the following three passages and answer the items
that follow each passage. Your answers to these
items should be based on the passages only.
Passage - 1
The impact of democracy on growth and
poverty is an important political issue in all poor
developing societies. In many countries in Africa,
Asia and Latin America, the need to accelerate
the pace of industrialization and growth provided
a ready alibi for the imposition of dictatorial forms
of government after independence from colonial
rule. Some of them did well, but many of them
stagnated. In response to internal popular
pressures as well as international opinion,
several countries have now opted for democratic
forms of government. However, some of them
continue to stagnate or face periodic external
crises.
In view of past experience as well as the
inability of several democracies to show decent
rates of growth and/or alleviate poverty, a widely
shared view among economic experts and political
leaders is that while a democratic form of
government is certainly politically preferable, it
does impose some economic costs which have to
be accepted as being unavoidable. In India also,the failure of successive governments to fully
implement various anti-poverty programmes or
improve productivity of public investment in
infrastructure is often attributed to its vibrant
democracy.
Fortunately, on this whole issue of the
relationship between democracy and growth with
equity, the statistical results of extensive cross-
country experience in more than 100 developing
countries are now available. The main
conclusion emerging from the research is tht thehypothesis that democracy necessarily leads to
weaker growth is simply not tenable. There are
as many cases of successes among democratic
countries over different periods, as there are
cases of failures. The economic outcomes are not
related to the type of government a country has,
but what a government does when it is in office.
In fact, an important benefit of an open society is
that if wrong policies are followed, a correction or
reversal of these policies is easier. In closed and
authoritarian societies, on the other hand,
governments are more inclined to persist with
wrong policies over longer periods.
Based on the findings of historical and
statistical research, the most interesting
question that emerges is not whether
democracies can deliver satisfactory economic
outcomes (in addition to political freedom), but
why some democracies do so much better thanothers. The answer to this question is also
relatively straightforward. The actual outcomes
of policies are likely to depend on the quality of
leadership and accountability of elected
governments for their performance.

Passage - 2
In India, control over public enterprises and
the ability to launch new projects are important
sources of commercial power. In addition to
employing a large number of persons, public
enterprises also account for a substantial
proportion of the national output in industry and
services. The production and distribution of goods
and services involve issuing a vast number of
contracts, appointment of dealers (such as
allocation of petroleum pumps), fixing prices, and
purchase of machines and materials. Along with
the power to influence public sector decisions in
these areas, ministers and other political
dignitaries enjoy considerable free media
publicity at the expense of public enterprises.
India is unique in this respect as there is noother mature democracy in the world where
newspapers and electronic media in different
languages are full of advertisements issued by
public enterprises, with photographs of ministers
and other party leaders.
The discretion available to ministers in the
exercise of commercial and other statutory
powers has led to substantial diversion and
misuse of public funds. It is the primary cause of
over-centralization, procedural bottlenecks and
high cost of providing public services, particularlyto the poor. There is an urgent need to reduce
the vast scope of discretionary powers available
to politicians in office, and thereby reduce the
scarcity value of such offices. Certain measures
to achieve these objectives, without in any way
compromising with the legitimate responsibility
of political leaders for determining the economic
and other national priorities, are considered
important.

Modem agriculture is heavily dependent onnon-renewable energy sources, especiallypetroleum derived fertilisers and irrigationpumps. A sudden cut-off inenergy supply would be disruptive. Public services such as health care are a
unique challenge, because the typical Indian
approach to reformdo it by bringing in private
competitorssimply does not work here. The
problem is that health is too much of a public
good, offering a very limited role for the private
sector. When it comes to the health of the public
creating awareness, controlling epidemics and
ensuring basic nutrition and vaccination for even
the poorest citizensthe government has to play
a role, as market solutions for these services are
neither effective nor universal. In addition,
catastrophic health carewhen treatment is
literally a matter of life and deathis often
expensive. This means that private sector health
care in the most critical situations becomes
unaffordable for the poor.
Private hospitals and clinics in India have not
done much to counter ineffective public health
care services. The lack of universal health
services has come with terrible consequences,
especially for the health of the poorest Indians. It
is not uncommon to see children with copper-
colored hair clinging to exhausted mothers on the
sidewalks of even our biggest cities. Even in our
more developed states, we still see large numbers
of sick, stunted children, weak mothers and a
generally unhealthy working class.
Our persisting failures here arise in part from
our lack of initiative in changing the colonial
approach to health care we inherited. The fact
that British India bungled health care badly is
hardly shocking even effective, democratic
governments around the world have struggled
with how to provide better health care. An
imperial government unaccountable to Indians
ended up, unsurprisingly, with unrelentingly badfigures.
