghaffar, LS­II;

iv. Mr. Ghulam Rasool, LM­I has been demoted from LM­I to LM­IIfor the period of two years;

v. penalty of reduction to two stages down in his time scale, for theperiod of two years, has been imposed upon Mr. Kaura Khan,LM­II;

vi. Mr. Nawazish Ali, LM­I has been demoted to LM­II for the periodof one year;

vii. penalty of reduction of one step down in time scale for one year, hasbeen imposed upon Mr. Muhammad Tahir Razzaq, ALM;

(f) Yes.

(g) As per policy in vogue deceased employee was compensated. Thedetails are as under:—

15. *Mr. Muhammad Afzal Khokhar:  (Deferred on 22-01-2021)

Will the Minister for Energy (Power Division) be pleased to state:

(a) whether it is a fact that irregularities of trillions of rupees, bothadministrative and financial, which have been pointed out  inpower sector by the Government’s auditors in the year 2019-20are confirmed proof of poor administration and Governance ofincumbent Government in the power sector;

(b) whether it is also a fact that public at large had to pay the priceof such institutional negligence in terms of increasing electricitytariff;

(c) if  the  answers  to  part  (a) and  (b)  above  are  in  affirmative,whether the  responsible held  accountable  by departmentsconcerned; if so, the details thereof; if not, the reasons thereof;and

(d) what  corrective  measures  are  being  taken  particular  withreference  to  not  transfer  or  shift  the  burden  of  suchinstitutional negligence to general public?

17. *Ms. Shahida Rehmani:  (Deferred on 22-01-2021)

Will the Minister for Energy (Power Division) be pleased to state:

(a) what  is  the amount of circular debt at present alongwith  theamount of circular debt for the last ten years on annual basis;

(b) whether it is a fact that the circular debt is growing 60% annuallyand would be doubled by 2025 as estimated by an independentstudy; if so, reasons thereof; and

(c) what steps are being taken by the Government to deal with thisissue on permanent basis?

19. *Ms. Naureen Farooq Ibrahim:  (Deferred on 22-01-2021)

Will the Minister for Energy (Power Division) be pleased to state:

(a) the steps being taken by the Government to ensure the supply ofelectricity in Kohat City and adjacent areas;

(b) the minimum duration of  loadshedding in  the city and its  farflung areas; and

(c) the action being taken to further minimize the duration thereof?

Minister for Power Division (Mr. Omar Ayub Khan): (a) Onlyscheduled load management is being implemented on the 11­KV Outgoing Feedersin PESCO (including Kohat City area) according to the Aggregate Technical &Commercial (AT&C) Losses of the feeders. No loadshedding is being observed.

(b) Minimum duration is 2 hours on 7 feeders in District Kohat. Theduration of load management increases with the level of theft by the consumers.Detail with respect to District Kohat is attached as Annexure-A.

(c) For the entire PESCO region, a package amounting to Rs.21billion is being also planned by Federal Government. Further, steps have beentaken to minimize the load management duration in Kohat City and adjacentareas i.e.:

i. 05 overloaded feeders namely KDA Phase­II, Eid Gah, Dhoda,Shadi Khel and Siab have been bifurcated for un­interrupted supplyto prospective consumers and public.

ii. Efforts are being continued to control theft and recover the outstandingdues from the defaulters to decrease AT&C loss. Visible progresshas been achieved and load management has been decreased inmaximum areas including those fed through 11 KV Feeders.

iii. Action is also being undertaken against theft so that losses reduceand duration of load management decreases.

iv. NTDC has planned to establish a 220kV Grid Station at Kohat forfurther strengthening of the electricity supply network at Kohat. Inthis regard NTDC has prepared and submitted a PC­I to the PlanningCommission for approval and release of funds. It is anticipated thatonce approved and funds released for the project, the Grid Stationwill be functional by FY 2022­23.

v. PESCO has also planned up gradation of 132KV Grid Station KAKohat and construction of a new 132KV Grid Station in KohatAnnexure-B.

vi. PESCO has further planned rehabilitation of 4 overloaded feeders,replacement of LT bare conductor with ABC cable on 5 feeders &rehabilitation of 45 overloaded transformers in Kohat Annexure-C.

Will the Minister for Energy (Petroleum Division) be pleased to state:

(a) whether there is any plan or policy introduced by the Governmentto provide employment from natural resources in Balochistan;

(b) if so, the details; if not, reasons thereof?

Minister for Petroleum Division (Mr. Omar Ayub Khan): (a) Thereis no such policy at the level of the Petroleum Division. However;

(b) it has been provided in the Petroleum Concession Agreements(PCAs) that the Oil and Gas Exploration & Production Companies shall ensurethe employment of unskilled workers of the area, at local/district level, to theextent of at­least 80% of their unskilled workers category.

Will the Minister for Energy (Power Division) be pleased to state thesteps being taken by the Government to resolve power related issues,modalities for its reforms?

25. *Mr. Saad Waseem:  (Deferred on 22-01-2021)

Will the Minister for Law and Justice be pleased to state:

(a) whether it is a fact that all national and international agreementsand contracts are vetted by the Ministry;

(b) whether the Ministry has required manpower to do the aforesaidtask; if so, the details of persons, which have been posted in therelevant  wing  alongwith  expertise  of  each,  particular  withreference to their experience in the subjects international lawand writing of international agreements and contracts; and

(c) what steps are being taken to strengthen the wing, particularlywith reference to recent decisions of international arbitratorsand forums given against Pakistan?

Minister for Law and Justice (Dr. Muhammad Farogh Naseem):(a)  The Contract Wing was established it the Ministry of Law and Justicevide Cabinet’s decision dated 23­05­2001.

Vide entry 3 of serial No. 21 of the Schedule II to the Rules ofBusiness, 1973, the Ministry of Law and Justice draft/scrutinize and examineall legal and other instruments which are being forwarded by the Ministry/Division/Department concerned.

