Directions for the following 10 (ten) items: Read

the following three passages and answer the items

that follow each passage. Your answers to these

items should be based on the passages only.

    Passage - 1

The impact of democracy on growth and

poverty is an important political issue in all poor

developing societies. In many countries in Africa,

Asia and Latin America, the need to accelerate

the pace of industrialization and growth provided

a ready alibi for the imposition of dictatorial forms

of government after independence from colonial

rule. Some of them did well, but many of them

stagnated. In response to internal popular

pressures as well as international opinion,

several countries have now opted for democratic

forms of government. However, some of them

continue to stagnate or face periodic external

    crises.

In view of past experience as well as the

inability of several democracies to show decent

rates of growth and/or alleviate poverty, a widely

shared view among economic experts and political

leaders is that while a democratic form of

government is certainly politically preferable, it

does impose some economic costs which have to

be accepted as being unavoidable. In India also, the failure of successive governments to fully

    implement various anti-poverty programmes or

improve productivity of public investment in

infrastructure is often attributed to its vibrant

    democracy.

Fortunately, on this whole issue of the

relationship between democracy and growth with

equity, the statistical results of extensive cross-

country experience in more than 100 developing

countries are now available. The main

conclusion emerging from the research is tht thehypothesis that democracy necessarily leads to

weaker growth is simply not tenable. There are

as many cases of successes among democratic

countries over different periods, as there are

cases of failures. The economic outcomes are not

related to the type of government a country has,

but what a government does when it is in office.

In fact, an important benefit of an open society is

that if wrong policies are followed, a correction or

reversal of these policies is easier. In closed and

authoritarian societies, on the other hand,

governments are more inclined to persist with

    wrong policies over longer periods.

Based on the findings of historical and

    statistical research, the most interesting

question that emerges is not whether

    democracies can deliver satisfactory economic

outcomes (in addition to political freedom), but

why some democracies do so much better thanothers. The answer to this question is also

    relatively straightforward. The actual outcomes

of policies are likely to depend on the quality of

    leadership and accountability of elected

    governments for their performance.

    1. With referance to the passage the following

    assumptions has been made:

    1. Many of African, Asian and Latin

    American Countries have opted

democracry but they all have notshown good result in the growth and

    poverty indication front.

    2. Democratic famrs of government

always continue to stagnate a face

    periodic external crises.

Which of the above is/are the valid

    assumptions?

    (a) Only 1

    (b) Only 1

    (c) Both 1 and 2(d) Neither 1, nor 2

    2. Some African, Asian and Latin American

contrries have oted dictatorial forms of

    government because

    (a) They wants to accelerate the pace of

    industrialization and growth.

    (b) They knwo democracies can not

    deliver satisfactory economic

    outcomes.

    (c) There is absence of internal popularpressures as well as international

    openion.

    (d) Impact of growth and poverty i not an

    important political issue.

    3. The passage refers "What a government

does" and "Type of government". What is

    difference between two notion?

    (a) Economic outcomes are related to the

    "what a government does", while

political outcomes related with type ofgovernment.

    Passage - 2

In India, control over public enterprises and

the ability to launch new projects are important

sources of commercial power. In addition to

employing a large number of persons, public

enterprises also account for a substantial

proportion of the national output in industry and

services. The production and distribution of goods

and services involve issuing a vast number of

contracts, appointment of dealers (such as

allocation of petroleum pumps), fixing prices, and

purchase of machines and materials. Along with

the power to influence public sector decisions in

these areas, ministers and other political

    dignitaries enjoy considerable free media

publicity at the expense of public enterprises.

India is unique in this respect as there is noother mature democracy in the world where

newspapers and electronic media in different

languages are full of advertisements issued by

public enterprises, with photographs of ministers

    and other party leaders.

The discretion available to ministers in the

exercise of commercial and other statutory

powers has led to substantial diversion and

misuse of public funds. It is the primary cause of

    over-centralization, procedural bottlenecks and

high cost of providing public services, particularlyto the poor. There is an urgent need to reduce

the vast scope of discretionary powers available

to politicians in office, and thereby reduce the

scarcity value of such offices. Certain measures

to achieve these objectives, without in any way

    compromising with the legitimate responsibility

of political leaders for determining the economic

and other national priorities, are considered

    important.

    7. Consider the following assumptions

    1. To prevent misuse of discreationary

power of ministers. It is necessary to

    de-control public enterprises.

    2. Free media publicity at the expense

of public enterprises, is the misuse of

    public funds.

With refernece to the above passage,

which of these assumptions is/are valid?

    (a) Only 1

    (b) Only 2

    (c) Both 1 and 2

    (d) Neither 1, nor 2

Directions for the following 8 (eight) items:Read the following three passages and answer theitems that follow each passage. Your answers tothese items should be based on the passages only.

    Passage - 1

The worlds oil reserves are estimated to be 1trillion barrels. At the present rate ofconsumption it is estimated these reserves willbe exhausted in 45 years. All recent internationalefforts assessing the environment, including the1992 Earth Summit in Rio de Janeiro, theIntegrated Pollution Prevention and Control(IPPC), the United Nations FrameworkConvention on Climate Change (UNFCCC) andthe various sessions of the Commission forSustainable Development (CSD), refer to themassive consumption of oil and other fossil fuelsas aggravating global environmental problems, such as acid rain and the green house effect.