The Law Division does not make any policy or draft for otherDivisions/Ministries. It only conducts vetting in terms of legal formatting.

All national and international agreements and contracts are vettedby the Ministry only from legal perspective.

NB: However, given the extreme work pressure, the Law Division is stillunder­staffed.

(c)  The  Government  has  established  a  dedicated  Unit  namelyInternational Dispute Settlement Unit which is working in the officeof the Attorney General for Pakistan to deal with the Internationalarbitration cases.

The Cabinet vide its decision dated 14­05­2019 has directed thatall Ministries/Divisions will consult the Attorney­General’s Office,while negotiating International contracts and investment treaties, tomitigate the dispute/risk factors.

Will the Minister for Energy (Power Division) be pleased to state:

(a) the disco-wise number of either new schemes of electrificationor extension  in  existing  set up electricity have been or  to becarried out during the  financial years 2018-19, 2019-20 and2020-21, separately;

(b) the  exact  location  of  the  area, where  such  electrification  orextension has been or to be made and the name of the NationalAssembly Constituency, in which such area falls;

(c) the entity, who provided the required funds for such electrificationor extension; and

(d) the role of sitting MNA in such electrification or extension?

Will the Minister for Energy (Petroleum Division) be pleased to state:

(a) whether it is a fact that several persons, associated with severalSports  Wings  of SNGPL  and  SSGC,  have  been  inducted/employed;

(b) whether it is also a fact that they have been removed from theirservices, in near past;

(c) if so,  the details of such inducted persons alongwith relevantfield of Sport, with which they were associated;

(d) the reasons for the removal of such persons;

(e) is there any proposal under consideration of the Government torestore their services;

(f) if so, the details thereof; if not, the reasons thereof?

Minister for Petroleum Division (Mr. Omar Ayub Khan): (a)

Sui Northern Gas Pipeline Limited (SNGPL)

SNGPL was managing Cricket team since 1993 wherein 39 players/officials i.e. 19 career term and 20 on contract basis were engaged to participatein Grade­I domestic tournaments of Pakistan. However, Prime Ministers Officevide Letter No. PM’s Office.U.O.No. 8(11)/233/DS(Admn)/19 dated 25th June,2019 (Annexure “A”) informed that the domestic cricket structure of Pakistan

has been revisited and replaced with a new design replacing 16 regional cricketassociations with 6 Provincial cricket Association. In this new structure, thedepartmental cricket teams were replaced by regional cricket teams while limitingthe roles of departments merely to the sponsorship of those teams.

SNGPL is presently managing Professional sports teams of eight (8)different games i.e. Hockey, Badminton, Football, Tennis, Squash, Kabaddi, SportClimbing and Mountaineering where 92 players/coaches are purely hired oncontractual basis and 2 are on career term basis of the said games.

Sui Southern Gas Company Limited (SSGCL)

Sui Southern Gas Company Limited (SSGCL) has informed that theyhave (04) teams i.e. Cricket, Hockey, Football & Cycling. In each team followingnumber of National/ International level of players are inducted:—

b. SSGC is passing through a financial crisis due to the shortage ofrevenue. Cricket team comprises of professional players withheavy  salaries  and  large  expanses  during  championships.Maintenance of such an expensive team was getting difficult forSSGC on each passing day. Therefore, decision was made todiscontinue  cricket  team  and  terminate  the  services  of  thesportsmen of SSGC cricket team.

Restoration of SNGPL Cricket operation depends on circumstances androle of departmental teams in domestic cricket structure as and when revised byGovernment of Pakistan. However, we are engaged with PCB for letting us knowthe role and sponsorship from us if required by them.

Minister for Petroleum Division (Mr. Omar Ayub Khan): (a)Appointments in Oil & Gas Development Company Limited (OGDCL) are madein accordance with criteria approved by its Board of Directors. Currently, OGDCLhas 67 employees (contract/regular) having their domicile from. District LakkiMarwat.

Moreover, considering the nature of business activities, the temporary/interim arrangements of manpower are often made, preferably from locals of thearea. At present, 17 service units of local manpower as project workers havebeen engaged through 3rd party contractor at Rig N­6 at Wali X­1 till completionof project.

(b) Locals are hired by OGDCL as project workers and also engagedthrough 3rd party Contractors as stated at above.

(c) OGDCL takes proactive steps and strive towards conservation ofthe environment, implementing controls to eliminate pollution and environmentalharm. All Exploration & Production activities are being carried out under thecompliance of applicable Initial Environment Examination and Environmental ImpactAssessment regulations 2000.

OGDCL has deposited Rs. 10.22 million in the joint bank account of DCLakki Marwat w.r.t social welfare obligation against the Wali, Mianwali and Pezublocks, which partially falls in District Lakki Marwat. The Social Welfare ObligationFunds are utilized as per the guidelines issued by the Directorate General PetroleumConcession, Ministry of Energy (Petroleum Division).As per the Guidelines,development schemes are approved by the Social Welfare Committee headed byMNA of the area, whereas the schemes are executed and monitored by theconcerned DC. To date, following schemes for the development and welfare oflocals are approved by the Social Welfare Committee, District Lakki Marwat,details of which are given below:

Minister for Science and Technology (Mr. Fawad Ahmed): (a)Government of Pakistan has established the Pakistan Standards and QualityControl Authority (PSQCA) by Act­VI of 1996 to provide one window servicesfor Standardization and Conformity Assessment.

The main function of the Authority is to foster and promote standardsand conformity assessment as a means of advancing the national economy,promoting industrial efficiency and development, ensuring the health and safetyof the public, protecting the consumers. Facilitating domestic and internationaltrade and furthering international co­operation relation to Standards andconformity assessment in the interest of consumers.

Power and functions of the Authority as per PSQCA Act VII 1996

(i) designing, measuring and testing instruments and test procedures:

(ii) inspection and testing of products and services for their qualityspecification and characteristics, during use and for import andexport purposes;

(iii) tore  view  of  matters  which  may  be  necessary  for  qualityimprovement of products or processes;

(iv) preparation, implementation, co­ordination or arranging of thetraining programmes on standardization, quality control testingand weights and measures, for technical staff of the Authorityother organizations and trainees from foreign countries;

(v) setting up, assisting in establishing and authorizing variousinspection and testing centers and agencies at important industrialsites and towns;

(vi) providing for the quality labeling standards which shall specifyingredients, performance, specification, usage, methods and otherrelevant quality control matters;

(vii) grading the products when requested by manufacturers, or when­ever necessary for the purpose of quality improvement;

(viii) setting up the mode of inspection and the manner in which samplesmaybe obtained;

(ix) examination of manufacturing plants for the designated productsor processes for approval of marks of the Authority;

(x) to stop manufacture, storage and sale of such products which do notconform to the Pakistan or any other country’s standards recognizedby the Authority;

(xi) inspection and taking of samples of any material or product forexamination as to whether any article or process in relation to whichany of Authority mark has been used conforms to the Pakistanstandard or a standard of any other country recognized by theAuthority or whether any of the Authority mark has been improperlyused in relation to any article or process with or without license orcertificate;

(xii) specification of the manner and condition subject to which a licenseor certificate to use any of the Authority marks may be granted orrenewed, suspended, cancelled or withdrawn;

(xiii) granting, renewal, suspension, cancellation or withdrawal of a licenseor certificate for the use of any of the Authority marks;

(xiv) levying of fees, for marking, grant or renewal of any license orcertificate in relation to use of any of the Authority marks;

(xv) levying of fees for checking, inspection and testing of products forimport, export or local consumption;

(xvi) framing and publishing, amending, revising or withdrawal of thePakistan Standards in relation to any article, product, process;

(xvii) determination of Pakistan Standards for the measurement of length,weight, volume energy and materials;

(xviii) collection, circulation of statistical and other information relating tostandardization, quality control, metrology, applied research;

(xix) establishment, maintenance of libraries, museum, laboratories andaccreditment of other laboratories for the purpose of furthering thepractices of standardization, metrology and quality control;

(xx) communication with public and Governmental agencies on Nationaland International levels, on matters connected with standardizationand other activities of the Authority through circulars, books, publicmedia or through seminars, symposia, workshops and printing andpublishing such circulars and books;

(xxi) securing recognition of the Pakistan Standards and confidence inPakistani products abroad;

(xxii) registration of inspection agencies;

(xxiii) coordination and cooperation with other national, regional andinternational organizations, associations, societies, institutions orcouncils, whether in corporate or not, whose objects are wholly orin part similar to those of the Authority; and

& Quality Control Authority (PSQCA) under Section 14 of Act VI of 1996 tocheck the quality of 39 food and other consumers items in the country as perInternational Guidelines, practices and National Standards.

Pharmaceutical products are not in legal purview of PSQCA andrelevant Authorities are mandated to control manufacturers of substandardpharmaceutical products.

PSQCA monitors the quality of 105 Mandatory items including 39food items in the country which were brought under mandatory certificationthrough SRO’s issued by the Govt. of Pakistan time to time as per PSQCAAct VI of 1996 and Pakistan Conformity Assessment Rule 2011 (Annex-I).

PSQCA is having complete mechanism to monitor the quality of theproducts through quarterly inspections of the manufacturing units and marketsurveillance from time to time. Where in the sample of food products alsotaken from open market and sent for testing to labs analysis in accordance tothe PSS.

Sample Collection:

PSQCA monitor quality of food products by quarterly inspections andopen market sampling on continuously as per  international practices withtransparency.

Three random samples are collected from the unit and sealed. The sampleNo. 1 is sent for testing to Laboratory, the second is retained in unit and the thirdis kept in PSQCA to assure transparency

Monitoring of Quality:

Hygienic condition of plant is monitored along with quality controlprocess and production.

Issues notices to units if product found non conformity and guidelinesare provided for improvement of quality as per Pakistan Standards.

(c) PSQCA have the powers of Fine and other punishment as perAct VI of 1996 under Section 20 to Section 21.

20. Penalty for improper use of Authority marks, etc.—(1) Anyperson who contravenes the provisions of sections 10, 11 or 12, shall be punishablewith imprisonment of either description for a term which may extend to one year,or with fine which shall not be less than thirty thousand rupees, or with both.

(2) A court convicting a person under this section may direct that anyproperty in respect of which the contravention was made shall be forfeited to theFederal Government.

21. Penalty for contravention of section 13.—If  any  personcontravenes the provisions of any notification issued under section 13 or of anylicense or certificate issued there­under, he shall without prejudice to confiscationof property or penalty to which he may be liable under the provision of the CustomsAct, 1969 (IV of 1969), as applied by sub­section (2) of the said section 13, bepunishable with imprisonment of either description for a term which may extend toone year, or with fine which shall not be less than fifty thousand rupees, or withboth.

22. Penalty for other contraventions.—Whoever contravenes anyof the provisions of this Act  or any rule made or notification issued there­under,including a notification issued under Section­14, prohibiting, manufacture, storageor sale of an article not conforming to the Pakistan Standard shall, if no otherpenalty is elsewhere provided under this Act, be punishable with imprisonment ofeither description for a term which may extend to one year, or with fine which shallnot be less than fifty thousand rupees, or with both.

(b) if so, is there any assessment has been made in recent times torationalize  the  electricity  load on  transformers  in  aforesaiddistrict; if so, the details thereof; if not, the reasons thereof; and

(c) if such assessment has been made, the stage-wise time frame, inwhich load management on the transformers in aforesaid districtwill be rationalize?

Minister for Power Division (Mr. Omar Ayub Khan): (a) Thematter regarding overloading of the transformers is under active considerationin HESCO. The overloaded transformers are either being augmented withhigher capacities or Additional Transformers are being installed as per theload requirement of the area being fed on the regular basis.