The Kyoto Protocol recently adopted in the contextof the Climate Change Convention calls for adecrease in carbon dioxide (C0

    2) emissions only

possible if energy efficiency and renewable energysources are promoted with determination.

Modem agriculture is heavily dependent onnon-renewable energy sources, especiallypetroleum derived fertilisers and irrigationpumps. The continued use of these energysources cannot be sustained indefinitely, yet toabruptly abandon our reliance on them would notbe economically feasible. A sudden cut-off inenergy supply would be disruptive. In sustainableagricultural systems, there is reduced relianceon non-renewable energy sources and asubstitution of renewable sources to the extentthat is economically feasible.

From an energy perspective, agriculture hasa double role: it is an energy user and an energyproducer. All stages of the food chain require oneform of energy or another, and renewableenergies such as biomass, solar and wind, couldmake an important contribution to itssustainability and productivity, throughtechnologies useful in irrigation, mechanisation, processing, conservation, transport, etc

    33. What does the author imply by "sustainableagricultural systems"?

    1. reduced reliance on non-renewableenergy sources.

    2. substitution of renewable sources tothe extent that is economicallyfeasible.

    3. heavily dependancy on non-renewableenergy sources.

select the correct answer using the codegiven below:

    (b) Only 2

    (c) 1 and 2

    (d) 1, 2 and 3

    34. consider the following assumptions:

    1. All global environmental problems are

    consequence of massive consumption

of oil and other fossil fuels.

    2. It is imprative to non-renewable

    enegry sources dependancy should bereduced.

    3. Modern non sustainable Agriculture

    practices are deeply associated with

    environmental problems.

with reference to the above passage wihch

    of these assumptions is/are valid?

    (a) 1 and 2

    (b) 1 and 3

    (c) Only 3

    (d) 1, 2 and 3

    35. What is the central theme of this passage?

    (a) The worlds oil reserves and global

    environmental problems.

    (b) Modern agriculture

    (c) sustainable agriculture

    (d) energy sources, agriculture and

    environmental problem.

    36. The passage contains a statements "from

an energy perspective, agricuture has a

double role". which of the following

    statements exact meaning of this?

    (a) agriculture is an energy user because

    fertilisers and irrigation pumps based

    on petroleum.

    (b) agriculture is energy producer also

because it is the base of the many

    stages of the food chain.

    (c) agriculture is eco friendly practice as

    well as environment pollutor.

    (d) In this context (a) and (b) both

    statements are true.

    37. which o f the fol lowing observat ions

    emerges from the above passage?

    (a) Non-sustainable agriculture practices

    aggravate the global environmental

    problem.

    (b) Energy efficiency and renewable

energy sources are pre requirment to

    tackle the climate change problem.

    (c) Energy consumption and

    Passage - 2

Public services such as health care are a

unique challenge, because the typical Indian

approach to reformdo it by bringing in private

competitorssimply does not work here. The

problem is that health is too much of a public

good, offering a very limited role for the private

sector. When it comes to the health of the public

    creating awareness, controlling epidemics and

ensuring basic nutrition and vaccination for even

the poorest citizensthe government has to play

a role, as market solutions for these services are

neither effective nor universal. In addition,

    catastrophic health carewhen treatment is

literally a matter of life and deathis often

expensive. This means that private sector health

care in the most critical situations becomes

    unaffordable for the poor.

Private hospitals and clinics in India have not

done much to counter ineffective public health

care services. The lack of universal health

services has come with terrible consequences,

especially for the health of the poorest Indians. It

is not uncommon to see children with copper-

colored hair clinging to exhausted mothers on the

sidewalks of even our biggest cities. Even in our

more developed states, we still see large numbers

of sick, stunted children, weak mothers and a

    generally unhealthy working class.

Our persisting failures here arise in part from

our lack of initiative in changing the colonial

approach to health care we inherited. The fact

that British India bungled health care badly is

    hardly shocking even effective, democratic

governments around the world have struggled

with how to provide better health care. An

    imperial government unaccountable to Indians

ended up, unsurprisingly, with unrelentingly badfigures.

    38. According to the passage in area of public

health government has to play a role good.

    1. Health is too much of a public good.

    2. Private sector health care becomes

    unaffordable for the poor.

    3. Private sector health care services

    are neither effective nor universal.

    4. Public health care services includes

    creating awareness and vaccination

    for poorest citizen.

Which of the above given statements are

    correct?

    (a) 1 and 2

    (b) 2 and 3

    (c) 1, 2 and 3(d) 1, 2, 3 and 4

    39. Which of the following is closet to the

    authors view.

    (a) The major problem of the health care

reform is typical Indian approach to

    reform.

    (b) The major problem of the health care

reform in India is colonial approach

    to health care.

    (c) The major proble of the health care

reform we are offering a very limited

    role for the private sector.

    (d) None of the statement (a), (b) and (c)

    given above is correct.