(b) Based on rationalization by HESCO, 96 estimates have beensanctioned against the overloaded Transformers during the period from July­2019 to October­2020.

(c) These 96 identified overloaded transformers will be installed withina period of 06­months, in order to resolve the voltage issues and for smooth /continuous supply of electricity to the residents of Hyderabad District.

Minister for Human Rights (Dr. Shireen M. Mazari): (a) The Ministryof Human Rights has recently updated the subject­wise list of titles of all lawswith reference to business allocated under the Rule of Business, 1973.

(b) The list containing the following laws and rules has been updatedfor further process of implementation:—

i. The National Commission for Human Rights Act, 2012.ii. The Transgender Persons (Protection of Rights) Act, 2018.iii. The Legal Aid and Justice Authority Act, 2020.iv. The ICT Rights of Persons with Disabilities Act, 2020.v. The National Commission on  the Status of Women (NCSW)

Act, 2012.vi. The National Commission on the Rights of Child Act, 2017.vii. The Islamabad Capital Territory Child Protection Act, 2018.viii. Diyat, Arsh and Daman Fund Rules, 2007.

(c) Most of the laws related to this Ministry have been recentlypromulgated and being implemented. However, the following amendments havebeen made in the laws/Rules given below:­

Diyat, Arsh and Daman Funds Rules, 2007 were amended duringlast year. Under these Rules, the grants are now provided to thoseconvicts who are incapacitated due to physical or mental illness,women with children, orphans, juvenile prisoners and prisoners whohave crossed the age of 40 years (instead of 60 years); and haveundergone their major portion of imprisonment but cannot pay theamount of Diyat, Arsh or Daman.

Two amendments have also been made in National Commission onthe Status of Women Act, 2012 regarding fixing timeframe of thirtydays for appointment of Chairperson and Acting Chairperson.

(d) Ministry of Human Rights, under the Action Plan for HumanRights, has conducted a research study in order to review and identify legal

provisions for harmonization of legislation in line with the Constitution ofPakistan, Government of Pakistan’s international human rights obligations,subordinate legislations and to provide recommendations for enactment/amendments in the existing legal framework. The study will be instrumental toupdate consolidate/ amend human rights related Laws/ Rules to keep pacewith changes in modern society. The scope and enforcement of human rightshave been further elaborated along with analysis of core issues, laws and judicialjudgments.

(a) whether relevant authorities of Ministry conducted any study todetermine magnitude of accidents on Motorways and Highwaysand identified reasons behind increasing trend of accidents; ifso, the details thereof; if not, the reasons thereof;

(b) steps being  taken  by  the  Government  to  reduce  the  ratio  ofaccidents on Highways and Motorways; and

(c) steps being taken to set up Rescue Centers on Motorways andHighways at a prudent appropriate distance?

Minister for Communications (Mr. Murad Saeed): (a) In order todetermine the magnitude of accidents on Motorways and Highways and identifyreasons behind increasing trend of accidents; National Transport Research Centre(NTRC) under Ministry of Communications is working on a project “Accident

Data & Cost Study”. Collection of five years (2013­17) accident Data across thecountry from Police and Health Departments has been carried out. After completionof the study the center would be able to assess the number of fatal and non­fatalaccidents in the country. The study would be completed by June, 2022.

(b) Speed checking.

(c) Road Safety Briefing, awareness and sansitization walk, seminar,workshops, lectures, presentations, shall etc.

(d) Printed roads safety material in shape of broachcrs, booklets,pamphlets etc. are distributed.

(e) Road Safety radio station FM­95 in Islamabad which is being furtherextended to three major cities i.e. Nowshera, Sargodha, Jamshoroetc.

(f) Android App (Hamsafar), travel advisory portal and feedbackmechanism have been launched.

(g) Helpline 130 to ensure prompt assistance to commuters underdistress.

(h) Two (02) driver policy for PSVs in case of more than 05­hourjourney.

(i) Regular meetings/correspondence with NHA to plug­in the missingfence gaps.

(j) FIRs lodged against the culprits involved in damaging/ stealing fence.

(c) NHA has planned to establish Krnergency Response Center (ERCs)on its network in a phased program for emergency relief/first aid medical servicesto accident victims and needy locals. The conceptual design of ERC facility hasbeen  prepared  and  NHA  Executive  Board  approved  a  pilot  project  forconstruction of ERC at three locations, i.e. Rashakai (M­1),  Chakri (M­2) &

(c) The funds of Rs. 163.176 million were received by PESCO forexecuting schemes of 205 village and all the received funds Rs. 163.176 millionwere utilized.

(c) whether  such  arrangements  are  tantamount  to  violation  ofConstitution, as  it deprives  fundamental right of  law abidingcitizens; and

(d) if  the answers  to part  (a),  (b) and  (c) above are affirmative,what corrective measures are being taken by the Governmentin this regard to safeguard the fundamental rights of citizens?

Minister for Human Rights (Dr. Shireen M. Mazari): (a) Pursuantto Article 11(3) of the Constitution of the Islamic Republic of Pakistan “nochild below the age of fourteen years shall be engaged in any factory ormine or any other hazardous employment.”

Further restrictions have also been placed in local legislation on theemployment of children below the age of 14 as follows:

Federal:

The West  Pakistan  Shops  and  Establishments  Ordinance  1969,pursuant to Section 20, prohibits the employment of children under fourteenthyear of age to work in any establishment.

Additionally, the Employment of Children Act, 1991 also proscribescertain hazardous occupations and processes wherein employment of childrenless than fourteen years of age is prohibited including Domestic Child Labour.

Provincial:

Please note that pursuant to the following acts, employment of a childbelow the age of 14 in any establishment is prohibited:

Sindh Shops and Commercial Establishment Act, 2015

Khyber Pakhtunkhwa Shops and Establishments Act, 2015

Punjab Shops and Establishments Ordinance, 1969

West Pakistan Shops and Establishments Ordinance, 1969 (alsoapplicable in Balochistan)

The main prohibition  relates  to children under  the age of 14 and,consequently, a child under the age of 15 but above 14 (defined as an adolescentunder the aforesaid acts) is allowed to work in an establishment subject tocertain limitations.

However, to extent of the province of Punjab, the Punjab Restrictionof Employment of Children Act, 2016 increases the aforesaid upper age limitand prohibit the employment of a child below the age of 15. Despite theconflicting provisions, the latter law shall apply.

(b) At present, the only available law is the Punjab Restriction ofEmployment  of  Children Act,  2016  and  no  such  legislation  is  underconsideration. However, the key steps taken to address the issue of childlabour at ICT level are as under:

Child Domestic Labour has been banned by inserting it in Part­I ofthe Schedule of the Employment Children Act, 1991 and accordinglynotified on 30th July, 2020.

Islamabad Capital Territory Child Protection Act, 2018 has beenenacted which provides for the protection and care of children inIslamabad Capital Territory including child domestic workers.

National Commission on the Rights of Child has been established on28th Feb, 2020 under the National Commission on the Rights of theChild Act, 2017 which monitors child rights situation in the countryincluding child labour.

The ICT Free and Compulsory Education Act, 2012 has beenenacted to provide compulsory educational to the children from age5 to 16 years.

Measures taken by Provincial Governments

The Government of the Punjab has enacted the Punjab Restrictionof Employment of Children Act, 2016 which prohibits employmentof children less than 15 years of age. The Punjab Prohibition of ChildLabour at Brick Kilns Act 2016 prohibits employment of childrenless than 14 years of age.

The Government of Sindh has enacted the Sindh Prohibition ofEmployment of Children Act, 2017 which prohibits employment ofchildren less than 14 years of age.

The Government of Khyber Pakhtunkhwa has enacted KhyberPakhtunthwa Prohibition of Employment Children Act, 2015 whichprohibits employment of children less than 14 years of age

The Government of Balochistan has enacted the Balochistan ChildProtection Act, 2016 which provides for protection of children fromexploitation including child labour.

(c) No, there are no specific CSR rules set for oil depots and the licensedOMCs. However, the OMCs possessing the above premises have their own/in­house CSR policy for benefiting the concerned/surrounding people and area whichincludes but not limited to:

(d) Under OGRA Ordinance 2002, OGRA is empowered to regulatedownstream oil sector activities in the country. Resultantly, the role of PetroleumDivision is limited only to policy formulation for downstream oil sector.

Furthermore, oil depots are regulated by Ministry of Industries andProduction under Petroleum Act 1934 and rules made thereunder i.e. PetroleumRules 1937 and Explosive Rules 2010 framed under Explosive Act 1884.

disconnected (Meter Locked / Removed) 56,881 defaulters throughout its franchisearea that resulted in a decline of accumulated arrears as well as defaulters. Thedefault position as of October, 2020 billing carries the number of defaultersas 366,734 with a cumulative amount of Rs.9.4 billion as compared to billingmonth of June, 2020 having number of defaulters as 589,096 with amount ofRs. 12.5 billion.

SNGPL apprised that in order to recover outstanding amounts fromdefaulted consumers the following actions are being pursued;

Physical disconnections of defaulted consumers;

Adjustment of security/encashment of Bank Guarantees

Issuance of recovery notices;

Offering installment plans;

Publication for “Public at Large” cautioning the buyers to seekclearance from SNGPL before entering into any agreement withdefaulted consumers;

To avoid alienation of defaulted premises filing of applications forattachment before judgment in recovery suits;

Public notices in leading newspapers for creating awareness and tocaution buyers to avoid entering into purchase or partnership ofbusiness at CNG defaulted sites owing to prerogative , of theCompany to recover defaulted amounts through auctioning theproperty in recovery suits.

(a) whether  it  is a  fact  that  the silent  language  for  the deaf anddumb children  (special  child) has been  taughts  differently  indifferent areas;

(b) whether  the  Government  intends  to  make  arrangements  forteaching the silent language in the same pattern/uniform waythroughout  in  the  Pakistan  for  the  deaf  and  dumb  children(special child); and

Minister for Human Rights (Dr. Shireen M. Mazari): (a) Yes, it is afact that the sign language for the hearing impaired children / persons has beentaught  differently  in  different  areas  of  Pakistan. As  language  patterns(pronunciation, dialect etc.) of different areas vary, the changes are also visiblein sign language users.

(b) The National Institute of Special Education (NISE) has alreadyinitiated the process to develop and design the uniform sign language books in2019­2020.

(c) The stakeholders such as hearing impaired persons, representativesof NGOs and sign language experts from all Provinces are actively involved tocomplete the task of sign/silent language books. The NISE will be able to completethis gigantic task tentatively within next six months.

(a) whether the Government is not capable to complete the demandof Gas in the country;

Minister for Petroleum Division (Mr. Omar Ayub Khan): (a) No,Federal Government is making all out efforts to meet the demand of gas in thecountry. During the winter months, gas consumption by the domestic sectorincreases manifolds on account of use of room and water heaters. On theother hand, indigenous gas sources are continuously depleting and cannot meetthe winter demand. In SNGPL system, the domestic demand goes up by 3xand in SSGC, it goes up by 2x in December and January.

Both the Sui Companies are dedicated to ensuring smooth gas supplyto all categories of consumers on their network especially to high prioritydomestic consumers, even during winter months.

Currently, there is dedicated RLNG pipeline having the capacity of1200 MMCFD. Government is vigorously pursuing for the enhancement ofpipeline capacity by installation of new infrastructure and / or augmentation ofexisting pipeline capacity.

SSGC has laid a pipeline of 17 KM from Port Qasim to Pak LandSMS, which has enhanced capacity of network system. SNGPL is trying tomanage the supply of available RLNG and indigenous gas, as per the priorityorder and directions of the Government.