    40. Consider the following assumption.

    1. India has been failed in the health

    sector.

    2. The failure is partly due to colonial

legacy and partly typical Indianapproach to reform and ineffective

    public health.

With reference to the above passage which

    of these assumptions is/are valid?

    (a) Only 1

    (b) Only 2

    (c) Both 1 and 2

    (d) Neither 1, nor 2

Directions for the following 2 (two) items: Read

the following three passages and answer the items

that follow each passage. Your answers to these

items should be based on the passages only.

    Passage - 1

The remedy for many of the central failures

of Indian society is closely linked to broadening

the force and range of political arguments and

social demands. The ' tryst with destiny' is thus

partly an invitation to further engagement and

encounter. What Nehru hoped would happen

automatically with the independence of India

may continue to be neglected unless it isdemanded with an insistence that makes it

politically critical in a democratic system. It is

not enough to continue to have systematic

elections, to safeguard political liberties and civil

rights, to guarantee free speech and an open

media. Not is it adequate to famine, or to reduce

the lead of China in longevity and survival. A

    more vigorous-and vocal-use ofdemocratic

participation can do much in India that it hasalready achieved.

    49. What does author imply by broadening the

force and range of political arguments and

    social demands?

    (a) A more vigorous and vocal use of

    democratic participation

    (b) Social and political invitation to

    further engagement and encounter

    (c) To cont inue to have systematic

    elections to safeguard political

liberties and civil rights to guarantee

    free speech and open media.

    (d) The statements (a) and (b) are correct

    in this context.

    50. Consider the following assumptions.

    1. Author is disagree with Nehru inrespect of broadening the force and

range of political arguments and social

    demand.

    2. In a democratic system demand of

    participation is necessary for social

    changes.

With reference to the above passage which

    of the assumption is/are valid?

    (a) Only 1

    (b) Only 2

    (c) Both 1 and 2

    (d) Neither 1, nor 2

    Passage - 2

A country under foreign domination seeks

escape from the present in dreams of a vanished

age, and finds consolation in visions of past

greatness. That is a foolish and dangerous

pastime in which many of us indulge. An equallyquestionable practice for us in India is to imagine

that we are still spiritually great though we have

come down in the world in other respects.

Spiritual or any other greatness cannot be

founded on lack of freedom and opportunity, or on

starvation and misery. Many western writers

have encouraged that notion that Indians are

other-worldly. I suppose the poor and unfortunate

in every country become to some extent other-

worldly, unless they become revolutionaries, for

    Passage - I

It is no doubt true that we cannot go through

life without sorrow. There can be no sunshine

without shadow, we must not complain that roses

have thorns but rather be grateful that thorns

bear flowers. Our existence here is so complexthat we must expect much sorrow and suffering.

Yet, it is certain that no man was ever

discontented with the world who did his duty in

it. The world is like a looking glass; if you smile,

it smiles; if you frown, it frowns back. Always try,

then, to look at the bright side of things. There

are some persons whose very presence seems

like a ray of sunshine and brightens the whole

room. Life has been described as a comedy to

those who think and a tragedy to those who feel.

    70. The author says that we cannot go through

    life without sorrow because

    (a) it is our fate

    (b) we are always discontented

    (c) life is a tragedy

    (d) human life is very complex

    71. According to the author, no man can be

discontented with the world if he

    (a) is determined to be happy

    (b) is sincere in discharging his duties

    (c) has a healthy attitude to life

    (d) likes sunshine

    Passage - II

In a free country, the man who reaches the

position of leader is usually one of outstanding

character and ability. Moreover, it is usually

possible to foresee that he will reach such a

position, since early in life one can see his

qualities of character. But this is not always true

in the case of a dictator; often he reaches his

position of power through chance, very often

through the unhappy state of his country. It ispossible that Hitler would never have become the

leader of Germany if that country had not been

    driven to despair.

    72. In a free country, one who becomes a

    leader

    (a) must be of outstanding character and

    ability

    (b) must show qualities of character from

    an early age

    (c) is generally of a remarkable character

and ability(d) must see that his country is free from

    despair

    73. Hitler became a leader because

    (a) he exhibited leadership qualities

    (b) Germany was a free country

    (c) Germany was in despair

    (d) Germans wanted a dictator

    Passage - III

The dog is a very intelligent animal and it

can be trained for many duties. Some dogs work

with the police and the army as sentries and

trackers, and there are medals that are awarded

to dogs for bravery in action. Other dogs act as

seeing-eyes for the blind, and some breeds are

specially trained for rescue work among

mountains and snow. Jobs like herding sheep and

cattle and guarding homes are also done by them.

Whenever man lives and works in the Arctic

Circle, in the desert, in the jungle, in the moorsor mountains, the dog is his faithful companion

and help. A common mongrel may possess these

qualities just as much as the aristocratic

    bloodhound.

    74. The passage tells us that dogs

    (a) can be trained to do different kinds of

    work

    (b) are capable of difficult work

    (c) are of different types

    (d) alone are a great help to man

    75. Medals are awarded to some dogs for

    (a) their brave deeds

    (b) working with the police

    (b) serving as sentries

    (c) being able to perform difficultwork