Furthermore the efforts are being made to enhance the explorationactivities in the country.

(c) In order to resolve the issue of wide spread gas theft in high UFGareas on permanent basis, a project for extension / rehabilitation of gas networkunder 14 SMSs at cost of 9.0 Billion was approved by the Board of Directorsand submitted to the Petroleum Division/ECC. However, ECC approved Phase­Iof the project amounting to Rs. 1.945 billion, for four SMSs (Shakardara, Chokara,Karak and Hangu). Phase­I of the project involves laying of 476 Km network ofdifferent diameter pipe lines through which gas will be supplied to 51 villages byinstalling 19,200 new domestic connections.

(d) Target date of completion for Phase­1 of project is 30th June, 2021.

(a) whether it is a fact that despite completion of Neelum JhelumHydro Power Project, the Neelum Jhelum surcharge is still beingcharged on electricity bills;

(b) whether it is also a fact that FC surcharge, TR surcharge, LPsurcharge, Television fee and General Sales Tax are also beingcharged on electricity bills;

(c) if  the  answers  to part  (a) and  (b) above  are affirmative,  thereasons thereof;

(d) how much amount is collected in each surcharge including NeelumJhelum surcharge and the details of its usage; and

(e) whether  there  is  any plan  to  reduce  the number  and  rate  ofsurcharges on the electricity in near future?

Minister for Power Division (Mr. Omar Ayub Khan): (a) NeelumJhelum Surcharge (NJS) is levied @ Rs 0.10/Kwh to all categories of consumersexcept life line domestic consumers.

(b) Late Payment surcharge, Television fee and General Sales Tax arebeing charged on Electricity Bills. However, TR surcharge has been eliminatedfrom Electricity Bills with effect from 01­01­2019.

(c)  i. “Financing Cost Surcharge” is a Federal Govt. levy @ Rs.0.43 perkWh, applicable to all categories except life line consumers. Thissurcharge is levied on account of investments in Power Sector andloan repayments.

ii. “Late Payment Surcharge” is levied on account of non­payment ofbill within due date @ 10%.

iii. General Sales Tax (GST), is levied on all consumers at the rate of17%. It is a tax levied by the Federal Government under the SalesTax Act, 1990.

iv. PTV fee is being charged @ Rs.35/­ for domestic consumers andRs. 60/­ for commercial consumers in the electricity bills in view ofAgreements held in 2004 among the PTV and DISCOs.

v. NJ Hydro Power Project the surcharge was imposed Vide ECCdecision dated  12­12­2007  to  develop  the  project. ECC  videdecision dated 31­05­2018 extended it till the COD of the wholeproject.

(d) The amount collected for FY 2019­20 and upto 10/2020 is attachedas Annex-A.

(e) Power cost has increased as against the tariff being charged to theconsumers. However, Govt. plans to reduce the burden on consumers. Surchargeslike NJS was imposed in national interest to meet the huge capital cost of theproject. Moreover, case is under consideration to discontinuation of NJS.

and according to the coordinates shared by M/s. PPL the nearest deliverypoint to this new gas in M/s Sui Southern Gas Company Limited’s transmissionnetwork is approximately 170 km away. Gas from this new discovery has yetto be formally allocated to M/s SSGC. After that the producer would formallybe allowed to produce and sell the gas as per the relevant Petroleum Policy/Rules in vogue.

Chowkidars working in various Special Education Schools/Centres inIslamabad have been paid late sitting claims from 2015 to till date.

(b) The late sitting claims of six (06) Chowkidars of National SpecialEducation Centre for Hearing Impaired Children, Islamabad for the years2018­2019, 2019­2020 were not paid.

The claim of six (06) Chowkidars on account of late sitting chargesamounting to Rs.213,585/­ were submitted to AGPR, Islamabad under theHead “Employees Related Expenses” in the financial year 2019­20. The samewas returned on the ground that the amount in the head of account wasin excess of the total allocated budget of the said financial year.

(c) During Financial year 2019­20, the budget was not available toclear the outstanding claims. However, during current financial year 2020­21,

4. Night surveillance of suspected consumers Company has alsoinstalled Electronic Volume

Correctors (EV C) meters on al l industrial and high consumption

Commercial consumers to stop gas pi l ferage. Industrial Consumers are also

being monitored remotely through GPRS and SCADA systems.

Minister for Petroleum Division (Mr. Omar Ayub Khan): (a)

Aaccording to OGDCL, total land of Wali X­1 (287 Kanals 14 Marlas) consistsof Shamlat Deh and was hired on annual rental basis for which NOC wasobtained from the DC Lakki Marwat. Who has been requested to identifyand provide list of possession holders enabling OGDCL to make paymentaccordingly. Reply of which is still awaited. No land, house was purchased byOGDCL.

(b) As per lease agreement signed by District Administration andOGDCL, tree compensation of medium trees is Rs.500/­ per tree and forlarge trees is Rs. 1000/­ per tree.

No agreement has been shade between the local tribes and theCompany in terms of development and welfare. However, for the securityarrangement at Wali X­1, 28 locals for security duties have been enrolled.

A Low Voltage (LV) proposal under Energy Loss Reduction(ELR) / Distribution of Power (DOP) was accordingly prepared which includederecting 4 LT structures alongwith allied material and the same has beenimplemented / completed by 17­12­2020.

(a) whether it is a fact that due to numerous time breakage of waterpond during the process of drilling for the discovery of Oil andGas reserves by OGDCL and its contracting company chemicalmixed water has been mingled with the water of local spring inmerger area F.R Lakki Marwat, Tehsil and Sub-Division Betni,Gazgoba;

(b) whether it is also a fact that the poisonous water of the abovesaid spring has caused the death of numerous humans as well asanimals, if so: and

(c) what steps  are  being  taken  by  the  Government  in  order  toheld the accountable responsibles and to compensate the lossesof local tribes?

Minister for Petroleum Division (Mr. Omar Ayub Khan): (a) Oil &

Gas Development Company Limited (OGDCL) operations are conductedaccording to environmental regulations. F.R Lakki Marwat, Tehsil and Sub­Division Betni, Gazgoba. A waste water pit was constructed at OGDCL’s rigsite which is used to store cuttings and chemically treated water from the wellbore.

Two breaches occurred in the said pit on 12th March, 2020 and 29thJune, 2020. Both breaches were repaired/rectified. Breach occurred due toheavy rains and land sliding for which a collection point was also made in caseof any seepage from the waste water pit. Locals were also informed accordinglyand as a precautionary measure potable water was also provided to locals.

There are small ponds in the area and it is informed that the wastewater neither mixed in any of the ponds nor with the water spring which is

located far from the operational area. The ponds are also located at a heightand upon breach a channel was established for keeping waste water awayfrom entering the ponds.

The new waste water pit is constructed in a well secured area and iscovered with razor/barbed wire to protect from any accidental fall or human/animal consumption. The pictures of the pit prepared at the operations site areattached at Annexure-A for reference.

(b) Neither causality nor any incident of such a nature occurred atthe said area. As no discharge of waste water pit was mixed with the springwater, and no event of human or animal consumption of water from the pitwas reported.

(c) OGDCL is already following strict procedures in accordance withthe applicable laws for the conservation of environment, and protection of life.No loss or incident has occurred in the said area. The breach in the pit was aresult of natural calamity.

(a) whether it is a fact that despite the lapse of almost three years,the authorities concerned have failed to issue demand noticesfor installation of meters of natural gas of different consumersof Chak No.82/JB Jaggatpur, Dijkot Pansra Road, Faisalabadand Anwar Town, Near Masjid Burewala, District Vehari, whohad applied for the connection of natural gas under CustomerIDs  1207753685  dated  13-03-2017,  3529972814  dated31-08-2017, 1200468699 dated 27-09-2017, 5050105395 dated27-10-2017, 8861906517 dated 27-12-2017 and 99936622887dated 22-05-2017;

(b) if so, the reasons thereof; and

(c) what steps are being taken by the Government to do the needfulat an earliest?

Minister for Petroleum Division (Mr. Omar Ayub Khan): (a) Yes, it

is a fact that demand notice for installation of meters of natural gas of differentconsumers of Chak No. 82/JB Jaggatpur Dijkot Pansra Road Faisalabad andAnwar Town, Near Masjid Burewala District Vehari who had applied for theconnection of natural gas under Customer IDs 1207753685 dated 13­03­2017,3529972814 dated 31­08­2017, 1200468699 dated 27­09­2017,5050105395 dated 27­10­2017 8861906517 dated 27­12­2017 and99936622887 dated 22­05­2017 have not been issued so far.

(b) All applications are being processed strictly on their turn/merit.

The above customer IDs do not fall on merit as the current merit ofMian Channu Sub­Area and Faisalabad Main is 31.01.2017.

(c) Demand Notices/proposal letters against the above customer IDswill be issued on their turn/merit.

Will the Minister for Energy (Petroleum Division) be pleased to state:

(a) details of  residents  of  Chak  No.88/JB,  Hussaina  Tehsil  andDistrict Faisalabad, who applied for installation of meters ofnatural Gas on urgent basis since 8th July, 2019;

(b) whether  it  is  a  fact  that  relevant department  of  SNGPL  hasfailed to issue demand notices to aforesaid residents so far; ifso, the reasons thereof; and

(c) time by which the needful will be done?

Minister for Petroleum Division (Mr. Omar Ayub Khan): (a) Total64 bills have been issued against urgent fee to the residents of Chak No. 88/JB Hussainia Tehsil & District Faisalabad since 8th July, 2019.

(b) No, it is not a fact that relevant department of SNGPL has failedto issue demand notices to aforesaid residents. Details are as follows:­—————————————————————————————

Minister for Communications (Mr. Murad Saeed): (a) Presently,there is no proposal under consideration in NHA for construction of NHA forconstruction of Motorway/ National Highway from Salam Interchange toSargodha.

Will the Minister for Communications be pleased to state the reasonsfor constant  increase  being  made  in  the  rates  of  Toll  Tax  on  theMotorways in the country?

Minister for Communications (Mr. Murad Saeed): It isapprised that NHA has entered into a concession agreement. on 23rd April,2014 and increase in toll is as per agreement on M—2 (Islamabad­LahoreMotorway) and likewise on M­9 (Karachi­Hyderabad Motorway) as perconcession agreement made on 10th March, 2015.

No toll is increased on Motorways by Current Government. 70. Mr. Ali Gohar Khan:

Will the Minister for Communications be pleased to state the reasonsdue to which rest areas are still not operating along Lahore to AbdulHakeem Motorway?

Minister for Communications (Mr. Murad Saeed): It is to apprise

that the Following two West Areas have been established by NHA on Lahore –Abdul Hakeem Motorway M­3:­

1. Darkhana at Km 94+100

2. Buchcki at Km 1082+400

These Rest Areas are awarded and fully operational since March ­2020, for the facilitation of commuters.

The Rest Area consists of following facilities:

i. Tuck shop

ii. Prayer Area with ablution area

iii. Public Washrooms

Will the Minister for Energy (Petroleum Division) be pleased to state:

(a) whether it is a fact that despite depositing the amount of demandnotice under the Account IDs 39842214627 dated 16-12-2019,80627871983  dated  06-01-2020,  27127968702  dated08-01-2020, 84214063756  dated  27-01-2020,  23740759891dated  04-02-2020,  27190320930  dated  04-02-2010,57956155428 dated 20-02-2020, 15621669298 dated 02-03-2010by residents of Chak No.81/JB, Pandoori Pansra, Dijkot RoadFaisalabad, as the authorities concerned have failed to installmeters of natural Gas against aforesaid demand notices;

(b) if so, the reasons thereof; and

(c) what steps are being taken by the Government to install metersagainst aforesaid demand notices at an earliest?

Minister for Petroleum Division (Mr. Omar Ayub Khan): (a) Yes, it

is a fact that gas connections have not been provided so far against thementioned consumers/ Account IDs being not on merit as yet.

(b) All applications are being processed strictly on their turn/merit.Turn/merit is determined from the initial date of filing of request for gasconnection. The referred applications were filed during the period from

December 2019 to March 2020 while application filed on or before31.01.2017 are being processed in Faisalabad Region.

(c) SNGPL has requested the Regulator for review/enhancement ofannual quota for gas connections during current fiscal year so as to expeditethe process. Decision of OGRA is awaited.

72. Ch. Muhammad Hamid Hameed:

Will the Minister for Energy (Power Division) be pleased to state:

(a) what are  the  scheduled  reading dates  issued  for  each monthsince September, 2019 of the whole UC-2 Ghakka Meter, PathanWali  Wazirabad  in  Pakistan  including  against  the  ReferenceNo.02122321203500-R, which is located in GEPCO’s DivisionWazirabad and Sub-Division  Wazirabad-II;

(b) what are the reading dates printed in the bill for each month,since September, 2019 for the above reference number;

(c) what is the actual reading dates for each month since September,2019 for the above reference number; and

(d) whether the  scheduled  and  actual  reading  dates  have  beenobserved in compliance with the provisions of consumer servicerules manual against the above UC-2, Ghakka Meters PathanWali Wazirabad and also in the aforesaid reference number?

Minister for Power Division (Mr. Omar Ayub Khan): (a) Thescheduled reading dates issued for each month since September, 2019 toSeptember, 2020 of the whole UC­2 under Sub­Division No.2 Wazirabadincluding reference No.02122321203500­R (which falls under batch No.02)are attached.

(b) The scheduled reading date is printed in the bill as “reading date”.The scheduled reading date is mentioned against above reference. Batch No.2in the attached list may kindly be referred.

(c) The actual date of reading taken by Sub­Division No.2 Wazirabadis mentioned against colum No.05 in the attached list.

(d) Meter reading dates comply with Consumer Service Manual inwhich the billing cycle remains one month i.e. 30/31 days. The SDO Sub­Division has clarified that the schedule and actual meter reading dates aredifferent but it is clearly evident from actual reading dates that reading is beingtaken after a fixed 30/31 days cycle.

Will the Minister for Energy (Power Division) be pleased to state:

(a) whether it is a fact that low voltage transformer is installed innew  Lalazar,  Line-8,  Gali  No.1,  Near  Fouji  FoundationUniversity due  to which voltage  is not  to fulfill  the supply ofrequired voltage of electricity alongwith the problems of electrictripping remains frequent;

(b) if so, the time by which high voltage electricity transformer willbe installed overthere at an earliest?

Minister for Power Division (Mr. Omar Ayub Khan): (a) The site

has been checked by the concerned SDO and found that a technically sound3/phase 100KVA transformer working in good condition exists at new Lalazar,Line­8, Gali No. 1 Near Fouji Foundation University. Neither there is any lowvoltage problem nor the said transformer is overloaded.

(b) As far as the frequent tripping is concerned, it is apprised that inthe recent past multiple shutdowns were approved on 11KV, 502­Workshopfeeder for the purpose of construction works and maintenance of the feeder.All these shutdowns were properly published in daily leading News Papersfor the information of general public well before the date of shutdowns,otherwise there are no un­scheduled interruptions on the aforesaid feeder.Thus, there is no need of installation of high voltage transformer as elaboratedabove.

74. Ms. Nasiba Channa:

(a) the  names  and  designations  of  employees  who  posted  ondeputation in NHA at present; and

(b) the dates of such deputationists alongwith the reasons thereof?

Minister for Communications (Mr. Murad Saeed): Answered byNHA Presently, 21x officers/officials belonging to different service groupsand departments are working in NHA on deputation’ basis The list of suchofficers/officials, is placed at Annex-A.

The dates of deputationist working in NHA are mentioned in the abovelist at Annex­A.

NHA has acquired the services of deputationist under Clause­12(7)of NHA Service Rules, 1995 (Annex-B) which is reproduced below andClause­4(1) of Admn Manual­2002 (Annex-C):

“The Competent Authority may acquire the services of employees fromGovernment Departments, Autonomous / Semi Autonomous or local bodiesagainst direct quota posts or if a person of required qualification and experienceis not available for promotion on such terms of deputation as may be agreedto in consultation with the lending department­/ body, which shall be inconsonance with Federal Government Rules on the subject.”

It is stated , that the services of officers/official are acquired againstthe posts available in direct share as per requirement.

(a) whether it is a fact that the Customer ID Nos.5464737831 dated28-06-2011, CNIC No.13101-0946883-7 resident of Dheri Maira,Muslimabad, Havelian, Abbottabad applied for Gas connectionand despite the application for issuance of demand notice andalso other inhabitants to concerned department has so far beenfailed to issue the same, if so; and

(b) the reasons of not issuing the demand notice to above alongwiththe steps being taken by ministry to provide the connection tothe said customers?

Minister for Petroleum Division (Mr. Omar Ayub Khan): (a) Yes, itis fact that Consumer ID 5464737831 dated 28.06.2011, CNIC No. 13101­0946883­7 resident of Dheri Maira, Muslimabad, Havelian, Abbottabadapplied for Gas connection. Survey of the above premises was carried outwhich revealed that no gas network existed in front of the applicant premises.

(b) Survey of the above premises was carried out which revealedthat no gas network existed in front of the applicant premises and 40 metersline­pipe was required. Subsequently the above line­pipe has been approvedbeing long service line and proposal letter/demand notice has been issued tothe applicant.

Gas connection to the applicant’s premises shall be provided aftercompletion of contractual formalities by the applicant on its turn/merit.
